HUMAN CAPITAL MANAGEMENT 2019-2020 Recruitment Incentive Proposal OVERVIEW Recruitment incentives are an important and highly-utilized tool in Dallas ISD’s talent acquisition plan. Surrounding school districts and all major cities across the state of Texas offer incentive and stipend packages to attract teaching candidates. Therefore, in order to remain competitive for the top educational talent in the state, it’s imperative to continue the recruitment incentive initiative. This initiative was borne out of an intense need to attract teacher candidates in hard-to-staff areas. The main goal is to offer financial incentives that will attract high-quality educators in order to create a larger talent pool and help fill vacancies for the District. Thus far, the incentives have been effective in achieving this goal and a majority of teachers who received an incentive reported in a recent survey stated that it impacted their decision to accept an offer with Dallas ISD. As these financial incentives are targeted at teachers in critical needs and hard-to-staff areas, the District becomes more competitive with other Texas school districts. There have been three consistent recruitment incentives in place for several years: Elementary Bilingual: $4,000, Secondary Math: $3,000, and Secondary Science: $3,000. An additional Career & Technology Education incentive was added for the current school year of $3,000. For the upcoming school year, the Human Capital Management Department (HCM) is proposing to continue the process of offering recruitment incentives to attract candidates to high-needs and hard-to-staff teaching areas. These classes were chosen in conjuction with the CTE Department due to being the most difficult-to-staff positions. **The Special Education incentives are specifically designated for Special Education candidates hired to teach in Behavioral and Autism units. These positions were chosen in conjuction with the Special Education Department due to being the most difficult-to- staff positions. 2
HUMAN CAPITAL MANAGEMENT 2019-2020 Recruitment Incentive Proposal GUIDELINES FOR THE CONTENT-BASED RECRUITMENT INCENTIVES WHO IS ELIGIBLE? Teachers with valid state teaching certificates recognized by The State Board of Educator Certification with full- time classroom instructional assignments in one of the specified critical shortage areas (Secondary Math, Secondary Science, Career & Technology, Special Education, or Elementary Bilingual). o In regards to the “Career & Technology” incentives, HCM will use the incentives for the hardest-to-fill CTE vacancies, which are as follows: High School Engineering High School Health Science High School Culinary Arts High School Arts, A/V, and Communications High School Information Technology o In regards to the “Special Education” incentives, HCM will use the incentives for the hardest-to-fill Special Education vacancies. The Special Education Department will help with identification for those positions. They will be in the following areas: Behavioral units Autism units New Dallas ISD employees and current employees in support positions (i.e. teaching assistants, teachers’ aides, etc.) who are being hired into a full-time classroom instructional assignment in one of the certification areas listed above after acquiring a degree and/or teaching certification. Any candidate or employee hired, transferring, or promoted into one of the certification areas listed above. WHO IS NOT ELIGIBLE? Any employees already serving in a full-time critical shortage area (Secondary Math, Secondary Science, Career & Technology, Special Education, or Elementary Bilingual, as outlined above) teaching position with the district. Employees of the district who received an incentive from the 2018-2019 school year. GUIDELINES: The teacher must complete the entire hiring process and report to school on their designated report date for the 2019-2020 school year. The report date can be after the first instructional day of the year. The teacher shall not withdraw or resign from Dallas ISD until the completion of at least two consecutive school years as a classroom teacher to receive the full recruitment incentive amount. If the teacher is reassigned to a different teaching position outside of one of the certifications listed above for any reason during the two consecutive school years, the recipient will not receive the second payment of the remaining 50%. WHAT IS THE FUNDING SOURCE? The recruitment incentives will be funded out of the same general operating fund source as all stipends. The actual line codes are as follows: 199-11-6116-00-ORG-X-11 for math and science, 199-11-6116-00-ORG-X-22 for career & technology, 199-11-6116-00-ORG-X-23 for special education, and 199-11-6116-00-ORG-X-25 for the bilingual. 3
