UMUC EUROPE COMMENCEMENT 4 MAY 2019 In 1949, the University of Maryland University College (UMUC) was the only pioneering institution to send seven professors to teach military students in postwar Germany. This deep–rooted tradition of serving the military in war and peace continues to this day. This year, we are proud to celebrate our 70th year of delivering higher education overseas to U.S. military servicemembers and their families, exemplified through the incredible achievements of our students.
CELEBRATING 70 YEARS OVERSEAS UMUC was founded in 1947 as the College of Special and Continuation Studies, a branch of the University of Maryland's College of Education, with locations in College Park and around the state. In 1949, UMUC became the first university to send faculty overseas to educate active-duty military personnel in Europe. What started off as a noble experiment, with seven professors in six cities in Germany, has turned into a globally-recognized, award-winning institution that includes graduates from all 50 U.S. states, the District of Columbia, and over 20 countries and territories worldwide. UMUC Europe is proud to be in a continued partnership with the U.S. government and the state of Maryland to provide quality education to 14,000 students annually in 17 countries and 50+ locations in Europe, the Middle East, and North Africa. We are wherever the military is, whether permanently stationed or deployed. Times have changed since those first classes in war-torn buildings 70 years ago. Now we deliver courses both on-site and online using cutting-edge technology, tailored class schedules for individual military units, and innovative live streaming formats at many locations. 2
More than one million servicemembers have taken UMUC courses. This long relationship has made the university particularly sensitive to the needs of the military community and has prepared UMUC to handle key details, including veterans benefits and the transfer of credit earned in military specialty schools. By proving that high standards of excellence can be maintained in nontraditional settings, UMUC has established itself as an integral part of military life. Students graduating from UMUC Europe in the Class of 2019 have earned 506 associate degrees, 560 bachelor’s degrees, and 209 master’s degrees. Graduates represent U.S. military communities across the European, Central, and Africa Commands, with many having served or currently serving in war zones. Worldwide over 13,300 graduates will have earned a UMUC degree this year. Today, UMUC remains committed to the same unifying mission, offering a high-quality education that is affordable and accessible, while meeting critical workforce needs and accommodating the busy lifestyles of adults in the 21st century and the modern U.S. Armed Forces. We are honored to celebrate 70 years of providing quality education to extraordinary students overseas, including those here today who have achieved an important educational milestone in their lives. 3

COMMENCEMENT SPEAKER Major General Lloyd "Milo" Miles (U.S. Army, Ret.) currently serves as senior vice president of Global Military Operations at UMUC. In this role, he oversees the administration and management of the university's global operations and partnerships in more than 20 countries and territories in Europe, Africa, and Asia, including the Middle East. LLOYD “MILO” MILES Before joining UMUC in January 2015, General Miles served in the military for more than MAJOR GENERAL U.S. ARMY, RETIRED 32 years in a decorated career that included SENIOR VICE PRESIDENT multiple distinguished leadership positions in GLOBAL MILITARY education, training, strategic policy development, OPERATIONS operational deployments, and combat. In his last UNIVERSITY OF duty assignment, General Miles served as senior MARYLAND commander of Joint Base Lewis-McChord, one of UNIVERSITY COLLEGE the largest military organizations in the country, with approximately 40,000 soldiers and airmen and 15,000 government civilians and contractors. His various military assignments have enabled him to serve in Europe, Asia, Africa, the Middle East, and Latin America. He has commanded at every level from captain to major general in assignments that included one of the earliest peacekeeping missions to the Sinai Desert as a company commander; a battalion task force on a peace enforcement mission in Kosovo; combat operations in Iraq commanding an infantry brigade combat team; and the international effort to advise, train, and equip the Iraqi Army. 12
General Miles is the fourth soldier to be promoted to general as an amputee since the Civil War. He is the only amputee general to serve in either Iraq or Afghanistan and the only one to serve multiple combat tours after becoming an amputee. His principal staff assignments included serving as a battalion and brigade operations officer; liaison officer to the Egyptian Ministry of Defense in Cairo, Egypt; political-military planner for North Korea, Joint Staff, Pentagon; executive officer to the commander, U.S. Southern Command; and executive officer to the chief of staff of the Army. General Miles earned a BS in Engineering from the U.S. Military Academy at West Point and an MS in National Strategic Studies from the U.S. Army War College. 13
