Final compensation will be negotiated within the listed market value. 6. PERIOD OF PERFORMANCE: Employment under this contract is of a continuing nature utilizing a five-year contract as the hiring mechanism. Its duration is expected to be a series of sequential contracts; all contract provisions, clauses and regulatory requirements concerning availability of funds shall apply. 7. PLACE OF PERFORMANCE: Bujumbura, Burundi with possible travel as stated in the Statement of Duties. 8. SECURITY LEVEL REQUIRED: Facility Access / Employment Authorization 9. STATEMENT OF DUTIES Basic Functions of Position The incumbent to this position will be the key public health advisor on HIV prevention and treatment to the Senior HIV Advisor and to the Senior Health Team Leader. The Job holder will not only support clinical and public health programming of the President's Emergency Plan for AIDS Relief (PEPFAR) portfolio, but will also ensure linkages and synergies between care and treatment, and the cross-cutting social and health systems strengthening and HIV prevention components of the PEPFAR program through oversight of the HIV program 's outputs and through coordination of PEPFAR team staff. The Job Holder serves as the lead for coordination of implementing partners, stakeholders, and host government, setting priorities, agendas, follow-up, and monitoring milestones for USAID's HIV 1
program. The incumbent to this position is also the strategic lead for partner performance management and monitoring. The Job Holder will work closely with the Senior HIV Advisor to ensure continuous alignment of programs and activities with PEPFAR and USAID directives and objectives and use of program data to monitor and adjust activities. Position is responsible for the design, implementation, coordination, and evaluation of a broad range of agency-funded HIV program activities required to implement the PEPFAR portfolio in Burundi. Job holder will be the U.S. Government HIV prevention and treatment program's public health advisor to the host country ministries and partners, including those funded by the host government, the Global Fund, and non-governmental organizations (NGOs). The incumbent represents USAID/Burundi on HIV issues at technical, policy, and strategic planning meetings, including meetings with collaborators and donor agencies. Job holder serves as the contracting/agreement officer representatives for HIV prevention and treatment grants, contracts, and cooperative agreements; and coordinates funding, reporting, and administration with USAID support offices to ensure USG funds are appropriately utilized and activities are aligned with Agency priorities and regulations. Major Duties and Responsibilities Project Management (50%) Participates each year, with a lead role, in the country operational plan (COP) development process, providing key technical leadership on prevention and treatment strategies, quality improvement and quality management, aligning treatment strategies with supply chain and laboratory strategies, and community-level programming. Based on the COP strategic direction, provides direction and recommendations to partners and stakeholders to strengthen programs and enhance results. Works with the agency grants or contracts office and partner representatives to ensure that most current prevention and treatment protocols are included in signed agreements. Provides guidance and direction to grantees, program collaborators, and contractors on management and implementation of agreement activities to ensure consistency with PEPFAR policies and guidance and host country policy regulations. Participates in the review of work plans for implementation of activities following awards or related to the COP strategic direction. Working closely with host government ministry staff involved in public health programs, private sector providers, and implementing partners, incumbent is required to monitor all programs under his/her purview to
assure that the specific objectives for the program are achieved and/or appropriate remedial activities are instituted. Monitors activities and collaborates with each partner organization on a regular basis to make sure program results are achieved. This involves regular site visits and meetings with representatives of each organization to review progress. Draws attention to organizational needs such as inadequate medical supplies, equipment, facilities and staffing. In liaison with the Strategic Information specialist position develops program evaluation strategies, methodologies, and indicators for monitoring HIV programs in accordance with standard guidelines and protocols. In close collaboration with the SI specialist, leads regular site assessments to review program implementation. Based on the information collected during field visits, communicate findings and recommendations as appropriate, to the PEPFAR Team, implementing partners and government counterparts. Review performance reports to ensure that partners are in compliance with bilateral government agreements, and with the performance expectations outlined in their work plans and agreements with USAID. Prepares the technical assistance requests to be sent to the US Embassy PEPFAR managing body and/or designated agency leaders and develops scopes of work as needed for the requests In close collaboration with the Strategic Information (SI) specialist, oversee/conduct appropriate analyses of relevant quarterly data in order to strengthen activities data collection, tracking and reporting efforts. Analyze program results against targets and make recommendations for corrective action, if required, on issues related to the technical areas of responsibility of the PEPFAR team. Provides advice and recommendations to Senior HIV Advisor and Senior Health Team Leader on interpreting data on health objectives and indicators related to HIV programs. Prepares oral and written reports on the progress of program activities. Readers of these reports include agency and post management, other agency PEPFAR officials, U.S. headquarters offices and are ultimately used in reports to the U.S. Congress. Reporting responsibilities are monthly, quarterly and annually. The incumbent for this position is formally designated as the AOR/COR for PEPFAR-funded activities. Holds a major technical role in development of the Scope of Work (SOW), Funding Opportunity Announcement, Request for Application, or Annual Program Statement review of applications, supplemental awards, and requests for extensions. Liaises with the agency grants, contracts and cooperative agreements technical specialists at post and in the U.S. Once implementing agreement is in place, oversees
