Rejuvenation is coming… Hamilton Reserve nature play, landscaping and toilet block commencing in July. From a children’s bike track loop and nature play equipment, to undercover barbecue areas and increased vegetation – the Hamilton Reserve Rejuvenation Project will link a range of recreational activities, while attracting new usage of a key piece of open space in the north-eastern district. The Town of Walkerville is pleased to begin the upgrade of Hamilton Reserve to ensure the park meets the current and future needs of both local residents and the many visitors who use the area on their journey through Linear Park. The proposal involves a long-term focus on vegetation and environmental improvement, as well as unstructured children’s play and recreational facilities linking to the Linear Park Trail. Council’s contractor LCS Landscapes will being construction in July. The upgrade is expected to be completed by October 2021. Works will be solely located within the reserve, meaning there will be minimal impact to surrounding properties during construction. Council will monitor noise, machinery access, traffic management and dust or drag out. Council acknowledges the Government of South Australia for its contribution of $319,835 towards the project as part of the 2020/21 Open Space and Places for People Grant Program. Have you got your parking permit? New 3-hour parking restrictions in Gilberton and Medindie come into place next week. In January 2021, Council announced that a new 3-hour Parking Permit Zone would be implemented in parts of Gilberton and Medindie. These parking restrictions will be enforced from 1 July 2021 between 8am and 5pm, from Monday to Friday, in the streets highlighted in the map below. Residents in the two suburbs have received reminder letters this week. New signage was installed in March 2021 throughout Gilberton and Medindie to communicate the planned parking changes and provide time to adjust to the upcoming parking restrictions. Residents will be able to apply for on-street fixed parking permits (subject to eligibility), as well as request one free transferable residential parking permit. Vehicles parked on the street must display these permits to be exempt from the 3-hour parking restrictions. Engagement Background In 2018, the Town of Walkerville engaged consultants to develop the Medindie Transport Parking Plan and Gilberton Local Area Traffic Management and Parking Plan. These reports focused on traffic volumes, speed and parking within the two suburbs. Weekly Round Up
Public consultation commenced as part of these reports in 2019 inviting the community to provide feedback through face-to-face information sessions and online community surveys. Feedback showed community concern in relation to non-resident cars being parked on streets for extended periods of time. In response, Council endorsed a 3-hour permit zone at its 19 October 2020 Ordinary Meeting. Parking Permit Application Residents are now able to apply for a parking permit either by collecting a hard copy from the Civic and Community Centre or by applying through our website here. If you have already applied for a parking permit, you are not required to submit a new application form. Subject to meeting the eligible criteria, a maximum number of permits will generally be issued, as shown in the table below. The cost for a Residential Exemption Permit for 2020/21 is $53.10 (or $26.50 for concession holders). An eligible applicant is entitled to one free transferable permit. Only one applicant per residence is permitted. Weekly waste tip Post your sticky notes here! Post-it notes, small pieces of paper and shredded paper can be placed in the green bin. Paper provides a good source of carbon which is an important component of compost. Paper will also help to absorb moisture and smells in your green bin. Shouldn’t we recycle paper in the yellow bin? Whole sheets of paper can be recycled through the yellow-lid recycle bin. However small pieces of paper including post-it notes, torn up or shredded paper are difficult to collect through the recycling process. The small pieces filter into other recyclable items such as cans, jars and bottles and cause contamination issues. So placing them in the green bin is a much better way to recycle them into compost instead. Change of library session times -- - Toddler Time & Story Time From Term 3, 2021, all Walkerville Library’s weekly pre-school sessions will commence at 10am. As of Monday 19 July 2021, all library’s pre-school sessions will be offered from 10am (excluding school and public holidays), including Baby Bounce on Mondays for children up to 18 months of age, Toddler Time on Wednesdays for children 18 months to three years old and Story Time on Fridays for three to five year olds. Colour our Town The Town of Walkerville is inviting you to put on your creative cap to colour, paint or draw the Township. People of all ages and abilities can contribute to what will be an outdoor exhibition on display along the white picket fence facing Smith Street during August, as part of the 2021 SALA (South Australian Living Artists) Festival. To be part of the exhibition, residents need to colour in one of the four different templates. Copies can be collected from the Civic and Community Centre or printed from Council’s website here. To be included in the exhibition, submit your colouring to the Civic and Community Centre or via post, PO Box 55 Walkerville 5081, with the subject line “Colour our Town” by 10am on Monday 19 July 2021. By submitting a design, residents automatically go into the draw to win a $40 prepaid gift card, one prize per age category: 0-7 years, 8-15 years and 16-100 years. Please include your name, age, suburb and phone number on the back of your colouring to be in the running. COTA Visitors Friends for Older People This program offers a regular visitor to older people who may be experiencing loneliness or isolation. COTA SA would love to hear from people who can volunteer an hour of their time a week to be a friend to an older person in need. All you need is a National Police check and a big heart. One week left to have your say! From an $8 million Walkerville Oval Redevelopment to $300,000 for a new