Councillor June Saltmarsh I believe that between our Clerk and other contributors to the Parish Council magazine you have a good idea of many of the activities/groups that thrive throughout the year – mostly run by volunteers. It’s one of the many reasons why people come and stay and sometimes return to the Parish. Parish Council Elections: You will no doubt be aware that there are Elections on 2 nd May and we currently have at least one Vacancy for a Parish Council. The Parish Council meets once a month (except for August). If you’re new to the area or maybe have thought about becoming a Councillor, please give our Clerk a call / email: clerk@wfandbpc.org.uk and she will provide all the information for you BICKNACRE VILLAGE HALL An example of a ‘volunteer’ group is the Bicknacre Memorial Village Hall and for those of you who are not aware of who or how or what goes on, please read through the recently held AGM – maybe it will tempt you to join the Committee? The Committee held an very successful Coffee Morning in September 2018 raising initially just over £1K plus further donations over the following month or so to enable the Committee to reach it’s target of £1,500 which was presented to Dr Sai Sankar and members of his Surgery Team on 30th January 2019. Our Treasurer (Liz Woodhouse) reported on the financial activity throughout 2017. The Accounts for April 2017 to March 2018 have been independently reviewed and the Charities Commission return submitted. I would like to thank Peter for all his time, effort and support. The Hiring rates were reviewed and a small increase was agreed wef April 2019 for causal hirers and September 2019 for regular hirers. Our Bookings Secretary (Linden Rosam) gave the background to when she joined and became Bookings Secretary and the remit going forward specifically related to the launch of the BMVH website. Regular hirers will be able to view the bookings calendar to see when the hall is available and make booking requests on line. Please have a look around https://bmvh.org.uk. Email: bicknacrehall@gmail.com. Another idea initiated by Sandy Sinclair is a ‘New Exclusive and Unique Wedding Party Venue Service’. A great deal of preparatory work has already been carried out to promote the Hall as a low cost wedding venue and it is planned to launch this initiative in the spring – aiming for a launch date in April 2019. Karen Kuderovitch Parish Clerk As we move into Spring, we have many exciting projects and events on the horizon, details of which you will find further on in this newsletter. We are delighted to be in the final stages of completing the appointment of a contractor to maintain our village greens & small open spaces and we are sure you will start to see big improvements as you walk around. Two new trees have been planted on the green in recognition of ex-Cllr. Chris Saltmarsh’s long service to the community. We have an exciting new event—an open air cinema—which we hope will see the community support & we will be working with the Scouts & Danbury & Bicknacre FC to make this a successful event. We are starting to plan our Annual Parish Meeting and invite key speakers, please come along to this it’s a great opportunity for us to listen to your views. With the upcoming Elections, now is the time to consider if you have any spare time to dedicate to the local community. We are continuing with the possibility of providing more car parking spaces at Bicknacre Playing Fields and hope to have further news soon. We are also replacing the rotten bollards at the car park at the Hooe soon to make it more secure and hopefully deter vehicles entering the field. Take a look at our Action Plan for 2019/2020 and if you have any suggestions let’s hear them. 2ND MAY 2019 Parish councillors are elected by the public and serve four-year terms. Following elections, councils appoint a chair, or town mayor in town councils. Parish councillors were unpaid positions until 2004 when allowance schemes were introduced to encourage more people to stand. Allowances, which tend not to be very large are at the discretion of the individual councils and they often choose to maintain a strictly unpaid status. The Nomination and Election process are detailed here. The Election Procedure Ordinary elections of local councillors take place on the first Thursday in May every four years. For most local councils election year was 2015 then it will be 2019 etc. but where the principal authority (county, district and unitary authority) councillor is elected in some other year that is also the year of the local council election. Reorganisation of local govern- ment may cause alteration of the election day and election year in some cases. Nomination process A prospective candidate must deliver to the Returning Officer at Chelmsford City Council a valid nomination paper. This form is obtained from the Officer. The candidate's surname, forenames, residence and description (if required) must be entered and his or her number and prefix letter from the current register of electors. The Returning Officer has a copy of this register, and the clerk of the local council normally has one. The nomination paper must also contain similar particulars of a proposer and a seconder. They must be electors for the area for which the candidate seeks election (i.e. the parish, community or town or the ward if it is divided into wards): they must sign it. 7 www.wfandbpc.org.uk
