2019 Central American and Caribbean Women's Chess Championship 1. WELCOME The Chess Federation of Panama (CFP) welcomes you to our cosmopolitan city, that has a great variety of food, tourism and beaches. Three million years ago, the Isthmus of Panama emerged from the sea and changed the world forever. It divided an ocean and united two continents, which caused one of the most important natural evolution events in the history of the world. Today, this narrow land bridge in Central America is home to more bird and tree species than in all North America. We invite you to discover the beauty of its landscapes, its rich culture and endless tourist activities that are within your reach. The Panama Canal as one of the most important attractions in the country. 2. INVITATION The CFP is pleased to invite you to the 2019 Central American and Caribbean Women's Chess Championship. The organization of this event is the responsibility of the CFP and the Continental Chess Association (CCA).
3. PARTICIPATION The CFP wishes to invite one (1) official female player from each of the following countries, which will be the current national champion: Mexico Bahamas Netherland Antilles Guatemala Bermuda Puerto Rico El Salvador British Virgin Islands Suriname Nicaragua Dominican Republic Trinidad and Tobago Costa Rica US Virgin Islands Venezuela Barbados Guyana Honduras Cuba Martinique Guadeloupe Colombia Haiti Aruba Jamaica Antigua and Barbuda Each official participant will receive accommodation (room and breakfast) in double occupancy from August 14th to 20th, 2019. Meals and flight Tickets are not included. Deadline to confirm the participation is July 20 th, 2019. After this time, you can only be registered as an extra player. Additional / extra player(s) (players with no rights) and companions will be responsible for the cost of their trip, accommodation and meals during the tournament. 4. VISAS Players traveling with passports that need visas to enter Panama must inform the organizing committee, that will send them an invitation letter after the registration confirmation and facilitate the process of sending the requests to the National Migration Service of Panama. The National Migration Service of Panama requires a minimum of six (6) weeks to process visa applications and, therefore, the forms along with two (2) passport photographs must be submitted before July 1st. 5. REGISTRATION FEES All foreign players will pay a registration fee of US $100, which will include entry and transportation to and from the airport to the accommodation. The local players (Panamanian flag) will pay a registration fee of US $50. Registration fees expire on July 20th. After this date the tournament organization reserves the right to accept new participants at an additional cost.
6. REGISTRATION The registration of the participants must be done by your Federation through the following email: info@ajedrezpanama.info CFP will only accept registrations authorized by your Federations. The inscriptions must be formalized by each Federation when sending by email the Registration Form with all the details of the participants: NAME SURNAME(S) TITLE OF FIDE ID FIDE FIDE ELO DATE OF BIRTH NAME OF THE FEDETATION E-MAIL Registration Forms for participants from countries that require visas must be submitted before July 1st, 2019. ACCOMMODATION Each official player will receive accommodation and breakfast from August 14 th to 20th at the Marriot Finisterre Hotel in Panama City. For unofficial players, the accommodation fee will be US $350 per person (based on double occupancy). This must be paid before July 20 th, 2019. If a player arrives earlier or leaves later, he will have to pay the additional cost of accommodation and transportation. Any player who stays outside the official accommodation will pay a fee of $100 exemption and will be responsible for their own transportation to and from the gaming site.

TIME CONTROL AND FORMAT The event will be nine (9) Swiss rounds unless there are 10 or fewer players. In that case it will be a round-robin event. The game rhythm will be ninety (90) minutes with increments of thirty (30) seconds per move, from the first movement (1). The tolerance to arrive late to a game will be 30 minutes. The designated winner of the tournament is the player with the most points at the end of the final round. In case of a tie, the following tiebreaks will be applied: INDIVIDUAL ROUND-ROBIN TOURNAMENT: A. Direct encounter B. Number of victories. C. Sonneborn-Berger D. Koya System INDIVIDUAL SWISS TOURNAMENT: A. Direct encounter B. Number of victories.

Sonneborn-Berger The tournament will be valid for the international classification and any title rule under FIDE regulations. 11. PRIZES The first six (6) places will receive the following prizes: Place PRIZE st 1 Place US$1000 2nd Place US$700 3th Place US$500 4th Place US$300 5th Place US$250 6th Place US$200 In case there is a tie for the prizes, the prize money will be divided equally among the players in the same score. 12. CLOTHING MODE Players are always requested to take note of the requirements of FIDE regulations C.01 (Article 8.1) with respect to their dignified appearance during the tournament. No sneakers, shorts, sunglasses, sports caps and revealing attire are allowed. 13. PAYMENT The payment of registration fees and accommodation must be made by transfer before July 30th or as authorized by the organizer. 14. TOURNAMENT POLICIES TOURNAMENT ROOM • Keep silence in the game room. • Eating will not be allowed in the game area, much less at the gaming tables. • The consumption of alcoholic beverages will not be allowed in the tournament room. • Once the game is over, the player must leave the game room. There is no post- mortem analysis. THE USE OF ELECTRONIC DEVICES IS NOT PERMITTED • No player may use or manipulate any type of electronic device, digital device, telephone, BlackBerry, PDA, Tablet, IPADS, computer, headset, communications device, microphone, loudspeaker or the like while playing without the express permission of the Tournament Director. If any device sounds to the player, the penalty for such use is the loss of the game, and an immediate investigation into the nature of the use will be made to determine if the dismissal from the tournament is justified. • The player who needs to make a call during the tournament must request permission from the Tournament Director. The call must be made in the presence of the Tournament Director or Chief Arbiter. • Players may not leave the playing area without permission of the Tournament Director. • If there is clear and indisputable evidence of cheating of any kind, electronic or otherwise, the player will lose the right to remain in the tournament. No refund will be given. • Players whose games have ended are also not allowed to use or possess cell phones or other electronic devices in the play area or restrooms. The penalty is at the discretion of the Tournament Director after an investigation has been conducted and may include the loss of the round. SPECTATOR RULES • Spectators will be allowed only in a specially designated or cordoned off area. No spectator will be allowed to enter the area where the players are competing. • Spectators cannot talk to the players, or vice versa, while they are still playing. • Spectators cannot eat or drink in the play area. • The tournament staff reserves the right to expel from the game room any spectator who does not comply with the rules or who disturbs the tournament in any way.
