Volume XII · August 2022 Louis Armstrong and Ella Fitzgerald sang a song with the lyrics “Summertime and the living is easy.” I’ve heard many covers of it but my favorite hands-down is from a local named Rick Chorne’. Hard to believe we’re already closing out the Summer of 2022 - boy, what a summer! The activities have included shopping, concerts, fires, and floods - oh my. The Village and the County have been blessed with great weather reminding us that we do have a wonderful place to live, work and play. That being said, hang on! August is jam-packed with everything that could be offered in Ruidoso. Many conventions are in town, family reunions, and vacationers not to mention the fantastic horse racing. All you have to do is visit www.DiscoverRuidoso.com, and check out the list of events. Mayor Lynn Crawford Great progress has been made on the Gavilan Canyon Road paving project - kudos to Cutler Paving. Council has approved the preliminary Master Plans for Wingfield Park and Moon Mountain, the housing development off Mechem will be underway by mid-August, final plans and funding for the Wingfield Heritage Center were approved, and many other projects moved forward. Hats off to Village Staff and all our contractors that make these things happen. I receive compliments almost daily on how wonderful and fresh our Village is. Of course, I ask what they mean by “fresh”, and they go on to explain how upbeat, clean, and progressive it is here. Progressive, I ask? “Yes, y’all are constantly working to improve things.” I agree with them. We’re not perfect but we’re trying. It is so great to hear from our citizens, see them show up to meetings, join committees and play a part. It is an exciting time in Ruidoso. Be part of the future. Whether you’re a part-timer or a local, turn on and tune in to what’s happening here. Tune in to 1490 AM -“The Mountain” Mondays from 8:00-10:00 am to be informed, educated and ask questions, it’s the real deal. From time to time the Council is approached by well-meaning folks with problems and complaints about an issue only to find out that we are working on it, have a committee devoted to it or we just implemented it. However, we are sometimes reminded that we need to redouble our efforts. Life happens, and we lose our focus. Thank you for your patience and insight - come join the fun! By all accounts our businesses are flourishing, and by some miracle, they have been able to hire enough employees to make it work. Thank you to all the “retirees” that have applied for positions within the Village departments, you answered our call. Thank you, again. Our Village GRT was up again last remittance, as well as the Lodgers Tax - thank you tourists! Our water storage is at capacity, Village finances are strong and secure. We have a vision and plans to implement that vision. What a great place we live in, and now back to “Summertime and the living is easy and the catfish (trout) are jumping and the pollen is high...” Maybe I changed the last part, I don’t think Mr. Armstrong and Mrs. Fitzgerald would mind. HUMAN RESOURCES DEPARTMENT New Employee: Ross Coleman, Assistant Fire Chief Ross Coleman is originally from San Antonio, Texas. He has three daughters and one son ranging between 10-25 years-old. Before arriving in Ruidoso, Ross was the Fire Marshal for San Angelo, Texas. Prior to that, he worked as the Bexar County Fire Marshal and Emergency Management Coordinator in San Antonio, as well as many years with the Texas State Fire Marshal’s Office, eventually becoming Assistant State Fire Marshal. He and his family have been vacationing in Ruidoso for many years prior to making the decision to become a resident. 2 Ross Coleman
RUIDOSO MIDTOWN ASSOCIATION UPDATE From the Desk of Executive Director Kendra King What a lovely summer we are having! All the moisture has allowed for the forest to re-open. We have had an incredible July in Ruidoso! Tourism is flowing at high capacity. Lots of places in Midtown are working to extend hours and add special offerings, such as Sabor, which recently added a soft serve ice cream in 24 flavors to their existing top-notch sweets and treats. Everyone across the community has been putting in hard work! Speaking of community effort, the Ruidoso Midtown Association just hosted “Brewdoso,” its first successful fundraiser since the pandemic began. This year, we partnered with the Village of Ruidoso to make it bigger and better than ever. With more than 50 vendors in Wingfield Park, beer and wine from all over the state was sampled. Ruidoso Lodger’s Tax helped to sponsor first-class musical entertainment all weekend long. A-list artists