President’s Message PRESIDENT’S MESSAGE 2019 was a hectic and fruitful year for the Association. Our secretariat organised and supported over 50 events which was attended by more than half of our members. Last August, the newly minted ASPRI 12th Executive Council (EC) has identified four strategic thrusts for the association to focus on in the next two years. 4 Strategic Thrusts 1. Education, Experience & Networking First, we will be incorporating learning and education elements in our networking sessions to share with our members the latest in technology, tools and ideas. We aim to build a fun and experiential platform to share and transfer knowledge. 2. Digitalisation & Innovation Next, to support the Energy and Chemicals Industry Transformation Map (ITM), we will be channeling more resources to promote digitalisation and technology adoption. We have been working with partners including Singapore Polytechnic (SP), Singapore Chemical Industry Council (SCIC), and Association of Singapore Marine Industries (ASMI) to explore collaborations. 3. Productivity Last July, ASPRI, together with the Productivity Council embarked on the second phase of the 3-year Productivity Program for the Process Industry. We will be working closely with SCIC to propagate use of mechanised equipment and drive adoption of the tools (Activity Analysis, Best Productivity Practices Implementation Index (BPPII) to our members. 4. Government Advocacy ASPRI will strive to be an effective voice to advocate the interests of our members. Our continued representation across various auspices of the Process Construction and Maintenance Management Committee (PCMMC) serves as an anchor for ASPRI to foster close relationships directly with policy makers at EDB, ESG, MOM, JTC, WSG and SSG. Training Milestones In 2018 ASPRI-IPI saw phenomenal growth in terms of training head counts and total training hours. Compared to 2017, ASPRI-IPI managed to increase both the headcounts and training hours by almost 3 folds. As for the residents staying at the dormitory, we have also managed to achieve a resident outreach penetration rate of 62% (4,300 unique residents), delivering more than 100,000 training hours to the residents. Today, ASPRI-IPI is training on average 2,000 workers and delivering more than 20,000 training hours every month for the Process industry. Completion of WSQ Process Skill and 4-in-1 Training Skid To strengthen and support the growth of Singapore’s Energy and Chemical sector, ASPRI-IPI has invested more than a million dollars, over a period of 2.5 years, to develop curriculum and build training infrastructure to roll-out all 13 WSQ Process skill sets. A critical element in the enhanced R1 criteria for the Process Industry; the 13 WSQ Process skill sets aims to be a skill recognition framework that is reflective of market-relevant skills and experience, allowing our members to enjoy a lower levy for R1 WPHs. Through the unified support of Plant Owners, Government Agencies and ASPRI members, I am glad to share that ASPRI-IPI has completed and rolled out all 13 WSQ Process skill sets as of June 2019. Previously, every one of the 13 skillsets were trained and tested independently. ASPRI-IPI have put together a 4-in-1 Training Skid which aims to provide workers with a more realistic plant environment and allow for better appreciation of the interdependencies and interference between different skillsets. We believe this will greatly enhance safety and improve productivity. On behalf of ASPRI, I would like to take this opportunity to thank our industry partners for their contributions in co-developing the curriculum and building the training infrastructure for all 13 skillsets and the 4-in-1 Training skid. This is another successful example of how Singapore government agencies, plant owners and contractors can cooperate, collaborate and co-create solutions to improve the Industry. My heartfelt thanks and appreciation to all my colleagues in ASPRI and ASPRI-IPI for your great efforts and sacrifices on delivering such excellent results. Calendar of Events Organised by ASPRI Keeping Abreast of the Evolving HR Space (6 April 2018) In collaboration with partners from Government, Professional bodies and Digital Service providers, ASPRI’s Human Resource Working Committee (HRWC) organised a half-day Human Capital Seminar focused on key aspects of people development & management, hiring, talent retention and an overview of the government grants available. The seminar was attended by almost 50 participants from 30 companies, with majority being SMEs. Binder Dijker Otte (BDO), a member of the world’s 5th largest accounting and consulting network, began the session by sharing about best