FOREWORD On behalf of the Peel Cricket Board, we are delighted to provide you with the Peel Cricket Board Strategy for 2018 through until 2020. Through a consultation process with each of the key board members representing their respective club, association or district, we have identified a range of strategies which will not only assist in growing participation numbers for cricket in the Peel Region, but which also aim to increase retention rates from junior ages through to seniors. We also recognise that increasing facilities for training and playing is fundamental in strengthening the cricket experience. We will continue to work closely with our key partners - Department of Local Government, Sport and Cultural Industries, Cricket Australia, the Western Australian Cricket Association, Lord’s Taverners Australia, City of Mandurah, Shire of Murray and City of Rockingham – to maintain our strong connections and provide a united voice for cricket in the Peel Region. INTRODUCTION Peel Cricket Board (PCB) was formed in 2012, and incorporated in May 2014. Since forming, the PCB has developed under CA and the WACA to develop cricket participation in the Peel District. The initial strategy, ‘Strategy to Grow Cricket in the Peel 2014 – 2017’, was developed to introduce both kids and adults to the game of cricket leading to an increase in participation rates. The current strategy, ‘Growing Cricket in the Peel Region 2018 – 2022’ will focus on not only increasing participation rates but focus on the retention of players in all clubs and districts and all age groups, and initiate actions to increase facility development. The PCB provides a united voice for cricket and advocates for resources, facilities and funding for the Peel region. The Peel Cricket Board is one of 14 community cricket boards across WA formed as part of a WACA initiative to increase communication between the cricket community and the WACA. The PCB comprises representatives from the following groups, Associations and Departments: • WACA, • Rockingham Mandurah District Cricket Club, • Peel Cricket Association, • Peel Junior Cricket Association, • Female Cricket, • Peel Umpires, • Baldivis Secondary College – Cricket Specialist Centre, • Local Government, • State Government. The key partners in developing cricket in the Peel Region include: • City of Mandurah, • City of Rockingham, • Department of Sport and Recreation, • Lord’s Taverners Australia Peel Region WA, • Shire of Murray. According to the PCB Rules of Association, the objects of the PCB are to: • Promote and grow the game of cricket in the Peel region, • Advise and support WACA Game Development Officers and all stakeholders on issues and trends affecting cricket in the Peel region, • Promote and support the implementation of CA and WACA strategies and policies within the Peel community, • Facilitate the implementation of strategies that provide pathways for cricket participants from local to state including players, umpires, coaches and administrators, • Establish and maintain sound working relationships with stakeholders in the Peel region, Page 8
• Promote all competitions in the region that are endorsed by the Peel Cricket Board and the WACA, • To use its bet endeavours to ensure every participant’s experience is one which retains them in cricket. The Peel Cricket Board aims to: • Provide one united voice for cricket in the Peel Region, • Think and act strategically to grow cricket in the Peel Region, • Develop and maintain strong connections between clubs and stakeholders, • Increase the profile of cricket and provide opportunities for the community to be involved in cricket at all levels, ages and backgrounds, • Support CA and the WACA to provide engaging formats and team environments for all participants at all ages and levels, • Facilitate the implementation of strategies that provide pathways for cricket participants from local to state including players, umpires, coaches and administrators. The PCB provides the following services: • Coordinates and supports training workshops for coaches, umpires and volunteers, • Coordinates and supports planning sessions for clubs to develop strategic plans and action plans, • Source funding and partners for club initiatives and events, • Advocate for new and improved facilities, • Coordinates minor upgrades between clubs and local government, • Liaises with WACA on issues facing cricket in the Peel region, • Provides funds through the grant application form. Communication is essential in ensuring the strategy of the PCB aligns with those of the WACA and various disciplines within the cricket framework: Aligning with the constitution, the PCB Board comprises of: • Chairperson, • Secretary, • Treasurer, • Regional Cricket Manager – Peel, • Rockingham Mandurah District Cricket Club representative, • Peel Cricket Association representative, • Peel Junior Cricket Association representative, • Peel Umpire Coordinator, • Baldivis Secondary College representative, • Female Cricket representative. Each of these Board representatives strives to ensure the objects of the PCB are upheld in accordance with the Rules of Association. Page 9