Chase Bryant and Pat Green gave us a fantastic double headliner concert and artists Justin Kemp and Rick Trevino kept the crowds entertained rain and shine. Pat Green live on stage at the Brewdoso Festival Party in the Pines. Team Tourism saw the perfect opportunity to create a Village- wide “Party in the Pines” for Father’s Day Weekend. A long list of amazing activities were included, such as: Lady A and JaRule at the Inn of the Mountain Gods, a ProAm Boxing tournament at Ruidoso Downs Race Track, live entertainment at nearly every local food and alcohol establishment, and farmer’s markets and vendors all over Lincoln County! That same weekend, the Ruidoso Tattoo Expo went off with a bang! Did you see the world’s largest chess set and over 100 world famous tattoo artists and vendors at the Convention Center? You couldn’t even get in without passing a full-on car show outside in the parking lot! Many plans were carefully thought out with wonderful teams of people working together to make that weekend one to remember. The Village Parks and Recreation Department put in long hours that weekend as well! The Ruidoso Midtown Association sends a big shout-out to the amazing strength and commitment of our local parks and recreation department and the RMA Board for planning and working the event. “Party in the Pines” on Father’s Day Weekend will be back next year, so mark your calendars! ON THE HOUSING FRONT $200,000 FHLB Dallas Housing Trust Donation On July 6, the Federal Home Loan Bank of Dallas (FHLB Dallas) provided a $200,000 charitable contribution to the Village of Ruidoso to help address the immediate housing needs of low-income residents who lost their homes in the recent wildfire. This grant will go towards the Village construction of affordable housing and is intended to provide funding for two new homes, helping to establish a long term affordable rental housing opportunity for the community. This contribution will also support matching funds provided by the New Mexico Mortgage Finance Authority (MFA) to pay for the needed infrastructure on the property. “We are grateful for the outpouring of donations and charitable contributions that have been made to the citizens of Ruidoso as a result of the McBride Fire,” said Mayor Lynn Crawford. “This incredible donation will help us to quickly provide housing for those affected most.” CONVENTION CENTER Wingfield House Heritage Center Update On July 12, 2022, the Village Council approved renovations for the Wingfield House Heritage Center in the amount of $875,165. The Wingfield House Heritage Center Steering Committee and staff have been hard at work moving toward the goal of opening the Wingfield House and Museum to the public by the end of 2022. Final designs for the interior renovation of the building have been approved and construction is anticipated to begin in August 2022. In addition to the physical restoration of the historic structure, VOR staff and Steering Committee members have created and reviewed a proposed Collections Policy for the museum. The policy will be presented to the Village Council for adoption at their regularly scheduled August meeting. The Village Council has authorized the hiring of a full-time curator for the museum who will assist the manager in the development of interpretive programming, exhibits, educational outreach, and special events. Advertisement for this position will begin shortly and the new hire will hopefully begin by September 2022. There is a lot of excitement about the progress made so far this year and the chance to soon share the history of Ruidoso with our community members and visitors! CHAMBER OF COMMERCE UPDATE From the Desk of Executive Director Deborah Douds This year’s Art Festival was very successful and now we’re turning our focus to the Ruidoso AspenFest. This year, in honor of Ruidoso’s 75th Anniversary, the parade theme is “Ruidoso: Past, Present, and Future.” The AspenFest Parade will be Saturday morning, October 1 at 10AM, as usual. Following the parade, we will have the AspenFest Festival in Wingfield Park, for the first time on both Saturday AND Sunday. There will be live music both days, along with wineries, breweries, food vendors, and arts and crafts vendors. Let us know if you’re interested in being a vendor! Did you know the Chamber is on the radio? Every Friday Hatch Chile Country Store morning at 8AM, you can find us on KRUI 1490 The Mountain with “Chamber Chat.” We talk about upcoming events and also have Chamber members join us to discuss their businesses. Let us know if you want to promote your business or event on the radio! We welcomed a few new businesses