UMUC LEADERSHIP Javier Miyares is president of University of Maryland University College, the nation's largest public online university and a constituent institution of the University System of Maryland. Since his appointment in 2012, he has expanded access and opportunities for adult learners through key initiatives and has been in the forefront of leveraging “big data” and analytics to fuel advances in learning science. The university— JAVIER MIYARES which offers courses online and in a hybrid format PRESIDENT at more than 20 locations stateside and in more than 20 countries around the world—has also UNIVERSITY OF MARYLAND expanded its corporate and institutional alliances UNIVERSITY COLLEGE under his leadership. Mr. Miyares has maintained a singular focus on quality, access, and affordability for Maryland's adult learners and members of the U.S. military around the world. The Maryland Completion Scholarship enables Maryland community college graduates to earn a bachelor's degree from UMUC for a total cost of $20,000—including their community college tuition. Through a partnership with Prince George's Community College and Prince George's County Public Schools, UMUC has also created the Prince George's 3D Scholarship pilot program that allows high-achieving students to earn college credit while still in high school and ultimately complete a bachelor's degree for $10,000 or less. In fall 2015, the university made headlines when it replaced publisher textbooks with open educational resources in all undergraduate courses, a move that saves students millions of dollars each year. UMUC's Graduate School followed suit in fall 2016. 14
Mr. Miyares has also committed his support to the university's evolving learning model, which focuses on a personalized learning experience for students at scale, with greater emphasis on competence and confidence as students prepare to enter professional positions. Mr. Miyares worked closely with and received the unanimous approval of the University System of Maryland Board of Regents in creating a new business model that serves to keep tuition low and allows for innovative approaches to fulfilling UMUC's public mission. UMUC Ventures, a nonprofit supporting organization, now serves as a holding company for commercial enterprises that will provide the university with additional revenue streams. During Mr. Miyares' tenure, UMUC was named 2015 Educator of the Year by the World Affairs Council of Washington, D.C., and ranked No. 1 by Military Times among "Best Colleges: Online and Nontraditional Schools" for 2018. The university's competitive cybersecurity team, the Cyber Competition Team, won the 2014 Global CyberLympics in Barcelona, Spain; the 2013 and 2014 Maryland Cyber Challenge; and the inaugural Cyber DiploHack competition, organized by the prestigious Center for Strategic and International Studies, in 2015. Mr. Miyares has often cited higher education as his gateway to the American Dream. Born in Havana, Cuba, he was taken out of the country by his Jesuit teachers on July 4, 1961, at age 14, after his father was imprisoned by Fidel Castro during the Bay of Pigs invasion. Mr. Miyares later joined Operation Pedro Pan and eventually moved to Maryland, where he attended the University of Maryland, College Park, earning bachelor's and master's degrees in sociology. He completed all the requirements but the dissertation for a doctorate in educational measurement and statistics. Mr. Miyares currently serves on the board of directors of the American Council on Education (ACE); as a commissioner with the Middle States Commission on Higher Education; on the board of directors of Achieving the Dream; and on the U.S. Department of Veterans Affairs Veterans Advisory Committee on Education. 15
UMUC LEADERSHIP Mr. Tony K. Cho is the vice president and director of UMUC Europe. Emphasizing service to students, growth, and leadership, he leads the administrative and academic operations for faculty and staff at headquarters and in 17 countries across Europe, the Middle East, and Africa. He joined the team in Europe in 2017 from UMUC Asia, where he had served as the associate vice president and deputy director. TONY K. CHO Mr. Cho retired as a colonel after 26 years of service in the United States Army as both a combat arms VICE PRESIDENT AND DIRECTOR and foreign area officer. His last assignment was as the Northeast Asia policy division chief for the UNIVERSITY OF U.S. Joint Chiefs of Staff at the Pentagon, working MARYLAND UNIVERSITY COLLEGE as the primary advisor to the Chairman on issues EUROPE related to North Korea, South Korea, Japan, and Guam. This followed a variety of command and staff positions throughout the Middle East, Asia, South Asia, and Europe, including serving as Senior Army Fellow and political-military affairs officer at the State Department. Mr. Cho’s combat tours include Operation Desert Storm as an infantry platoon leader, and Operation Enduring Freedom as the director of operations in Pakistan. His military awards include the coveted Combat Infantryman's Badge and the Ranger Tab. Prior to joining the Army, Mr. Cho was an aeronautical engineer with Lockheed Martin Corporation Space Systems, leading a team of engineers in designing the flight control systems for the Navy's submarine-launched Trident II ballistic missile. He also worked on advanced fighter programs at the NASA Dryden Flight Research Center. Mr. Cho received a BS in Aeronautical and Astronautical Engineering from the University of Illinois. He also holds an MS in Mechanical Engineering from Stanford University; an MA in East Asian Studies and an MPA from Harvard University; and an MA in National Security Studies from the 16 U.S. Army War College. 16
