VILLAGE OF BARTONVILLE BOARD OF TRUSTEES MEETING MINUTES December 14, 2020 Mayor Ricca called the December 14, 2020 Board of Trustees meeting to order at 6:00 p.m. with roll call. Present: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Absent: None. Quorum present. Also present: Mayor Ricca, Village Administrator Morris, Clerk Carr-Bruce, and Attorney Jump. Pledge of Allegiance. Trustees Donley and Hoopingarner motioned for the approval of the November 23, 2020 Board minutes and communications. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Trustees Hoopingarner and Carroll motioned for the approval of the November 23, 2020 Public Hearing minutes. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Trustees Hoopingarner and Carroll motioned for the approval of the November 30, 2020 Special Board Meeting minutes. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Trustees Lawless and Hoopingarner motioned for the approval of the expenditures and any supplementals. Trustee Leibach questioned the Police Department Visa bill and it was stated that the hotel expense in question was for Detective training. Trustee Leibach also questioned the need to have two Public Works employees picking up the new Public Works truck. It was stated that the approximate 5 hours of overtime for each employee was a savings compared to the expense of having the new truck delivered. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. DEPARTMENT HEADS Public Works-Randy Sweeter presented the department’s monthly report and spoke of the receipt of the new truck and the wait for its title work. Randy stated that truck is very nice, they have added a plow and they are getting a quote for a new radio. Randy has reached out to VItal Signs for the decal and the question of updating the decal with better graphics was mentioned. Trustee Carroll suggested reaching out to LCHS to see if the art students would be interested in the project. Discussion of the removal of Bowen building from the logo was had with Mayor Ricca, Trustee Hoopingarner and Trustee Zachman wishing to keep the building as part of the logo due to its historic significance. The matter being deferred to an upcoming committee meeting. Randy questioned if he should have Vital Signs see about just sharpening up the current graphics in the meantime and Mayor Ricca responded affirmatively. Randy spoke of Ameren crews being in town for tree trimming and that the gas work project on Juliette is complete. The need for a Public Works committee meeting for sealcoating discussion was mentioned. Village Engineer Pat Meyer has put together some figures related to sealcoating costs that can be reviewed. 1
Randy stated that the older Public Works truck wasn’t going to be put out for bid right now due to COVID and the truck can be used to haul fill. Randy stated that the truck could possibly be up for bid in the Spring. Police Chief Fred Kerrn presented the department’s monthly report and spoke of shots fired on in the 4800 block of Meadows. There was also a shootout on Route 24 with 3 cars involved. Two cars were recovered in the City of Peoria with one of the cars having two guns in it, one was an AR-15. The third vehicle has not yet been recovered. Squad car 093’s engine has blown. More shots fired in Daycor Divide on November 18, 2020 at 8:12 p.m. Trustee Hoopingarner questioned where we were with new officer so we may get the SRO position up for bid. Joy stated that the candidate still has a physical and stress test to complete. It was stated that once the testing is completed, we can swear the officer in and then put the SRO position out for bid. Trustee Zachman stated that it was his understanding that the new candidate that is currently being tested is actually a replacement for Officer Dryden and once they are sworn in and in place, the department can actually go forward with hiring another officer, then the SRO position can be put out for bid. Trustee Zachman spoke of going down to the Route 24 shooting incident as part of the Fire Department and commended the Police Department for their handling of the call. Chief Kerrn thanked Trustee Zachman and stated that Creve Coeur had sent 3 cars, Peoria City had sent a Lieutenant and Sergeant over, and interim Detective Jeff Miller had done a great job having worked over 24 hours on that call. Fire Chief Mike Cheatham presented his monthly report that stated there were 15 fire calls and 52 rescue calls for a total of 67 calls for the month of November. Chief Cheatham stated that training has halted due to COVID-19. A spike in CO2 calls was mentioned. Chief Cheatham reminded citizens that smoke detectors and CO2 detectors are required. Construction at the 911 centers continues. It was stated that January 11, 2021 is the target date for Bartonville Dispatchers moving back into the Bartonville building. January 19 th - February 22 the Peoria Dispatchers will be at the Bartonville location. Mayor Ricca thanked Chief Cheatham and the department for saving the Village $68,845.00 for the month of November and $745,482.50 year-to-date. Chief Cheatham wished everyone a Merry Christmas. Parks/Recs- Heidi Rhea thanked all that helped and supported this year’s activities at the Park and stated that they had received a lot of positive affirmations from the holiday party. 