University Hardship Fund 2018/2019 FAQs – ALL APPLICANTS MUST READ THIS PAGE WHAT IS THE HARDSHIP FUND? The Hardship Fund is a discretionary fund administered by Money Advice and Guidance (MAG). It is intended to support students who experience genuine and unforeseen financial difficulty whilst at university despite having applied for, and received, all other financial support available to them. Awards from the Hardship Fund do not normally need to be repaid. Any student who is eligible for the fund can submit an application if they are able to demonstrate that they are experiencing financial difficulties. We are unable to support every application we receive, or meet all of the costs experienced by each applicant as the fund is intended as a contribution towards financial difficulty only. Tuition Fees cannot be included as expenditure under any circumstances. The UHF Guidance can be found at www.liverpool.ac.uk/studentsupport/money. CAN I APPLY? If you meet the following eligibility criteria, you can apply: You are a home student OR an EU student in receipt of a maintenance loan from Student Finance* You are enrolled on a course that is a minimum of 1 year *Postgraduate EU students will either need to demonstrate that they were in receipt of a maintenance loan from Student Finance during their undergraduate degree or will need to demonstrate that they have been resident in the UK for 5 years prior to the start of their course (other than for purposes of education). CLOSING DATES FOR APPLICATIONS Final year undergraduates Friday 29 March 2019 Continuing undergraduates Friday 30 April 2019 Postgraduates Friday 30 May 2019 IMPORTANT: If possible do not wait until the closing date to submit your application. HOW DO I APPLY? Please complete the attached form and include evidence to support your application. Instructions on how to complete your application can be found on the form and in the supplementary notes from page 17 of this form. There are also eight evidence checkpoints on the form to help you provide the correct documentation. Please note only photocopied evidence can be accepted – we cannot accept original documents. WHERE DO I SUBMIT MY FORM? Completed application forms, together with all photocopied supporting evidence, should be submitted to MAG. Original documentation WILL NOT be accepted. Students experiencing financial difficulties due to exceptional circumstances after the closing dates should contact MAG for advice. HOW LONG WILL IT TAKE TO RECEIVE A DECISION? After you have submitted your form you may be contacted for additional information. When all information is received you will be notified of the decision by email within 20 working days. Failure to supply requested evidence will delay your application. WILL I GET AN AWARD? Awards from the fund are discretionary so there is no guarantee that your application will be successful. Any award that you are allocated will only be a contribution towards some of your essential costs. Applications are assessed on an individual basis, and awards vary depending on the personal circumstances of each student. The Hardship Fund should not be viewed as a reliable source of income. HOW WILL I BE PAID? If your application is successful, your award will be paid directly into your bank account. Details of payment will be included on your award letter which will be emailed to your university email account.

Important information: You must supply copies of your last 3 months bank statements immediately prior to the date of your application (i.e. if you hand in your application on 1 September you should submit statements from 1 June – 1 September). We will require statements for ALL of your accounts, including savings and ISAs, even if you have not used them during this period. The statements must show your name and account number. Mini statements, statements which have been downloaded into a spreadsheet from internet banking or screen shots from banking apps WILL NOT BE ACCEPTED. You must explain ALL transfers that appear on your statements and ALL credits/debits over £100. SUPPLEMENTARY NOTES ALL STUDENTS TO COMPLETE SECTIONS A-F and J. Students with certain circumstances to complete sections G, H and I. SECTION A – About you Complete all sections applicable to you. Exceptional Circumstances ‘I am estranged from my parents’ - to be considered estranged from your parents you will not normally have had verbal or written contact with either of your parents for a period of one year before the start of the current academic year. If the period of estrangement is less than one year, you could still be regarded as estranged if you are able to demonstrate on other grounds that you are irreconcilably estranged from your parents. The University of Liverpool offers a bursary of £1,000 per year to students who have been classed as estranged by Student Finance. For details please contact MAG on money@liverpool.ac.uk. ‘Before starting University I have been in Local Authority Care’ – this refers to students who have been ‘looked after’ by their Local Authority e.g. have resided in a children’s home or with foster carers. The University of Liverpool offers a bursary of £3,000 per year to students who have been in care for a specified period of time. For details please contact MAG on money@liverpool.ac.uk. ‘I am currently caring, unpaid, for a family member or friend …’ – there are many different ways in which you may care for a friend or family member. For example you may have been a carer for a long time, or recently started caring for someone who has become ill, or you may carry out your responsibilities at a distance as you have moved away from home to start university. The University of Liverpool offers a bursary of £1,000 per year to Young Adult Carers (under 25). For details please contact MAG on money@liverpool.ac.uk. Explain ALL transfers of any amount – this will allow us to identify payments to/from parents, partners, family, friends or to/from other accounts that belong to you. SECTION D – Your income Tell us about all of your income. SECTION E – Your outgoings Tell us about all of your expenditure including debts such as credit cards, loans and arrears. Composite Living Costs (CLC) CLC figures have been determined to cover expenditure on basic costs such as food, household bills, clothes, entertainment, etc which ensures that all applicants are treated fairly, regardless of their individual lifestyle choices. These take into account the different household needs for different groups of students. These amounts are based on the amounts used in the NASMA ‘Education Hardship Fund Guidance’ and are used in all standard assessments. Car Finance Payments In cases where MAG considers the student needs the use of a car we will allow associcated capped costs. In these cases only car finace payments will be allowed as a priority debt up to a maximum of £100 perm month. SECTION F – Your personal statement This section gives you the opportunity to explain in as much detail as possible your reasons for applying for financial assistance, including any unexpected events or exceptional costs. It is a good idea to back up these events and costs with evidence to support your application. You should also give further details on any priority debts that you are currently repaying. Priority debts are those debts that shoud be dealt with immediately. If priority debts remain unpaid, they could result in you losing your home, liberty, essential goods or services. Bank overdraft facilities and credit card debts would not normally be considered as a priority debt. We can normally only consider non-priority debts where a realistic repayment arrangement has been arranged or a notice seeking possession or other court order has been issued. SECTION G – About your disability and medical needs This section may not apply to you. If not, go to the next section. If you do have a disability or medical needs please tick the relevant boxes and if you are unable to work due to your condition, explain the reasons why.
SECTION H – About your dependants This section may not apply to you. If not, go to the next section. Tell us about your child and adult dependants and any income you/they receive. SECTION I – About your partner This section may not apply to you. If not, go to the next section. Tell us about your partner, their income and their bank accounts. The reason that we require your partner’s bank details and statements for all of their accounts, including savings and ISAs, along with your agreed overdraft limit and balances on the first day of the academic year, is not to be intrusive, but to allow MAG to form an accurate view of your financial situation as a couple.
