All Council meetings are open to the public. Meetings begin at 7:00 p.m. (November - March) and 7:30 pm (April - October) and are held at the Council Chambers, Township of Perth East Municipal Office which is located at 25 Mill Street East, Milverton. Agendas and minutes are distributed and posted on the Perth East website by 4:30 p.m. on the Friday prior to the upcoming Council meetings. APPEARING AS A DELEGATION If you wish to appear as a delegation of Council or provide information for inclusion with a Council Agenda, please note the following: Delegations will be required to notify the Municipal Clerk, no later than noon the Wednesday prior to the regular Council meeting. Delegations wishing to address Council on a matter are required to complete a Delegation Request form and provide a written outline identifying the subject matter and the general nature of the request. Through the completion of the delegation request form, information provided will assist to confirm that a time slot is available and has been reserved for a specific date and item. BUILDING DEPARTMENT The Perth East Building Department: • Reviews applications for Building permits, • Issues building, demolition, sewage, and change of use permits, • Provides inspections during construction It is the responsibility of the property owner to ensure there is a building permit for any project they are undertaking. Contractors often apply and obtain permits as part of their contract with property owners. WHAT IS A BUILDING PERMIT? A building permit is your documented permission to begin construction, demolition or another project as specified in the Ontario Building Code. Building permits are necessary to ensure that you or your contractor are following zoning, safety and structural standards. WHEN IS A PERMIT REQUIRED? Permits are typically required for: • the construction, renovation or demolition of a building, • to change the use of a building, • the installation, alteration, extension, or repair of on-site sewage systems A permit is not required for a building occupying an area less than 10 square meters (107 square feet). Buildings under 10 square meters still require a permit if the building contains plumbing or is attached to another structure. All buildings regardless of size must comply with the applicable setbacks according to the zoning in which the structure is located, in accordance with the Township Zoning by-law. At least one inspection will be required during the permit process. HOW DO I BOOK AN INSPECTION? All inspections are booked through the Building Department. There are three (3) ways to book an inspection. You can phone 519-595-2800 ext. 241 to speak with the Building Assistant or make a request online at https://ca.cloudpermit. com/login or www.pertheast.ca/inspection. The Building Department requires a minimum of 24 hours’ notice to complete inspections. BY-LAW ENFORCEMENT The Township of Perth East By-law Enforcement Department is responsible for the investigation and enforcement of the Municipal By-laws. Our main goal is to promote community safety and wellbeing through both education and awareness. BUILDING DEPARTMENT RADON GAS: IS IT IN YOUR HOME? Radon gas is a radioactive gas that occurs naturally when uranium in soil and rock breaks down: it is invisible, odourless and tasteless. When radon is released from the ground into the outdoor air, it is diluted and is not a concern. However, in enclosed spaces, it can sometimes accumulate to high levels, which can pose a health risk to you and your family. The only way to know if your home has high radon levels is to test for it. As part of the Township’s Radon Gas Mitigation Program, a builder must put in place one of three radon gas mitigation options when constructing a new low-rise residential dwelling in Perth East: • Option #1: a rough-in soil gas pipe and mandatory radon gas testing • Option #2: a soil gas barrier on the foundation walls and basement floor slab, with voluntary radon gas testing • Option #3: a soil gas barrier on the foundation walls, and an active sub-slab depressurization system, with voluntary radon gas testing DOG KENNEL APPLICATIONS / INQUIRIES Kennels within the Township of Perth East are regulated as per By-law 34-2015. There are three different types of kennels that the Township regulates: • Breeding Kennel: where purebred dogs are kept for breeding, housing, or selling. • Boarding Kennel: any building, structure, run or facility, or part thereof, used for the boarding (for hire), grooming, showing, training or temporarily housing of more than (1) dog. • Hunting/Sporting/Sled Dog Kennel: any building, structure, dog run or other facility where dogs are kept solely for the purpose of routinely entering into dog sled or other sporting event; or hunting dogs are kept for the hunting purpose. Kennels are only permitted within Agricultural zones. All kennels within the Township of Perth East must obtain a yearly Kennel License and are inspected by the By-law enforcement officer on a yearly basis. PLANNING DEPARTMENT Planning staff are available to guide/assist land owners with development and building proposals and are responsible for looking after related documents such as the Milverton Ward Official Plan and the Township of Perth East Zoning By-law. The department is also responsible for the delivery of the following municipal services as mandated under the Ontario Planning Act: Land Use Planning – amendments to the Milverton Ward Official Plan and the Township’s zoning