VIABILITY EVALUATION- Bayworld/Happy Valley and Telkom Park.

1.          Background.
            The MBDA has been mandated by the Nelson Mandela Bay Metropolitan Municipality as a transdisciplinary
            implementing agent for programmes, projects and events within its 6 mandated areas, which are to be
            aligned to the various plans of the NMBM.

            The Happy Valley Programme which includes Telkom Park, Bayworld and the green lung of Happy Valley
            itself, is one such programme which is located within the PE CENTRAL/BAAKENS/HAPPY VALLEY mandate
            area.

            The MBDA has recognised that the Happy Valley Precinct, when linked to the Baakens Valley Development
             and Proposed Waterfront, is uniquely positioned to become a new, inclusive heart for Nelson Mandela Bay
             and has approached the redevelopment with that objective. The intent is that the precinct should be
             socially, spatially and economically transformed into an inclusive, post-apartheid precinct that enables
             multi-generational, multi-cultural and mixed income usages. It is envisaged that a unique tourism
             opportunity will be created through the activation of the green lung, an ICC developed within the precinct,
             Bayworld be repurposed and that an inclusive housing development be part of a new model for the precinct.
             The opportunity of developing the precinct as a green, smart and off the grid destination will be pursued.

            The MBDA wishes to appoint a Professional Economist to undertake a Viability Evaluation of the Precinct.

1.1.        Problem Analysis of the Precinct
            • The Happy Valley Precinct is an underutilized parcel of land within the inner city economic node;
            • The precinct is unsafe and home to a large group of homeless people and others fleeing from the law;
            • The precinct is prone to severe flooding from time to time;
            • There are limited resources within the NMBM to upgrade the land and improve the infrastructure;
            • The valley is abandoned and neglected;
            • A once popular tourism attraction, it is currently not utilised to its full potential;
            • The green lung has not been exploited to its maximum;
            • It is constrained with environmentally sensitives areas.

     1.2.   Objectives Analysis of the Precinct

            •  The precinct should be socially, spatially and economically transformed into an inclusive, post-
               apartheid precinct that enables multi-generational, multi-cultural and mixed LSM usages;
            • The precinct should be spatially transformed to become a tourism opportunity, through the activation
               of the green lung;
            • The conservation and integrity of the eco-systems should be maintained and harnessed;

• The opportunity of developing the precinct as a green, smart and off the grid destination, should be
         pursued;
       • The development of the precinct should contribute to creating NEW jobs which can impact positively on
         the unemployment figure within NMB;
       • The precinct needs to be integrated into the NMBM ensuring connectivity and access for all citizens of
         the NMBM;
       • Environmental best practice should be applied to transforming the precinct;
       • Understand the opportunities for social and economic transformation that is triggered by being a coastal
         city, particularly within the Oceans Economy, should be ensured.

1.3.   Potential Analysis of the Precinct

       • A precinct that is rich in the green, the cultural and the built environment heritage;
       • A large tract of municipally owned land that is available for development;
       • Many transport systems converge within walking distance of the precinct including air, taxis, busses,
         cars, pedestrian, cycle;
       • Opportunity residential units, retail and a green lung that can be activated for leisure and sport;
       • A unique natural bio-diversity and port environment which can be harnessed;
       • A Tourism market which can be expanded and encouraged to stay an extra day;
       • A potential innovation centre for the composite sector which is developing in NMBM;
       • A strategic competitive advantage that is provided by the convergence of The Baakens River Precinct,
         The Waterfront and the Happy Valley Precinct.

1.4    Goal of the NMBM/MBDA

       •   All available and accessible municipal land, not within the 100year flood line is built on to a medium
           density;
       •   Transformation of the green lung to showcase the biodiversity of the Eastern Cape;
       •   The existence of eco-conservation initiatives and leisure opportunities within the green lung;
       •   A multi-faceted tourism product for the city;
       •   Increased number of international tourists visiting the precinct;
       •   An inclusive precinct in terms of mixed housing opportunities;
       •   An increase in new jobs created through the development;
       •   A safer recreational precinct;
       •   Improved access to the precinct in terms of mobility, social and recreational access for all citizens of the
           NMBM.

