1. Orkney Islands Council, through Development and Infrastructure aims to provide a
winter service which allows the safe movement of vehicles and pedestrians on roads
and keeps delays caused by adverse winter weather to a minimum.
2. The Council as Roads Authority will set the standards and level of service, make
adequate budgetary provision to achieve the standards, and approve a carriageway
and footway hierarchy.
3. The operational management of the service will be provided by the Executive
Director of Development and Infrastructure. The service will be delivered using in-
house resources and other contractors as appropriate.
4. The service will be provided in accordance with the aims and objectives of the
Council Plan 2018-2023, the Development and Infrastructure Service Plans the
Roads Management and Maintenance Plan 2018 - 2023 and this Winter Service
Policy Statement.
5. Development and Infrastructure will prepare a carriageway and footway hierarchy
for precautionary gritting, post gritting and snow clearing and a Winter Service Plan
which will be reviewed annually by the Council following the confirmation of the
Council's Revenue estimates and Capital Programme.
6. The standard of performance achieved, and all the fixed and variable costs
incurred will be monitored annually and reported to the Executive Director of
Development and Infrastructure.
7. The Executive Director of Development and Infrastructure will report to the Council
annually on the standard of service achieved, the costs involved and where changes
or improvements to the level of services should be considered.
8. The Executive Director of Development and Infrastructure may, in certain
circumstances due to severe weather conditions or other conditions, amend or
suspend part of the Winter Service Plan to achieve the best service that the
prevailing conditions will allow.
9. The Executive Director of Development and Infrastructure may carry out trials
whenever necessary on proposals to improve the service prior to the review.

1. Statement of Policies
The winter service operation should be delivered in accordance with the Council's
Winter Service Policy Statement.
2. Response Time on Receipt of a Weather Warning
The target response time is one hour. This is the mobilisation period for commencing
winter service operations (that is gathering employees and preparing equipment)
following receipt of a weather warning. Once treatment has commenced the target
completion time for Carriageway Priority 1’s is 2 hours.
3. Periods of Cover
The winter service will be provided during the period 1 November – 31 March the
following year and may be extended as necessary. Routine treatment and snow
clearing must be delivered throughout the winter season except for 25-26 December
and 1-2 January when only a limited service must be provided. A full service will be
provided on all other days observed by the workforce as local holidays.
4. Treatment Time
4.1. Carriageways
Routine salting and gritting - treatment to commence not earlier than 06:00 and no
new routes to be undertaken (started) after 18:00.
Routine snow clearance - treatment to commence not earlier than 06:00 and no new
routes to be undertaken (started) after 18:00 in normal weather conditions.
Emergencies - 24-hour cover will be provided for emergencies notified via the Police
only.
4.2 Footways
A prioritised service will be provided Monday-Saturday, 06:00 to 16:00. A reduced
service, subject to available resources, will be provided on all days observed by the
workforce as local holidays.
5. Standards
5.1. Salting and Gritting - Carriageways
Priority 1 Routes - on receipt of frost or snow warning but subject to judgement and
local experience.
Priority 2 Routes - only when adverse conditions become apparent and when all
priority 1 routes have been completed.
Priority 3 Routes - not normally treated unless conditions are severe and likely to
persist for several days (and provided physical resources are available after treating
the higher priority routes). The priority of works should be areas with steep hills or

Winter Service Plan 2019 - 2020where there is a higher number of vehicle movements such as at shops, post offices
etc.
5.2. Snow Clearance – Carriageways
General - should be started as soon as practicable and the need for it becomes
apparent beginning with Priority 1 routes and then Priority 2 as equipment is
available.
Priority 1 Routes - should not remain impassable to heavy vehicles for more than 6
hours in rural areas or 4 hours in urban areas EXCEPT under exceptional weather
conditions and when snow is drifting.
Priority 2 Routes - should not remain impassable to heavy vehicles for more than 6
hours in urban areas or 24 hours in rural areas EXCEPT under exceptional weather
conditions and when snow is drifting.
Priority 3 Routes - to be made passable to heavy vehicles within 48 hours wherever
possible after dealing with the higher priority routes and only when conditions are
severe and likely to persist for several days. The priority of works should be areas
with steep hills or where there are higher number of vehicle movements such as at
shops, post offices etc.
5.3. Salting and Gritting – Footways, Footpaths and Pedestrian Areas
Footways and footpaths in Kirkwall and Stromness have been prioritised and will be
treated according to their priority.
5.4. Snow Clearing – Footways, Footpaths and Pedestrian Areas
Footways and footpaths in Kirkwall and Stromness have been prioritised and will be
cleared according to their priority. Gaps will be formed in piled snow at roadsides at
bus-stops and at crossing points.
Any surplus labour available due to closing of normal works will be transferred to this
work if instructed following a decision by the Roads and Environmental Services
Manager.
6. Carriageway and Footway Hierarchy
This hierarchy excludes roads on islands not connected by Ro-Ro services.
Appendix 1 shows the roads covered and their priorities. Additions will be added to
this appendix as new roads are adopted.

