Register online at ofdda.com/registration PRESENTATION DETAILS Thursday, October 25, 2018 9:00 am Keynote Session • KEYNOTE ADDRESS| Fire Chief, Mike Myers, Portland Fire and Rescue With more than 28 years of experience, Mike Myers has earned a reputation as a progressive industry-leading fire chief with an innovative approach to the complex safety and wellness issues facing communities. Chief Myers currently runs Portland Fire & Rescue, the largest fire and rescue department in Oregon. He was hired in June 2016 with a promise to run Portland Fire & Rescue like a business. He quickly went to work and has his teams completing an ambitious three-year strategic plan that tackles goals such as zero fire deaths, zero traffic fatalities, zero firefighter casualties, and zero neighbors neglected. 10:00 am Concurrent Sessions • Local Budget Law: An Elected Official's Guide | Danette Benjamin, Oregon Department of Revenue The Budget and Finance Workshop covers the basics to comply with Local Budget Law and some aspects of the property tax laws of the state, as they apply to preparing a local government’s budget. The workshop assists Directors in learning about the budgeting process, the importance of their roles as stewards of public funds, and some pitfalls to avoid. • Home Fire Sprinklers: What Fire Service Leaders Should Know | Chase Browning & Greg Kleinberg, Oregon Fire Sprinkler Coalition This two-hour session will provide education on the importance of home fire sprinklers and how this affordable technology can help improve the safety and well-being of your community and your firefighters. New data will be shared about how a community can participate in offering access and water supply incentives to developers to get these life-saving systems installed in your community voluntarily. 1:30 pm Concurrent Sessions • Board Member Duties & Responsibilities | Christy Monson, Local Government Law Group Being an elected fire official carries many responsibilities under the statutes to carry out the public trust. Those duties include adherence to public meeting laws, public records laws, parliamentary procedure— to name a few. This segment is a must for newly elected officials and for those needing to brush up on requirements for public officials. • Regulatory Issues Affecting Firefighters | DPSST, OSHA, SDAO Representatives Our panel representatives from the DPSST, OSHA, and SDAO will bring you up to date on some of the regulations governing firefighters. Learn about how the program was built over the past twenty years and how its successes, challenges and opportunities have shaped the program into what it is today. • Cyber Preparedness | David McMorries, State of Oregon & Ron Watters, Department of Homeland Security The Department of Homeland Security's Cybersecurity Advisor (CSA) Program offers cybersecurity assistance on a voluntary, no-cost basis to critical infrastructure organizations, including state, local, tribal, and territorial governments. Through the CSA Program, organizations can prepare for and protect against cybersecurity threats to critical infrastructure. The goal of this session is to promote cybersecurity preparedness by offering ideas, advice, and best practices for securing your district's most sensitive data. 10:00 am Concurrent Sessions • Ethics Law for Elected Officials | Tammy Hedrick, Oregon Ethics Commission Oregon Government Ethics (OGE) laws prohibit public officials from using office for financial gain and require public disclosure of economic conflict of interest. This presentation will provide education and direction regarding Oregon Government Ethics law located in Chapter 244 and explain how provisions in ORS 244 may apply to duties performed as a “public official”. Engaging Youth in the Fire Service Through Cadet Programs, Student Leadership Organizations and CERT| Melissa Steinman, Lincoln County School District This presentation will emphasize how cadet programs, student leadership organizations and CERT programs work; their effect on the community and the multiple levels of engagement available for departments. PRESENTATION DETAILS continued friday, October 26, 2018 continued 1:30 pm Group Session • SDAO Presentation - "Youth in the Fire Service" Involving youth in the fire service encourages our future leaders to consider a career in the fire and emergency services field. Providing a youth program through your district can be rewarding and used as a valuable recruitment tool. However, there are limitations your district needs to consider if you plan to use this type of program. This presentation will review the potential pitfalls that your district may not be aware of. We will discuss the current child labor laws, employment liability issues, and OSHA interpretations related to youth who are actively involved with your district. We will discuss some of the past and current litigation that has an impact on fire districts. We will provide you a best practice designed to limit your exposure to the liability in involving youth with your fire district. 