1-Power & Renewable Energy -Power Dept. & Renewable Energy Dept. U.P. Background UP Discoms are currently supplying power to 2.80 crore consumers in the State, out of which1.12 Crore new connections provided in last 2.5 years by ensuring that all habitations are electrified. Rural Supply Hours in the State have been increased from 16:40 hours in FY 2016-17 to 19:10 hours in 2019-20(up to dec). Supply hours for Bundelkhand Region has increased from 20:47 Hours of supply in 2017 to more than 21:30 hours by 2019.For ensuring quality supply, transmission capacity has been enhanced from 17,200 MW in 2017 to 24,000 MW now. Specifically, in Bundelkhand Region Transmission Capacity enhanced from 5078 MVA in FY 2017 to 6116 MVA in FY2019. Total Consumer count in Bundelkand area has increased by 82% from 7.11 Lac in FY 2017 to 12.95 Lac in FY 2019-20, with increase in connected load by 49% from 1598 MW in FY 2017 to 2376 MW in FY 2019-20.The per unit Revenue Collection for Bundelkhand consumers has increased by 19%, from Rs.2.16 per unit (FY2017) to Rs.2.56 per unit (FY2019).In absolute terms Revenue Collection has increased from Rs.983 crore (FY2017) to Rs.1321crore (FY 2019) thereby recording an increase of around35% Key Issues Industrially Backward Bundelkhand region still industrially backward. Though erstwhile UPSIDC and now UPSIDA have developed 10 Industrial Areas in 6 districts of Bundelkhand i.e Jhansi, Jalaun, Lalitpur, Chitrakoot, Banda and Hamirpur but the industrial activity in these industrial area has not picked up to the desired level. As per the data available on UPSIDA website 1439 industrial plots covering 3721.82 Acres land are available in these industrial areas out of which 360 plots covering 222.04 Acres land are not sold as yet. As per IIA‟s information in most of the industrial plots sold either the industries are not operational or their health is not good. There are obvious reasons for slow progress of industrialization in Bundelkhand which includes poor infrastructural facilities i.e road , rail and air connectivity & water etc. It is observed that the condition of Roads(internal & external),drainage, sewage, water supply, common effluent treatment plant and fire safety in all industrial areas in Uttar Pradesh is pathetic. Generally it has been observed that when the Industrial Areas are developed, the conditions are bit better but later on nobody takes care. Low Income of Farmers Due to un-cultivatable lands, the income of the farmers is also very poor in Bundelkhand Area. Also currently there are very limited sources for generating a second source of Income. -486-
Last Mile Connectivity & Power Supply Position Despite adding massive consumer based & improving power supply position in past 2.5 years, some households are still unconnected to the power distribution network and Bundelkhand Region is yet to get 24 Hrs power supply. Door to Door consumers services for connection/bill collection need to be strengthen. Critical Strategies Industrial Development Government of Uttar Pradesh and Government of India as on date are focused on the development of industries in Bundelkhand.This is evident from the announcement of setting up Defence industrial Corridor for which UPEIDA the nodal agency have already acquired about 3500 hactares of land in Bundelkhand for the Defence Corridor. Industrial Areas along Bundelkhand Expressway should be developed wherein minimum 25% land area should be earmarked for setting up MSME Units. Development of Private Industrial Areas in Bundelkhand should been courage d and a suitable policy should be announced. The existing Industrial Areas in Bundelkhand are therefore required to be maintained properly and infrastructural facilities are to be augmented so that industrial units in the area are able to function properly & efficiently. Conversion of Land Use Normally suo moto conversion do not take place and for getting it done through an application the process is too cumbersome and the fee applicable of 1% is too high. This hurdle is required to be removed through suitable amendments in the law. Solar Parks / De-centralised Solar Generation Bundelkhand region has the most barren lands, which should be used for development of Solar Park. Development of Solar Parks attracts more investors thereby create various job opportunities for the localities, increases the pace of road development activities, improves facilities of education, health, protection, etc. PPP Model The PPP mode of projects are mostly linked with government agencies as a Front End, serving as utility provider to end customer and realizing the tariff etc.from them against the power plant investors and operators. Action Plan Bundelkhand Expressway Proposed Bundelkhand Expressway will be another milestone for the development of Industries in Bundelkhand. Once this expressway is a reality, it will help in economic & social -487-