• Roads serving shopping centres.
• Single accesses to isolated villages.
• Main food supply routes.
Priority 3 (not normally treated unless conditions severe)
• Minor side roads.
• Minor side and farm roads.
• Residential roads.
• School bus routes treated as 2S on school days where resources permit.

Areas
A prioritised service will be provided on Monday to Saturday between 06:00 to 18:00
except for 25-26 December and 1-2 January. A further reduced service, subject to
the available resources will be provided on all days observed by the workforce as
local holidays.
6.3.1. Gritting and Snow clearing footways should be carried out as per the priorities
in Appendix 2.
6.3.2. General - although the service cannot be extended to housing developments,
residents should be encouraged to request salt/grit bins for self-help.
6.3.3. In amenity housing areas and sheltered schemes, the footways adjacent to the
public roads should be treated as in Appendix 3.
6.3.4. Salting, Gritting and Snow Clearing Car Parks
The service should be extended to all the main town car parks in Kirkwall and
Stromness from Monday to Saturday except 25-26 December and 1-2 January in the
same manner as the treatment of Priority 1 roads. When notified, car parks adjacent
to cemeteries will be treated prior to any funeral. After completion of the Priority 2
roads all other large car parks and housing scheme car parks on the Orkney
mainland should be treated as Priority 3. The list of car parks to be treated is set out
in Appendix 6.
6.3.5. Salting, Gritting and Snow Clearing for non - adopted Roads
Two categories exist, private roads and Council maintained roads, and these are
listed in Appendix 4 attached. For private roads the present practice of treating and
keeping clear the junctions with public roads will continue. For Council maintained
roads the treatment will be as for public roads Priority 3 ratings except for the
Kirkwall Grammar School Road, the Former Stromness Academy access road and
the Council Office Car Park Road which should be Priority 1.
7. Weather Forecasts etc.
Weather forecasts utilising thermal mapping and road sensors in Orkney will be
obtained by the Roads Operations Section and will form the objective basis on which
operational decisions will be made. A copy of each daily forecast will be forwarded
to the Roads Services Manager and a record maintained within the Roads Support
Section for audit purposes.
8. Supervising and Operational Personnel
Supervising and Operational Personnel will be engaged and trained by the Roads
Operations Section.
9. Plant and Vehicles
The Head of Infrastructure and Strategic Projects shall ensure the provision,
maintenance and replacement of all winter maintenance plant and vehicles.

The Head of Infrastructure and Strategic Projects shall ensure that adequate means
of communications for operational purposes will be provided and maintained.
11. Bulk Salt and Storage Facilities
The Head of Infrastructure and Strategic Projects shall ensure the provision, safe
storage and handling of adequate supplies of salt to meet all winter maintenance
commitments.
12. Salt and Grit Bins or Heaps
Salt / grit bins and heaps will be deposited and maintained in locations such as
known trouble spots, steep hills, dangerous bends and densely populated areas not
on priority routes, as set out in Appendix 5. Additional bins and heaps may be
instructed from time to time.
The Council will provide salt or grit bins, for self-help by members of the public only
where the following criteria are met: -
1. In general, where the location is not on a Priority 1 or 2 route;
2. The bin shall not obstruct pedestrians;
3. The location shall not obstruct junction sight lines;
4. The location is not within 200 metres of another salt bin location;
5. The location is within the boundary of the public road
6. The Council will not provide bins in private roads or car parks or any other
public or private property unless a service level agreement is in place.
Bins will only be located where they can be filled from a lorry and shall be
replenished on a regular basis during the winter period, as resources permit.
The location of each bin will be recorded in an electronic database, with a unique
identity code for each item.
Formal requests should be submitted to the Council’s Roads Services for
consideration.
Where the criteria for a bin are met the provision will be dependent on available
resources.
13. Budget
Budgets have been prepared recognising the fixed and variable costs associated
with the winter maintenance operation.
Payment for the service will be made in the following manner:

Winter Service Plan 2019 - 202013.1. The annual basic charge covering the provision of the service ("fixed" costs)
i.e. cost of forecasting, ice prediction, standby, patrols, standing costs of specialist
equipment and vehicles, and the cost of management of the service.
13.2. the operational charge covering actual delivery ("variable" costs) i.e. charges
for mobilised labour, plant and equipment, and the cost of salt and grit used.
14. Islands Services
14.1. The level of service for all main Ro-Ro connected islands will be the same as
the Orkney mainland (excludes Egilsay and Wyre).
14.2. The minimum level of service for the remaining islands will be as for Priority 3
routes for winter gritting and snow clearing. Additional grit boxes will be provided at
locations in consultation with the local Community Council during the Annual Review
of the Service.
14.3. Precautionary treatment will not be undertaken in the islands.
14.4 The local Community Council should liaise with the Roads Operations Manager
as quickly as possible where procedures are not being followed.
15. Media Communication
Communication with the media in relation to the winter maintenance service will only
be by the Executive Director of Development and Infrastructure or the officer
designated for that purpose.
16. Performance Monitoring etc.
Winter Service performance and expenditure will be monitored, and an annual report
of the performance presented to the Executive Director of Development and
Infrastructure.
The Executive Director of Development and Infrastructure will assess the winter
service in the spring of each year and report to the relevant service committee of the
Council on possible improvements to the service.
17. Documentation of Decision Making Procedures
All decision-making procedures are recorded and documented in an operational
diary.

