STOGURSEY PARISH COUNCIL
                                                        (February 2021)

The Parish Council currently meet every second Tuesday of the month at 7.30 pm online.
The agenda is posted in advance on the parish notice boards in the hamlets and the main
village; later in the month the minutes are posted on the parish website (www.stogursey-
online.uk) and posted on the notice boards. Key points of the meeting are published in the
Stogursey News.

There is a pre-meeting public session at 7.15 at which parishioners may raise any of the
issues on the Agenda; parishioners are welcome then to stay for the rest of the meeting
(usually about 2 hours). It is a good opportunity to hear what is going on in the comm unity
and to speak informally to councillors at the end of the meeting.

Members of the Council may be drawn from the main village or the hamlets, but their
concerns and duties are for the entire community. If you have an issue which you wish to
raise with the Parish Council, please speak to any one off them or write to the Parish Clerk
(contact details below)

tiers of Local Government - the other two currently being the County Council
(Somerset) and District Council (Somerset West and Taunton).

WELCOME TO THE PARISH OF STOGURSEY
It has a vital role in acting on behalf of the village community and a wide range of
powers which essentially relate to local matters.

In particular, the Parish Council:-

   • is consulted by the District Council, on behalf of the parish, in relation to planning
     applications and other proposals that affect the parish;
   • undertake work and projects that will benefit the parish;
   • Enhancements (e.g. St Andrew’s Well, Planters on the Gravel, Bus shelters, Notice
     Boards)
   • Public Rights of Way
   • Litter and Dog Bins
   • Closed Churchyard Maintenance
   • Parish Lengthsman
   • Allotments
   • Statutory Obligations (Annual Audit, Insurance, Annual Accounts)
   • Allocation of Financial Grants to groups and organisations in the parish
   • Burgage Rd Play Area
   • Welcome Packs
   • Village Grounds and Maintenance
   • Representation at Meetings (Main Site Neighbourhood Forum, Community Forum,
Transport Forum, Parochial Church Council, School liaison etc)
   • Highways issues
   • Street Lighting
   • Hinkley C Community Impact Mitigation Fund
   • work in partnership with other organisations to achieve benefits for the parish;
   • inform other organisations of problems that arise or work that needs to be
     undertaken; and
   • help the other levels of Local Government keep in touch with their local communities.

The Parish Council also has a financial responsibility - with power to raise a precept from
local residents and make financial decisions which will benefit the community.

The precept is collected with the Council Tax by the District Council. The Parish Council’s
income and expenditure is very closely monitored and the Accounts are audited annually by
independent Auditors.

Aims

   • To provide effective, efficient and accountable local government for the parish,
enabling residents to be involved in the life of the community and its future
       development.
   • To be a strong voice for residents and local businesses, working to improve the
overall parish area both built and natural, while preserving the heritage areas.

Objectives

   • Understand and communicate the views, needs and aspirations of our residents
       and businesses.
   • Increase public involvement in the community through ensuring the parish
council and its activities are open, transparent and accountable.
   • Support local business and economic activity in the area.
   • Work with the District Council to provide safe, healthy and timely opportunities
for recreation, leisure and education, and to provide, improve and maintain
play equipment, allotments and public recreation spaces.
   • To support the work of local voluntary organisations.
   • Respond to planning applications and other statutory consultations on time,
ensuring that recommendations made to the District Council reflect the
       interests of the community.
   • Promote, within our community, activities which support the principles of
environmental sustainability and an ethical society.
   • Ensure that councillors and staff have access to high quality training and
development opportunities and that they meet all required standards.
   • While endeavouring to deliver these aims and objectives we will be financially
accountable, and will always aim to work responsibly and within the confines of
       our annual budget.

PARISH LENGTHSMAN SCHEME

The Parish of Stogursey is very lucky to have the services of a parish Lengthsman. The current
scheme is managed by the Parish Council (using grant funding from EDF) who will work in the
parish between the months of May to September. Greenslades are the current contractors who
carry out the work.
The Lengthsman’s role is to keep the hamlets and villages within the parish neat and tidy. This
includes Public Rights of Way. Some of his work crosses over the boundaries of responsibility
between Somerset County Council (e.g., Highways department) and Somerset West and Taunton
District Council. The Lengthsman only looks after areas of the parish which are used by residents.
Any resident who has question about or with the provision of the management of the scheme is
requested to take the matter up with the Parish Council (Chairman: Cllr Chris Morgan) and not
with the Lengthsman himself. The Lengthsman is charged only to carry out tasks which he has
been instructed to do.
Anyone who identifies a need for work within the parish should submit their req uest to Cllr
Morgan (01278 734887) who will consider the request and if appropriate, instruct the
Lengthsman to proceed. The Lengthsman cannot and will not carry out works outside of this
procedure. Please do not put him in an embarrassing situation by asking him.

