3/20/19 VOTING PROCESS Look for your name in the Precinct Computerized Voters List (PCVL) posted near the door of the polling place, and determine your precinct number and sequence number. Approach any member of the Electoral Board (EB). The EB will verify your identity and check if any of your fingernails have already been stained with indelible ink. STEPS IN VOTING VOTING PROCESS In some areas, the Voter Registration Verification System (VRVS) will be used to verify the identity of the voter. The voter will put his finger into the scanner and the VRVS will check if his/her biometrics is in the database. If found, the printer will print a receipt confirming this. THE VRVS STEPS IN VOTING 3
3/20/19 After the voter’s identity has been established by the EB, the voter will affix his/her signature in the EDCVL or Election Day Certified Voters List. The EB will give the voter a ballot, ballot secrecy folder and marking pen and direct the voter to fill-up the ballot in the designated voting area. STEPS IN VOTING Voter will FULLY SHADE the circles beside the name/s of the candidate/s of his/her choice. DO NOT OVERVOTE. STEPS IN VOTING 4

3/20/19 The voter shall approach the VCM and insert his ballot in the entry slot. Marking pen and folder must be returned. UNDERVOTE The VCM will display messages and the ballot will automatically drop inside the ballot box. STEPS IN VOTING Receipt will be printed, folded in such a way that its contents cannot be seen then cut using scissors. STEPS IN VOTING 6
3/20/19 Indelible ink will be applied to the voter's right forefinger nail. Receipt will be handed over to the voter. Voter will approach the Voter’s Receipt receptacle near the VCM to verify his/her votes and drop the receipt in the receptacle then leave the polling place. 3/20/19 An INVALID BALLOT is a ballot that belongs to a different clustered precinct. The VCM is designed to accept only the ballots assigned to it. REJECTED BALLOTS A FAKE BALLOT can be detected when the scanner doesn't detect a ultra-violet (UV) mark on the ballot, and/or when the ballot has a different type of bar code than the one specified for the election. 3/20/19 PAPER JAMS or ballot blockages are rare events but can occur. The error message saying “Paper Jam Detected” will be displayed on the screen in this situation. PAPER JAMS 27

3/20/19 POLL WATCHERS 85 Who are allowed to have watchers? Each candidate, duly registered political party or coalition of political parties and duly accredited citizens’ arms may appoint in every polling place two watchers who shall serve alternately. Other civil, professional, business, service, youth and any other similar organizations be entitled collectively to appoint one watcher in every polling place. If the space in the polling place reserved for watchers is insufficient, preference shall given to the watchers of the dominant majority and dominant minority parties. Watchers of the citizens’ arm shall be given preferential position closest to the EB. WATCHERS 86 43
3/20/19 Qualifications of Watchers • Is a registered voter of the city/municipality where he or she is assigned • Is of good moral character • Has not been convicted by final judgment of any election offense or of any other crime • Knows how to read and write Filipino, English or the prevailing local dialect • Is not related within the 4th civil degree of consanguinity or affinity to the chairperson, or any other member of the Electoral Board (EB). WATCHERS QUALIFICATIONS 87 Watchers shall have the right to: • Stay in the space reserved for them inside the polling place • Witness and inform themselves of the proceedings of the EB • Take note of what they may see or hear • Take photographs of the proceedings during the testing and sealing of the VCM, and voting, counting and transmission of election results, as well as of the printed ERs and the ballot box, provided the secrecy of the ballot shall be maintained at all times. Taking of pictures shall not be allowed during casting of votes. • File a protest against any irregularity or violation of law which they believe may have been committed by the EB or by any other person present • Obtain from the EB a certificate as to the filing of such protest and/or resolution thereof • Position themselves behind the chairman of the EB in such a way that they can read the ERs while the Chairperson is announcing the precinct results WATCHERS RIGHTS AND DUTIES 88 44
3/20/19 Watchers shall present to the chairman of the EB their appointments as watchers Watchers are not allowed to speak to any member of the EB or to any voter, or among themselves, in a manner that would disrupt the proceedings of the EB Watchers representing the dominant majority and dominant minority parties, and the citizens’ arm shall, if available, affix their signatures and thumbmarks on the ERs WATCHERS RIGHTS AND DUTIES 89 45