(Integrated Service with Salting, Gritting and Snow
Clearing) and Street Lighting
1. Statement of Policies
Emergency situations are covered under the existing Service Emergency
Procedures and are a matter, in the first instance, for the Roads Operations section.
Extraordinary works associated with flooding and street lighting shall be delivered in
accordance with this part of the Winter Service Plan.
2. Period of Cover
This service will be provided on a 24-hour basis throughout the year. The service will
include for the handling of all extraordinary works notified either during normal
working hours; or directly out with normal working periods and during all holidays
(national and local).
3. Response Times
The target response time is 1 hour between a decision having been taken by the
Roads Operations section to mobilise and actual mobilisation.
4. Initial Response
The Roads Operations section will provide an immediate initial response on behalf of
the Executive Director of Development and Infrastructure to investigate all reported
hazards. This initial response will be an investigation, to the Roads Operations
sections’ satisfaction, of all circumstances relating to an incident prior to assessing
the situation, classifying the works as either immediate, urgent or routine and
considering further action such as mobilisation.
5. Priority of Works and Response
All works will be classified into the following categories:
IMMEDIATE (or Dangerous) where there could be a danger to the public and the
fault must be made safe as quickly as possible. Permanent repairs may be carried
out immediately, if appropriate, or may be left for a longer period once the fault has
been made safe.
URGENT Non-dangerous works which cannot wait for the next routine or for cyclic
maintenance repair should be responded to within 5 days.
ROUTINE (or cyclic maintenance works).
Cyclic maintenance will cover most of the reported faults, but the Roads Operations
section may only be able to investigate the fault rather than repair it as this will be
covered in the plan for routine maintenance and completed with the performance
indicator target time of 21 days.
Following the initial response and a decision to mobilise the Roads Operations
section will carry out any immediate or urgent work that is required to ensure there is

Winter Service Plan 2019 - 2020no danger to the public. In the Christmas holiday period urgent works will be
authorised through the Roads Operations section. During holiday periods the Roads
Operations section will take whatever action is necessary or appropriate to maintain
a stable situation throughout this period using the resources already held on
standby.
6. Sequence of Works
Where works are required over a wide area then in general the route priority for
salting, gritting and snow clearing should be followed. This sequence can be altered
to consider the objectives for flooding and street lighting set out below.
7. Reporting Incidents
All customer reports will be notified to the Roads Support section in the normal way
during normal office hours; and out with these hours by an answering machine which
will be interrogated at regular intervals - both these information systems to be
supplied and maintained by the Roads Operations section.
At the earliest opportunity the Roads Operations section will report all actions taken
to the Roads Support section, who will consider where remedial action requires
either additional funding or a policy decision.
8. Flooding
All areas with flooding will be recorded on a location map and in an Operational
Diary maintained by the Roads Operations section. This diary should record in
summary the significant times, events and decisions relating to all incidents.
Flooding by any means e.g. from surcharging sewers, from tidal action, from water
courses, from blocked drainage systems, from burst water mains etc. comes under
this direction.
Where flooding is found the immediate response will be to guard, sign and light; and,
following assessment, further action will be taken as set out in this document to
relieve the situation and leave the area safe. The objective will be to ensure safety,
minimise damage to property especially Council property and ensure a safe passage
for vehicular traffic.
It should be noted that additional measures to prevent or mitigate the flooding of
non-agricultural land in the towns and villages are set out in the Council’s Policy
associated with the Flood Prevention and Land Drainage (Scotland) Act 1997; and
within the Winter Service Plan the Roads Operations section will provide an
integrated service to deal with the extraordinary works associated with flooding
caused by severe weather.
9. Street Lighting
The service covers extraordinary works for electrical faults which may cause a
potential hazard either because of live cables or because of the location.

ensure a safe passage for vehicular traffic.
During normal working hours all lights out will be reported to the Development and
Infrastructure service who will instruct what action is required.
Lighting faults reported out with normal working hours will be recorded by the Roads
Operations section in the Operational Diary and a report forwarded to the Roads
Support Section for further action.
During the Christmas or other holiday periods, urgent works should be attended to
within the Citizens Charter response period (currently five working days set by the
Council).