Dr. Andrew D. Boone was appointed associate vice provost for UMUC Europe Academic Affairs in 2017. As senior academic officer, he provides leadership for all undergraduate and graduate programs in Europe. His primary goal is to ensure students receive quality learning experiences that provide them with the knowledge, skills, and abilities required to be competent professionals and citizens. Passionate about excellence in teaching, he also directs the management of the ANDREW D. BOONE faculty corps who teach at over 50 sites across ASSOCIATE Europe and the Middle East. VICE PROVOST ACADEMIC AFFAIRS His thoughtful leadership has shaped the academic achievements of thousands of UNIVERSITY OF MARYLAND students who have attended UMUC overseas. UNIVERSITY COLLEGE Beginning his career with the university in 1992, EUROPE Dr. Boone taught throughout Germany and at the international campus in Schwäbisch Gmünd. Further, he held a number of administrative roles including an appointment as the department chair for business and economics. In 2002, Dr. Boone transferred to UMUC Asia, where he taught in Korea, Iwakuni, and Tokyo. During his 15 year tenure in Asia, Dr. Boone assumed a variety of leadership roles such as academic director for business, management, and economics; area director for Korea; and two appointments as associate dean. Dr. Boone’s classroom acumen is second to none, having led statistics, math, economics, and business courses on two continents for the better part of three decades with UMUC. In addition, he has taught at Houston Community College, the University of Houston, and the University of North Carolina, Wilmington. Dr. Boone holds a BS in Economics from the University of Arizona. Additionally, he earned an MS and a PhD in Economics from the University of Houston. 17
STANLEY J. DRAZEK TEACHING EXCELLENCE AWARD Dr. Stanley J. Drazek (1918–96) joined University of Maryland University College in 1948, one year after its founding. During more than 30 years at UMUC, he served successively as faculty member, director of the Baltimore division, dean, and chancellor. One of Dr. Drazek’s lifelong interests was excellence in teaching. He worked hard to recruit exceptional faculty for UMUC, and he established programs to help teachers reach their full potential in the classroom. Because Dr. Drazek viewed teaching excellence as one of the university’s core values, it is fitting that UMUC’s Teaching Excellence Award is named in his honor. 18
Each year, this award is bestowed on faculty members who have been nominated by their students for their distinguished teaching. Two faculty members are being recognized today as this year’s UMUC Europe recipients of the Stanley J. Drazek Teaching Excellence Award. 19
2018-2019 STANLEY J. DRAZEK TEACHING EXCELLENCE AWARD WINNERS Professor Denise M. DiStefano has been at the forefront of innovation as changes in technology have provided unique opportunities in the classroom. While fully embracing innovative learning, her basic goals have remained the same for the past 25 years. “At the end of my time with my students, I want them to have gained knowledge, proficiency, and interest in the course subject matter; developed or increased their curiosity for learning in general; and have practiced DENISE M. DISTEFANO and honed their analytical reasoning skills,” she stated. COLLEGIATE “Professor DiStefano was the best instructor I have PROFESSOR had at UMUC. She is awesome. I looked forward to this FACULTY COORDINATOR, class every week,” lauded a recent business law student. BUSINESS AND “She was able to take a subject like law and make it BEHAVIORAL / relevant and fun—it was a great learning environment.” SOCIAL SCIENCES Since 1998, Professor DiStefano has taught students at sites in Germany, the United Kingdom, and Italy using on-site, online, hybrid, and live streaming formats. Throughout her career, she has made a lasting impact on thousands of students helping them to understand complex issues in business, management, and criminal justice. She also coaches and guides fellow faculty, having served as an academic coordinator, faculty peer, and trainer. The success of her teaching is founded on a solid strategy. Professor DiStefano explained, “I strive to offer my students a challenging, engaging, relevant, and connected learning experience where they are valued and supported.” Always nurturing her students to advance, she commented, “I try to make seemingly difficult and tedious subjects both understandable and interesting, making the information relatable and relevant to their lives.” Previously, Professor DiStefano worked in government relations offices of Corning and Texas Instruments. In addition, she served as a law clerk of the U.S. Tax Court. She earned a BA in Communication and JD from American University; a BS in Computer Studies from UMUC; and an LLM from the University of Heidelberg. 20