The parish council will be most grateful for everyone’s cooperation in this matter.

Stogursey Community Network
Stogursey Community Network is for the long-term, not just during the Covid
pandemic and, as such, we include various voluntary community schemes, including a very
welcome new initiative (see below).

Share-a-Meal and Community Lunch Club
As current Covid restrictions do not allow us to start the Community Lunch Club yet, we plan soon
to centralise our current Stogursey Share-a-Meal home delivery scheme, with the help of our
volunteer cooks and using the funds granted by Somerset Community Foundation.
We are very keen to ensure that the Share-a-Meal scheme reaches everyone who could benefit
from the service. If you, or anyone you know, could benefit from a delicious home-cooked meal
delivered weekly to the door in hygienic re-heatable containers, please do get in touch (see
contact information below), even if just to chat about the scheme.

We are still looking for volunteer cooks or general helpers for the Lunch Club (eventually), so if
you are interested in helping, please do get in touch.
Any patients who cannot get to their Medical Centre or the Post Office to collect their own
medications (this is determined by the Surgery) may request, via the Surgery, that the medication
is delivered to their homes by the volunteers.

Voluntary Driving Scheme: Transport for Medical Appointments Only
In response to several requests, a group of volunteers is going to trial a temporary voluntary
drivers scheme for local medical appointments only - that is Cannington and Quantock Health
Centres, and dental, physiotherapy, etc., in Bridgwater. This would be for single passengers,
same-household couples or parent and child, sitting in the back, wearing face masks (unless
exempt). However, we have only a few drivers at the moment and cannot guarantee availabil ity.
The number to ring to book transport is 07485 350560.
The service will be free to the users, no money will change hands. However, if any users would
like to make a donation to the SCN (which is going to cover the mileage costs for the drivers),
there will be Donation Tins available soon in the Village Shops. We’d be grateful for your support,
just give what you can afford. Anyone else willing to help out by driving, please contact the
Coordinators on the mobile number above.
Please note that you may be entitled to NHS free hospital transport. You can find out by phoning
the NHS Patient Transport Advice Centre 01278 727444 between 8.30 am and 6.30 pm, Monday -
Friday.

How to contact us: The SCN can be contacted by phone: 01278 732149, or via our Facebook page

Stogursey Church of England Primary School

We are a small, rural Church of England school located in the village of Stogursey . Our focus is on
providing exciting learning expeditions for our children that builds their character and encourages
active involvement in our local community.
We are a proud member of the Quantock Education Trust multi-academy trust and work in

Welcome from Mr Tucker, Head of School
Having arrived at the school two years ago as the Senior Teacher, I now find myself in the exciting
position of being Head of School and feel so honoured that the community feels I am best -placed
to lead it in its next chapter. The reason I got into teaching was to be able to help children to
grow both in their abilities but also in character and I am so happy to be helping develop both
adults and children alike!
What has always struck me about the children in Stogursey is how hard-working they are. You
teach them something and they just run with it! The children have a wide variety of starti ng
points and I have always been amazed at the progress all our children make here at the school.
The children are also not afraid to give things a go and throw themselves into their learning.
The staff here amaze me with their dedication to knowing every individual child, their needs, and
their mission to meet those needs. The teachers are so passionate about constantly improving
the quality of education in the school and they engage with research critically to benefit the
children. The Teaching Assistants are so dedicated in going the extra mile for those children who
need it and the cleaners are so caring when it comes to maintaining what is such a beautiful
building. Our Pre-school Team also works so hard to ensure children get an excellent start to life
in our community.
Our community is so actively involved with what we do. Without our army of volunteers, we
would find it hard to run most of the things on offer. From the Friends of Stogursey School to our
very active local governors, from the Reading Partners to our site working parties, our school
thrives on the community getting involved with what is going on.
I was delighted to watch our children collaborating with the other Quantock Education Trust
schools to produce a dance show at the start of last year's Character Conference at the McMillan
Centre and quickly after that seeing the children proudly unveiling their high -quality Art Exhibition
in and around the Victorian arches inside the school building.