practices in employee retention and tips on attracting employees. Participants learned that it is not enough to solely recruit top talent; as the real return in recruitment comes when business owners manage to retain top performers in the organisation. High employee turnover could seriously disrupt an organisation’s operation and employee’s morale. Interactive and insightful sessions followed when SHRICORP, the training and consultancy arm of Singapore Human Resources Institute (SHRI) gave a comprehensive update on the HR Industry Manpower Plan by the Ministry of Manpower (MOM), which aimed to strengthen the HR Profession in Singapore. Workforce Singapore (WSG) also shared on available government schemes and grants that would benefit business owners when hiring PMETs who are either Singaporeans or Singapore Permanent Residents. The participants have positively responded that the seminar was very informative and helpful to them. One of the key take-away after the event, representative from Harveen Enterprise Pte Ltd said, “Informative. Giving us a full idea what are available for SME to tap on so that we could still survive in this low economic situation”. ASPRI Starts its Digitalisation Journey (12 April 2018) To bring more value-added benefits to its members through automation of work processes, ASPRI joined four other tenants in the Trade Association Hub to participate in a Digitalisation Project. On 12 April 18, ASPRI’s Vice President, Mr. Francis Tay, signed the Letter of Undertaking on behalf of the association after a Dialogue Session for trade associations with Enterprise Singapore (ESG) at the SCCCI Conference Room. The Letter of Undertaking made provision for the Digitalisation Project to be funded under SCCCI’s TA Hub LEAD grant from ESG, to develop the Membership & Event Management System and is made available to ASPRI at a heavily subsidised rate. Moving forward, with the developed Membership & Event Management System and a brand-new website interface that promises improved communication, existing and prospective members could look forward to: • An efficient online application process for ASPRI membership • Convenience of registering for events online and credit card payment would be made available These enhanced features are projected to be fully operational by the end of 2019. 10 • ASPRI Year-in-Review for AGM 2019
Calendar of Events Organised by ASPRI Planning Projects Ahead with the End in Mind (28 May 2018 / 10 July 2018) Activity Analysis (AA) findings have indicated that a significant amount of time is spent on tools activities such as Preparatory Work, Material Handling, Travel and Waiting for instructions. Therefore, precise planning is necessary to send the right things to the right people at the right place and the right time to cut down non-productive time. Workface Planning (WFP) is the process of organising and delivering all elements before work is started, to enable craft persons to perform quality work in a safe, effective and efficient manner. As one of the productivity initiatives under the Productivity Council (PC), ASPRI, together with Singapore Chemical Industry Council (SCIC) organised the two WFP workshops on 28 May 2018 and 10 July 2018 for both ASPRI members and plant owners. Facilitated by Dr Carlos H Caldas, Associate Professor from Construction Industry Institute (CII) and Professor Hwang BG from National University of Singapore (NUS), the workshop concluded with a robust Question & Answer session to build understanding how WFP could help organisations to do things right the first time, thus improving productivity at both company and industry levels. Representatives from member companies who attended the WFP workshops, generally found it to be beneficial and are open to adopting it into their operations. Through the workshops conducted, it was observed that there was growing interest for mechanisation tools and this aspect was raised to the PC for consideration. ASPRI Year-in-Review for AGM 2019 • 11
Calendar of Events Organised by ASPRI As One Chapter Closes, Another Begins (11 July 2018) The 3-year productivity improvement initiative with the Texas-based Construction Industry Institute (CII) was wrapped up at a forum held at Matrix @ Biopolis on 11 July 2018. Close to 120 participants attended the Productivity Improvement Forum (PIF), including representatives from Singapore Economic Development Board (EDB), Enterprise Singapore (ESG), ASPRI and its members and SCIC and its members. Mr. Lawrence Koh, former Head of Energy and Chemicals from EDB, was the first presenter who shared on the economic outlook of Singapore’s Energy and Chemicals, citing examples of the expansion plans for both ExxonMobil and