The city commission is composed of five members (the mayor and four commissioners). All commissioners must be registered voters and are elected “at large” (by all voters in the city). The city commission holds the executive power of the city. It passes resolutions and ordinances, including ones that delegate certain powers to city employees as it deems appropriate. The commission is responsible for budget review and oversight and for appointing the charter officials. Many skills gained from these roles have prepared me for this role as city commissioner, including bringing people
together and inspiring them to participate in their community, as well as budgeting finances and schedules, and effectively communicating to make all involved feel heard. Describe the top two priority challenges facing your municipality. What specific actions would you propose to address these challenges? (500 characters) In general, our city is truly one of the best places to live! No place is perfect, however. Listening to the residents, I have discovered that many are concerned about the condition of some of the roads. I would work with our Public Works department to specifically address this issue. Residents have expressed a need for more transparency taxes, the city budget, and long-term planning. I would work with the finance & city planning committees to find solutions that work for all. (500 characters) Development is something that always requires careful balancing. Even as a young girl living near the Everglades, I worked with local agencies to help keep the water clean and healthy. I understand that our community needs to be able to grow in a sustainable way that mutually benefits the environment and the local people. I will be sure to consider both aspects of this unique situation as each project comes our way. The past several years have raised questions about what decisions should be made at the state level and what decisions should be made at the local level. To what extent do you agree with this statement: “Local governments should be able to make their own decisions about local measures to address housing and housing affordability.” Agree Several capital projects are in development or under way to improve infrastructure in Belleair Bluffs, such as the Indian Rocks Road project. Are there additional priority infrastructure needs that should be addressed to support quality of life for city residents into the future? (600 characters) As I mentioned above, the roads are a main concern for the residents. I will be focused on holding our workers accountable to the timelines and processes that will bring resolution to improving the condition of our roads. Long- term strategic planning is another area that needs to be addressed in a way that brings more residents into participation. I plan to keep the communication open and friendly so each resident can bring their unique gifts and talents into this community in a way that they are respected and mutually benefitted. What are your priorities with respect to restoration and protection of the Bluffs in the face of erosion and other environmental impacts? (600 characters) I have already worked with local aid agencies to respond to the needs of the community from the impacts of hurricanes and will continue to be involved in this. Environmental concerns require bringing awareness to the citizens and then organizing solutions that benefit all involved. No governance should be taken lightly or without the involvement of the whole community. Describe the top two priority challenges facing your municipality. What specific actions would you propose to address these challenges? (500 characters) The most obvious and complex issue is traffic congestion at West Bay and Indian Rocks Rd. Work is in progress to improve conditions at this intersection. City staff is focused on ensuring timely completion, and this should remain a priority. Pedestrian safety should be reevaluated once the new traffic signal construction is complete to determine if additional measures are needed, and if so, determine what is possible to improve pedestrian access to area businesses and services. (500 characters) Belleair Bluffs' location on the Intracoastal Waterway makes our city a most desirable place to live. It offers boating, fishing, watersports, and stunning beauty. Sound environmental protection measures, including storm water control and marine life protection, have been updated and enhanced in our city code during my time on the Ordinance Review Committee. They are included in any redevelopment project plans to protect the attributes that contribute to both property values and lifestyle. The past several years have raised questions about what decisions should be made at the state level and what decisions should be made at the local level. To what extent do you agree with this statement: “Local governments should be able to make their own decisions about local measures to address housing and housing affordability.” Strongly Agree Several capital projects are in development or under way to improve infrastructure in Belleair Bluffs, such as the Indian Rocks Road project. Are there additional priority infrastructure needs that should be addressed to support quality of life for city residents into the future? (600 characters) The capital projects scheduled for our city over the next few years include continuing the much-needed roadway and storm drainage improvements to neighborhood streets. Improvements to that portion of Indian Rocks Road within the city limits should be considered as funds become available. In addition to resurfacing, improvements to be considered should include landscaping, lighting and an improved pedestrian and bike corridor. What are your priorities with respect to restoration and protection of the Bluffs in the face of erosion and other environmental impacts? (600 characters) The shoreline within Belleair Bluffs is not compromised by erosion as it may be in surrounding municipalities. The city has taken proactive measures to mitigate environmental impacts within our control by updating and enforcing codes to improve