Page 2 - Poinsett County Fair 2021 POINSETT COUNTY FAIRBOOK DEDICATION 2021 In recognition and to Honor Mr & Mrs R.L. Crawford R.L. (Slick) Crawford and his wife, Tommy Lynn, shared their passion of giving back to their community in many ways. He was a farmer, business owner, volunteer, entrepreneur, and animal lover who enjoyed traveling, being around people and bringing laughter. Tommy Lynn was by his side for 53 years, enjoying and supporting their endeavors to- gether. Slick’s involvement with the Poinsett County Fair began at a very early age. He and his father became actively in- volved when the Fair Association was formed in 1947 and Mr. and Mrs. Crawford were active Fair Board members from 1979 – 2008. The original land and buildings were built and used as a prisoner of war camp and were donated to the county after World War II ended. Those buildings remained for many years and around 1983, Slick solved the problem of the Porta- ble John’s that were utilized for years during the fair by converting an older building into restrooms. In the late 1980’s, using his resources and ideas as a contractor, he was instrumental in building the concession stand. It was operated by the Fair Board and Tommy Lynn prepared food at home, delivered it and help sell it to cover some operating expenses for the Fair Association. Although working with cows is how he started competing, he and Tommy Lynn loved their cutting horses and won numerous awards. Tommy Lynn and Slick were both very reliable and dependable and no job was too big or small for them, from patch- ing buildings, delivering hay, cutting grass, providing financial support to new construction. Their love of community was unyielding and when they saw a need for a nursing home in the area, along with some friends, they built, owned and operated Woodbriar Nursing Home from 1988 – 1998. Both Mr. and Mrs. Crawford are gone, but not forgotten, departing this earth in 2020 they have left a legacy for all to enjoy. We thank you for your hard work and dedication to the Poinsett County Fair Board and the community. You both will be missed immensely.

After 5:00 p.m. armbands must be purchased at the fair at a cost of $25.00. Individual ride ticket sheets may be purchased in advance for $20.00 (8 tickets per sheet). Each advanced individual ticket is good for one ride.

Page 8 - Poinsett County Fair 2021 2021 Poinsett County Fair Rule Book GENERAL RULES 1. The Poinsett County Fair will officially open Tuesday, August 24, 2021. 2. No liability is assumed by the fair association with respect to any participant, spectator, or exhibit. 3. Exhibits and checks for premiums must be picked up Monday, August 30 from 8:30 a.m. until 11:00 a.m. 4. The fair association reserves the right to make or announce any changes in the catalog if any emergency warrants. 5. Items previously exhibited cannot be entered again. Articles bought or borrowed will be dis- qualified. This rule will be strictly enforced. 6. All exhibits entered in competition in exhibit building must remain in place until 8:30 a.m. Monday, August 30. 7. NOTICE: The majority of premiums in this catalog are set upon point basis. All points will be added together and divided into available premium money to find the value of each point. This will be multiplied by the number of points offered for each entry to determine the premium paid for each entry. 8. Poinsett County Fair Board IS NOT RESPONSIBLE for any item not picked up by 11:00 a.m., Monday, August 30. 9. Out of county entries will be accepted in livestock only. Premium money will be paid only to Poinsett County resident exhibitors or residents outside of Poinsett County who own herds located in Poinsett County. 10. Baked food entries are limited to ages 5 years old and up. 11. Youth are 5 through 19. Adults are over 19 years old. *Youth 4 and under are not judged and no premiums paid. 12. CLASSROOM TEACHERS MAY ENTER THEIR STUDENT’S ENTRIES MADE DURING CLASS. OTHER INDIVIDUALS MUST ENTER HIS/HER OWN ITEM(S). THE FAIR BOARD WILL NOT BE RESPONSIBLE FOR ARTICLES LOST OR STOLEN
Poinsett County Fair 2021 - Page 9 EDUCATIONAL EXHIBITS Extension Homemakers Clubs, Youth (4-H, FFA, FCCLA, Boys Scouts, Girl Scouts), Civic Or- ganizations All educational exhibits will be checked-in from 8:30 a.m. until 6:00 p.m. on Tuesday, August 24. Educational exhibits will be judged Wednesday, August 25. 1. Educational exhibits should be educational rather than promotional. No entry fee on educational exhibits will be charged. 2. Exhibit space should be reserved by August 12. Each exhibit space is 8’ deep, 9’8” wide, and 6’2” high. 3. Exhibits must be in place and ready for showing by 6:00 p.m. on Tuesday, August 24. Early set up is available by contacting the Fair Board Member Ann Parker 870-578-5310. 4. Page 10 - Poinsett County Fair 2021 GENERAL RULES Family Living Department • Adult and Youth 1. All entries in the Family Living Department shall be subject to the General Rules and instructions published in this premium list. 2. Exhibits must be entered from 8:30 a.m. to 6:00 p.m. (see special time for Baked Foods Department) on Tuesday, August 24, and must remain in place until Monday, August 30. Any exhibitor removing any exhibit before Monday morning will forfeit any cash premiums won. 3. Exhibits must be picked up from 8:30 a.m. - 11:00 a.m. on Monday, August 30. The fair association will not be responsible for any articles left after 11:00 a.m., Monday, August 30. 