Neste. He reiterated the government’s stance on continuous productivity improvements in the PCM industry. The heads of the various Workgroups under the Productivity Council (PC) also took to the stage to update the participants on their findings and path forward: Certification Workgroup Co-Lead: Mr. Wayne Yap from ASPRI shared on the overview of a Certification framework that the industry would be adopting in the near future, and that the pilot phase was still ongoing. Mechanisation Workgroup Lead: Ms. Liew Bee Ling from Shell updated that the workgroup had identified 59 tools and shared in greater detail on three tools that the industry could easily adopt, namely Automated Radiographic Testing (ART) Crawler for CUI Inspection, Torque Multipliers and Powered Exoskeletons. Pilot Project Workgroup Lead: Mr. Smith Ang from ExxonMobil summarised of the results from the Best Productivity Practices Implementation Index (BPPII) session. He noted that Singapore’s process industry missed the mark for the second quartile, and much efforts were needed to improve the productivity levels collectively. Thereafter, Mr. Tony Fam from Rotary Engineering Pte Ltd shared briefly on how the productivity initiatives had helped the organisation to relook at its work processes and find ways to improve them. Productivity Practices Workgroup: Mr. Hoo Chek from PEC Ltd shared that the workgroup had identified low hanging fruits through the Activity Analysis and efforts have been positive in overcoming bottleneck issues on permitting to work, tack welding and equipment mobilisation. Mr. Mock Siew Fai from Mitsui Phenols (Singapore) also shared how implementing the recommended changes had helped increase organisation’s productivity There were also two vibrant panellist discussions in which the panellist deliberated and had informative exchanges with participants on the floor. Mr. Stephen Mulva, Director at CII, commended that it was a rarity for such close- knitted relationship to exist among the government agencies, plant owners and contractors; what has been accomplished over the last three years was only the beginning for the PCM sector in its productivity improvement journey. Mr. Koh Yak Boo, Chairman of the PC, concurred that it was indeed a beginning of a “marathon” for the process industry to continuously engage the various stakeholders to increase their adoption of the productivity tools and practices. By doing that the sector can help to make Singapore a more attractive place for future foreign investment in our energy and chemicals clusters. The session concluded with tokens of appreciation presented to all those who have contributed to PC’s success and ASPRI was proud to be one of the recipients. 12 • ASPRI Year-in-Review for AGM 2019
Calendar of Events Organised by ASPRI Election of ASPRI 12th Executive Council (12 July 2018) The ASPRI Annual General Meeting (AGM) convened at the Trade Association Hub on 12 July 2018, saw more than 100 members in attendance. Treasurer of ASPRI 11th Executive Council (EC), Mr. Steven Nah, presented the financial status of the association as a Group during this AGM. The presentation of the consolidated finances of ASPRI and its Special Purpose Vehicle (SPV) – ASPRI Dormitory Pte Ltd (ADPL), gave members a more holistic and clearer report on our financial status. Ms. Chantal Quek, General Manager of ASPRI Secretariat, facilitated the adoption of 13 resolutions. The six office bearer positions were uncontested. Seven nominees however stepped forward to contest for the three positions of Committee Members in the EC. Two Corporate Member’s representatives, Mr Babu Sajeesh and Mr Tony Fam were invited as witnesses during the counting of votes and after a tense period of counting, three contestants with the highest number of votes emerged: Mr. Jimmy Chua, CEO of Huationg (Asia) Pte Ltd Ms. Huang Wen Jia, General Manager of Cuestar Industry (S) Pte Ltd Mr. Daniel Ong, General Manager of Mighty Engineering & Construction Pte Ltd Chilling Out at the Trade Association Hub (12 July 2018) The much-anticipated Process Industry Chillout Night held on 12 July 2018 was attended by close to 120 stakeholders including many plant owner senior representatives, industry veterans, officials from government agencies, members of ASPRI, and other industry partners. It was also the very first time that the association held its networking night at the Trade Association (TA) Hub where the secretariat office is currently housed. It was heartening to see the various groups come together discussing on industry issues and sharing tacit knowledge in a mellow setting, paving the way for new business relationships and potential partnerships. Calendar of Events Organised