3:15 pm Group Session OFDDA Business Meeting SATURDAY, October 27, 2018 8:00 am Group Session • Oregon Fire Service History | Ken Jones As Legal Counsel to the Oregon Fire District Directors for over forty years, Ken Jones has left his mark on Oregon’s statutes and has helped mold the fire service into what it has become. Having recently retired from the practice of law, Ken is in a unique position to look back over his years with the fire service and provide a candid recounting of the victories and challenges that put the fire service on the path we find ourselves today. 10:00 am Group Session • Active Shooter Threats: Are You Prepared? | Jamie Karn, Deputy Chief (Ret.) and Jason McGowan, Battalion Chief, Clackamas Fire This course will help you prepare and respond to active shooter situations. The presentation will include a review of the Clackamas Town Center shooting by Clackamas Fire retired Deputy Chief, Jamie Karn, and the Reynolds High School shooting by Gresham Fire and Emergency Services Battalion Chief, Jason McGowan. Active shooter situations are now too common throughout the world. Schools, universities, churches, malls, sporting events, concerts, hospitals and even nursing homes have all been targets. Preplanning and training exercises, that include all local agencies that would respond to these events, is crucial. How you prepare today will matter tomorrow! This year's sessions will educate attendees and encourage efforts of departments and agencies to work collaboratively to strengthen the fire service through "The Power of Teamwork." The Local Pour: Beer, Cider, Wine & Spirits Tour Wednesday, October 24, 2018 1:15 - 5:30 pm Conference attendees and guests are invited to join a Local Pour adventure, try samples and see behind-the-scenes at a local cidery, wine tasting room, distillery, and brewery. Your guide will take you behind the scenes of the normal tasting room experience to witness fermentation and distillation magic. Throughout the tour your professional guide will share the highlights of beautiful Bend, Oregon, delving into the natural and cultural history of the area. Each Local Pour Tour is unique, attending facilities dependent on their availability. This tour is a great option for gluten intolerant guests. The $85 registration fee includes door-to-door transportation; an expert guide; beer, cider, wine and spirits tastings; facility tours where available; and light appetizers at one stop! Also included in the fee is a 15% gratuity for the tour guide. Bruce Williams Scholarship Fund Assists Small Districts Submit your completed scholarship application to the OFDDA office by September 29, 2018. MAIL: OFDDA, 1284 Court St NE, Salem, OR 97301 FAX: 503-364-9919 EMAIL: laureal@ofdda.com On February 26, 2006, the fire service lost a valued and trusted servant with the passing of Bruce Williams, member of the SDAO Legislative Committee and former OFDDA Board Member. He was 73. In his memory, Bruce's family and OFDDA established the "W. Bruce Williams Scholarship Fund, Honoring our Fire Service Volunteers in Rural Communities". The purpose of the Fund is to provide tuition and expenses for fire district personnel in Oregon so that they may attend conferences and training. "Bruce was very dedicated to the fire services and he knew how important every fire district was to its community," said Bev Williams, Bruce's wife of 53 years. "He had the opportunity to travel the state of Bruce Williams Oregon and meet with several volunteer departments. He knew these districts would benefit if they were able to attend conferences and training sessions, taking back to the departments current information and regulations. Working together in the state makes the fire districts stronger. Bruce would be very pleased to know that under the present guidelines, those districts can and will be represented as their needs arise. Firefighters are special people and this fund will be a lifelong vision that will be put into place to help those who desire to better their departments." Priority for the award shall include but not be limited to the following criteria: • Economic needs of the district. • District unable to attend previous conferences or training. • Commitment of the district to use the award. To be eligible, districts must have a total annual assessed valuation in the lower 25 percent of fire districts as determined by the Oregon Department of Revenue. Oregon Fire District Directors Association DISTRICT OF THE YEAR NOMINATION FORM The purpose of the OFDDA District of the Year award is: • To provide a means of sharing information, innovative ideas and the variety of activities taking place throughout the state of Oregon. • To give recognition to those in the fire service who have demonstrated progressive achievement. • To benefit all fire districts, regardless of size, location, budget, or number of personnel. Districts can be nominated by anyone (even themselves) for this recognition.