community park area – what do you think of our proposed 2021/22 budget? The Town of Walkerville would like your feedback on its Draft 2021/22 Annual Business Plan. The budget sets out Council's plan to deliver services, facilities and programs to support our community and businesses over the next financial year. The draft plan is funded by a proposed 1.91% (including growth) average residential rate increase. With this budget, Council is pleased to begin the delivery of a redevelopment more than 30 years in the making – the upgrade of Walkerville Oval. This milestone project will create a community facility that enhances our vibrant precinct, as well as assists in boosting the local economy and our small businesses. We plan to continue to incorporate innovative environmental design measures into our ongoing assets and maintenance programs, while looking forward to a greater range of community events this coming financial year. Proposed key projects: • $8 million Walkerville Oval Redevelopment ($4 million State Government contribution) $1 million Council expenditure in 2021/22 to start construction on a sports and community hub (remaining funds to be spent over subsequent financial years). • Levi Park Upgrade $300,000 for a revamped eastern end with a new playground, barbecue area, timber decking, drinking fountain and landscaping. • Alfred Street Road and Streetscape Project $290,000 to improve vehicle movements and pedestrian safety by creating a one-way street, lowering the speed limit and increasing roadside vegetation. • Christmas Fair $45,000 for the reintroduction of one of the Township’s most popular community events. • Local Area Traffic Management Plan $25,000 to undertake traffic surveys and implement plans to improve transport issues. The draft budget is forecasting: • An average residential rate increase of 1.91% (including growth). • Total revenue of $10,851,434. • Total expenditure of $10,792,867. • Total expenditure allocated to capital works (the renewal of existing infrastructure, along with new projects, within the Township) of $3,058,108. • A budgeted operating surplus of $58,567. Accessible and Inclusive Toolkits are now available for community consultation New toolkits developed by the Department of Human Services will help local Councils and government agencies to make their events and communications more inclusive for people living with disability. The draft toolkits have been released for public feedback before they are finalised and rolled out across the State. Nearly one in five South Australians live with disability yet some events and communications are still not designed with them in mind. An important step in changing that is ensuring government agencies and local Councils have the information they need to be more inclusive. The four toolkits are written in plain English and support inclusive practices in: • Providing communication in a range of accessible formats • Holding accessible and inclusive events • Developing wayfinding, signage and multimedia devices for people living with disability • Facilitating consultation and engagement with people living with disability The toolkits have been developed under Inclusive SA, South Australia's first disability inclusion plan, and in consultation with Councils and government bodies. The consultation is open to all South Australians and particularly people with lived experience of disability. Through the consultation, the Department of Human Services is seeking to ensure the toolkits reflect the needs of the community. Along with seeking direct feedback on the draft toolkits, the department is also wanting to hear ideas to make South Australia more inclusive and accessible. These may spring from challenges that people have faced – either themselves directly or other people they know. Weekly Round Up
All ideas are welcome – including small, practical changes. This feedback will inform the development of the final toolkits and other Inclusive SA actions. The YourSAy consultation is open until Monday 26 July 2021. Once finalised later this year, the toolkits will be published on the Inclusive SA website, available for everyone to use and strongly promoted to State Government agencies and local Councils. Through the Lens: Seniors Card photographic competition All South Australian Seniors Card members are invited to enter Through the Lens, the Seniors Card photographic competition. The judges are looking for good photographic technique, creativity and clear photographs. Great prizes are up for grabs, including large framed prints thanks to Atkins Photo Lab and more to be announced. Works to construct a new landscape area with a barbeque and table tennis table are now nearing completion. Despite the inclement weather LCS Landscapes, Council’s contractor, is still on track for completion by the end of June, with the Barbeque being connected in early July once SA Power Networks provide connect power to the site. Gas works -- - Medindie Gas infrastructure upgrades for Medindie. Gas Main Renewals have commenced throughout Medindie. Works are now completed on The Avenue, Herbert Street and Hawkers Road and will move throughout wider Medindie over the coming months. Works are largely non-invasive through the utilisation of existing infrastructure rather than open cut trenching. The Gas Company (APA Group) will be contacting impacted residents (street by street) with further details of the proposed works. Our street tree planting program for Medindie will be postponed until gas upgrade works have been completed. River Torrens works Second Creek outlet upgrade. Works have commenced to upgrade the Second Creek Outlet in the River Torrens. Cyclist and pedestrian detours will be in place from May to September 2021, as shown in the map below. Street sweeping helps keep the Township clean Our street sweeping programs are seasonally adjusted to effectively manage the level of risk in streets where issues are present generally relating to street tree litter. While we make every effort to keep our streets clean year-round, you can help out by doing the following: • Avoid sweeping leaves or clippings onto the road; • Do not park caravans, trailers or boats on the road for extended periods.