CAN I STAND FOR ELECTION? To stand for Parish council elections you must be 18 years old on the day of nomination and either a: British citizen citizen of the Republic of Ireland citizen of a Commonwealth country who has permission to stay long-term in the UK citizen of a country in the European Union You must also have either: registered as a local government elector within the Parish or Parish Ward area. rented or owned land in the Parish or Parish Ward for 12 months before your nomination had your main employment within the Parish or Parish Ward area for 12 months before your nomination lived in the parish or within three miles of it for the 12 months before your nomination You must also have the support of at least two electors for the Parish or Parish Ward in which you are going to stand. When we have received your request for a nomination pack we will send you: a nomination form a form for you to consent to the nomination If you are standing for a registered political party, you will need a certificate from the party giving you permission to stand on their behalf. You must return the completed nomination pack to the Returning Officer at the Civic Centre at least 19 working days before the election. UNABLE TO STAND AS A CANDIDATE You cannot stand as a candidate for any Council elections if you: are an employee of the Council for which you are standing are an employee of any local authority in a politically restricted post are the subject of a bankruptcy restrictions order or interim order have been convicted and received a prison sentence of three or more months in the five years prior to the election day are disqualified under any legislation relating to corrupt or illegal practices in elections 8 www.wfandbpc.org.uk

Essex County Council Councillor Ian Grundy Good news from the police. 150 new officers will be on the streets of Essex by this April and a further 215 officers by April next year. Crime overall in Chelmsford seems to be reasonably stable with reductions in robbery but a slight increase in burglary. Violent crime has seen no change and the police have increased stop and search in their campaign against knife crime and drugs. Many of you will have noticed the road works going on around Parkway in the City, these include widening the three lanes at the Odeon roundabout with improvements to High Bridge Road and also improvements to the New London Road/Parkway junction. Hopefully once completed will see reduce journey times and improved road safety. The flyover of course remains an issue but there is now an Action Group to explore what can be done and then to submit these proposals to Government - the MP for Chelmsford is involved in this but I suspect it will take time! Essex County Council have now published their budget proposals which include a £250 million capital programme for homes, schools and roads. Central Government funding will be phased out next year and this means the Council having to make difficult decisions in order to have a balanced budget. We have one of the highest business start ups in the country making Essex an entrepreneurial and go getting county. To support all of this we are having to raise Council Tax by 2.99% plus 1% for Social Care. I was pleased we have been able to provide £250k of funding to help solve the homelessness problem which incidentally is down from 107 to 67 county wide. We are also providing £500k to the police to help stop the county lines drug supply routes which has become such a worrying issue. Our budget will support excellent education and protect vulnerable children and adults across the county. CONCESSIONARY TRANSPORT FOR ALL! Chelmsford Community Transport is your friendly door-to-door affordable and accessible transport throughout Chelmsford. With lifts for wheel- chairs or scooters we can help anyone to reach their destination safely and comfortably. We operate Monday to Friday 8.30am – 4.30pm and do not open on Bank Holi- days. Dial-a-Ride uses one of our five mini-buses throughout Chelmsford for your door-to -door transport needs. From April 2017 everyone with a valid bus pass can travel for free on our Dial-a-Ride buses anywhere in Chelmsford including to Broomfield Hospital. Our drivers are friendly and helpful and will pick you up from your door-step! Our team of volunteer car drivers can transport you to any Chelmsford Parish for a small fare depending on how far you travel. Bus passes cannot be accepted on car journeys. Our volunteers are the driving force behind our charity and many find it extremely rewarding. Perhaps you’re a group of friends who’d like to go on a day trip? We take groups to places like Southend-on-Sea or Perrywoods Garden Centre. Let us know if you’d like to hire the mini-bus with one of our friendly drivers. It was with much sadness at the beginning of the year that we learnt that our dear friend and committee member, Sarah Wakefield, had passed away following a long illness. Sarah was our booking clerk for many years and made a valuable contribution to the running of the village hall - she will be greatly missed. Our thoughts are with Sarah's family at this difficult time. Melanie and Elaine, who had been assisting Sarah in recent months, will continue to deal with bookings and invoicing. I am writing this after a couple of hard mornings on the fields filling wet places with crushed concrete. This is a great product for filling holes as it semi sets, like concrete but with the ability for grass to grow through it. The only problem is, it tends to semi set when in a heap and needs breaking up to shovel into a wheelbarrow. Then the wheel barrow needs to be pushed over wet ground to the place that needs it. Hard work for us over 70’s volunteers (we really need some younger volunteers). We will continue with this on our next work party. There are plans afoot to plant more wildflowers and also possibly some trees to make some more woodland in the Water Meadow areas. We still have one of the mowers in bits after a partial seizure in the summer but once the weather gets a little warmer we can