by-law; preparing development agreements pertaining to plans of subdivisions/ condominium and site plan approvals; part lot control; and, Committee of Adjustment - minor variances; enlargements; extensions or changes to legal non-conforming uses. Inquiries & applications are to be directed to the Planner: Planning: 519-595-2800 ext. 248 MDS I and II Calculations - The Minimum Distance Separation (MDS) Formulae are land use planning tools that determine a recommended separation distance between a livestock barn, manure storage or anaerobic digester and another land use. The objective of MDS is to prevent land use conflicts and minimize nuisance complaints related to odour. • MDS I – provides the minimum distance between proposed new development and any existing livestock barns, manure storages and/or anaerobic digesters in areas where the keeping of livestock is permitted. • MDS II - provides the minimum distance separation between proposed new, enlarges, or remodelled livestock barns, manure storages and/or anaerobic digester and existing or approved development located in areas where the keeping of livestock is permitted. The Township of Perth East reviews MDS calculations provided as part of a Building permit application where applicable. Perth County GIS - The County has provided an interactive map and aerial photos to assist in the planning process. www.maps.perthcounty.ca/public Conservation Authorities - Conservation Authority approval may also be required for construction projects. Perth East has three conservation authorities within the Township. CLERKS DEPARTMENT The Clerk of the Township is a Statutory Officer and is assigned duties by various Provincial Statutes, including the Municipal Act, the Drainage Act, the Municipal Elections Act, the Municipal Freedom of Information and Protection of Privacy Act, the Planning Act and the Vital Statistics Act. A few of the key activities include; • Preparing and keeping records of all • Issuing licenses and permits, such as by-laws marriage licenses, lottery licenses • Preparing agendas for Council and • Coordinating the Township’s Committees accessibility procedures and policies • Recording without note or • Processing freedom of information comment, all resolutions, decisions requests under the Municipal and other proceedings within the Freedom of Information and minutes of Council and Committees Protection of Privacy Act. • Records Management – Maintaining • Commissioner of Oaths the safekeeping of official records • Administer the Livestock Damage of the municipality, registrations and Program agreements • Administer the Line Fences Act • Acting as Returning Officer for • Municipal Drains Municipal and School Board • Dog Licensing and Canine Control Elections • NEW in 2021: Civil Marriage Services • Vital statistics, including births and deaths MUNICIPAL DRAINS Includes new drains, repairs and improvements, maintenance & repairs. FINANCE The Perth East Finance Department is responsible for the financial and accounting affairs of the Township. Services include accounts receivable/payable, municipal property taxation, water and sewer billing, annual budgeting, asset management planning, procurement, collections, investing and payroll and information systems. Annual Budget Process – The annual budget process begins each July. Department Managers, the Treasurer and Chief Administrative Officer complete fee reviews and draft operation and capital budgets. All members of the Township Council form the Budget Advisory Committee and meet from January until April. Township Council reviews priorities and normally approves the Corporate Budget in April. Operating budget - Provides for the day-to-day expenses of the Township, such as salaries and materials. Capital Budget - Is a multi-year financial plan that provides for the construction or acquisition of capital works. The capital budget Includes future financial resources required to finance capital projects and identifies the financial resources to be allocated from the operating budget to operate and maintain capital assets. The capital budget is prepared at the same time as the operating budget, and approved by the Township Council at the same time. This is to ensure that any contributions from the operating budget to the capital budget are coordinated and understood and that the effect on the ratepayer is seen. In addition, a capital asset may be slated for completion in mid-year and require an operating budget provision to pay for utility costs, staffing, and other operating costs. PROPERTY TAXES Property tax notices are sent out twice per year, the first in early February and the second in early September. Due dates are the 4th Friday in February, May, September and November. 2021 Due Dates: February 26 May 28 September 24 November 26 The property tax billings provide funds to pay for the Township, County and Education services. For property specific breakdown of your tax dollars you can utilize the Property Tax Calculator at www.pertheast.ca/propertytaxcalculator Property Tax Calculator – From our website www.pertheast.ca/ propertytaxcalculator property owners can obtain an estimate of their property taxes and see the breakdown of cost per service for the Township’s portion of the property taxes. By entering the property ward, tax class and assessment value, a calculation is made showing the tax bill split between Municipal, County and Education tax, and how that property’s municipal tax dollars are allocated to each area of service. www.pertheast.ca | page 14

