Our office is located on the far end and it has a lot of windows facing the large parking lot. There is a large OSU Extension sign by the road. Tuscarawas County 4-H Horse Regulations 1. The Tuscarawas County 4-H Saddle Horse Program will be governed by “Uniform Rules for 4-H Horse Shows.” Each member should have access to this rule book, which can be purchased at the Extension office for $6 (plus tax). 2. The 4-H name will in no way be associated with any Calcutta class nor will any show with Calcutta classes be sponsored by any 4-H Organization. 3. Members may be taken anytime at the discretion of the 4-H Advisor and if 4-H meeting requirements can be met, but only those listed as members as of April 15 of the current year may show at the fair provided a completed entry is returned on the date specified. Clubs set their own meeting requirements and definition of completion, but are highly encouraged to require attendance to at least eight meetings and/or workouts. 4. Member’s 4-H age is determined as of January 1. Experience level is determined by number of years the member has exhibited at a County Fair in a Horse or Pony project. A first year member or new member may show in any experience level upon the discretion of the advisor. Member must maintain status after first year. 5. All animals carried as 4-H projects must be owned or leased and in continual care of the 4- H members by May 28, 2021, with registration, leasing forms if applicable, and pictures to the office by this date. Production projects must also have a picture with their registration. Leased animals and those planning to be exhibited at the Ohio State Fair must have horse identification forms on file by May 28, 2021. 6. Members cannot belong to more than one horse club per calendar year. 7. An animal, carried as a project, may be shown at the fair by only one club member; one person per animal. 8. Project selection: a. First year horse member: i. Members may take one project and exhibit only one horse or pony their first year. Example: 1 Saddle Horse or 1 draft ii. A member may ride any seat with advisor approval. iii. Members must take 174 Beginning Horse Management their first year taking a horse project regardless of member’s age. b. Second year horse exhibitor and beyond (one who has exhibited at least one year at a county fair) may take any two horse projects. A third project may be taken if one of those is a production animal. c. A production animal may be taken by a member who has: i. Passed their 13th birthday as of January 1 ii. Received approval from their advisor iii. Successfully completed at least 1 year of 4-H Saddle Horse work 9. All Horse projects are required to exhibit in showmanship to be eligible to exhibit in any other class and/or receive fair premiums or awards (does not include showmanship in versatility class). 10. All grievances pertaining to the 4-H saddle clubs should be filed in writing with the Extension Educator or the saddle horse committee representative. The Extension Educator will decide if it should be handled by the 4-H Committee and/or Sr. Fair Board Representatives. 11. Members may enter as many PAS classes as the hosting county will allow. Members must qualify in two of the four classes to go to State Fair. Members are responsible for registering for their State Fair Jr. Fair Horse show classes (paper submission for Dressage, on-line submission for all other classes). 12. Helmet Rule: a. All youth age 19 and under, participating in any 4-H equestrian activity, are required to wear properly fitted protective headgear which meets or exceeds current ASTM (American Society for Testing and Materials) or SET (Safety Equipment Institute) standards with the chin harness securely fastened at all times while riding or driving an equine. b. It is the responsibility of the rider, or the parent or guardian of the youth participant, to make sure that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition. The Ohio 4-H Horse Program, show committees, officials, Extension personnel, and volunteer leaders are not responsible for checking headgear worn for such compliance. Refer to the Uniform Rules for 4-H Horse Shows general rule 1. 13. It is recommended that parents use discretion in letting their child/children enter a class that they do not think their child/children are capable of riding in, whether in a show during the fair or a fun show. 14. Ownership – refer to the Uniform Rules for 4-H Horse Shows. 15. Each member is required to attend Interview Judging to receive their judging evaluation on their project to be eligible to show at the Tuscarawas County Fair. Grading will be on the member’s knowledge of selection, nutrition, anatomy, health, etc. 16. If for some reason a horse cannot be exhibited at the fair, a member may exhibit a poster depicting a phase of the horse industry in a fair booth. The member must have been to interview judging. They will be paid $8-Gold, $7-Silver, and $6-Bronze. Premiums are paid by the Senior Fair Board and an exhibit must be made to receive a premium. Interview Judging will be held on Monday, July 12, 2021, location to be determined. Advisors will be notified regarding their club’s assigned time. Horse Projects Guidelines In addition to the County 4-H Projects Overview and the General Horse Judging Requirements (below), individual project guidelines are distributed with each project book to members. The individual project guidelines provided here are for your information only. General Horse Judging Requirements 1. Must attend to be eligible to exhibit at Tuscarawas County Fair. 2. Neat and complete project book. (You are limited to only 1 poster and 1 activity notebook for extras that you bring to judging.) 3. Do not bring your horse. 4. 4-H members should be dressed appropriately for an interview in accordance to the Tuscarawas County 4-H Judging Dress Code: Clothing and footwear needs to be neat, clean, and appropriate for a professional office interview. No blue jeans or shorts. Shirts/tops should be conservative (at least 1-inch straps, no midriff showing). Skirts need to be knee length or longer. Wear appropriate shoes – no flip flops or strapless sandals. Member may also wear neat and appropriate show clothes. 