storm water runoff in conjunction with redevelopment of private property and incorporating improved storm water systems as an integral part of roadway improvement. Reinforcing the work the city has done to educate the public on the effects of fertilizers, detergents and other chemical allowed to mix with runoff must continue to be a priority. I have used my strong business background to keep our city taxes down. I opposed the recommendation of the 10% utility tax rate and helped cut the final applied rate in half. Since this utility tax was applied, I have made sure that these funds are used to improve out city's roads. Describe the top two priority challenges facing your municipality. What specific actions would you propose to address these challenges? (500 characters) As a smaller community in Pinellas County, we are blessed that our challenges are minimal. Although I am constantly keeping my pulse on our budget. This is not the time to raise any costs or taxes to our residents and business owners as we all struggle in an escalating economy. My other focus is on the improvement to our roads and infrastructure and those costs are already included in our budget for 7 to 10 years. (500 characters) Belleair Bluffs has an Intracoastal waterfront and I work closely with Pinellas County to maintain and make sure the waterway is protected against stormwater runoff by making sure only rain goes down the drain. Keeping lawn waste and trash out of the streets, streams, sewers and ditches, as just a few examples of my efforts to our community. To what extent do you agree with this statement: “Local governments should be able to make their own decisions about local measures to address housing and housing affordability.” Strongly Agree Several capital projects are in development or under way to improve infrastructure in Belleair Bluffs, such as the Indian Rocks Road project. Are there additional priority infrastructure needs that should be addressed to support quality of life for city residents into the future? (600 characters) Belleair Bluffs is involved in the Complete Streets program. One of those projects in this program will be the mast arm traffic signal improvement project at the corner of West Bay Drive and Indian Rocks Road. This mast arm traffic signal will be able to handle higher winds to help maintain safety during a hurricane situation. Also, maintain pedestrian safety with cross walks. What are your priorities with respect to restoration and protection of the Bluffs in the face of erosion and other environmental impacts? (600 characters) There are a few things that can be done to help restore and protect environmental impacts such as maintaining a healthy, perennial plant cover, placing crushed stone, wood chips, and other similar materials in heavily used areas where vegetation is hard to establish and maintain. Gulfport Councilmember Ward 2 The City of Gulfport has a council-manager form of government. The city council is composed of five members (the mayor and four council members). The city is divided into four wards, with each ward represented by one council member. Council members are elected “at large” (by all voters in the city), but they must be residents of their respective wards. The city council sets city policies, including adopting the budget on or before the beginning of each fiscal year, establishing local laws, and approving large expenditures of city funds. The council also appoints a city manager to run the city’s day-to-day operations, including city finances and personnel management, as well as other administrative duties. (500 characters) Properly functioning sewers are critical components in protecting the health of our residents and our environment. I am committed to ensuring that funding for this program continues. I am passionate about our new Senior Center rebuild. Our senior center is a hub of activity and our seniors are an integral part of our community. We have secured 1.5 million in funding for a new Senior Center. I will work to ensure more funding for this project. (500 characters) Watershed Management Plan/Stormwater Master Plan. This is a holistic approach to stormwater management. This is a new project that has just begun, and it is expected to take 2 years. We will conduct a study that will show us where we need improvements, where we do not have drainage. Where are our vulnerable areas and how we will mitigate the things that the study brings to light? Next, we will apply for grant funding to complete the resiliency projects that have been identified. To what extent do you agree with this statement: “Local governments should be able to make their own decisions about local measures to address housing and housing affordability.” Strongly Agree What changes, if any, are needed in the current zoning and building codes to help provide affordable housing, particularly for service/hospitality industry workers and local artists? (500 characters) Gulfport is essentially built out. We do not have open unused land for building an affordable housing complex. This leaves individual private properties. The Bert Harris Act dictates that governmental agencies cannot tell someone what they can rent their house for. Pinellas County instituted a Tenants Bill of Rights to prohibit discrimination against renters based the use of housing vouchers and it requires landlords to give advance notice of late fees and rent increases more than 5%. What is your assessment of the city’s financial health/stability in terms of revenue, expenses and debt? What actions will you take to ensure that the city remains on a firm financial footing? (500 characters) The city manager and his staff continuously monitor the fiscal environment and financial forecasts to bring a budget to the council that is conservative and balances the public service needs with the available resources. The city council works closely with the city manager to maintain strict fiscal oversight; we have healthy reserves (23%) and the budget process moves forward with carefully measured steps. In tough times I would prefer to tighten our belt and rethink special projects.