Sign up for eSend at https://forms.pertheast.ca/eSend-Sign-Up-Form Payment Options – payment by cash, debit or cheque at Township office (drop box available during office hours and after hour drop box at front of building – DON’T LEAVE CASH IN DROPBOX), payments by mail, in-branch bank payments, telephone or internet payments through your banking institution or pre- authorized payment plans, or by credit card through 3rd party companies Paytm or PaySimply(service charges may apply) Pre-Authorized Payment Plan – Property Taxes can be set up to be deducted from your bank account on the due date or monthly deductions (11 months). More information is available at www.pertheast.ca or by contacting Loretta Wicke at (519) 595-2800 ext. 228. Purchasing a Farm - When a farm is sold it will become 100% residential tax class. This can mean the difference of thousands of dollars on a tax notice. Please call AGRICOP at 1-888-247-4999, as soon as possible after the purchase of a farm, in order to get the property in the correct tax class. Rebates – Various rebates are available for landowners including; Charity Rebates, Farmland Property Tax and Managed Forest Tax Incentive Program. TILE LOANS The Tile Loan Program, authorized by the Tile Drainage Act provides loans to agricultural property owners to help them finance tile drainage projects. Applications are approved by council. All tile loans have a 10 year term and the current interest rate is 6% per annum. Debenture payments are made quarterly with your property tax installments. Landowners are eligible for a loan up to 75% of the drainage work, up to $50,000. FINANCE UTILITIES (WATER & SEWER) BILLINGS Milverton and Shakespeare residents receive Water and Sewer billing every second month with payments due the 4th Friday in February, April, June, August, October and December. The Township is compliant with Bill 175: Sustainable Water & Sewage System Act, 2002 passed by the Ontario Government. This bill makes it mandatory for the municipality to cost-recover the full amount of their water services. 2021 Due Dates: February 26 April 23 June 25 August 27 October 22 December 24 Pre-Authorized Payment Plan – Utilities can be set up to be deducted from your bank account on the due date. Sign up for Virtual Township office by creating your account at https://www.pertheast.ca/en/ municipal-services/virtual-township-office.aspx PUBLIC WORKS WATER Municipal Water Systems The Township of Perth East owns and operates two water supply and distribution systems: the Milverton Water Supply System and the Shakespeare Water Supply System. The Township is committed to provide a high-quality of drinking water, and maintain a modern, reliable system to ensure that all residents can rely on a water supply that is both plentiful and safe. Water Meters Every water connection within the drinking water serviced area is equipped with a water meter to measure water consumption and to bill accordingly. The Public Works department is responsible for replacing and testing faulty water meters. PUBLIC WORKS Municipal Wastewater Systems The Township of Perth East Public Works Department owns two wastewater collection and treatment systems, the Milverton Wastewater System and the Shakespeare Wastewater System. The Township is committed to provide and maintain a modern, reliable system to ensure that all residents can rely on an effective system which is safe for residents, visitors and the environment. WASTE MANAGEMENT Bluewater Recycling The Township of Perth East contracts the Bluewater Recycling Association for solid waste collection and recycling services. Curbside waste and recycling is collected on a bi-weekly schedule using the automated “wheelie” bin system. Waste and recycling is collected at the same time in a two compartment truck. It is recommended that containers are set out by 7 A.M. to ensure collection. For inquires and information regarding the current or future curbside collection program, please contact Bluewater Recycling Association directly at 1-800-265- 9799, info@bra.org or visit www.bra.org YOUR WASTE, YOUR CHOICE We offer three different sizes for waste, each with a different fee. You have two options for the recycling containers and they have no fees attached. You need to select the size that will fulfill your regular needs with some room for occasional variations. PUBLIC WORKS Perth East Landfill Site (South Easthope) The Perth East Landfill Site is located at 2439 Line 29, southwest of Shakespeare. The landfill site accepts residual waste materials which are generated within Perth East Township only. Waste can only be brought to the landfill if it has been generated from residential or commercial properties within the Township of Perth East. Forms of payment accepted are cash, cheque, debit or for larger/ multiple loads an invoice can be issued. Applications are available online at the Perth East website, or by contacting the Public Works Department. If you are planning work which involves a road crossing, a private services permit must be issued by the Public Works department before constructing. Private Service Permit Applications are available online at the Perth East website, or by contacting the Public Works Department. Street Light Repair The Township of Perth East owns and operates over 600 streetlights. Occasionally, a streetlight will malfunction causing the light to fail or to stay on at all times. Since most of the street light faults can only be seen during the night, it is difficult