Trusted Messenger Initial Survey Results • Organizations participating in the trusted messenger program are conducting a random sample survey to assess attitudes towards vaccination. • Survey is ongoing and these results are not final. • 67 surveys completed so far • Respondents are randomly selected from the populations served by each organization • Participation in the survey is completely optional • These represent baseline population attitudes, and survey will be repeated to assess change during and after the trusted messenger program. 10/13/2021 Housing Stability for All Minnesotans | www.headinghomealliance.com 11

Suggestions for promoting vaccine confidence and access • Transportation and scheduling • MDH can support vaccination clinics onsite. Consider transportation vouchers or providing direct assistance to schedule an appointment. • Incentives • Many respondents reported that monetary incentives were motivating for them. Some also mentioned alternative incentives (lotteries, prizes) • Communication • People reported wanting more information on people that have received the vaccine and their experience now that some time as passed. Renter protections lifting • A pending application is protection from eviction for non-payment of rent. • Renters who are eligible for the program and do not have a pending application may be evicted as of October 12. • Minnesota Housing has staff who are assisting in communication with our eviction courts to confirm renter application status. • While renter protections lifted on October 12, this is not a deadline to apply. Funding is available • The program continues to operate and there is plenty of funding available to meet the needs of Minnesota renters and property managers well into 2022. • There is no deadline for applications, and no open/closed periods for the RentHelpMN program. • As we reach more than 18 months into the pandemic, some applicants are reaching the 18-month federal assistance maximum. Utility assistance We encourage applicants who are at risk of utility disconnection to apply with the Energy Assistance Program and then remove their utility assistance request with RentHelpMN. • At present, pending RentHelpMN applications for utility payments are not protected against shut-off. We have asked the Public Utilities Commission to consider providing this protection. • Energy Assistance Program has an income limit of 60% AMI and currently over 85% of RentHelpMN applicants meet that limit. • Cold Weather Rules: Entering into a payment plan provides protection starting October 1, 2021, through April 30, 2022. Assistance for Prior Dwelling On October 15, RentHelpMN will begin accepting requests for past-due rent for housing a renter no longer lives in. • This process is driven by the renter and they must agree to complete the request. The property manager must also confirm the request. • The purpose is to clear debts that may prevent them from obtaining future housing. • Any assistance received is counted toward the 18-month limit. Update on HomeHelpMN
HomeHelpMN is coming The program will assist individual homeowners struggling with mortgage or related homeownership costs due to impacts from the COVID-19 pandemic. • The plan includes support to assist homeowners with loss mitigation options. • Limited funds will be available for mortgage reinstatement, some past-due property charges, and loan modification subject to loan product/servicing guidelines. Homeowners can get help today Homeowners concerned about foreclosure should not wait to seek assistance. There are steps that can be taken today: • Connect with a HUD-approved housing counselor. This is especially important if you are facing foreclosure. To find a counselor in your area, contact the Minnesota Homeownership Center. • Contact your mortgage servicer to discuss what options may be available to you to avoid foreclosure. You can learn more at the Consumer Financial Protection Bureau. • Apply for Energy Assistance. If you are behind on utility bills, you may qualify for assistance. COVID Outbreak Response Funding The Office of Economic Opportunity (OEO) has Fiscal Recovery Funds available to support rapid responses to outbreaks in shelters and other temporary congregate settings. OEO will work closely with the MDH to allocate funding for targeted, immediate outbreak response activities. Initially, funding will be made available in situations that meet these three qualifications: • Operating a congregate shelter or temporary congregate settings with shared sleeping arrangements that serves people experiencing homelessness, including survivors of domestic violence, sexual violence, and/or human trafficking, and • Three or more cases of confirmed COVID-19 associated with a setting during their exposure or infectious period, and • The applicant for funds is a nonprofit, local unit of government, or Tribal Nation. 10/13/2021 Housing Stability for All Minnesotans | www.headinghomealliance.com 35
COVID Outbreak Response Funding To manage the immediate outbreak response, it is anticipated that funds will be used to support: • Wages for staff who must isolation or quarantine due to COVID exposure, so staff do not need to use personal paid time off to cover isolation/quarantine period or go without pay. • Temporary emergency staff to work during the active outbreak, filling in shifts for staff who are isolating or quarantining. • Hazard pay for staff who are directly working in the shelter setting or isolation and/or quarantine space during an active outbreak. • Operating costs for quarantine and/or isolation space needed during an outbreak. • Other needs to manage an active outbreak in shelter. These are flexible funds, and the review committee is open to other uses that will protect shelter guests and staff during an active outbreak. Requests will be made through a survey process. Funds not available currently. More information coming soon.