by ASPRI Continuing the 7th Lunar Month Traditions (17 August 2018) ASPRI continued the tradition of organising the Process Industry 7th Lunar Month Celebration with another successful observance and prayer ceremony on 17 August 2018. It seems the heavens heeded the expectations of the faithful, as the early morning downpour cleared up in time for morning prayers to begin. Members who came together to pray for the industry’s safety and prosperity saw it as a sign that the industry should have a safe and prosperous business year ahead! Almost 500 staff from member companies attended the dinner held at Joy Garden Restaurant at Jurong SAFRA. It was graced by Guest-of-Honour, Mr. Cedric Foo, Member of Parliament, Pioneer Single Member Constituency. We appreciate the generous bidding from ASPRI members during the auction to help raise funds for charity, which includes this year’s beneficiary, Kidney Dialysis Foundation (KDF). The highest bid of the night was $13,000 from Mr. Kelvin Teo of Centurion Corporation Limited, the ASPRI - Westlite Dormitory - Papan Partner. The amount was dedicated to the Taman Jurong CCC Community Development & Welfare Fund. This was followed by HSL Constructor Pte Ltd, who successfully bidded $10,000 as contribution to the Pioneer CCC Community Development & Welfare Fund. Guests were treated to an intense programme that included a special juggling performance and singing by invited artistes, which made the evening joyous and memorable for many. 14 • ASPRI Year-in-Review for AGM 2019
Calendar of Events Organised by ASPRI Staying Relevant through Business Digital Transformation (28 September 2018) As an advocate and driver for Digital Transformation in this evolving economy, ASPRI organised a half-day seminar on “Transform and Grow Your Business through Innovation and Digitalisation within Legal Boundaries” exclusively for all our members which had attracted close to 70 attendees from 49 companies to broaden their knowledge from the subject matter experts. We have invited close industry partners such as Employment and Employability Institute (e2i), Liberty Insurance Pte Ltd, SME Centre @ Singapore Chinese Chamber of Commerce & Industry (SCCCI) and WongPartnership LLP. Mr. Jeffrey Lim, former Partner from WongPartnership LLP, shared with the members on the legal aspects of innovation and regulatory impact on Data Protection & Cyber Security. Examples were quoted to share with members on the importance of safeguarding Personal Data and also intellect properties from each company. Using the “Business Excellence Framework”, Ms. Lee Lay See, Principal Business Advisor from SME Centre @ SCCCI, had an interactive session which shared on how companies can identify gaps and areas for growth in the organisation. Professional HR Leader from Align Group, Mr Low Boon Seong also took time to share with the participants on how Digital Leadership could grow their businesses. The role of top management was crucial to drive digital transformation in the workplace which in turn could help drive up productivity and profits in the organisation. Mr. Derek Low, Executive Vice President from Liberty Insurance Pte Ltd, introduced to members “Fleet Telematics”; which is newly introduced to the Singapore’s market and has the capability to monitor and provide feedback on the driving behaviour of their company’s vehicle. Principal Specialist from e2i, Mr. Derek Pang, did a short sharing with the participants on the grants available in which member companies could tap on to drive digital innovation and productivity. The seminar closed off with a personal light-hearted sharing from Mr. Danny Chua, Treasurer from ASPRI 12th Executive Council and Managing Director of CYC International Pte Ltd. Mr. Chua shared how businesses need to transform to keep up with the pace of this evolving economy, and change was imperative to ensure that businesses remain relevant and sustainable in the long haul. Many attendees felt that the event was useful especially Mr. Teo Jia Jing, Director of Omega Construction & Engineering Pte Ltd who commented, “I find the event very useful. There is so much information shared yet the event is not draggy. Definitely a lot to take home and food for thought on how to develop my company via digitalisation.”