INTRODUCTION Sport RCT is part of Rhondda Cynon Taf Council's Leisure Services Team. We are dedicated to helping the population of Rhondda Cynon Taf become healthier and more active. We develop local, inclusive and safe sport and physical activity opportunities in partnership with facilities, sports clubs, community organisations, businesses, schools and National Governing Bodies. Our vision is to get more people, more active, more often. This Sport and Physical Activity Development Plan gives a local and national context to our work, provides some background information on the area of Rhondda Cynon Taf, sets out our work for the next twelve months and illustrates how this work meets the corporate priorities of the wider Council. Over the last few years our work has diversified and this plan will show the variety of work that we do with our partners. Our aspiration is to support our residents with a variety of opportunities that allow them to be active for life. This year we are prioritising insight and learning to ensure that the needs of our residents are considered when planing projects. This evidence will give us the best chance of achieving our vision. This plan sets out Rhondda Cynon Taf’s vision and priorities for the direction of sport in our communities. The impact that sport and physical activity has on physical and mental health highlights the ability to transform people’s wellbeing - and create a fitter, happier and healthier community. Sport RCT work with a range of partners to facilitate sport and physical activity and support the amazing volunteers in our communities who provide a range of activities, week in, week out. Following significant investment in our sports facilities across Rhondda Cynon Taf and Sport RCT’s innovative work, we have been encouraged by an increase in participation. This plan identifies further opportunities for Sport RCT to continue to engage with residents of all ages and abilities. Cllr. LOCAL CONTEXT Rhondda Cynon Taf Council’s Corporate Plan 2020-2024 The Vision: “To be the best place in Wales to live, work and play, where people and businesses are independent, healthy and prosperous” In order to achieve this vision the plan sets out three priorities: 1. Ensuring People are independent, healthy and successful 2. Creating Places where people are proud to live, work and play 3. Enabling Prosperity creating the opportunity for people and businesses to be innovative, be entrepreneurial and fulfil their potential and prosper To demonstrate how we contribute to each of these we have included them in our plan, referencing which priorities are addressed in each of our projects. All of our projects support people to live healthy and active lifestyles. We have specific projects that improve mental well-being and the majority of our work is with children and young people. The consultation and insight we carry out helps us to ensure that the needs of our residents are considered in everything we do. In regards to places we are also helping to build active communities by supporting voluntary and community groups, such as sports clubs. We work to build capacity and maximise usage of facilities, this includes getting the best out of our parks by investing in green spaces. Lastly we impact upon prosperity by supporting individuals and businesses to reach their potential. Our volunteering scheme and leadership programmes support people to volunteer, gain training and build employability. We also offer employment opportunities to young sports coaches and support local businesses that offer physical activity opportunities, helping them to thrive. Rhondda Cynon Taf facts and figures: • StatsWales estimates that the population of Rhondda Cynon Taf is 240,131. • The National Survey for Wales 18/19 indicates that 22% (42,400) of the adult population are active 3+ times a week, 59% are not active at all. 45% (86,749) would like to be more active. • The School Sports Survey 2018 indicates that 44.4% (21,000) of the junior population of RCT are active 3 times or more per week, but that an average of 22% (10,500) would like to be more active. • 29.3% of 5 year olds in RCT are overweight or obese. • Only 37% of 25-34 year olds participate in sport and/or physical activity 3+ times a week. • Only 28% of 55-64 year olds participate in sport and/or physical activity 3+ times a week. • Interlink estimates that 60% of the population in RCT (140,000) volunteer in some shape or form, whilst the 16/17 Active Adults Survey indicated an average of 9% (36,473) volunteered in sport in RCT. • The 2019 Welsh Index of Multiple Deprivation indicates that RCT has 154 Lower Layer Super Output Areas (LSOAs) which is 8.1% of the total 1909 in Wales. 27 of the 154 are within the highest 10% of deprived communities within Wales. 4
NATIONAL CONTEXT The Well-being of Future Generations (Wales) Act In 2015 the Welsh government published the Well-being of Future Generations (Wales) Act, which focuses on improving the social, economic, environmental and cultural well-being of Wales. It puts in place the following seven well-being goals: 1. A prosperous Wales 2. A resilient Wales 3. A more equal Wales 4. A healthier Wales 5. A Wales of cohesive communities 6. A Wales of vibrant culture and thriving Welsh language 7. A globally responsible Wales Our plan falls in line with the Well-being of Future Generations Act. We help our local authority to be prosperous by developing a skilled and well-educated population, and by providing employment opportunities. We make our communities more resilient by using and encouraging the use of green spaces, promoting walking trails and supporting walking groups. We aim to provide everyone with equal opportunities to participate and we deliver programmes that positively target areas such as deprivation, gender, disability and mental health. We support our local authority to become healthier by developing opportunities, supporting places for physical activity, offering interventions and educating residents on the benefits of being active. We help to develop cohesive communities by supporting community and voluntary groups to become hubs of activity and by offering volunteers opportunities to play a role in their community. We develop culture and promote use of the Welsh language by ensuring that all of our communications are bilingual and bilingual provision is available, adhering to the Welsh Language standards. When delivering projects we ensure our actions are responsible by developing sustainable provision using fair and ethical resources and practices. Vision for Sport in Wales In 2019 Sport Wales held conversations with individuals from every part of the country and developed a new Vision for Sport in Wales. The vision is for Wales to become “an active nation where everyone can have a lifelong enjoyment of sport”. The vision fully supports the Well-being of Future Generations Act and each of the 7 well-being goals. When applying for Sport Wales funding there are 5 investment priority areas – foundation, participation, progression, performance and succeed. As a local authority sports development team we are eligible to apply for investment in three of these areas. Our plan is presented under these three headings. • Foundation: give everyone the skills, confidence and motivation to enable them to be active for life with a focus on young people • Participation: grow participation opportunities for those who are less active • Progression: grow and sustain participation for those already active 5

Our Coordinators work under 5 key areas: • Foundation • Physical Activity • Sport and Recreation • Workforce • Communication Six Leaders work geographically supporting communities and delivering our projects. Our priorities are to: • Promote sport and physical activity, encouraging everyone to get involved • Develop new opportunities to get people active • Support schools to get more children active • Help sports clubs to develop and recruit more members • Support community facilities to provide more opportunities • Educate residents on the many health benefits of being active • Inform residents of their local opportunities, clubs and facilities • Support coaches and volunteers • Encourage families to enjoy sport and physical activity together The graphic below shows our process for delivering projects.
