1. Welcome Message European Athletics President’s Welcome Message Lisboa 2019 I am delighted to welcome everyone to the SPAR European Cross Country Championships here in Lisbon, an event which continues to be one of the highlights of our annual competi- tion programme. This is the 26th edition of these champion- ships and I am very happy to see that it is going to be staged in the heart of the capital of a nation with a great cross coun- try tradition. Portugal has won more than 50 medals in the previous 25 years of these championships and this alone is a testament to this country’s enthusiasm for this discipline, and their runners’ talent. It is also the third time that the SPAR Eu- ropean Cross Country Championships will have come to Por- tugal, after Oeiras in 1997 and Albufeira in 2010. Both of those two previous champion- ships in Portugal were superbly staged events, notable for their excellent organisation and outstanding hospitality, and so I have every confidence that our hosts will rise to the challenge once again. Portuguese cross country runners have had great success on the continental stage not least thanks to senior title winners like Paulo Guerra and Jessica Augusto, but who can forget the three world cross country triumphs of Carlos Lopes? Carlos’ win on home soil in 1985, when those championships were also in Lisbon, was hugely memorable but I also remember well his victory the year before, which was to be a prelude to his gold medal-winning performance that summer in the Olympic mara- thon. Perhaps a few runners here will go on to have similar success at the Tokyo 2020 Olympic Games but what I am certain of is that many of the competitors here, not least those that climb the podium, will make an impact on the Paris 2020 European Athletics Championships. European Athletics are very grateful to the Federação Portuguesa de Atletismo – the Portuguese athletics federation – the city of Lisbon and the public au- thorities here as well as the all the officials and volunteers with the Local Organising Committee for their hard work and commitment to staging this event. I am sure that, in so many ways, this will be a SPAR European Cross Country Championships to remember. Svein Arne Hansen 4
LOC President’s Welcome Message Lisboa 2019 It is with great pleasure that, on behalf the LOC of the 2019 edition of the SPAR European Cross Country Championships, I offer a warm welcome to all those that are coming here; whether you are a runner participating in these champion- ships, the media, sponsors or a spectator. This LOC incorporates members with extensive experience as well as others that have been involved in a project of this magnitude for the first time. However, regardless of our back- grounds, I can say that we have all worked very hard to pro- vide everything that this important European Athletics compe- tition requires and deserves. As a result, I believe that these championships will be remembered for its organisation and hospitality. To put everything in place it was neces- sary to have the cooperation of many other people, the LOC alone could not have staged these championships, so I would like to acknowledge the role of the volunteers, to the Portuguese Athletics Federation officials and Lisboa City Hall staff members, without whom our task would be impossible. It would have been equally impossible without the financial support of the Lisboa City Hall and of the Portuguese Youth and Sports Institute, as well as commercial partners that have provided a huge array of services and products. I offer a very sincere thanks to all of them. A big thank you has also to be extended to the European Athletics Delegates and to the European Athletics staff members that worked with us ever since we were awarded the right to stage these championships. In addition to being good friends, their profession- alism has been unstinting and an invaluable assistance. My overall hope is that all those who will visit us before and during the championships will leave with very good memories and wish to come back again to visit this wonderful, historic, beautiful, cosmopolitan and vibrant city that is Lisbon. 2. General Information 2.1 Host Country Portugal Portugal has a population of about 10 million. The population density is at its greatest in Lisbon, the capital and its suburbs, where about 1.9 million people live. The second largest city in Portugal is Porto in the north. Generally speaking, there are more people living in the country´s coastal regions than in the inland areas. With its climate, 3000 hours of sunshine per year and 850 kms of splendid beaches bathed by the Atlantic Ocean, Portugal is the perfect holiday destination all year round. This is a country that has the oldest borders in Europe, with an exceptional range of different landscapes just a short distance away, lots of leisure activities and a unique cultural heritage, where tradition and modernity blend together in perfect harmony. Its superb cuisine, fine wines and hospitable people make this a tourist paradise of the highest quality. Situated in the extreme south-west of Europe, just a few hours from any of the other European capitals, Portugal attracts visitor from all over the world. 2.2 Host City Lisboa Lisbon is a historical city full of stories to tell, where the sun shines 290 days a year and the temperature rarely drops below 15°C. A city where you feel safe wandering around day or night, where the cuisine is dedicated to creating over a thousand ways to cook the beloved bacalhau (salted cod), and where you’ll find hotels and restaurants to suit every taste, budget and requirement. Discover Lisbon, a city full of authenticity where old cus- toms and ancient history intermix with cultural entertainment and hi-tech innovation. Lisbon is ageless, but it loves company, as you’ll find out if you meet someone and ask them to explain, with lots of gestures and repetition, where the best place is to listen to Fado. After all, Lisbon is famous for its hospitality and the family-like way it welcomes visitors. 4. Travel To Lisboa 4.1 Official Airport and Arrival Information The official airport located 3,6 km from Parque da Belavista, is Humberto Delgado - Lis- boa International Airport, where the LOC will provide adequate welcome services. 4.1.1 Welcome Service Upon arrival at Lisboa International Airport, the guests will be met by LOC welcome desk staff. The opening dates and times of the Welcome Desk, situated in the main exit at the airport arrivals, will be the following: After collecting luggage, guests will be escorted to the official buses by the welcome desk staff and taken to the VIP hotel. The transfer time from the airport to the VIP hotel is 15 minutes approximately. 10