start assembling the mower as the engine has been re- paired. We now have 3 brass dog discs to fix into the bench above the orchard area in memory of well-loved dogs that used to run on the fields. Is there anyone with experience of pruning fruit trees out there? We would like to prune some of the trees in the orchard, you don’t need to be an MSC in arboriculture just someone who has some experience. There are only about 12 trees that need pruning this year. Again please contact us. If you walk around the trees in the West Water Meadow [ the 2nd one from the entrance] you will see the bluebells planted 2 years ago are coming up and spreading, Snow drops and Primroses have also been planted on the banks of the Old Brook. Shortly we have our fund raising quiz night (22nd March 7.30 at the Priory School Hall). Teams of 6-8 but if you can’t get a team come along and we can get you into one. Bring your own food and drinks, £5 per head en- trance fee. It’s a friendly night with a good raffle and we try not to make it too serious. Well my team are normally last, so no pressure! The poster for this is also in the newsletter. We really rely on this and the Christmas raffle to cover costs to keep the fields in the condition that you are used to seeing. We don’t receive any funding other than this, so really need your support. Join us on the 22nd and have a nice evening knowing that all the money goes directly into Pri- ory Fields. Unlike most charities we have no handling costs, salaries etc. Every penny goes into the fields. The fields are yours, enjoy them, but please respect the area, try not to drop litter and please clear up after your dog, then we can all enjoy this lovely place. 22 www.wfandbpc.org.uk

OUR NEW HERB GARDEN—A COMMUNITY HUB AROUND THE TUBS! We are pleased to have had the herbs put in now and huge thanks to the Essex County Council Youth Offending Team for their labour, help & advice on this project. We hope everyone will enjoy the herbs and we will be installing something similar on the Woodham Ferrers Village Green soon. BICKNACRE VILLAGE GREEN Again thanks to the Essex County Council Youth Offending Team who have been replacing the whole village green beds with membrane & new bark, we are sorry the pile of chippings have been there so long but the team turn up when they can, hopefully be all finished very soon. We are currently consulting & meeting with companies to undertake the regular maintenance role of the Village Greens & other areas in the Parish. We are excited about this project and our thanks go to Essex Association of Local Councils Local Service Fund who awarded us £6,800 to fund a gardener for a 2 year period. Danbury & Bicknacre FC Danbury & Bicknacre U13 Royals Cup Final Fever For the second year running the Danbury & Bicknacre U13 Royals have made it through a gruelling set of qualifying rounds to reach a second successive League Cup Final. This year they will face Dunmow United at the Witham Town Football Club Stadium on Sun 10th March 12.30 KO. Everyone is wel- come to come and support these local boys. The men’s team also had a fantastic run in the Essex Cup, making it all the way to the quarter-finals, but alas no further. The U15 team had a difficult start to their campaign as they moved into the Chelmsford Youth League Premier Division but have now found their feet and have played their way back up the table and currently sit 3 rd in the league. All of the younger teams having been having much fun – and our 2 U11 teams have ended up in the same division and so we now even have derby days down at Pri- ory Fields to look forward to. The key role of public information Information is the life-blood of many criminal investigations. It is often the process of piecing this together which leads to arrests and convictions. With limited police resources to cover rural locations, increasing the quantity and quality of information received from the Nottinghamshire public will lead to more arrests, charges and convictions. Underreporting rural crime means that it can be underestimated, and there- fore not prioritised or sufficiently resourced. Telephone calls to Crimestoppers are not recorded and phone numbers are not recorded or tracked. The online form is also totally anonymous, with no recording or tracking of internet sources. So there is no way criminals can find out who has passed on information about them. Please note: ID proof required for Controlled Drug collection. For Prescription fee exemption – ID proof required such as (Pre-Payment Card, Medical Exemption card and Maternity Exemption Card). Dispensary Dispensary services are available during the surgery opening hours. We would appreciate if patients can collect the medications after 9.00 am. Emergencies For Medical emergencies please dial 999. For Medical advice please dial 111. We hope the services provided are efficient and relevant to your needs. The information you provide will be kept strictly confidential in accordance with the Data Protection Act (1998). The Surgery takes all positive and constructive comments, suggestions and Complaints very seriously. Our aim is to provide the highest possible standard of service and we try to deal efficiently with any problems that may occur. If you have any concern - please speak or write to Practice Manager. We will acknowledge your complaint within 3 working days and reply within 10 working days. Wyncroft Surgery offers following online services –Booking of Appointments, Ordering of Repeat prescription, access to Summary Care Record and access to Medical Record. Phlebotomy Services Dispensing of medicines: for patients living more than 1.6 miles from a chemist. Blood and Test Results Please phone reception after 2pm for the above results.