development of the region by:- Enhancement of the agriculture, commerce, tourism and industrial income. Setting up industrial corridor along the Expressway which will assist in the Omni directional development of the area. Establishment of Industrial Training Institutes, Teaching and Training Institutes and Medical Institutes etc. near expressway. Industrial Development Industrial land allotted on lease should be converted to Free Hold, which is a long standing demand of the industries in U.P. Indian Industries Association with the recommendation that while doing so the condition of no change of land use may be imposed. In case of setting up of industry in agriculture land though the process of conversion of land use from Agriculture to Industrial is defined in the Uttar Pradesh Revenue Code-2006 Section 80 and subsequent Sections, yet the process is cumbersome as well as unacceptable to the Banks for financing the project. As per the Code the Sub Divisional Officer may suo moto on an application made by bhumidhar may declare or reject the application. Development of Green Energy Corridor To increase the pace of development in Bundelkhand Region, Govt. of U.P has planned to build Green Energy Corridor for evacuation of 4000 MW solar plants which will be installed in Bundelkhand Region. Evacuation system will be developed by UPPTCL(nodal agency) under MNRE, GoI assisted Green Energy Corridor-II. The development Plan & DPR has already been approved by CEA Standing Committee, 2018. Transmission projects to be operational in four phases (each 1000 MW). First phase will be commissioned by April-2021, second by April-2022, third by April-2023, and fourth by April-2024. It would also include construction of 26 Nos new Sub-stations and 1752 KM line. Strengthening of Power Distribution Network For ensuring reliable and affordable supply on a sustained basis with round-the-clock power supply, special package of Rs.803.98 Crore has been approved by GoI for Bundelkhand area for the period 2019-20 to 2023-24 for strengthening of the Power System in Bundelkhand region. The scheme includes for providing electricity connection to all PTW‟s for facilitating irrigation to more and more farmers in U.P. Following works would take place under the above scheme for strengthening the Distribution Network in Bundelkhand Area:- Construction of 42 no. new 33/11 KV Sub-stations and augmentation of 71 No. 33/11 KV Sub- stations with total capacity of around 600 MVA. Construction of 33 KV Line of 160 KM. Installation of 6,747 no. Distribution Transformers with capacity of 550 MVA. -488-
Installation of new 148 energy feeders including feeder segregation. Replacement of 5700 KM LT Line by AB Cable for ensuring zero tripping. Convergence Options Opportunity for Bundelkhand Consumers to generate income by selling power to UP Discoms KUSUM (Kisan Urja Suraksha Evam Uhaan Mahaabhiyan)–Component A Under this component, solar or other renewable energy based power plants(REPP)of capacity 500 kW to 2MW will be set up by individual farmers/group of farmers/cooperatives/ panchayats /Farmer Producer Organizations (FPO)/Water User associations(WUA). The plant will be preferably installed within five km radius of the sub-stations in order to avoid high cost of sub-transmission lines and to reduce transmission losses. It will offer a stable source of income to landowners for at least 25years and would allow the farmers to earn from their uncultivable land. Capacity installation of 75 MW has been targeted for FY2019-20. KUSUM (Kisan Urja Suraksha Evam Uhaan Mahaabhiyan)–Component C-Solarisation of 10 lakh grid-connected agricultural pumps The farmer will be able to use the generated solar power to meet the irrigation needs and the excess solar power will be sold to discoms. Priority would be given to small and marginal farmers. Support will be given to farmers under this scheme to solarise their grid-connected agricultural pumps. Two times the pump capacity in kW is the permissible generation capacity of the solar PV system to be installed. Under this scheme, the government will provide a 60% subsidy to a farmer for setting up of pump sets and tube wells on their land. Out of the remaining 40% cost, the farmer can avail a loan from the bank for 30% of the cost. So, initially, the farmer has to pay only 10% of the cost. Discoms will ensure „must-run‟ status of the above plants. Ease of Doing Business Nivesh Mitra- for Commercial Consumers UP Govt. has launched web portal "NIVESH MITRA", which is a dedicated Single