performance of cooperating partners/contractors, carries out technical reviews, reviews progress, identifies potential issues and informs supervisor, recommending actions for amelioration. Technical leadership and guidance (25%) Develops documents related to the assigned area of responsibility. Develops directives, memoranda, policy statements and proposals to introduce new initiatives and to recommend effective operations consistent with overall program objectives in support of the PEPFAR program in Burundi prevention and treatment programs including , but are not limited to: pre-exposure prevention (including HIV testing services and linkage to ART for positives) ; targeting key and highly vulnerable populations; prevention of transmission of mother to child (PMTCT) cascade; HIV treatment cascade in all populations; strengthening the linkage of HIV positives to care and treatment; promoting the implementation of new HIV service delivery models to enhance the retention of PLHIV on ART; Tuberculosis and HIV. Serves as a technical advisor to the Ministry of Health (and other ministries or government/non-government entities as appropriate) in furthering the national HIV programs, focusing on non-duplication of services provided by USG Agencies, cooperative partners, contractors. Works closely with host government Ministry of Health, international organizations, as well as partners funded by the government or Global Fund as indicated, and non- governmental organizations to influence other collaborative organizations engaged in HIV programs to adopt appropriate Strategies for their program activities. Holds a leadership role in the PEPFAR Team in guiding the development of quality assurance/quality improvement plans for all care and treatment partners; ensures effective implementation of the Site Improvement Monitoring System (SIMS) to improve treatment service delivery quality. Provides updated technical information to partners as it becomes available. Responds to requests from NGOs, health care organizations and medical professionals for information and technical assistance on HIV Program strategies. Analyzes, synthesizes, and disseminates lessons learned and state of the art practices on prevention and treatment activities. Contributes to research operations, evaluating effectiveness and identifying lessons learned. Provides recommendations to apply findings to future program and activity design, strategy, project management.
Coordination, Partner Relations, and Representation (15%) Develops working relationships with the IPs in-country to ensure effective coordination and collaboration across and along the clinical cascade. Promote information and experience sharing regarding effective care, treatment and support. Strengthen collaboration with other development partners, particularly WHO and the GFA TM, to reduce funding overlaps and increase synergy; ensure that program investments are consistent with international norms and standards; strengthen technical collaboration; and enhance the long-term sustainability of program activities. As an expert on matters pertaining to HIV program, job holder represents PEPFAR/Burundi at technical, policy and strategic planning meetings, including meetings with collaborators, Ministry of Health Technical Groups, and donor agencies. Briefs agency officials on the results of such meetings and prepares written reports for submission to other interested parties. Coordinates technical inputs and contributions for USAID/Burundi health team in discussing and developing financial commitment proposals for HIV prevention and treatment programs at administrative and strategic planning meetings. This includes other agencies and the Office of the Global AIDS Coordinator (OGAC). Serves as chair or rotating chair on technical working groups to ensure effective coordination of work plan development, implementation strategies, and evaluation plans for all USAID/Burundi prevention and treatment activities in Burundi. Note: This position description in no way states or implies that these are the only duties to be performed by incumbent. Incumbent will be required to perform other duties as assigned by the agency. Administrative Management (10%) Incumbent is responsible for reviewing budget requests for appropriateness, monitoring the use of funds for adherence to proposed activities; quarterly pipeline reviews/budget status reports, following up on irregular findings, providing advice for realignments of budgets and accruals. Incumbent is also responsible for representing USAID/Burundi in quarterly data and programmatic reviews and addressing sub- optimal target achievement. Job holder maintains files and records for activities/programs for which incumbent is responsible. Job holder is responsible for data integrity and security of information in the reporting databases that does or may relate to HIV/AIDS infection (particularly as related to named individuals). Other program files include reports, meeting summaries
