OK, now that I got that out of the way, on behalf of the WPELRA Annual Training Committee and the WPELRA Board of Directors, I would like to personally invite you to the 2020 Wisconsin Public Employer Labor Relations Association Annual Training Conference on Thursday, January 30, 2020 and Friday, January 31, 2020. The conference is back in Madison, Wisconsin at The Madison Concourse Hotel. The theme for the 2020 Annual Training Conference is ‘Leaping into the Next Decade of HR!’ to signify not only 2020 as a new decade (can you believe it!) but also a leap year! I can’t say enough about the WPELRA Annual Training Conference (ATC) Committee and all the hard work they put in, led by soon to be WPELRA President Rachael Richie. We reviewed the comments from the 2019 ATC evaluations (yes, we really do review them!) and are bringing topics that you said you want! How to handle ADA issues, costing a labor contract and bringing back Mark O’Connell and Jerry Deschane with the always enlightening State Legislative Update. We also have a session on how to handle off duty conduct, and keynote speakers Tracy Butz and Alonzo Kelly will guide us on how to have candid conversations and how to avoid verbal collisions that have the potential to be psychologically tragic. I would like to give a shout out to WPELRA’s annual conference sponsors! They not only help us navigate all the issues we face day to day, but 2020 Annual Conference through their sponsorship allow WPELRA to keep bringing an annual Committee training experience that we hope is valuable to everyone. Presented by: Tracy Butz – Think Impact Solutions Stepping up and having a difficult conversation is no easy task. It’s uncomfortable, stressful and no fun. But if we choose to not say anything, the issue is likely to not get better and potentially get worse. This program focuses on how to effectively engage in open, meaningful dialogue which will help more fully understand one another and achieve enhanced, productive and positive relationships. Learn to share tough messages in a way that maximizes candor and minimizes defensiveness, using six powerfully effective strategies. 10:00 AM - 10:15 AM BREAK 10:15 AM - 11:30 AM The Nuts and Bolts of Preparing for and Conducting Union Negotiations Presented by: Kevin Terry - Michael Best & Friedrich LLP This session focuses on both preparing a bargaining and negotiating strategy as well as executing “at the table” tools, tactics and techniques to reach an agreement with the Union. The strategic preparation portion of the presentation focuses on determining the needs and interests of management and the bargaining unit and aligning collective bargaining objectives with overall business objectives. We will talk about the duty to bargain in good faith, formulating and presenting management offers, and working on communication skills for effective management of interpersonal dynamics during bargaining. While things have changed in Wisconsin mightily, we still think getting back to the “bargaining basics” will help management teams assure that bargaining does not create unnecessary issues with staff.
thursday 10:15 AM - 11:30 AM Once an Employee, Always an Employee - Regulating Off-Duty Conduct. Presented by: Geoffrey A. Lacy – Strang, Patteson, Renning, Lewis & Lacy Public employers frequently have legitimate interest in regulating and investigating employee conduct, including conduct while off duty. This has historically included drug and alcohol usage policies and general conduct policies. Discussions will include negotiating tips, ways to reduce salary costs and Patrick will explore the concept of roll-up costs and salary compounding.