Feb 2021 – Covid Restrictions have altered many things. Please call the service provider and check.
Our children really enjoy performing and I always enjoy seeing the fruits of their labours.
Despite our best efforts to ensure the COVID lockdown didn't have too much of a negative effect
on the children's education, we are aware that the biggest ever catch-up is now looming. What
helped was the constant staying in touch with families, the weekly deliveries of learning packs,
and contact between pupils and teachers. Our goal now is to find a way to close any gaps that
have emerged during this crisis and close them so that children get back to where they need to be
and quickly! We will of course balance this with work on wellbeing and mental health in
particular.
In the long-term, our goal is to grow what we offer as a school and broaden experiences and
outlooks. Combined with work on mental health, we believe our knowledge-based curriculum
has the power to develop character and shape futures.

The Church of St Andrew

The Church of St Andrew was built by William de Falaise, as a Benedictine priory
church, around 1117 though it is believed to incorporate earlier features and has
been designated as a Grade I listed building.
The church was enlarged around 1180 when the apses were demolished, and the
chancel extended. The priory was dissolved around 1440, and it became a parish
church. It was further altered in the 15th century; the nave was extensively restored
1824 by Richard Carver and the chancel rebuilt between 1863 and 1865 by John
Norton. The interior contains two Norman fonts
At floor level in the south arch is a Sanctuary Ring installed in the 13th century. In
Medieval England criminals could find a Place of Refuge in a church for up to forty
days and then admit their crime or stand trial. If they admitted their felony, they
would forfeit their possessions and go into exile. The sanctuary ring in the Church of
St Andrew was installed 1243 after a murderer, John de Rechich, was granted
sanctuary and then absconded before his trial which meant that the priory was liable
for his fine.
The tower holds six bells the oldest of which dates from 1611.
The parish is part of the Quantock Coast Benefice within the Quantock deanery with

Stogursey Twinning Association

The village of Stogursey is officially twinned with the village of Lonlay L’Abbaye in Normandy,
France.
Stogursey Twinning Association was formally launched in 1986 and is run by a small committee
and its members. All comers resident in the parish are welcome including guests from villages in
the area. All who join are committed to encourage the ties of friendship between our two
communities. Members pay an annual subscription and throughout the year events and social
gatherings are organised to promote our aims and to raise funds to support activities and
hospitality when we host French visitors.
History
In July 1981 two Stogursey residents, George and Joan Moore visited Lonlay L’Abbaye to do some
private research into the historic link between Saint Andrew’s Church in Stogursey and the Abbey
of Sainte Marie. A further visit in April 1983 included Peter Pengelly, the Rector at that time, who
struck up a lifelong friendship with the Priest of Lonlay Père Martin. They discovered a map of
Northern France in the Abbey porch showing Lonlay L’Abbaye, Stogursey, Folkestone in Kent and
Black Abbey, County Down in Northern Ireland, depicting the three priories founded in these
islands by Lonleens after the Norman Conquest.
Following this trip General Errol Lonsdale, Chair of the Parish Council at that time, wrote to Mayor
Michel Lebaudy who accepted his proposal to join as twin towns.
In September 1984 seventeen Lonleens, including Père Martin and Michel Lebaudy, visited
Stogursey and enjoyed a weekend of hospitality and entertainment which is now a familiar
feature of a twinning weekend. After an exploratory visit to Lonlay of around forty local people in
April 1985, the signing of the Twinning Charter took place in Stogursey in May 1986 during a visit
of one hundred Lonleens. The charter in Lonlay was signed in September 1986.
Organised Twinning Association group visits have occurred every year since (bar 2020),
alternating between Stogursey and Lonlay. We have enjoyed marking special events such as the
ten-year anniversary at Lonlay with a magnificent Son et Lumière, the twenty-fifth in Stogursey
hosting a celebratory Heritage Festival with the Sealed Knot Society camped in the village.
We’re mostly from the parish of Stogursey and have in common an interest in pursuing friendly
links with our French Twin town Lonlay L’Abbaye in Normandy France. As for membership,
anyone (18 years or over) is welcome to join on payment of an annual subscription (currently
£10.00 per family, £5.00 per individual).
The Twinning Committee members and other volunteers raise money throughout the year
primarily to subsidise our French visitors when they come to Somerset every other year and to
subsidise travel for our trips over to Normandy, typically over a long Bank Holiday weekend.