for Township staff to identify a problem. PUBLIC WORKS Reduced Load Limits During the spring thaw, some Township roads may become too soft and unstable to withstand the weight of a fully loaded truck, regardless of the axles. In an effort to reduce damage to the roads during spring thaw, from March 1 to April 30 each year, the Township restricts vehicles to half loads (5 tonnes per axle) on all rural Township roads unless otherwise posted. Please assist us in reducing repairs to our road system by not having heavy deliveries to your property during this time of year. Utility Locates The Township of Perth East is compliant with the Ontario Underground Infrastructure Notification System Act, 2012. This Act requires owners of underground utilities to become a member of Ontario One Call, Call Before You Dig Notification System. To request a locate for municipal water or wastewater utilities please call Ontario One Call at 1-800-400-2255 and follow the automated prompts. ENVIRONMENT Trees and Weeds If a tree has been damaged on private property, cleanup is the responsibility of the owner. If a tree has been damaged on Township property (public property), please contact the Township (519) 595-2800. Through Perth County By-Law 3557-2016, the damage or destruction of trees (cutting down trees) in Perth County woodlands or woodlots without filing a Notice of Intent with Perth County is prohibited. By not filing a Notice of Intent to cut down trees will result in a “Stop Work Order” being issued and anyone who contravenes the by-law is guilty of an offence and is liable for the associated fine of up to $100,000. Noxious weeds are sprayed and investigated by the Perth County Weed & Tree Inspector to investigate and spray any noxious weeds reported on municipal or county land, including road allowances. PERTH EAST FIRE DEPARTMENT The department is made up of three stations and a roster of 65 firefighters. The stations are located in Milverton, Sebringville and Shakespeare. The Fire Chief operates out of the Municipal Office in Milverton, along with the Fire Prevention Officer and Admin. Assistant/Public Educator. Fire Department Service The Perth East volunteer firefighters are a dedicated group of men and women who risk their lives to save your life, the lives of your family, your home and your livelihood. These brave people train hard to master the skills and gain the knowledge to: • battle fires • handle tragic events such as car accidents and public hazards • provide a program for the safety of our community • and so much more The fire department provides public education, prevention and emergency response services to a portion of the Township of Perth South. Through a shared services agreement, with the Municipality of West Perth, we operate the fire administration, prevention and public education areas of the West Perth Fire Department. COMMUNITY INVOLVEMENT The Perth East Fire Department gets involved in many community initiatives and events throughout the year. PERTH EAST FIRE DEPARTMENT A CLEAN CHIMNEY IS A SAFER CHIMNEY Simple steps to prevent a fire: • Inspect & clean your chimney - especially important to do before heating season. Clear any obstructions and make sure the damper is working properly. Creosote and soot build-up should be cleared. Consult a WETT (Wood Energy Technical Training) certified technician to be sure. • Check woodstove pipes - make sure all joints are securely fastened. • Burn dry, clean wood - to reduce build-up, burn only properly dried, seasoned wood. Never place plastics, wet or green wood in the fire. Never burn gift wrap in a fireplace or woodstove. • Ash removal - ensure the ashes are cool before using a (metal, non- combustible) container to remove them. Take them directly outside and store in a non-combustible area well away from any structures. OPEN-AIR BURNING You MUST obtain an open-air burn permit in order to burn! Leaving a message with this information does not give you permission to burn. You must obtain approval directly with staff. There are a few rules with regard to having a controlled burn: • Stay with the controlled burn at all times and ensure the fire is fully extinguished at dark. • Burn only clean materials (wood, brush, etc.) - do not burn household garbage, rubber or plastics. • Your fire should not be a nuisance to neighbours in terms of smoke or noise, so be mindful of wind strength & direction • Consult the by-law for full rules and regulations To obtain a burn permit, please call (519) 595-2800 during regular municipal office hours. The Open-Air Controlled Burn By-law is available for you to view on the Perth East website. SMOKE ALARMS Every home in Ontario must have a working smoke alarm on every storey and outside all sleeping areas as per the Ontario Fire Code. Homeowners - It is the responsibility of homeowners to install and maintain smoke alarms on every storey of their home and outside sleeping areas. Smoke alarms expire after 10 years and must be replaced. Landlords - It is the responsibility of landlords to ensure their rental properties comply with the law. Tenants - If you are a tenant of a rental property and do not have the required number of smoke alarms, contact your landlord immediately. It is against the law for tenants to remove the batteries or tamper with the alarm in any way. Home Escape Plans - Do you and your family know what to do and where to go when the smoke alarm sounds? Create and practice a home escape plan. Have two ways out of each room and choose a meeting place outside the home. www.pertheast.ca | page 22