METHODOLOGY The strategic plan has incorporated a mixed methods design where both qualitative and quantitative research tools have been applied: • Qualitative – perception based semi-structured interviews with key stakeholders, • Quantitative – data collection sourced through WACA Regional Cricket Manager – Peel. Secondary data was sourced through publications and reports made available from CA, WACA, PCB, DLGSCI, and the LGA’s of Kwinana, Mandurah, Murray, Rockingham and Waroona. Stakeholder Consultation Meetings were held with each member in the key stakeholder group between May and September 2018. The key stakeholders were: • Mr Tim Lees, Chair, • Mr Ben McCulloch, Secretary, • Mr Peter Ritchie, Treasurer, • Mr Brodie Green, Regional Cricket Manager – Peel, • Mr Steve Langley, Rockingham Mandurah District Cricket Club representative, • Mr Rob Wallace, Peel Cricket Association representative, • Ms Rebecca McLennan, Peel Junior Cricket Association representative, • Ms Peta Hogarth, Female Cricket representative. Additional meetings were held with: • Ms Julie Boyd, President of the Peel Junior Cricket Association, • Mr Peter Swarbrick, President of the Rockingham Mandurah District Cricket Club, • Mr Alan Singer, Area Manager Metro South, Senior Community Cricket. Input from each of the stakeholders has been vital in ensuring a strategy development which will align with those of CA and the WACA, but also ensures key challenges are addressed and actions to overcome are identified. CRICKET IN THE PEEL REGION The PCB facilitates representation across junior, senior and district cricket in the Peel Region, incorporating both metropolitan and country cricket. The three primary associations are: 1. Peel Junior Cricket Association, 2. Peel Cricket Association, 3. Rockingham Mandurah District Cricket Club. Clubs The cricket clubs within each of the association span the Local Government Areas of Kwinana, Mandurah, Murray, Pinjarra, Rockingham and Waroona. The PCB strives to have a junior and senior team with each club, and in recent seasons has introduced both girls and ladies teams. Listed in Table 1 are the clubs playing in each association. Participation Since the inception of the PCB, participation numbers have been collated and are stated below for each of the Associations, for the periods 2013/14 until 2017/18. Table 2. The programs have now been replaced in the 2018/19 season with a new program, Woolworths Cricket Blast. The junior age groups are based on number of teams with the U13’s girl’s competition commencing in 2016/17. Until the 2016/17 season, the number of players in each team was 15. However, from the 2017/18 season, for the U10’s and U11’s teams were calculated as teams of 10 due to new junior formats. Participation numbers for the Milo in2 Cricket remained at 299 in the 2017/18 season despite reaching 361 in the 2015/16 season. The Milo T20 Blast series numbers peaked at 382 in 2015/16 and finished at 291 in 2017/18 season. The total numbers of junior teams increased from 58 in the 2013/14 season to 63 in the 2017/18 season. Participation numbers remained steady in all age groups except the U15’s which decreased from 7 teams in 2016/17 to 4 teams in 2017/18. The introduction of the girls U13’s competition commenced with 4 teams in 2016/17 increasing to 5 teams in 2017/18. Table 3. Peel Cricket Association Participation. Team participation in the PCA has increased only marginally between 2013/14 – 53 teams – and 2017/18 – 55 teams as outlined in Table 3. Ladies T20 was introduced in 2017/18 with 3 teams competing. Facilities An audit of cricket facilities was initially completed in 2012 with a review conducted in 2016 to: • Provide an inventory of cricket facilities being utilised by clubs in the Peel Region, • Assess and rate facilities against a list of core/optional facilities, • Identify any current gaps in provision, • List any major works for prioritisation by the PCB, • Ascertain planned new and future facility developments, • Identify any further opportunities to develop cricket in the Peel Region. The ‘Peel Cricket Board Facilities Audit’ (2016) provides a summary of each of the home grounds and potential training or competition venues available in each of the LGA’s (Tables 5 and 6). Page 13

KEY CHALLENGES In 2017, the PCB members developed a strategic framework for 2017 through to 2020 which identified a number of key focus areas: • Participation and volunteers, • Profile and promotion, • Elite teams, • Revenue, • Technology, • People – stakeholders and governance, • Facilities, • Women and girls, Interviews with stakeholders during the stakeholder process were semi-structured, allowing each the opportunity to identify key challenges facing cricket in the Peel Region. Common themes were evident in each interview and have been aligned with the key focus areas: Table 7. Key Challenges – Common Themes. It is worth noting that many of the targets will require benchmark statistics in the 2018/19 season to provide ongoing data comparison. The following strategy has been developed taking into consideration that many of the people conducting the activities are volunteers and meet on a quarterly basis. It is essential that the strategies be realistic and achievable. Additionally, during the season, focus is directed to the business of playing cricket; off-season allows time for completion of strategic actions. Page 16