HUMAN CAPITAL MANAGEMENT 2019-2020 Recruitment Incentive Proposal CONTENT-BASED RECRUITMENT INCENTIVE FAQs If a teacher is promoted midyear, will they get the second payment of the incentive? If a teacher is reassigned for any reason to a position that is not one of the listed teaching certification areas, they will no longer be eligible for the incentive. If a teacher leaves midyear, do they have to pay the money back? No, they do not. If a teacher is hired midyear into one of the designated certification areas, are they then eligible for the incentive? Potentially. If the teacher is hired into the critical shortage position before all incentive funds have been depleted, they will be eligible to receive the incentive. Can employees who received other types of district incentives previously get this one? Potentially. While this incentive is independent from past incentives, individuals who received the 2018-2019 recruitment incentive are not eligible to receive this one. Any repayment of previous incentives should follow the appropriate historical guidelines. If a teacher starts after the first instructional day of the school year, are they still eligible for the incentive? Yes. All teachers who meet the incentive criteria are eligible to receive the incentive until the approved funds have been depleted. If a teacher transfers from General Education to a critical shortage position, are they eligible for the incentive? Yes, if the employee receives the necessary approvals to transfer positions before he funds have been depleted, they will be eligible to receive the incentive. If an employee in a support position is promoted to a critical shortage position, are they eligible for the incentive? Yes, if they are promoted before all incentive funds have been depleted, they will be eligible to receive the incentive. Is there a limited number of incentives available? Yes, once the cap of the incentive has been reached, the incentive will no longer be available. What if they refuse to sign the Agreement, can they still get the incentive? No. They must agree to the terms to participate in the program. If incentive funds are unused for one of the approved certification areas, can those funds be shifted and utilized for one of the other approved certification areas? Yes. If HCM sees that the deadline is approaching and there are unused funds for one of the approved certification areas, those funds may be shifted and used for another of the approved certification areas. 4
HUMAN CAPITAL MANAGEMENT 2019-2020 Recruitment Incentive Proposal CRITICAL SHORTAGE RECRUITMENT INCENTIVE AGREEMENT 2019-2020 SCHOOL YEAR Dallas ISD’s Critical Shortage Recruitment Incentive Program offers you the opportunity to receive a recruitment incentive if hired in a critical shortage teaching assignment for the 2019-2020 school year. The critical shortage teaching assignments and accompanying incentive amounts are as follows: Elementary Bilingual: $4,000, Secondary Science: $3,000, Secondary Math: $3,000, Special Education (specifically for Behavioral and Autism Units): $3,000, and Career & Technology (specifically for high school teachers in one of the following areas: Engineering, Health Science, Culinary Arts, Arts, A/V and Communications, and/or Information Technology): $3,000. I must either be a new teacher on Dallas ISD's payroll for the 2019-2020 school year or a current Dallas ISD employee who is transferring into a teaching position in one of the designated certification areas outlined above for the 2019-2020 school year. 2. I must remain employed in one of the designated certification areas by Dallas ISD through January 2021 in order to receive the full incentive amount. 3. I must complete the employment process for new employees, including the signing of a contract, prior to my first reporting date of the 2019-2020 school year. In consideration of Recipient’s (the term “Recipient” herein refers to the Teacher signing the Agreement) agreement with the terms and conditions set forth herein, Dallas ISD agrees to pay Recipient the agreed Recruitment Incentive (less usual taxes and other required deductions). Recipient is eligible to receive only one recruitment incentive. CONDITIONS: In consideration of Dallas ISD’s agreement to pay the recruitment incentive, the Teacher/Recipient agrees as follows: I must have completed the entire hiring process and reported to my assigned school on my designated report date for the 2019- 2020 school year. (Employee's initials ________). I shall not withdraw or resign from my employment with Dallas ISD until the completion of at least two consecutive full years as a classroom teacher to receive the full incentive amount. (Employee's initials ________). I understand that the first payment of 50% of the total amount will be paid on the November 15 th, 2019 paycheck, and the second payment of the remaining 50% will be paid on the January 15th, 2021 paycheck. (Employee's initials ________). If I am reassigned to a non-critical shortage position for any reason during the two consecutive school years, I will not receive the remaining 50% payment. (Employee's initials ________). The recruitment incentive is separate and apart from, and shall not become a part of my teacher’s contract for any reason. There is no property right to my continuation of the assignment. The recruitment incentive shall not be paid in subsequent years of my employment beyond the stated timeline listed above. Survey results from a survey sent to all incentive recipients from the 2017-2018 school year. The survey was sent out in January of 2018 and the following statement was presented to the employees: “The recruitment incentive impacted my decision to accept an offer with Dallas ISD.” The employee then was asked to rank their level of agreement from Strongly Agree to Strongly Disagree. Over 65% stated that they “Agree” or “Strongly Agree” that the incentives impacted their decision to accept an offer with Dallas ISD.
