2018 USATF Region 9 Junior Olympic Track & Field Championships Thursday - Sunday, July 5-8, 2018 University of Arkansas at Little Rock (Coleman Sports & Recreation Complex 5732 Asher Ave Little Rock, Arkansas 72204) AGE DIVISIONS & ELIGIBILITY REQUIREMENTS: Age Divisions 8 & under (born 2010 +) 9 - 10 (born 2008-2009) 11 - 12 (born 2006-2007) 13 - 14 (born 2004-2005) 15 - 16 (born 2002-2003) 17 - 18 (born 2000-2001) * athletes born in 1998 are also eligible if they do not turn 19 on or before 7/29/2018 Individuals: Only U.S. citizens, aliens living in the United States and foreign exchange students are eligible to compete in these Championships. See the USATF Rules for more information and exceptions. A competitor must compete in his/her age division only. There will be no "moving up" in any events, including relays. Competitors in the 8 & Under, 9 - 10 and 11 - 12 age divisions may compete in a maximum of three (3) events, including relays. Competitors in the 13 - 14, 15 - 16 and 17 - 18 age divisions may compete in a maximum of four (4) events, including relays. Combined events are not included in the event count. All athletes must be 2018 members of USATF in good standing. Relay Teams: Only registered 2018 USATF member clubs may enter a relay team(s). All athletes representing the club must be affiliated with and members of that club as part of their USATF membership. Visit www.usatf.org/membership. ENTRY PROCESS: Individual Entries: $9 per event Relay Entries: $32 per relay team Decathlon/Heptathlon: $20 per event Triathlon/Pentathlon: $16 per event Club Administrators and Unattached Athletes should register online at Athletic.net by July 2 at 8:00pm. Late entries will not be allowed. Online registration opens June 19. Fees must be paid online by the close of registration. Accuracy of data entered is the responsibility of each club and/or athlete. Please validate data within Athletic.net for accuracy prior to submitting entry. An instructional video on the online registration process may be accessed by visiting, http://cs.athletic.net/blog/b/athletic/archive/2016/01/18/getting-started-athletic-net-tutorials.aspx Valid 2018 USATF Membership and Proof of Birth is required for participation. Before registration, please ensure that the membership chair has received (via mail or fax) a copy of the athlete’s Proof of Birth (copy of birth certificate, passport, certified baptismal record, driver’s license or U.S. government identification). See Rule 300.1 (i) for further explanation. All verifications for membership must be complete 48hrs before close of entry. WAIVER: All athletes who participate in the USATF Junior Olympic Program must complete the Junior Olympic Participant Waiver and Release form. This form is already integrated in the online entry system and can be completed
electronically; it can also be obtained via your association. All forms must be submitted at the first round of the Junior Olympic series. AWARDS: USATF Junior Olympic medals will be awarded to the top five (5) individuals and the top five (5) relay teams in each event of each age division. Medal pick-up will be at the concession stand located on West side of the track facility club house. ADVANCEMENTS: th The National Junior Olympic Championships will be held from Monday, July 23rd to Sunday, July 29 in Greensboro, NC. The top 5 athletes at the Region 9 Championships will qualify for the National Championships, in combined events the top 2 athletes will qualify. Implements may be used if they are certified by the inspector of implements at least 1 1⁄2 hours prior to start of the event. Implement certification room is open daily between 7:30 a.m. and Noon at Coleman Sports and Recreation Complex. Signs will be posted in the stadium as to the location of the certification room. Once weighed, implements shall not to leave the certification room. *Pole Vault athletes must bring the own pole(s). Athletes will be weighed in at the pole vault area and their poles inspected. EVENT CHECK-IN: There will be separate check-in areas for Running and Field events. Athletes must check in at these designated areas 30 minutes prior to the event's scheduled starting time. All athletes will be required to remain in the designated warm-up areas after checking in. COMPETITION BIB NUMBERS: All competitors must wear their assigned bib numbers during competition and on the front on their jerseys only. If an athlete loses the bib number, a replacement can be purchased for a fee of $10. Bib numbers will be distributed to athletes at Registration table (see facility map). In addition, event results will be posted at www.macdonaldtiming.com. PROTESTS: There will be a $100 fee for all protests. Protests must be submitted to the Protest Referee at once and not later than 30 minutes after a result has been announced. The protest fee will be refunded if the protest is upheld. RULES – CONDUCT & FACILITY: Maximum allowable spike length is 1⁄4.” Smoking is prohibited at all times. Pets are not allowed. Athletes and spectators shall conduct themselves in a manner that respects the rights of others and reflects favorably upon the Arkansas Association and USA Track & Field. Tents will NOT be allowed in the stands at all. Tents that are not in designated areas will be removed. Small umbrellas only will be allowed in the stands. They will not be allowed in front of the press box. Please see facility map for designated tent areas. GATE ADMISSION FEES: $8.00 per day or $24.00 for 4 day pass. Senior Citizen (55 and older) $5.00 per day or $15.00 for 4 day pass. Under 6 free. Athletes will be admitted free of charge by showing both their bib number and wearing their division wrist band.
DIRECTIONS & PARKING: Parking lot West of club house will be for Officials, volunteers, vendors, and multis (on days of competition only). See facility map for designated athlete/spectator parking areas North of Asher Ave (300meter walk). There is one entrance/exit to facility, it will be available for carpool/athlete drop off only. Please see facility map for athlete drop off location. Food Service: D-Ham Grilling & Catering will be on site for the entire meet. They will have food, beverages, snow cones, and bags of ice for sale. Coolers area acceptable- GLASS BOTTLES/CONTAINERS AND ALCOHOLIC BEVERAGES ARE STRICTLY PROHIBITED. Personal grills and BBQ pits are not allowed. Trash receptacles will be located throughout the facility. Please help keep the event as clean as possible. Other Information: ▪USATF rules, USATF Youth Athletics Rules and any supplementary rules stated in this announcement will be adhered to strictly. Rulebooks may be obtained from USATF National Office. ▪Advancement to the finals in the 100, 200, 400, short hurdles, and long hurdle events shall be in accordance with Rule 303 (h) in the Competition Rule Book. (Place then Time) ▪Uniforms for the purpose of relays (Rule 302-3(d))- All participants shall wear tops of the same color as well as short of the same color. ▪Events will contest girls first, then boys, unless otherwise noted. ▪ Running events may be combined by division/gender at the discretion of the Meet Director Except for the 800m (timed final) and 1500m (timed final), ▪ All Track and Field events will run according to the scheduled time. Athletes are reminded that track events take precedence over field events; however, if an athlete is competing in a field when the athlete is required to check into their running event (30-minutes before the scheduled event), the athlete must seek permission of the field event official to check for their running event. After shall return to the field event competition and the official will coordinate with the Clerk of Course on when that athlete is to return to the track event. The athlete will have 10 minutes to return to field competition following completion of a running event or forfeit remaining jumps/throws. ▪ All field events will have 3 preliminary attempts and the top 8 finalists will be allowed 3 final attempts. Pole vault and high jump are excluded from this rule. ▪ All events are finals unless specifically noted. Any race shown as a Prelim that has 8 or fewer contestants declared during bullpen check-in will be ran as a final. ▪ All athletes must wear bib numbers on the front of their uniform top. Replacements bibs will cost $10 ▪ Sportsmanlike conduct at all times is mandatory (pre-competition, competition and post- competition.) Unsportsmanlike conduct may result in athletes, coaches, parents and/or team disqualification from the competition.
