2019 NFHS POINTS OF EMPHASIS
The slight differences in design of a uniform do not negatively impact the identification of a relay or cross country team by an official. The expectation of this rule is that all relay and cross country team members can be clearly identified as representing the same school through predominant color, school logo, and color combinations of all outer garments. Variations in trim and/or accents within members of the same relay or Uniforms cross country team should be evaluated by a meet official on a case- by-case basis as to whether school identification is negatively impacted. Officials should be able to observe that all members are from the same team. The games committee still has the authority to restrict or permit wearing of any item outside of the school uniform.

Officials Safety and Recommendations in Horizontal Jumps Horizontal Jumps 1. Remove foreign debris in the landing area. 2. Inspect the runway for tripping hazards and remove equipment our of harm’s way. 3. Make sure pits are full of sand and turned. 4. Inspect takeoff boards and pit edges. 5. Instruct those raking the pit to keep sand off the track as much as possible. 6. Do not permit multiple jumpers on the runway at the same time during competition.
Officials Safety and Recommendations in Vertical Jumps Vertical Jumps 1. Make sure pits meet rules standard—correct size and properly padded. 2. Ensure that the crossbar(s) meets standards and is clearly marked. 3. In pole vault, double check standards and extenders, and that the planting box is in good condition and free from water and debris. 4. Do not permit multiple athletes on the runway during competition. 5. Make sure the runway is free from implements and debris.
1. Always be attentive. 2. Control the runway during practice and competitions. 3. 2019 FHSAA RULES CHANGES
No More State entry lists are no longer required by FHSAA. State Entry Lists Instead, all rosters must be submitted on Home (SELs) Campus by February 11, 2019 (Policy 11.1)
DirectAthletics is now the official results and data management provider for FHSAA Track & Field. DirectAthletics will provide all meet entry and data management for the FHSAA State Championship Series.
TRACK & FIELD RESULTS REPORTING SYSTEM DirectAthletics will provide and operate the FHSAA TFRRS site throughout the season. All meet results, athlete profiles, team profiles, and rankings will be displayed at no cost. Only results submitted to DirectAthletics by meet hosts with athlete TFRRS IDs will be displayed on TFRRS.
(4) Entries. Entries must be completed on DirectAthletics by 4:00 PM EST on the following dates: a. 1A – Sunday, April 7, 2019 District b. 2A – Tuesday, April 9, 2019 Meet Entry c. 3A – Thursday, April 11, 2019 d. 4A – Thursday, April 4, 2019
(a) Coach Accounts. Coaches must have their accounts set up on DirectAthletics 4.14.2.2 by January 16, 2019 if applicable. Accounts carry over from season to season. Team and (b) Rosters. Rosters must be entered into DirectAthletics by January 30, 2019. All Season roster names must be identical to those submitted to Home Campus. Rosters shall be maintained throughout the season. (a) Reporting Results. Meet hosts shall report initial meet results to 4.14.1.1.3 DirectAthletics within 72 hours of the meet’s conclusion. Results (b) TFRRS Numbers. Results must include athlete FHSAA TFRRS numbers for marks/performances to be considered for seeding purposes in the Florida High Reporting School State Championship Series.
Javelin Javelin will be an official event in the FHSAA State Series for the first time since 1950. Starting in 2020, Florida high school athletes will have the opportunity to compete in the iconic field event. For 2019, javelin will be thrown as a showcase event at the State Meet in Jacksonville.

(3) Relay Personnel. Up to 8 contestants/competitors shall be declared eligible to compete on any relay when district entries are due. The pool of 8 contestants/competitors will remain intact throughout the state series and may not change without the expressed approval from the FHSAA Executive Director or his/her designee . Rules pertaining to individual event limitations per athlete remain in effect. Relay personnel (limited to the pool of 8) may be changed between the district and regional meets, between the regional meet and the Florida High School State Championship Series. Relay personnel may be changed between the prelims and 4.14.2.3.1(g) – finals on any level as long as such change is made in compliance with procedures Squads established by the FHSAA. Changes between prelims and finals are limited to the 8 contestants/competitors listed on the relay team pool declared prior to the district meet. Once relay personnel report to the Clerk of the Course for a race, no change in personnel for that race is permissible the only change in personnel that will be allowed is for medical reasons verified in writing by the medical personnel /trainer provided by the meet management. These changes will be allowed up to the time the Clerk turns the runner over to the starter after which time no change in personnel for that race is permissible. Any runner so removed will be ineligible to compete in the remainder of the meet.

2019 FHSAA POINTS OF EMPHASIS
CONTESTANTS MAY OFFICIALLY ENTER: Four Individual Events No relays allowed. Entry Limits for Three Individual Events May be listed on any number of relays but compete in only one relay. All field events shall be administered using the metric system. Metric System All measurements of height or distance may be made with a steel tape, fiberglass tape, bar or electronic measuring device.

The examples below are considered illegal for at least two reasons: 1. These are foundation garments and considered visibly inappropriate as a uniform. 2. NOT school issued uniforms—not intended by the manufacturer to be a uniform. Athletes wearing this or similar attire will NOT be permitted to compete. Athletes will be asked by officials to put on regular track uniform bottoms in Appropriate order to compete. How is the equipment obtained? 1) Check that the student has completed all requirements set forth by the school in order to participate in track and field, i.e., physical, good grades, etc. 2) Obtain the athlete’s physical disability if required by the school. 3) Take pertinent measurements as directed by the Chiavarolis so the proper equipment can Adapted be fitted at the trial appointment. Team sports are about having fun, promoting physical health UNIFY and bringing people together. Unified Sports® Competitive Format - Teams are made up of players with a minimal difference in talent/ability between the best and the worst player. Games can be highly competitive.

Fans in the Stands is a great way to promote respect and advocacy for student-athletes (with and without intellectual disabilities) during Special Olympics sporting events.
