                Special Air Traffic Procedures

                              April 5th through 9th, 2019

In anticipation of a large number of aircraft operating in the Minneapolis-St. Paul Metropolitan
area during the week of the 2019 Final Four, the following special air traffic procedures will be
used to minimize air traffic delays and enhance safety.

                                         GENERAL:

Temporary routes have been instituted into/out of the Minneapolis-St. Paul Terminal area to
optimize the traffic flow for the Minneapolis-St. Paul satellite airports. These temporary routings
are designed to increase the efficiency of the Minneapolis TRACON airspace minimize air
traffic delays. Note that some normal arrival and departure routes will not be available within
250nm of the Minneapolis-St. Paul Terminal Airspace between Friday April 5th and Tuesday,
April 9th. The preferred arrival and departures routes that have been modified for this event are
defined below for the airports within 60nm of US Bank Stadium. Airports that are not listed in
the Preferred Arrival and Departure Routes tables below should file and can expect normal
arrival and departure routings.

IFR airborne filings within the terminal area should not be expected. IFR changes of destination
will not be granted within 250nm of the Minneapolis-St. Paul Terminal Airspace except in
emergency situations. Duplicate flight plans (same time/call sign) to multiple airport destinations
are subject to removal from the system.

    VFR MINNEAPOLIS-ST. PAUL TERMINAL AREA OPERATIONS:

Class B airspace requirements apply. Due to the high volume of traffic related to the 2019
NCAA Final Four, VFR arrivals to the Minneapolis-St. Paul Metropolitan Area may experience
lengthy delays outside of the Class B airspace until traffic volume permits safe entry and transit
of the airspace. Formation flights, practice approaches, multiple approaches, and touch and go
operations may be restricted in the terminal area. VFR advisory service within the terminal area
will be on a workload-permitting basis. Pilots are cautioned that Class B violators will be
aggressively pursued.

A reservation program for arrivals and departures will be utilized from Friday, April 5th, 2019

FAA Airport Traffic Control Tower/Approach Control at KMSP is operational 24 hours a day.

Due to the heavy congestion at KSTP and the close proximity of the Minneapolis-St. Paul
International Airport, VFR arrivals and departures operation to/from KSTP are cautioned to
remain outside KMSP Class B. Class B violators will be aggressively pursued.

KSTP FAA Air Traffic Control Tower normal operational hours:

Monday - Friday: 0600-2200 LOCAL TIME (1100-0300 UTC)
Saturday – Sunday: 0700-2200 LOCAL TIMT (1200-0300 UTC)

On Saturday, April 6th, STP ATCT will remain open from 0700 LOCAL TIME (1200
UTC) to Sunday, April 7th at 0200 LOCAL TIME (0700z)

On Monday, April 8th STP ATCT will remain open from 0600 LOCAL TIME (1100 UTC)
to Tuesday, April 9th at 0200 LOCAL TIME (0700z)

St. Paul Downtown Airport will be experiencing a high volume of traffic. When meteorological
conditions allow and when the tower is closed, pilots are strongly encouraged to cancel IFR on
ATC frequency prior to landing. If unable to cancel IFR prior to landing, call Minneapolis
Approach at 612-726-9086 as soon as possible after landing.

KANE Air Traffic Control Tower operational hours:

DAILY: 0700-2100 LOCAL TIME (1200-0200 UTC)

On Saturday, April 6th, ANEATCT will remain open from 0700 LOCAL TIME (1200
UTC) to Sunday, April 7th at 0200 LOCAL TIME (0700z)

On Monday, April 8th ANE ATCT will remain open from 0700 LOCAL TIME (1200 UTC)
to Tuesday, April 9th at 0200 LOCAL TIME (0700z)

Anoka County-Blaine Airport will be experiencing a high volume of traffic. When
meteorological conditions allow and when the tower is closed, pilots are strongly encouraged to
cancel IFR on ATC frequency prior to landing. If unable to cancel IFR prior to landing, call
Minneapolis Approach at 612-726-9086 as soon as possible after landing.

Flying Cloud Airport will be experiencing a high volume of traffic. When meteorological
conditions allow and when the tower is closed, pilots are strongly encouraged to cancel IFR on
ATC frequency prior to landing. If unable to cancel IFR prior to landing, call Minneapolis

         MINNEAPOLIS-ST PAUL METROPOLITAN AREA IFR ARRIVALS:

IFR arrivals should expect sequencing to a standard instrument approach or straight-in visual
approach. Pilots flying into Minneapolis-St. Paul area airports not serviced by an Air Traffic
Control Tower or aircraft cancelling IFR after hours are encouraged to cancel IFR on ATC
frequency prior to landing when meteorological conditions allow. If unable, contact the
appropriate Air Traffic Control or Flight Service Station as soon as practical to cancel your IFR
Flight Plan.

DEPARTURES

       MINNEAPOLIS-ST PAUL METROPOLITAN AREA IFR DEPARTURES:

Confirm your departure date and time with the FBO upon arrival or as soon as possible for
staging purposes. Provide any updates on desired departure time to the FBO.

Turboprop and Piston aircraft should expect interim altitudes until 125nm from the
Minneapolis-St. Paul Terminal Airspace.

Advise if IFR or VFR, where you are parked and ATIS code where appropriate. Pilots are
requested to delay engine start-up until you have your clearance and immediately before taxi.

DO NOT CALL GROUND CONTROL TO TAXI until you are the number one aircraft and
ready to taxi.

DO NOT CALL THE TOWER FOR DEPARTURE until you are in the number one position
for the runway.
HELICOPTER ACTIVITY:

Due to the anticipated heavy concentration of traffic operations in the Minneapolis-St. Paul
Terminal area, pilots are advised to remain vigilant of VFR traffic while operating below 5,000
feet.

                               OVERFLOW PARKING AREAS:

The Airport may designate closed runways and or taxiways as an aircraft overflow parking area.
When directed to an overflow parking area, please follow your signalman’s instructions.

Practice approaches and touch-and-go/pilot training operations at Minneapolis-St. Paul
metropolitan airports may be limited or suspended from Friday, April 5th, 2019 through Tuesday,
April 9th, 2019 due to increased volume of traffic associated with the 2019 NCAA Final Four.

To ensure proper processing, flight plans should be filed at least 8 hours prior to departure.
