Community Preparedness When a natural disaster hits, this community will need to take care of itself for up to three days before help can arrive. This Community Response Plan has been developed to ensure there are measures in place to help the community look after itself. The purposes of a community response plan • Help us to understand the hazards that exist in our community • Let us know what level of risk these hazards pose to our community • Help us to know what we can do to prepare ourselves, and those who depend on us, to survive through an emergency • Ensure we know the warning signals to evacuate, and where to evacuate to • Help the community to put their response plan into action without any immediate help from emergency services or civil defence. Our Community Waikite Valley Community is rural community of approximately 800 permanent residents comprised of a mixture of farming, lifestyle blocks and residential sections. At any given time there will also be several groups of visitors at the WV Hot Pools and Rotota. Groups may also be present at WV School, Early Childhood Education Centre, and Tyburn Monastery (Dods Rd). 4 Community Response Plan
Our plan Plan Responsibility Waikite Valley Civil Defence Group Plan updated 1.12.18 by WV CD Group Plan boundaries See map above – The Western Boundary is at the North Arm of Ohakuri. Ideal State Within 72 hours our community has the following goals: Within 24hrs Emergency event occurs – CDG ensures own families wellbeing. Identifies need for Community Emergency Hub to be set up obvious (significant area-wide infrastructure damage, directive from authorities, communications systems failure). Community Emergency Hub set up at Waikite Valley Hall or contingency location. Critical Incident Management System (CIMS) Structure adopted. Incident Management Team (IMT) CIMS Roles established Communication Established with Rotorua Lakes Council (RLC). Emergency Response Tasking Initiated. Sector Post Staffing Roster completed. Between 24 and 48 hrs Full Community damage assessment completed. Needs assessment completed including external assistance. Regular communication with RLC. Emergency Response Tasking completed. Preparedness How we will Continual communication to ensure the community is as ready as can be for promote a disaster. preparedness in the community Ensure the community knows what their priorities are in an emergency e.g. their own families, neighbours and animals safety first. Ensure the community knows where to go to get/offer help e.g. the Community Hub. Alerts and warning signals Severe weather The community is usually forewarned of severe weather events through events weather reports issued by the Metservice www.metservice.com (New Zealand’s designated national meteorological service). If there is a severe weather warning in place and you need to drive, you should also consider rescheduling your journey or planning ahead by checking www.nzta.govt.nz for any possible road closures. Earthquakes The Waikite Valley is very vulnerable to earthquakes and in the event that we experience a major event, remember to Drop, Cover and Hold. There will be no warning for an earthquake but once you have checked on your safety and that of those around you, you should tune into your local radio station (see Page 12) for more information. Be aware there will be aftershocks. Other Emergency Bay of Plenty Civil Defence utilise a number of platforms to alert the public Incidents including: Text and email alerting, social media platforms (such as Facebook, (e.g. rural fire or a Twitter and our Website), radio, television. You can find out more about the hazardous spill) alerting platforms at www.bopcivildefence.govt.nz It is vital that people subscribe to these alerts and know where they can find information during a disaster. Informal warnings may also come from friends, family, colleagues and other members of the public though this information may need to be verified. National Emergency Management Agency utilise EMA emergency mobile alerting to provide warnings to areas affected. Vulnerable groups Consideration needs to be given to ensuring the following are safe and assistance provided where possible Group 1 Elderly Group 2 Medically dependent Group 3 Children/families separated Group 4 Those living alone Group 5 Tourists Call out procedure These are instructions for members of the Community Response Group for initiating their pre- planned roles Arrange to meet at WV Hall Before use of the hall inspect for possible damage to building and facilities. Liaise to determine what actions should be taken Consider who might be affected and how Consider if we will establish a Community Emergency Hub and which location this will be. Activate community warning systems (eg: phone tree, notice boards, social media etc) Contact our local Emergency Operations Centre at your local council to inform them of what actions have been undertaken.