to the Chamber in July. Ribbon cuttings were held for TLT Yarns and Handcrafts and Festive Events. TLT Yarns and Handcrafts sells fine yarns and handmade crafts at their store at 650 Sudderth Drive. Festive Event is a micro-event rental company that provides beautiful picnic services or delivers, sets up, and cleans up fancy dinners for your special date night or small event. We are also excited to welcome Hatch Chile Country as a new Chamber member! They have two stores in Ruidoso and are a great place to get all you need to satisfy your chile cravings. Mama Lucy’s located in River Rendezvous on Sudderth Drive is another new Chamber member and a great place for lunch or dinner. With the help of our members, we work hard to support our community. STREET WORKS DEPARTMENT Cutler Repaving Project The Village of Ruidoso/County of Lincoln Roadway Improvement Project is nearing completion. Cutler Repaving began the roadway improvement project on June 13, 2022 at the intersection of Gavilan Canyon Road and US Hwy 70. Included in the project was the completion of milling and paving of Gavilan Canyon Drive from US Hwy 70 through NM 48, Warrior Drive, and Paradise Canyon Road. The Village of Ruidoso Street Department along with the Lincoln County Road Department assisted Cutler with hauling and laying down millings on the shoulders of the Gavilan roadway, and rolling and spraying with prime oil to protect new roadway shoulders from erosion. 6
FIRE DEPARTMENT Sierra Blanca Regional Airport In July 2021, the Ruidoso Fire Department officially took over full operations of Sierra Blanca Regional Airport. It is now staffed 24 hours a day, which allows customers better service on late arrivals, and for medical flights that occur all hours of the night. The Fire Department can now train all staff to be Aircraft Rescue Firefighters and flight line technicians, which improves their customer service skills. The Village is in the process of reconstructing runways 12/30 and taxiway Bravo. The phone line for the fueling desk will automatically be transferred to the on-call phone carried by firefighters for after-hours and call out for services. The Village is in the process of purchasing larger hangar time and looking into one other hangar that may be coming available for sale soon. This will allow the Village to expand the type and size of aircraft we can house for overnight or short-term stays. We have also hired a fleet mechanic to work on all airport and fire department equipment to ensure they are kept running and maintained properly. If needed, this mechanic will be also available to work on other Village vehicles and equipment. These changes will allow SBRA to provide better customer service to all pilots and passengers. POLICE DEPARTMENT From The Desk of Police Chief Lawrence T. Chavez The last few years have brought a lot of anxiety for many people in society with the frequency of active shooter events. The Village of Ruidoso and its neighbors have been preparing for such an event for many years. Since the tragic incident at Columbine High School in Littleton, Colorado in 1999, law enforcement’s response has changed. The tactics of how officers respond to those types of events have changed. Prior to Columbine, the standard response to these types of incidents was to secure a perimeter and wait for the Special Weapons and Tactics (SWAT) team to respond. After much research by police leaders from around the country and the Department of Homeland Security, there have been many different trainings developed that are now required for law enforcement personnel. When an active shooter event is reported, the first officer on scene will respond without waiting for backup to mitigate the loss of life. The Ruidoso Police Department has five active shooter instructors on staff. The instruction and preparedness is designed not only for police officers, but also for our many stakeholders within the community. Our action plan consists of several different elements that include many different agencies to provide the most adequate response to a chaotic situation. The Village of Ruidoso, along with numerous community agencies, has been meeting and will continue to meet on a regular basis. Each group has specific responsibilities that go far beyond responding to the scene of an incident. By meeting and training in advance and establishing sound protocols, it will make a critical incident more manageable for everyone involved. That being said, the greater Ruidoso area is in a better place tactically than most other communities. Feel safe, practice situational awareness, and enjoy the amenities of Ruidoso. 7