Window System of Govt. of Uttar Pradesh. The main objective of the system is to enable „ease of doing business in Uttar Pradesh‟ through facilitating the entrepreneurs with the electronic based transparent system for online submission and tracking of applications including online fee payment. Web Address:http://niveshmitra.up.nic.in Jhatpat Connection - for Domestic Consumers UPPCL has also launched online portal “Jhatpat Connection”, which is a single window system to apply for new electricity connection. With this facility, consumer will save his time, efforts and money by submitting online application for electricity connection and would also be able to pay the Electricity bills just sitting at home. Online window for Agriculture Consumers UPPCL has also imitated facility for farmers, who can now apply for „Niji Nalkoop / PTW‟ connection online. Aasan Kisht Yojna has been launched by UP Government To provide relief for consumers with large outstanding late payment surcharge will be waived off. for all the consumers getting themselves registered under this Scheme. Rural Consumers are allowed to pay the outstanding in 24 instalments. Urban consumers are allowed to pay the outstanding in 12 instalments. Role of Agencies, UP Government through UPPCL and Discoms will ensure the following activities Strengthening of Distribution Network in Bundelkhand Area. Development of Green Energy Corridor. Deployment of various online platforms to provide better & quick services to the consumers. Development of Bundelkhand Expressway. Allot Land for the Development of Solar Park in UMREPP by NTPC and Reservoirs for installation of Floating PV. Strengthening of Distribution Network for ensuring reliable and affordable supply on a sustained basis with round-the-clock power supply, special package of Rs. 803.98 Crore has been approved by GoI for Bundelkhand area for the period 2019-20 to 2023-24 for strengthening of the Power System in Bundelkhand region. Expected Outcomes Of the 17 Sustainable Development Goals, “Affordable and Clean Energy” is one of the most important goals and it is that around which many important health and development indicators revolve. The main driving factor behind this growth is sustained political commitment and financing, enabling policies and incentives and strong institutions backed by motivational leadership. Access to quality power, is central to issues such as security, climate change, food production, and strengthening economies while protecting ecosystems. Increased access to electricity improves education, entertainment, health, comfort, protection, and productivity. Development of Solar Parks attracts more investors thereby create various job opportunities for the localities, increases the pace of road development activities, improves facilities of education, health, protection,etc. KUSUM yojna launched by GoI, will offer a stable source of income to landowners for at least 25 years and would allow the farmers to earn from their uncultivable land. Monitoring Method and Indicators All the development schemes planned for implementation will be monitored based on their individual project timelines. -491-
Summary UPPCL presented the current status of power supply position in Bundelkhand Region, works done for strengthening of Distribution and Transmission Infrastructure, special dispensations allowed in tariff for farmers in the Bundelkhand Region, various online portals including Nivesh Mitra, Jhatpat connection which have been made operational for ensuring ease of doing business and steps taken for providing best services to the electricity consumers in the State. Following key achievements of UP Govt. in last 2.5 years were highlighted by Principal Secretary (Energy) :- Addition of 1.12 Crore new connections in last 2.5 years. (Total Consumers: 2.80 crore). 6 Lac consumers added in Bundelkhand Region recording a growth of 82%. 100% electrification of all habitations. For UP State, Rural Supply Hours increased from 16:40 hours in FY 2016-17 to 19:10 hours in 2019-20 (upto dec). For Bundelkhand Region supply hours increased from 20:47 Hours of supply in 2017 to more than 21:30 hours by 2019.For UP State, Transmission capacity gone up from 17,200 MW in 2017 to 24,000 MW now. For Bundelkhand Region Transmission Capacity has enhanced from 5078 MVA in FY 2017 to6116 MVA in FY2019 Construction of Green Energy Corridor for evacuation of 4000 MW of renewable energy. Brief of Aaasan Kisht Yojna, which provides relief to consumers with large outstanding bywaiving of the late payment surcharge for all the taking registration under this Scheme. Rural & Urban Consumers are allowed to pay the outstanding in 24 and 12 instalments respectively.