(400 characters) I’ve lived here my whole life. So, for the past 38 years, I’ve been a friend and neighbor to Gulfport. I’ve been listening and helping people with many unique backgrounds. Gulfport has also helped me a lot, and I’m seeking to give back– not just as a councilperson–but as someone who connects to the many voices of Gulfport and connects those voices to each other–as a community and with caring. (500 characters) The main issue facing Gulfport is poor communication. The city is often not clear in letting residents and businesses know what Gulfport rules and procedures are–or about what city resources are available. I also often see many people with great ideas not being heard–not being connected with the city–and not being connected with each other. If elected, I’ll clearly represent what’s going on in Gulfport–because what’s going on in Gulfport is all of you: your vision, knowledge, and expertise. I know that if we work together, we can look out for the interests of nature and of development–maybe even solutions that allow these interests to look out for each other. (500 characters) Artists and service/hospitality workers are the backbone of Gulfport and deserve to be able to live in here. Also, so many people who have contributed so much to our city are being priced out. Affordable housing is a top issue facing our community. However, I cannot give solutions to this issue in 500 characters or less–and I’m not willing to merely give an answer without much more public input. So, I’d ask anyone reading this–if you’ve got a problem or a solution, call me, I am here to listen. (500 characters) Overall, Gulfport is in pretty good financial shape in terms of revenue. However, I think we can use our dollars a lot better. We’re currently short-staffed at City Hall, and in the public works, sanitation, recreation, fire, and police departments. We need to make sure that public dollars are being spent where they are needed the most: public services and for the general public benefit.

By making these changes, we can address the affordable housing crisis and support our community's important workers and artists. (500 characters) I view the city's financial health as a priority and will prioritize responsible budgeting, explore alternative revenue sources without new taxes, and actively monitor expenses. Gulfport is one of the densest cities if not the densest city in Pinellas County. We have little or no empty lots for building. Adding more houses behind houses etc. would only cause more issues for roads, police, fire etc. Our prices are going up driven by the market like most of Pinellas. What is your assessment of the city’s financial health/stability in terms of revenue, expenses and debt? What actions will you take to ensure that the city remains on a firm financial footing? (500 characters) For the last 10 yrs., we have kept our taxes at 4.039 …and have a balanced budget..i.e we are in good shape. As a full-service city, we strive to continue to provide all services while keeping our taxes at 4.039. Working with other communities as necessary, our infrastructure must be addressed and updated to ensure the health and safety of our residents. (500 characters) Our zoning and building codes must provide specifics regarding purpose, dimensions and styling such that we retain control over the character of our town and provide potential investors with clear information about Gulfport's expectations. Businesses that can make Gulfport a better, more attractive place are great, but we can’t forget what attracted many people here in the first place! What is your assessment of the city’s financial health/stability in terms of revenue, expenses and debt? What actions will you take to ensure that the city remains on a firm financial footing? (500 characters) Gulfport is on firm financial footing and does a good job of managing its money matters. We should continue with what we’re doing while emphasizing additional opportunities, such as identifying and collecting unpaid debts. Even when we’re good, we can always be a little better (and a little better off).
Indian Rocks Beach Commissioner The City of Indian Rocks Beach has a commission-manager form of government consisting of a mayor-commissioner and four commissioners, all elected by city-wide vote. The city commission is responsible for establishing policy, adopting the city's budget and hiring the city manager, city attorney and city clerk, as well as providing direction to the city manager. The city commission is also responsible for appointing citizens to serve on various county and city boards and commissioners represent the city on local, regional and state boards. We are planning a trip to Sanibel to learn more on how to best prepare for a hurricane and major storms. We also offer recycling to all residents.