75 letters were received for Santa which will be responded to. Mailings will be going out within the week. Some issues with the tree lights during the rain were noted. Mayor Ricca stated that he had heard nothing but compliments about the Park. Trustee Donley thanked Heidi and the Parks department. Trustee Donley stated that people seemed to be thrilled when she attended the drive-thru party and complimented the Park committee on their team work and communications. 2
Police Chief Kerrn stated that Officer Pavelka and Ordinance Officer Vanderheydt had spoken with the person that was unplugging the Christmas trees in the park and it shouldn’t happen again. There were no updates on the theft of the Christmas trees in the park. Trustee Leibach stated that he and his family had a great time when they went through the park party drive- thru and thanked all the volunteers and Park Board for their hard work. Trustee Leibach also noted that the sunscreen framing at the playground was up and Heidi thanked the volunteers from Laser Electric that installed it. Derek Roemer noted that this act of volunteering saved the Village a several thousand dollars. Trustee Hoopingarner gave a hats off to the Park Board and its volunteers and noted that he had 4 trees sponsored. MAYOR Mayor Ricca made the December 14, 2020 Declaration of State of Emergency. Mayor Ricca made the December 14 2020 Executive Order regarding COVID-19 standby crew. Trustees Hoopingarner and Donley motioned to approve appointing Jim McKenna as the Village of Bartonville Building Inspector. Mayor Ricca noted that Jim has been the site plan reviewer for 15 years and has filled in for Tom Schepke when needed during that time. Mayor Ricca stated that previous inspector Greg Cowen has moved and his service was appreciated. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Trustees Zachman and Carroll motioned to approve “Bartonville Block Party” on Saturday, June 5, 2021 with the Village providing the Auxiliary Police and the Bartonville Fire Department setting up and tearing down barricades and providing security during the event. The $5 entry will go to the Bartonville St. Jude runners. The “last call” will be 11:30 and they will stop serving alcohol by 11:45. They will have the road opened no later than 12:00 a.m. This motion is contingent on there being no State of Illinois COVID restrictions in place that would forbid such an event on this date. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Trustees Donley and Carroll motioned to approve a closed session pursuant to 5 ILCS 120/2 (c) 1 of the Open Meetings Act to discuss the appointment, employment, discipline, performance, or dismissal of specific employees of the public body, 5 ILCS 120/2 (c) 2 for collective negotiating matters and 5 ILCS 120/2 (c) 11 of the Open Meetings act to discuss imminent or probable litigation. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. 3
VILLAGE ADMINISTRATOR Administrator Morris gave a notice and asked for a review of ACH transfers made from August 17, 2020 to November 30, 2020. Trustees Zachman and Lawless motioned to approve authorization to pay police pension $6,879.09 from the Peoria County 2019 tax settlement sheet. Joy apologized for the incorrect amount that was originally requested to be placed on the agenda, but the fax sent by Peoria County was difficult to read. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Administrator Morris thanked 911 Dispatch Coordinator Kristy Watson for all of her hard work and effort that she put in to the “Shop with a Cop” event. Joy stated that Kristy did an outstanding job organizing the event from the shopping, the gifts and the organization. Kristy stated that this year was unconventional due to COVID and wished to thank Wal-Mart and the Lions Club for their donations. VILLAGE CLERK Trustees Zachman and Carroll motioned to approve authorization to pay Cindi Stafford's medigap of $2,160.00 (80% of $2,700.00). Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Clerk Carr-Bruce thanked the entire Park Board and its volunteers for all the work and effort put into the Holiday Party and the Christmas Tree display, she stated she was extremely proud to live in a community that would have such an event that would bring cheer to people during this time of year. Clerk Carr-Bruce also thanked Kristy Watson for her hard work and the officers for their contributions to the “Shop with a Cop” event. Clerk Carr-Bruce thanked office assistant Brad Carr for all his hard work during his tenure and is sad for his departure at the end of the year. TRUSTEE REPORTS Trustee Leibach thanked Kristy Watson and the Police Department for their recent event. Fred wished everyone a Merry Christmas and asked that everyone continue to wear their masks. He noted that COVID had affected his family and was grateful that no one needed hospitalization. Trustee Carroll set an Ordinance committee meeting for Tuesday, December 22, 2020 at 6:00 p.m. to discuss a responsible bidder ordinance and the Village logo. Trustee Zachman questioned if the Village had gotten the sexual harassment policy issued squared away. Joy stated that she had sent out information in the last payroll after speaking with Attorney Russo. She is just waiting for action from employees. Trustee Zachman questioned if the Village had received an update from Attorney Kriegsman regarding the field behind Presley’s. Mayor Ricca stated that we had not. 4
Trustee Zachman thanked the Park Board for the Holiday events and said that they did a pretty spectacular job. Drew also thanked Chief Kerrn and Kristy from the Police department for the “Shop with a Cop” event. Trustee Zachman asked the Department Heads to start thinking of the appropriations and he would start setting finance meetings in February. Trustee Zachman wished everyone a Merry Christmas and asked all to be safe. Trustee Hoopingarner set a Public Works committee meeting for Tuesday, December 22, 2020 at 5:30 p.m. and wished everyone a safe and Merry Christmas. Trustee Lawless thanked Joy for the ACH review, thanked Heidi and the team for being as creative as they are, and thanked Brad Carr for his hard work and stated that he was sorry to see him leave. Bob wished everyone a safe and Merry Christmas. PUBLIC COMMENT Mayor Ricca stated that Loren Peacock from Peacock’s Pub dropped off gift certificates for all Police, Fire and Streets employees. Mayor Ricca thanked the Peacocks. Sara Skolaski from the Spot Coffee truck was present and spoke of her request three years ago to have her mobile coffee location in the pool parking lot. Sara is now requesting a more permanent, semi mobile location that would be constructed out of a shipping container to provide services Monday through Saturday from 7:00 a.m. to 12:00 p.m. in that same location. Sara stated that she has reached out to ILAWC and Ameren and it would be an easy transition with temporary boxes. It was stated that it would have a sewer hookup. Trustee Zachman thinks it would be great and thanked Sara for wanting to be in the Village. Sara noted that she regularly contributes to LCHS. Trustee Leibach lamented that the Village dropped the ball with her previous request. Trustee Hoopingarner stated it was welcome in Bartonville, that he loves to see new businesses and that his daughter goes to the brick-and-mortar location on Knoxville 3 times a week. The matter was deferred to an Economic Development meeting that will be scheduled soon. Dominic Hewitt the Landlord for Kroger is requesting a class D (on premises consumption of beer and wine) liquor license for the purpose of having gaming machines located in the grocery store. Mr. Hewitt stated that Kroger has 10 to 12 locations that they are looking at for on-site gaming. Mayor Ricca stated that he had received pictures and it appeared they would be having a little room off to the side. Trustee Lawless spoke of Kroger gas prices being the benchmark for the Village according to other fuel stations and questioned Mr. Hewitt if he would know why Kroger’s prices in the Village are up to 20 cents higher than other communities. Mr. Hewitt stated he would pass along the question. Trustees Zachman and Carroll requested that this matter be moved to a future committee meeting. Kristy Watson, 911 Dispatch Coordinator. Kristy wanted to thank Wal-Mart for the “Shop with a Cop” grant and the Lions Club for their additional funding of the program. Kristy also thanked Chief Kerrn, Officer Howard, Officer Miller and Jody Noe for their contributions. 5
With no further public comments, the meeting moved to closed session at 7:12 p.m. Meeting returned to regular session at 7:37 p.m. with Mayor Ricca calling for roll call. Present: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Absent: None. Quorum present. Also present: Mayor RIcca, Village Administrator Morris, Clerk Carr-Bruce, and Attorney Chris Jump. Trustees Carroll and Donley motioned to approve RESOLUTION # 681-A RESOLUTION APPROVING INTERVENTION IN BOARD OF REVIEW PROCEEDINGS. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Trustees Carroll and Zachman motioned to approve RESOLUTION #682-A RESOLUTION APPROVING INTERVENTION IN BOARD OF REVIEW PROCEEDINGS. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed. Trustees Carroll and Hoopingarner motioned to approve accepting United Facilities proposed market value of $3,100,000 for their 2019 and 2020 tax assessments. Ayes: Trustees Donley, Leibach, Carroll, Zachman, Hoopingarner, and Lawless. Nays: None. Motion passed.