PERTH EAST FIRE DEPARTMENT Only working smoke alarms save lives. WORKING CO ALARMS - YOUR EVERYDAY HERO RIGHT IN YOUR HOME Carbon monoxide is an odourless, invisible gas that can be fatal. Your only protection from this “silent killer” is a working CO alarm. CO alarms must be installed outside all sleeping areas. If you cannot hear the alarm when it is sounding you will not get the necessary early detection when CO is present. Experts are also recommending one alarm for every level of the home. Already have a CO alarm? Take a few minutes to check the date of manufacture / installation. Homes with CO alarms that are past their optimal life span may also put occupants at risk. What is sometimes misunderstood by many homeowners, is that CO alarms, like smoke alarms, do not last forever whether they are battery powered or hardwired. Some symptoms of CO poisoning: • Headache, nausea, burning eyes, fainting, confusion, drowsiness. • Often mistaken for common ailments like the flu • Symptoms improve when away from the home for a period of time • Symptoms experienced by more than one member of the household. • Continued exposure to higher levels may result in unconscious, brain damage and death. • The elderly, children and people with heart or respiratory conditions may be particularly vulnerable to carbon monoxide. www.pertheast.ca | page 23

HISTORY OF THE TOWNSHIP OF PERTH EAST The Township of Perth East was created on January 1, 1998, when the former Townships of Ellice, Mornington, North Easthope, South Easthope and the Village of Milverton officially amalgamated. The new municipality has over 7,000 hectares, 4,000 households and a total population of approximately 12,000. Perth East includes the villages, towns and communities of: Amulree, Brocksden, Brunner, Burns, Carthage, Dorking, Fernbank, Gadshill, Hesson, Kinkora, Kuhryville, Mennonite Corners, Millbank, Milverton, Moserville, Newton, Nithburg, Peffers, Poole, Punkeydoodles Corners, Ratzburg, Rostock, Sebastopol, Sebringville, Shakespeare, Topping, Tralee and Wartburg. Check out some of Perth East’s history in person! Brocksden School The Brocksden School Museum (Perth County’s oldest school house) is located on 2719 Line 37, in the former North Easthope Township. The school opened for grades 1-12 as a one room school house in 1853, and ran as a school until 1967. Since the school was reopened as a museum in 1969, the Easthope Historical Group has operated the school with a living history program during the spring and fall months. Fryfogel Tavern & Arboretum The Fryfogel Tavern & Arboretum is located on 1931 Line 34 in the former South Easthope Township. The Fryfogel Tavern was a 19th century stagecoach stop and resting place, located just east of Shakespeare. The tavern was built by Perth County’s first settler, Sebastian Fryfogel, in 1844, which also was used as a duplex, cheese factory and restaurant. It is now owned by the Stratford Perth Heritage Foundation. Around the tavern is a five-acre estate that has been developed as an Arboretum consisting of the flora native to South Western Ontario. EMERGENCY MANAGEMENT EMERGENCY PREPAREDNESS STARTS WITH YOU Family Emergency Kit During an emergency you may have no electrical power or be asked to evacuate. An emergency kit contains essential items you and your family need to survive on your own for at least 72 hours. Keep a kit at home, work and in your car. Your kit should be easy to carry and portable such as a knapsack or suitcase. Check the contents twice a year to ensure the freshness of food and water, and refresh items if needed. Family Emergency Plan Ask an out-of-town friend or relative to be your family contact. In an emergency, keep your family contact updated on your whereabouts and safety status. • Create a family emergency plan and discuss potential emergency situations ahead of time to reduce fear and anxiety. • Review your plan yearly and practice going to your meeting places. Pickleball League Pickleball is a paddleball sport (similar to a racquet sport) that combines elements of tennis, badminton, and table tennis. Two or four players use solid paddles made of wood or composite materials to hit a perforated polymer ball, with 26-40 round holes, over a net. The PERC Pickleball league is played on Wednesday Nights from 6:00 pm -9:00 pm in a 6 week format. This league is played in pairs. Game times and number of games are schedule based on registrants. The Pioneer Park Playground was made possible with financial support from the Government of Canada. PERC Auditorium Overlooking the arena, the Auditorium can accommodate groups of up to 150 persons for special functions. The installation of sports flooring, complete with shuffleboard lines, turns this area into an activity or fitness room. PERTH EAST RECREATION COMPLEX (PERC) Swimming Pool Perth East Recreation Complex Pool 40 Temperance Street, Milverton (519) 595-8297 The Perth East Recreation Complex Pool is the only outdoor swimming pool in Perth East. Opening in 1995, the pool measures 25 m X 12 m, with a capacity of 200 swimmers. Pool Features Include: • Two diving boards • Vortex Water Slide • Wheel chair access to water • Accessible change room facilities • Pool depth .92 m to 2.74 m Swimming is a great way to be physically active. The PERC Pool offers swimming lessons under the Canadian Lifesaving Society. Swimming programs such as lane swim, waterfit and public swim opportunities available to accommodate all interests.