Feb 2021 – Covid Restrictions have altered many things. Please call the service provider and check.
This means that hosts do not have to pay for their guests to attend the celebratory dinner or for
planned outings. (You can join a us on a French trip without feeling obliged to host French visitors,
and similarly you could host French visitors even if you choose not to or are unable join our
biennial trip.)
Over the last few years, a range of events have become regular village occurrences open to all.
These have included a Wassail in January, a Barbeque in July, a Cream Tea in August, a Safari
Supper in the autumn and a Christmas Quiz. If it’s a year when we travel to France, we have held a
celebratory supper with local entertainment on or near St George’s Day and in 2019 we put on
our first Burns Night Banquet.
Other opportunities for members to socialise are a Cheese and Wine evening and our Annual
General Meeting in March. At the latter we aim to showcase this active village group, partly to
attract new members and to renew subscriptions, keeping business to a minimum.
Of course, in 2020 the pandemic has severely disrupted our activities and our trip to France has
been postponed to 2021.

Quantock Tennis Club at Stogursey

The Quantock Tennis Club has been playing at the Stogursey Multi-sport facility since April 2009.
We have an annual booking with the Stogursey Victory Hall Management committee who own
and maintain the facility and set the hire fees in March for the following year, payable by the
Quantock Tennis Club in mid-season at the end of September.

Quantock Tennis Club members always have access to the court that do not have other prior
bookings, with priority blocks for the Tennis Club play, as follows:
Tuesday evenings: from 6pm to 10pm, general mixed play as members turn up. Flood lights are
available up to 9pm at a small charge, to extend evening play.
Friday mornings: from 9am to 12 noon for groups of 4 to play extended sets, on a rota basis, for
anyone volunteering for rota, either regularly or standby to fill vacancies.

The Quantock Tennis Club is managed by a small committee, elected annually at an AGM,
normally held in April in the Victory Hall. An annual Social evening is arranged in the spring, to
allow members to meet up and pay their annual subscription, while distracted usually by social
skittles, food and drink!

New players are always welcome to just come along to any of the above sessions, to observe that
the standard is not intimidating, or possibly to join in with the general groups for an initial first
free evening.
Quantock Tennis Club fees are set by its committee to cover the projected out-goings of the Club
[which is principally the Court Rent] and are very reasonable.

Stogursey Football Club is a typical village club which has been going on and off for well over 50
years. We come under the Somerset FA and are a fully Standard Charter Club and signed up to
the Respect Campaign

The team play out of the Taunton and District League and currently play in Division two of the five
divisions of the league.
The team is for anyone over the age of 16. We run training sessions every week and play on a
Saturday afternoon.
It is a friendly team with a good team spirit. There is
a great social aspect to the club with players going
back to a pub, home or away, after a match on a

sometimes a whole weekend, at the end of the
season to let our hair down (for those that have
                                                some!)

We have a number of pre-season friendlies each year and a match
against the team from the Forest of Dean, when we play for the
Friendship Trophy which we currently hold.

Stogursey Arts
Stogursey Arts Trust was formed in November 2017 to represent and support the Arts within the
local community, forming a hub for exhibitions, performances and events in around the beautiful
village of Stogursey, which lies between the Quantock Hills and the West Somerset coast.
Our purpose, constituent groups and partners
The organisation provides a catalyst for the development of new community and social interest
groups to use the Arts as a focus for regeneration.

The groups of volunteers are not all artists, but through their engagement with the Arts, we are
observing other partnerships/friendships developing. For example, there is a Book Group, a Film
Club, a Stogursey Band, the church bell ringers and to support the generation of new work from
the visual art community, we have developed The Arts Group Stogursey (TAGS). This drawing
group meets regularly for practical creative activities.

We have established a network of links to other Arts organisations, such as Bridgwater Arts
Centre, Somerset Film, The Lynda Cotton Gallery, the Engine Room (Bridgwater), Contains Art,
Theatre Melange as well as upwards of 130 artists and performers. These links have opened the
local artists’ horizons and enabled us to run a series of ‘educational’ entertaining platform talks.

Fundraising coffee mornings have become more creative, with themed events such as Breakfast
at Tiffany’s and the Vintage Tea and Coffee Events, which have a popular retro theme attracting a
lot of voluntary ‘creative bakers’ to contribute.