. Calendar of Events Organised by ASPRI Exploring Alternative Financing and Unlock Working Capital (9 November 2018) Recognising the financial difficulties that members face from time to time, ASPRI took the lead in organising a seminar on alternative financing with partners from Minterest, Nufin Data, SMECentre@NorthWest and Singapore National Employers Federation (SNEF). This event was also supported by the Employment and Employability Institute (e2i). The seminar was over-subscribed with many members showing interest in the topic of available alternative funding and relevant SME grants. Other notable topics include: • Strategies to Optimise Your Business Cash-flow • Strategies to Unlock Working Capital • Leveraging on Technology • How to Formulate Strategies and Actions Plans for Financial Stability The seminar was greeted with knowledgeable and engaging speakers that made the entire session interactive and relevant. Participants noted many relatable points and were able to visualise actual applications in their daily operations. We were encouraged to hear a Director of CIS Automation Pte Ltd find, “This seminar is really informative for start-up companies in-terms of financial planning and manpower planning.”. Launch of Jurong Island Vision Zero Cluster (23 November 2018) ASPRI being part of the steering committee for the Jurong Island Vision Zero Cluster is proud to launch this initiative together with the community from Jurong Island on 23 November 2018 at Jurong Town Hall. The first of such a collective, it was attended by more than 100 representatives from like-minded companies that share a common belief that every workplace injury and ill health is preventable and graced by Minister of State for National Development and Manpower, Mr Zaqy Mohamad. ASPRI firmly believes that the cluster approach will present additional benefits to the companies involved, as members are able to learn from each other’s experiences as well as share best practices or innovations to heighten Workplace Safety and Health standards. ASPRI members can look forward to more of such related content to be shared in the foreseeable future. 16 • ASPRI Year-in-Review for AGM 2019
Calendar of Events Organised by ASPRI Process Industry Prosperity Lohei Dinner 2019 (12 February 2019) ASPRI organised the Process Industry Prosperity Lohei Dinner as we enter into a brand new Lunar New Year and it was a resounding success with the presence of 166 member companies of the association and the support of 37 representatives from government agencies, plant owners and industry partners It was also the first time that ASPRI hosted more than 600 over guests for this event. The Guest-of-Honour was Dr. Koh Poh Koon, Senior Minister of State, Ministry of Trade and Industry. SMS Koh commended ASPRI for being one of the more proactive trade associations and chambers (TACs) to play an important role in catalysing the transformation of the industry by undertaking notable initiatives in the past year to improve worker safety and productivity, and build capability for businesses and workers in the industry. SMS Koh also applauded ASPRI-IPI, training division of the association, for achieving a record number of more than 260,000 training hours provided to 27,000 PCM workers in 2018. Mr. Charles Quek, ASPRI President, also highlighted that the association would be completing the development of the WSQ courses for the 13 Skillset by June 2019 – 6 had been rolled out with the remaining 7 in the pipeline. Mr. Quek added that the training centre is developing a 4-in-1 training skid, investing more than a million dollar in this project. Witnessed by SMS Koh, the Singapore Welding Society (SWS) signed a Memorandum of Collaboration (MOC) with ASPRI to introduce Augmented Reality Welding, which would allow graduates of the WSQ Perform Welding course to attain two certificates by only taking one test. True to ASPRI’s objective of Connect, Engage and Grow, the annual affair was an enjoyable night with our friends and partners. Some of the highlights of the night were an entrancing performance from a mentalist, that left the audience in awe, the humorous host that gave lottery digits and made everyone go into fits of laughter during the stage games and the ever-exciting lucky draw that saw six lucky winners walk home with terrific prizes. Changes to the Employment Act (6 March 2019) With regard to the amendments to the Employment Act (EA) which took effect on 1 April 2019 for member companies, ASPRI collaborated with Singapore Human Resources Institute (SHRI) and Mr. Jeffrey Lim from Joyce A. Tan & Partners LLP to organise a seminar supported by the Employment and Employability Institute (e2i) to understand these changes and how to mitigate legal disputes. The seminar was conducted in a manner that was interactive and relatable, leaving the audience informed. ASPRI-IPI ASPRI-IPI ASPRI-IPI moved into the ASPRI Integrated Training Centre (AITC) in August 2016 and in 2.5 years, our training arm has managed to bring the number of training headcounts from 3,000 to 27,000 and the annual total training hours from 30,000 to more than 250,000.