4. All exhibits must have been made by the exhibitor since the 2019 fair. Incomplete or unfinished entries will not be accepted. An exhibit may be entered only one year. 5. Only one entry per category, per exhibitor unless otherwise noted in department rules. 6. No soiled or dirty entries will be accepted. 7. Adult and Youth Photography: Exhibitors are limited to two entries – one per category. Photographs must be 8”x10” on an 11”x14” mount or mat with a stiff backing. Entries do not have to be commercially matted (homemade mats are acceptable). No identifying marks are permitted on the front of the mount or photo. NO PHOTOS WILL BE FRAMED. Judges will disqualify exhibits that do not meet the specifications as stated above. Page 14 - Poinsett County Fair 2021 FOOD PRESERVATION – Adult and Youth Food Preservation All entries must be sealed in standard, clear canning jars with self-sealing, two-piece lids. *Canned foods are limited to ages 8 years old and up. *Appropriate headspace requirements must be followed. These are: Fruits: 1/2 inch Vegetables: 1 to 1-1/4 inch Sweet Spreads: 1/4 inch Pickles: 1/2 inch *The size of the canning jar must be consistent with USDA guidelines: Fruits and vegetables - pints or quarts (except cream style corn, pints only) Fruit juice - pints, quarts, or half gallons Tomatoes - pints or quarts Sweet spreads - half pints or pints Fish - half pints or pints Pickles - pints or quarts Relishes - half pints or pints *The following are not acceptable for exhibiting at a fair: a. Foods not packed and processed following current USDA/CES, UA recommendations. b. Paraffin-sealed jams and jellies. c. Foods that have been improperly packed or processed, e.g. fancy packed vegetables. Note: Single pack for fruits is acceptable. d. Jars with more than a 2 inch headspace. e. Jars with color altered through the addition of dyes, bleach, sulfite, or other agents. (For example, baking soda may not be added to green vegetables and acids may not be added to non-pickled foods except tomatoes and figs). *Acceptance of any canned product will be left to the discretion of the superintendent. No dried foods, squash or canned meat accepted. *Canned foods must be brought on Tuesday, August 24 from 8:30 a.m. – 6:00 p.m. *All jars entered must be show quality - in clean jars with clean rust-free lids. *All foods entered must have been canned since September 2020.

Page 18 - Poinsett County Fair 2021 LIVING HOUSE PLANTS 1. All plants must be clearly labeled with the common name, exhibitor, and address. 2. All entries must be brought in on Tuesday, August 24 between 8:30 a.m. and 6:00 p.m. Entries may be picked up between 8:30 a.m. and 11:00 a.m. on Monday, August 30. 3. Exhibitors are limited to non-professional growers. 4. No one exhibitor may have more than one exhibit per division. 5. No plant will be accepted showing signs of disease or insects. 6. Exhibitor must leave written instructions for watering plants. 7. No purchased flowers or foliage are permitted. 8. No artificial coloring or wiring is permitted. 9. Cut flowers and cut foliage must be displayed in a clean, clear container with a narrow neck to support the stem. 10. Cut flowers, cut foliage and floral arrangement exhibits must have all foliage below the water level of the display container removed. 11. Containers for houseplants and outdoor potted plants may not be larger than 12 inches wide (inside measurement) or 12 inches high; containers larger than the specified maximum size will disqualify the exhibit. 12. We reserve the right to refuse any plants that pose a risk to fair workers or to the public. For example, the leaves of a potted pineapple plant or large agave are dangerously sharp. We reserve the right to refuse any plants that have other unpleasant or adverse aspects. For example, a carrion flower emits an unpleasant odor that would hinder the public’s enjoyment of the horticulture room. Noxious weeds and invasive plant species may not be exhibited. SUGGESTIONS FOR CARE AND PREPARATION OF FLOWERS FOR EXHIBIT 1. Most varieties of flowers stay fresh if cut and hardened in deep water and put in a cool, dark place for several hours before exhibiting. 2. Before placing in water, strip the lower leaves from stems, but do not remove all foliage as clean, green leaves add to the attractiveness of the exhibits. 3. Weedy stemmed flowers, branches from trees and shrubs should have at least one inch at the base of the stem crushed to enable them to absorb water. Roses should be slant-cut. 4. PLEASE do not bring flowers that show signs of age. Freshness and cleanliness are important in winning blue ribbons. 5. Potted plants and hanging baskets should be clean and “groomed.” Remove spots, dirt, insects or dead stems and leaves. Do not use oil or “Plant Shine” on foliage. 