2.     The Viability Evaluation
       The successful bidder will be required to familiarise themselves with the conceptual framework for
       Bayworld, the Telkom Park Precinct Plan and any other relevant studies undertaken on the precinct to date,
       including the Happy Valley Local Spatial Development Framework (LSDF) (2010); They are to familiarise
       themselves with the Capital Planning Guidelines from National Treasury (June 2018) and align their
       quotations and scope of work to fulfilling the recommendations applicable to the Happy Valley/Telkom
       Park/Bayworld Precinct;

2.1    Conduct a socio-economic analysis
       This must include but not be limited to:
       • The identification of potential benefits to Black Economic Empowerment, Small Medium and Micro-
            sized enterprises (SMME) as well as community in general;

•    The potential impact of a multi-income, multi-generational and multi-cultural new model of
            development on social and spatial transformation needs to be identified;
       •    The potential demand for affordable housing;
       •    The potential increase in land values needs to be established;
       •    The extent of opportunity for EME’s local labour and materials;

2.2    Conduct a financial analysis
       • This must include a financial model projecting the cash flows for the costs and any revenue generated
           from the project over its lifetime;
       • The financial model must be informed by all the lifecycle costs to develop the identified outputs and
           should include operating costs and revenues;
       • The potential sources of funding;
       • Life cycle capital or construction costs as well as annual operating and maintenance costs.

3.     Deliverables Required
3.1    A comprehensive report tabled in 3 hardcopies and 2 soft copies including:
3.2    The service provider will be required to work closely with other members of the team working on the
       Bayworld/Telkom Park/Happy Valley Programme

4.     Time Frame
       The Viability Evaluation process is anticipated to take 6-8 weeks. Work should commence immediately on
       appointment. A draft report should be completed by 31 May 2019 and a final report by 15 June 2019.

5.     Proof of skills required
       Only service providers with the necessary experience will be considered. The successful service provider
       should have demonstrable experience of undertaking Viability Analysis. The following must be provided in
       order to be considered:

 5.1       A CV of the MAIN APPLICANT detailing similar processes undertaken to date;
 5.2       No subcontracting of the Services will be allowed;
 5.3       Contact numbers and email addresses of 5 companies that may be contacted to provide references to
           work undertaken for them, by the preferred Service Provider.

 6.        Compulsory Briefing Session
           A compulsory briefing session will be held on 3 April 2019 at 13:30 at the MBDA offices at the Tramsway
            Building.

 7.        Requirements of the applicant

           • The applicant must make provision in their costing proposal for all costs related to the services
             required. It should be noted that it is the responsibility of the tenderer to ensure that provision has

been made accordingly, and that costs of those services are factored into the tender submission as
         no further budget variations will be permitted;
     •   The Registered Economist, whose experience has been submitted to score this category must be the
         professional engaged in this project;
     •   The Main Applicant must be the Registered Economist;
     •   The professional (Main Applicant) whose experience has been submitted must be permanently based
         in Nelson Mandela Bay Metropolitan Municipality;
     •   The Registered Economist must be a permanent Employee of the Company where the Company is
         the Main Applicant; (Proof of this must be submitted)

8.   Legal Compliance

     •      All applicants must take note of Annexure A – Functionality Criteria and submit documents as
            required. Applicants must obtain a minimum score of 60 points out of 100 points, failing which
            their tender will be deemed non-responsive;
     •      All applicants must be registered on National Treasury Central Supplier Database (CSD);
     •      Bidders need to be registered with the NMBM or provide proof that they have registered, and
            that the application is in process.
     •      All applicants must complete the attached declarations (MBD 4) and (MBD 9);
     •      Applicants must submit a copy of their tax clearance certificate or Tax Pin; No awards will be made
            to service providers who are not tax compliant.
     •      Applicants must submit a copy of either BBBEE certificate or Sworn Affidavit (DTI prescribed
            format); Failure to submit this document will mean no points will be allocated in the 80/20
            preferential points scoring.
     •      Applicants must note that this is an Informal Tender and no costing proposal exceeding R200, 000
            inclusive of VAT, will be considered;
     •      If a Joint Venture is formed with a company and it is not a signed agreement, the relevant
            documents required above must be submitted for both parties;