How we do things
This is a voluntary organisation, which engages local community and interested supporters. There
are no salaried staff. Money raised by the organisation is reinvested to procure capital equipment,
which is intended to support exhibiting artists and performers, both during the planning cycle and
in mounting the annual visual and performing arts festival. Some of this equipment is strategically
utilised throughout the year by the wider arts community, providing activities and opportunities
for additional fund-raising events, enabling our sustainability going forward.

Our business plan as such, is reviewed on an annual basis being outcome focused on the need to
respond to the changing needs of artists, craft/makers and performers, which are variable given
the planning cycle culminating in the Stogursey Arts Festival.

In its very basic terms, our business plan aims to raise money for the project’s sustainability,
publicity and publicity materials, signage and guides, printing of tickets, admin, travel and postal
expenses.
We raise money through the following:
• Fundraising events
• Grants
Feb 2021 – Covid Restrictions have altered many things. Please call the service provider and check.
• Sponsorship
• Festival ticket sales
• Donations
In seeking out and encouraging the engagement of artists and performers from within the
community, this strategy shows benefits, establishing pride and a sharing of the artistic talents
within the community and indirectly strengthening the village’s identity within the Arts.

The focus on the annual planning cycle, with regular arts focused events and information
published throughout the year, including the ‘viral effect’ of a strong social media site, enables us
to raise the profile of Stogursey as a music and visual arts destination venue for the benefit of
both residents and visitors to the village of Stogursey.

Responding to the community
In the first instance we would describe ourselves as a listening organisation, which welcomes
creative ideas and contributions towards our objectives. These ideas and contributions are sent to
us directly, having been gathered from our monthly ‘ask’ for ideas in the local Stogursey News
(paper). They are discussed at committee meetings with open-minded criteria, but with a view to
ensuring covering costs and having some element of creativity and link with the Arts. For
example, a local pop-up catering firm approached us to put on an Italian themed dinner. One of
our criteria, is to consider where we can help support small/emerging local businesses and we
turned the event into an Italian Renaissance Banquet, with contextual games in between each
course.

The School approached us with an idea for the children to dress the St Andrews Well annually.
This has subsequently developed into a thought-provoking project for the children who produce
an installation piece with support from their teachers. Similarly, the local flower-arranging group
contribute with a small grant from the Trust to buy better quality and more exotic blooms to test
out their creativity and exhibit this at the Festival. The outcome has been, that this group have
now incorporated their Flower Show successfully within the Arts Festival.

We keep a record of public feedback from the audiences who attend our events, all of which say
how much they enjoy and appreciate the work of the Trust in what it displays, performs and
produces through the Arts Festival and its work throughout the year.
Quality, selection/invitation and curatorial practice
Our musical director is responsible for the selection of the musicians/performers and has over 40
years' experience of performing and plays a number of instruments.
Performers are selected based on a programme, which has breadth and variety, but for beginners
we run workshops such as the ukulele workshop.
Many of our contributing artists come with their own peer esteem.
In 2018 the Trust began a collaborative partnership with Music on the Quantocks to bring world-
class musical concerts to the village, taking advantage of the amazing acoustics in St Andrew’s
church.

Feb 2021 – Covid Restrictions have altered many things. Please call the service provider and check.
In 2017 we initiated the Light Up Stogursey project where households around the village and
parish join in to make some form of domestic lighting display in their front windows, forming a
lighting trail through the village during the Arts Festival week.

Many of our local School children had never visited an Art exhibition so we now run a regular
introduction to the work displayed, which supports learning and understanding of art in context.
We are currently working with Studio Hans Schwarz at the Lynda Cotton Gallery to establish an
annual bursary for students intending to go onto study Art and Design in Further and Higher
Education.
We have regular updates on ‘what’s on’ in the Stogursey News, a local newspaper, which is also
online. We offer artists space to promote events they are running on our Stoguresy Arts Facebook
site

Quantock Musical Theatre Company

Quantock Musical Theatre Company perform songs from musicals in
concerts and raise money for charities over Christmas and during our
concerts.
They are a community-based group of singers who enjoy learning and
performing a wide range of music from West End and Broadway shows
both past and present, performed as a chorus, groups, duets, or soloists.

Their programme encompasses all of the drama and emotions created by
the stars of stage and screen, with plenty of opportunity to re-live your
favourite moments.
They have been continuing to have meet-ups via Zoom to sing together
(though they can't hear each other or it sounds really odd!).