4.2 Arrival by train There will be no Welcome Desk at the main railway station in Lisboa (Oriente). If arriving by train, guests will be met by LOC representatives and taken to the VIP hotel, according to the arrival times given in the Event-Works system. 4.3 Arrival by road If arriving by road, guests are kindly asked to go directly to the VIP hotel, where repre- sentatives from the LOC will welcome them. 4.4 Entry Visas The following countries require visas to enter Portugal: ARM – AZE – BLR – KOS* – RUS - TUR *As defined by United Nations Security Council Resolution 1244 of 10 June 1999 The following nationalities are exempt from holding a visa to enter Portugal: ALB* - BIH* - MKD* - MDA* - MNE* - SRB** - UKR* *The exemption shall apply only to holders of biometric passports **Excluding holders of Serbian passports issued by the Serbian Coordination Directorate (Koordinaciona uprava) It is the VIP guests own responsibility to apply for Visas in due time before leaving their country, from Portuguese Embassy or Consulate, and to make sure that all the docu- ments required for the application are complete. Incomplete applications slow down the process and may lead to a visa not being issued on time. Participants who require a visa should contact the LOC as soon as possible to obtain a special invitation letter and visa application information. The following information shall be included in the request: • Full name (first name and family name as shown in passport) • Nationality • Date of Birth • Passport Number The invitation will be sent to you as soon as possible. 12
5. Accreditation 5.1 General Each guest will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not trans- ferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. 5.2 VIP Accreditation Centre The VIP Accreditation Centre will be located in the European Athletics Family hotel. This is where the guests shall collect their accreditation upon arrival. The opening dates and times of the VIP Accreditation Centre will be as follows: 5.3 Loss of Accreditation Card Any lost or damaged accreditation cards should be reported to the LOC, at the VIP Ac- creditation Centre or the accreditation desk at the venue, near the VIP entrance. A sub- stitution of lost or damaged card can be issued at the approval of the accreditation manager or European Athletics. 13
6. Hotel check- out time is at 12:00. For late departure, please contact the LOC at the Information desk. If your accommodation isn’t paid for upfront, you will be asked to pay on site. We prefer payments by credit card, but cash (EUR) will be also a possibility. Free internet access will be provided in the hotel. Opening hours of the restaurant: 14
6.2 Information Desk An Information Desk will be located in the lobby of the VIP Hotel with qualified personnel offering relevant information about all aspects of the Lisboa 2019 SPAR European Cross Country Championships. The Information Desks’ opening hours will be as follows: 15
6.3 On-site transportation Transportation between the official hotel, the competition venue, and the social fun- ctions will be provided by the LOC. The exact schedule will be displayed at the VIP wel- come desk at the hotel. 6.4 Departure Departure schedule will be displayed in the lobby of the hotel according to the departure details submitted in the Event-Works system. If you have not already provided your de- parture details, or if these have changed, please inform the LOC staff during the accredi- tation process or at the Information desk at least 48 hours before departure. 16
7. VIP Guest Information All VIP guests shall enter the Bela Vista park through the VIP entrance, if coming by car/ bus with access to the exclusive parking zone, where security control will be carried out, and either the accreditation card (zone 1) or the VIP invitation card must be shown. The VIP invitation card should be exchanged for a wristband at the VIP welcome desk located at the VIP entrance. 7.1 VIP Tribune A covered VIP Tribune is reserved for the European Athletics Family and is located next to the finish line and close to the European Athletics Club. You are kindly requested to show your accreditation carrying the appropriate zone (zone 1) or wristband to access it. 7.2 European Athletics Club The European Athletics Club is located close to the finish line and can be found on the course map in the appendix. You are kindly requested to show your accreditation carry- ing the appropriate zone (zone 1) or wristband to access the club. The European Athletics Club has a terrace and offers a nice view on the course. It will be open throughout the event on Sunday 8 December from 09:30 to 15:30 and a buffet lunch will be served from 12:30 to 14:30. During the opening hours, a permanent bar service is available. 17
8. Ceremonies & Social Functions 8.1 Lisbon Sightseeing Tour When collecting their accreditation, the guests who registered for the sightseeing tour to Lisbon should confirm their attendance. This sightseeing tour will take place on Saturday 7 December departing from the Marriot hotel at 09:15 and is expected to end at Marriot hotel by 11:30. 8.2 European Athletics - LOC Dinner A European Athletics - LOC Dinner will be held at the Monte Mar Restaurante at Cais do Gás, Lisboa, on Saturday 7 December at 20:00. Transportation to and from the venue will be provided. Attendance to the dinner is by invitation only. 8.3 Opening Ceremony The opening ceremony will take place on Sunday 8 December at 09:45 at the venue, Parque da Bela Vista. 8.4 Victory Ceremonies The victory ceremonies for individuals and teams will take place on the venue as sche- duled on the event programme. 8.5 Closing Party The Closing Party will take place on Sunday 8 December from 20:00 to 24:00 at the Capitólio at Parque Mayer. Everyone with accreditation is welcome to attend. Transpor- tation to and from the venue will be provided. 18