and minutes, copies of all grants/cooperative agreements/contracts, research determinations, panels, and awards. Whenever possible these records will be filed electronically and entered into the reference system. Prepares and presents briefings for VIP visitors, participates in making arrangements for visits and serve as spokesman as required on matters within technical expertise. 10. (b) Definitions: “Cooperating country” means the country in which the employing USAID Mission is located. “Cooperating country national” (“CCN”) means an individual who is a cooperating country citizen or a non-cooperating country citizen lawfully admitted for permanent residence in the cooperating country. NOTE: All applicants must reside in Burundi and have the required work and/or residency permits to be eligible for consideration. 11. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION Education and work experience requirements must be met at the time of application. 1. Education: A Bachelor’s degree in Public Health, Health Policy, Public Administration or other host country equivalent. 2. Prior Work Experience: Five years of mid-to-senior level public health experience in developing, implementing and evaluating HIV prevention and treatment programs that involve coordination with an international agency, Ministry of Health, and/or implementing partner required. 3. Post Entry Training: Professional seminars to expand knowledge, skills and abilities in HIV/AIDS prevention, counseling and testing, behavior change, care and treatment, program evaluation, practices, procedures, and administrative and fiscal management. PEPFAR and agency-specific training in approaches to program design, implementation and reporting. Agency-specific leadership development training, and A/COR or Project Management of grants/cooperative agreements training are required. 4. Language Proficiency: Level IV (fluency - speaking/reading/writing) English is required. Level IV (fluency- speaking/reading/writing) in French is required. English proficiency will be tested.
5. Job Knowledge: Comprehensive knowledge and experience in HIV prevention and treatment is required. Detailed knowledge of U.S. government HIV programs and strategies is required. A detailed knowledge of the range of HIV programs, policies, regulations and precedents applicable to development and administration of national/international HIV programs is required. 6. Skills and Abilities: Comprehensive knowledge and experience in HIV prevention and treatment is required. Thorough public health knowledge of current HIV issues is required. Detailed knowledge of the host government health care system and structures, including familiarity with MOH policies, program priorities and regulations is required. Detailed working knowledge of USG HIV public health programs, strategies, methods, processes and techniques used to plan, develop, implement, and evaluate program results is required. Excellent oral and written communication skills to develop and maintain effective working relationships with national and international health partners are required. Good working knowledge of team management techniques to plan, organize and direct multidisciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of cooperative agreements and contracts is required. The ability to lead results-driven project teams and workgroups is required. Quantitative skills for data analysis are required. III. EVALUATION AND SELECTION FACTORS The procedure for evaluating and ranking applications is outlined below. Applicants will be scored based on the documentation provided with the application. The applicants who meet the minimum qualifications will be invited to take an English proficiency test. 1. ELIGIBILITY REQUIREMENTS The basic eligibility requirements for this position are: - Authorized to work in Burundi; - Complete application submitted as outlined in section IV; - Eligible to attain clearance for Facility Access; - Cleared medically to work at USAID/Burundi; - Available and willing to work additional hours beyond the established 40-hour workweek, including weekends, as may be required or necessary; - Willing to travel to work sites and other offices as/when requested. 2. EVALUATION AND SELECTION PROCESS After the closing date for receipt of applications, those that meet the minimum qualification requirements will be invited to take an English proficiency test. Applications from candidates who do not meet the minimum requirements will not be reviewed. Those who meet the Level IV English requirement will be referred to a technical evaluation committee (TEC). The TEC will review and score the application based on the evaluation criteria outlined below. Candidates with competitive application scores will be invited for an interview and skills test. References of the finalists will be checked; applicant references must be able to provide substantive information about past performance and abilities. (If an applicant does not want
a current employer contacted, please highlight such a request in the application cover letter. USAID will delay the checking of references pending the applicant’s concurrence.) A. Interview: 50 Points Interview questions will revolve around the candidate’s capacity to: ● Manage high-level coordination and relationships with public sector entities, bilateral and multilateral donors and NGOs; ● Demonstrate an understanding of principles of HIV care, prevention and treatment; ● Demonstrate the ability to work effectively in a team environment; ● Handle multiple, competing tasks simultaneously; ● Demonstrate public health knowledge of current HIV issues, health care systems and structures including familiarity with MOH policies, program priorities and regulations; ● Integrate as a member of the USAID/Burundi team.