“Professor Martin is a treasure and an instructor who cares for her students,” stated a recent biology student. Dr. Theresa Martin’s enthusiasm, breadth of knowledge, and passion for her subject is her students' inspiration to learn, and her encouragement is a key to their success. The intense understanding she has of her students is a direct result of her own life’s journey. Dr. Martin is the daughter of a U.S. Air Force senior THERESA MARTIN non-commissioned officer. Both of her parents are COLLEGIATE also UMUC alumni. She became the spouse of an ASSISTANT airman, now retired, who works as a government PROFESSOR service civilian in Germany. A mother of three FACULTY COORDINATOR, children, she completed her degrees during the NATURAL SCIENCES family’s time in the military. Dr. Martin intimately knows the challenges that UMUC students face, having walked in their shoes. “I know that my success as a student was because of my family, my goals, and the caring faculty that I met along my journey,” she stated. “Knowing that my students face the same challenges I did— working, deployments, functioning as a single parent, managing a household, and working on an education—I know that I can help them.” Her teaching philosophy consists of two components: assisting her students to become critical thinkers able to evaluate their educational, professional, and personal pursuits, and the belief that her students are capable of achieving their academic goals. “The best part of my teaching experience is the moment when former students reach their goals, such as achieving a degree. That is such an amazing moment for them and it is a privilege that I get to be part of their journey.” Dr. Martin holds a BS in Environmental Studies– Life Science and an MS in Biology from the University of Nebraska at Omaha. She recently earned a Doctor of Management from UMUC. 21
WILLIAM C. BENTLEY MEMORIAL AWARD The William C. Bentley Memorial Award was established in 1983 and is presented each year in honor of Colonel William C. Bentley, the first student to earn a University of Maryland University College degree through study in Europe. In addition to being the first Europe campus graduate, Colonel Bentley played a key role in bringing UMUC to Europe. The award is presented annually to the UMUC Europe baccalaureate graduate with the highest cumulative grade point average. 22
2018-2019 WILLIAM C. BENTLEY MEMORIAL AWARD RECIPIENT "Everyone is different, so each person has to look within themselves honestly and embrace their own unique characteristics,” states Mrs. Nicole Sewell, this year’s William C. Bentley Memorial Award recipient. Graduating with a 4.0 grade point average at the age of 52, Mrs. Sewell is an example that you are never too old to pursue your dreams. Starting more than 35 years ago, taking a course at UMUC was her third attempt to begin college, but it NICOLE SEWELL was her first time to complete a course. "Unfortunate life circumstances" ended the first two attempts, but this time Mrs. Sewell said "the planets aligned" and she found herself with all of the components she felt were necessary for a successful college career: financial support, emotional support, and time. Initially she planned to pursue an associate degree in German. However, UMUC German Professor Molly Affleck, now retired, reignited her love of learning and sparked her desire to achieve broader goals. Finding she was not always the oldest student in the classroom also gave her the courage to expand earlier tentative ambitions. She chose to major in English because of her passion for literature and languages. Mrs. Sewell credits her husband, a retired U.S. Army reservist who proudly served in two deployments and now works as a contractor in Germany, as her strongest supporter. His emotional support included "eating countless frozen pizzas when I lacked the time to cook, attending many social events solo while I studied, and always being my biggest cheerleader." Additionally, the Post-9/11 GI Bill® benefits he earned during his military service provided necessary financial support for Mrs. Sewell to achieve her academic goals. Working more than one job at a time, Mrs. Sewell learned work ethic and prioritization skills that prepared her for college. Asked what advice she would offer others, she stated, “Everyone has it within themselves to achieve their goals, but goals 23 also require a lot of hard work and perseverance." 23

HONORS CANDIDATES ACADEMIC HONORS for excellence in scholarship are determined from the cumulative grade point averages of undergraduate baccalaureate students who have completed 30 or more credits with University of Maryland University College. Students may earn the distinctions of cum laude, magna cum laude, and summa cum laude, to signify graduation with honor, high honor, and highest honor, respectively. Sometimes called graduation honors, these traditional academic designations are awarded at the time a baccalaureate degree is conferred. The distinction of cum laude honors is conferred on those students with a cumulative grade point average of 3.8 to 3.9, magna cum laude is conferred on those students with a grade point average of 3.901 to 3.999, and summa cum laude is conferred on those students with a grade point average of 4.0. Students who have earned these honors wear cords as part of their academic regalia for the commencement ceremony: white cords indicate cum laude honors, blue cords indicate magna cum laude, and gold cords indicate summa cum laude.