6. Please exhibit only 1 bloom, flower head, spray, stem, or stalk per specimen. Poinsett County Fair 2021 - Page 21 LIVESTOCK DIVISION County Level Requirements: Arkansas Cattle Brucellosis Requirements: (1) Heifers calfhood vaccinated if of age (4-12 months) or tested (12 months). (2) Cows of test eligible age to be tested within 90 days. (3) Bulls 18 months of age and over must be tested within 90 days. No animals showing evidence of contagious or spreading warts or ringworm will be allowed to be exhibited. Steers or calves or cows - no requirements. Cattle from certified herds will need proper papers only to show. A health certificate by a licensed veterinarian will be required. Arkansas Sheep Sheep will be inspected on grounds. No sheep showing symptoms of disease, particularly foot rot, sore mouth, sheep pox, and scrapie will be allowed to show. Federal Law Requires ALL Breeding Sheep, Sheep over 18 months of age and sexually intact sheep for exhibition, to have an official USDA tag or official tattoo PRIOR to movement. Arkansas Goats Goats may be examined on grounds by fair personnel, veterinarians, or state-federal personnel. No goats showing evidence of abscesses and certainly draining abscesses will be allowed to show and may be released by fair officials, veterinarians, or state-federal personnel. Goats showing evidence of any other disease may be released. Federal Law Requires ALL Breeding Goats, Goats over 18 months of age and sexually intact goats for exhibition, to have an official USDA tag or official tattoo PRIOR to movement. Arkansas Poultry NEW THIS YEAR: Exhibitors must feed, water, and provide all supplies for their poultry while on exhibit. Each exhibitor is responsible for caring for his/her animal. An official representing the person sponsoring the exhibition shall notify the State Veterinarian no later than thirty days prior to the exhibition, giving the names, place, inclusive dates, and time of the event. The requirements for exhibition are as follows: 1. Pullorum-Typhoid Status – All poultry present at exhibitions in Arkansas shall have originated from U.S. Pullorum-Typhoid clean or equivalent flocks or have had a negative Pullorum-Typhoid test within ninety (90) days of the movement to the exhibition. This information will be documented on an NPIP Form VS 9-3, NPIP Form VS 9-2 or similar certificate, which will accompany the poultry during the exhibition. 2. Infectious or Contagious Disease – Any poultry showing evidence of infectious or contagious disease or insect infestation will not be permitted to exhibit. 3. Record Keeping – The sponsor of the exhibition shall compile a list of all poultry present at the exhibition. The list shall contain the name and address of each owner, the number, species, breed, variety, type, sex, and Pullorum-Typhoid status of all poultry present. A copy of this list shall be retained by the sponsor of the exhibition for at least twelve (12) months. If your chickens need pullorum-typhoid testing, Dewayne Cook will be testing Sunday, August 22nd from 3:00 – 5:00 p.m. at the fairgrounds. Cost for the test is $1.00 per bird. Chickens must be tested before the fair begins on Tuesday, August 24th, they will NOT be tested on site the day of the fair. GENERAL LIVESTOCK RULES 1. All livestock, except poultry and rabbits, (sheep, goats, beef, and dairy) must be entered between 5:00 p.m. and 7:00 p.m., Thursday, August 26, and remain until 12:00 p.m. (noon) on Saturday, August 28. Judging will begin on Friday, August 27 at 6:00 p.m. Premium money will not be given out to any exhibitor who moves his animals before 12:00 p.m. (noon) on Saturday, August 28. 2. All poultry and rabbits must be entered by 10:30 a.m. on Tuesday, August 24. Judging will begin on Wednesday, August 25 at 10:00 a.m. Premium money will not be given out to any exhibitor who moves his poultry or rabbits before 12:00 p.m. (noon) on Saturday, August 28. 3. Only Poinsett County residents and/or livestock raised in Poinsett County (at least 30 days prior to show) are eligible for awards, placing or premium money. 4. Champion (male and female) will be selected for each breed in the junior and adult division. 5. Grand Champion and reserve champion male and female will be selected from all champion winners regardless of breed and division. 6. Entries will be purebred, pureblood (1 purebred parent) livestock or animals equal to breed association herd book quality. Examples will be Hereford, Angus, Santa Gertrudis, Brangus, Brahman, Red Poll, Simmental, Charolais, Polled Hereford, Shorthorn, and Crossbreds of these breeds. 7. Cattle must be halter broken. The exhibitors must be present during judging. 8. Only bulls under 4 years of age may be entered. 9. First premium will not be selected unless there are at least two or more animals in competition. 10. All livestock may show in one class only, not in both open and junior classes. 11. Only one entry per person per class in cattle is allowed. Each entry must have a handler. 12. Any junior exhibitor showing an animal in the Junior Division shall receive any monies belonging to that animal in that class. 13. Bedding for animals will be furnished by the exhibitor. 14. Exhibitors must feed/water and provide all supplies for their livestock while on exhibit. 15. Each exhibitor is responsible for caring for his/her animal. 16. Where there is insufficient competition in a class, the animals will be graded according to their quality. If an animal in this situation receives a first-place ribbon, it will be eligible to compete for Grand Champion. 17. All animals must meet the rules and regulations of the Arkansas Livestock and Poultry Division.
