ERB ANNUAL REPORT 2019 - 2020 FOREWORD BOARD CHAIRPERSON’S REMARKS I am humbled to present the Engineers Registration Board’s Annual Report for the reporting period April 2019 to March 2020. I am humbled to present the Engineers Registration Board’s Annual Report for the reporting period April 2019 to March 2020. I am particularly happy to report that the Board hosted its inaugural Engineers Forum in July 2019, hosting more than five hundred engineers from across the SADC region. The forum was a strategic activity linked to the strategic goal of “Enhancing the reputation of the profession”. The forum’s key objective was to encourage the economic transformation through leveraging the entire engineering value chain and fostering key partnerships in the process. The event was held under the theme “Fostering Engineering innovation and Creativity through Effective Partnerships” is intended as a ‘’Think Tank” or platform with a sole purpose of building and growing the reputation of the engineering profession. The outcome of the forum culminated into projects, which were assigned to teams of stakeholders and updates and reports would be given when deliverables are achieved. Resounding feedback was received from attendees and the Board gave it the green light to be an annual event. For the event’s sustainability into the future, interested parties would be solicited to partner with ERB or take over the responsibility of running the event. The Board was honoured to have the Minister of Infrastructure and Dr. Sebusang Sebusang (Pr Eng) Housing Development read out the very first message on radio CHAIRPERSON and television of the inaugural international commemoration of PhD (Systems and Control Engineering) MBA BEng (Hons) – Mechanical Engineering 8

ERB ANNUAL REPORT 2019 - 2020 REGISTRAR’S STATEMENT I am happy to present the Engineers Registration Board’s annual report for the financial year ended 31st March 2020. This year was the last but one for the current Strategic plan and so emphasis was still given to the same key strategic themes of Registration of Engineering Professionals; Reducing Malpractice and Negligence; as well as Financial Sustenance. During the period under review, some major strategic initiatives were undertaken which in our believe served to further clarify the mandate of the ERB to its stakeholders. Some of the initiatives were done to invigorate our key partners to claim their rightful roles in the regulation of the engineering industry. Our value aspirations were demonstrated profoundly in the way we responded to the constantly changing sphere of business. Stakeholder Engagement Activities The inaugural World Engineering Day was commemorated on 4th March 2020. This international day to celebrate engineers and engineering will be celebrated annually on this day. The ERB teamed up with the Botswana Institution of Engineers (BIE) and the Association of Consulting Engineers Botswana (ACEB) in the celebrations, which were organised in several places especially in Gaborone within a period of 7 days from the 4th March itself. The ERB also hosted a successful inaugural Engineers Forum from 29 – 31 July 2019 that was grazed by local and international guests and attendees. The event was an initiative of ERB’s three-year Marketing strategy set up in 2017 to enhance the reputation of the engineering profession in Botswana. Dubbed “Engineers Indaba” the event was meant to discuss and find solutions to issues of National and Professional interest but also not forgetting solutions to challenges faced by the communities and societies engineers operate in. Local and international experts converged, and shared ideas/ knowledge Dennis A. Olaotse, Pr Eng and it also brought together key players and policy makers into one REGISTRAR/CEO room for debates. We were happy to have received overwhelming Certified Director (SA) MBA BEng (Electrical & Electronics) 10

ERB ANNUAL REPORT 2019 - 2020 STANDARDS Discipline Specific Guidelines In October 2018, ERB launched a project whose main aim is to develop Discipline Specific Guidelines that will assist the profession in guiding and training of graduates by: • Setting Industry standards • Setting professional obligations on individuals • Setting yardstick for derivation & determination of professional misconduct • Address & compile industry needs/requirements • Set performance and competence expectations for various disciplines of engineering. The guidelines are intended to support initial professional development and experience through good practice elements. It is developed for Graduates, Registered Engineers/ Technologists, supervisors and mentors in the discipline of Engineering. It is applicable to persons who have completed the education requirements for Bachelor of Engineering or Bachelor of Science qualification, or a Washington-Accord recognized qualification or equivalent (Engineer) or Bachelor of Engineering Technology qualification or a Sidney Accord recognized qualification (Technologist). These standards are aimed at providing guidance on how to impart specific skills and competencies required for graduates to transition to registration in the professional category. In this reporting period two Discipline Specific Guidelines have been completed and submitted to the Secretariat—The Chemical Engineering and the Electrical Engineering Guidelines. The Mechanical and Civil Engineering Guidelines will be completed in the 2020/21 financial year. 35

In the year under review the Board registered the Secretariat began the rollout in 2019 and embarked one thousand four hundred and sixty-four (1,464) engineers, on sensitization workshops throughout the country. These resulting in a cumulative six thousand seven hundred and workshops were meant to prepare the Graduate and twenty (6,720) engineers registered as at 31st March 2020. By so doing, the Graduate or Registered processing of applications were however applied in order to person ensures that when it is time to upgrade their remedy this under performance going forward. registration to the Professional category, they have adequate records of their training and competence development. One of the key advances in increasing efficiencies was the appointment of more professional application reviewers Registration per category and assessors which not only assisted the Board in assessing applications in a timelier manner, but also added the much needed credibility to the registration process as these individuals are competent professionals in their own right. The fact that the new pool of assessors contains Technicians, Technologists and Engineers allows the assessment process to be granular, fairer, and hence more effective as each assessor considers applications for the same category they’re in, that is Technicians assess Technicians and so on. These improvements have resulted in the increase in the number of applications assessed each month by at least 20% since applications can spread across a larger pool of assessors. The Secretariat completed the development of the web- based registration management platform which will enable engineers to manage their registration real-time. This system will not only allow engineers to manage their own profiles but will also allow the Secretariat to shift focus to other Figure 19 strategic priorities related to the regulation of the engineering profession. 36
ERB ANNUAL REPORT 2019 - 2020 REGISTRATION STATISTICS Yearly performance against target Figure 20 The Board has consistently exceeded its registration target since 2015 when it conducted a survey to determine the approximate number of engineers in Botswana. In pursuit of the need for continual improvement, the Board stretched its 2019/20 target to 8000, and has also established the need to re-determine the registrable population of engineers in Botswana so as to inform targets going forward. To this regard, another survey will be undertaken in 20/21 financial year and the results will be used to inform targets going forward. No. Registered per year Figure 21 37

ERB ANNUAL REPORT 2019 - 2020 MARKETING The Board’s three-year marketing strategy identified an annual engineer’s convention as a key activity which the Board could leverage to add value to the profession and at the same time create a heightened awareness. To this end, the Board hosted its inaugural Engineers Forum in July 2019, hosting more than five hundred engineers from across SADC. The forum’s key object was to encourage the economic transformation through leveraging the entire engineering value chain and fostering key partnerships in the process. The event was a resounding success as it generated the needed mileage for the organization and engineers were also able to develop their knowledge through the numerous topics that formed the three-day agenda. The Board also ran a successful six-months television and radio advertising campaign which saw a sizable growth in the number of enquiries about the Board from engineers across Africa. The growth in the website traffic and social media following and engagement also bears testament to the success of this campaign. Another benefit tied to the success of the forum was the increase in both application and registration numbers which became evident at the end of August 2020. For the first time in 2019, applications assessed exceeded two hundred (200) whilst new registrations exceeded one hundred and eighty (180) in one month.
