Welcome to the 2020 Benefits Open Enrollment Kick Off Presentation Presenter: Jack Witt Vice President for Human Resources
Today We Will Discuss • Strategic Approach to Health Care • Plan Options beginning January 1, 2020 • Available Resources to Assist You • 2020 Wellness Initiatives • Open Enrollment and Wellness Fair Campus visits schedule
State of Health Care • KSU Plan Costs • Several initiatives and plan design changes were taken to control costs in 2019 and have been doing this since 2017 • 2019 is running at about 6%-7% over last year meaning health care costs could increase by 3 million dollars or more over the 2018 plan year. • Peer Institutions • KSU continues to review programs and benefits of our peer IUC institutions Note: Nothing in this presentation affects the terms of any existing collective bargaining agreement
State of Healthcare • Self-funded Plan (like most large employers) • The claims (health care costs) are incurred and paid directly by the University • Medical Mutual of Ohio, CVS/Caremark, and EyeMed administer the payments • The only true “insurance” is for high-dollar claims (stop loss) • The total cost (claims, administration, and stop loss) is almost $60 million dollars
Our Collective Goals • Continue our focus on the health and wellness of all our employees • Identify opportunities to drive quality and optimize costs • Explore opportunities to bring contributions in line with higher education benchmark • Consider plan design changes that are competitive, provide choice and manage cost • Continue communication efforts through education, training and outreach
Our Approach to Healthcare Continued Focus on KSU’s Health Care Strategy • View benefits from a total rewards perspective to effectively position Kent State University in attracting and retaining talent • Offer quality, affordable, and competitive healthcare benefits that support a commitment to your health and wellness • Mitigate the trend of rising healthcare costs in a sustainable way • Engage all stakeholders and constituencies in understanding healthcare benefits, strategies and trends with effective communication, training, and outreach strategies
Healthcare Plan Cost Trend (NOT SUSTAINABLE) Total Healthcare Plan Cost Potential of $23+ million increase in net Spend from KSU with current plans over the next 5 years (2017-2021) Cost After Employee Contribution 50%+ increase in EE contributions with current Employee Share of Premium plans over the next 5 years (2017-2021) Note that we have been able to bend down this curve through the changes that have been made.
Health Care Plan Options 2020 • For plan years beginning 1/1/2020, the University will offer the two health plan options – 85/60 PPO Plan and the High Deductible Health Plan (HDHP), paired with an Health Savings Account (HSA) • Effective 12/31/2019, the 90/70 and 80/60 PPO Plans will end. Note: Nothing in this presentation affects the terms of any existing collective bargaining agreement
Health Care Plan Options 2020 • The High Deductible Health Plan paired with an HSA Lower monthly premium – higher deductible, but with many of the services (including preventive care) at no cost Employer contribution to your HSA Employee HSA contribution taken on a pre-tax basis HSA funds are yours – no use it or lose it rule Opportunity for savings towards retirement Opportunity for creating investment income • The 85/60 PPO Plan Higher monthly premium – lower deductible Employee FSA contribution taken on a pre-tax basis FSA – use it or lose it rules apply
What Remains the Same • Network providers (doctors, hospitals, etc.) continue to be substantially unchanged from 2019 • The ability to participate in and fund Flexible Spending Accounts and Health Savings Accounts (HSA) remains unchanged • Employees continue to have access to a broad network of dental coverage services via our Delta Dental provider • Employees continue to have access to a broad network of vision coverage services via our EyeMed provider
85/60 PPO Plan Basics • Non-Grandfathered Plan • Preventive care is covered 100% with in-network providers at NO COST to the employee (just like the HDHP) • For example: annual exams, immunizations, preventive screenings, preventive medications • Deductible – $300/$600 in-network • Coinsurance – 15% in-network • Out-of-Pocket Maximum – $1,500/$3,000 in-network • Out-of-Pocket Maximum - $1,200/$2,400 – in-network (Faculty) • Ability to create and fund a Flexible Spending Account • Premium Contribution: Average of 18.5%