5. 4-H member will need to know: a. Project book (neat and complete & record keeping) b. General knowledge of the Uniform Rules for 4-H Horse Shows. 6. If you are enrolled in the same project as a previous year, your projects completed and materials brought must be an extension of your previous work. The judge will be marking “2021” on your material to indicate current year activities. 7. Members enrolled in 173 Horseless Horse will be interviewed at Horse Interview Judging. They must bring completed project book, activities as well as one page report. A poster display must be developed to bring to judging and each member should exhibit a display at the county fair. #173 Horseless Horse (Beginner Level) Members are not required to have access to a horse for this project. This project may be repeated a maximum of 3 times. 1. Complete “Planning Your Project” sections on pages 4 and 5. a. Explore at least four (4) interest areas, completing all activities within each of those interest areas. b. If repeating the project, four (4) new interest areas must be completed. 2. Take part in at least two (2) Organized Activities (Page 4). 3. Become involved in at least two (2) Leadership/Citizenship Activities (Page 5). 4. Write a one-page report telling about what you have done and learned in this project. 5. Bring to Interview Judging: a. Neat and complete project book. b. One page report. c. Be prepared to discuss: i. Information presented in the interest areas you completed. ii. Your experiences with the activities. iii. The Organized Activities and Leadership/Citizenship Activities you took part in. 6. Fair exhibit: a. An educational display or 14” W x 22” H poster (presented at Interview Judging) illustrating and describing some aspect of your project. Project book does not qualify as an exhibit. #174 Beginning Horse Management (Beginner Level) This beginning-level project is designed for all youth starting in the 4-H Horse Program. This project may be taken a maximum of 4 years, and all sections must be completed before moving onto the Intermediate and Advanced Level 4-H Horse Projects. The requirements for Beginning Horse Management have been designed for younger members to build upon their prior knowledge from the year before. Please see specific requirements below for each year of the project. Members do not need to purchase a new book each year. Instead, they will need to complete additional items under each interest area. Keep all of these activities in a notebook. Members must have access to a horse to complete this project. General Guidelines 7. Complete “Planning Your Project” sections on pages 9 -14 using the guidelines below for 3- or 4- year project plan (Please note: County guidelines vary slightly from those printed in the book). a. Explore Interest Areas as noted below. b. Document all completed Things to Do in your project notebook (3 ring binder). This notebook should be cumulative and contain documentation of all completed Things to Do for each year of the project. c. Take part in at least two (2) Learning Experiences. d. Become involved in at least two (2) leadership/Citizenship Activities. a. Maintain the Project Record on pages 162-171 of this book. After your first year of taking this project, you can obtain a copy of the Project Record (pages 162-171) from the Extension Office. e. Write a one-page report telling about what you have done and learned in this project. 8. Bring to Interview Judging a. Neat and complete project book with Interest Areas completed as indicated below. b. Project notebook. c. One page report. 9. Fair exhibit a. For completion of this project, your horse may be exhibited at the Tuscarawas County Fair. If your horse is not exhibited, an educational display or 14” W x 22” H poster illustrating and describing some aspect of your project must be present in your club’s fair booth. #175 Light Horse Selection (Intermediate Level) This intermediate-level project may be taken a maximum of 3 years. Members should build upon their knowledge, completing additional Things to Do each time they take this project. Members do not need to purchase a new book each year. Instead, they will need to complete additional items under each interest area. Keep all of these activities in a notebook. Members must have access to a horse to complete this project. General Guidelines 1. Complete “Planning Your Project” sections on pages 5 -8. a. Explore all ten (10) Interest Areas completing at least 2 Things to Do in each area. Those with a check mark in front of them are mandatory. b. Document all completed Things to Do in your project notebook (3 ring binder). This notebook should be cumulative and contain documentation of all completed Things to Do for each year of the project. c. Take part in at least two (2) Learning Experiences. d. Become involved in at least two (2) Leadership/Citizenship Activities. e. Answer questions on pages 55-57 of the project book. f. Write a one-page report telling about what you have done and learned in this project. 2. Complete the Equine Record Book (R190). 3. Bring to Interview Judging: a. Neat and complete project book. b. Project notebook. c. One page report. d. Equine Record Book. 4. Fair exhibit: a. For completion of this project, your horse may be exhibited at the Tuscarawas County Fair. If your horse is not exhibited, an educational display or 14” W x 22” H poster illustrating and describing some aspect of your project must be present in your club’s fair booth. #177 Horse Training: How to Talk to Your Horse (Intermediate Level) This intermediate-level project may be taken a maximum of 2 years. Members have two (2) options to complete this book in its entirety. Members do not need to purchase a new book each year. Instead, they will need to complete additional items under each interest area. Keep all of these activities in a notebook. Members must have access to at least a yearling animal for their first year in the project and a two-year old or older to complete the book their second/third year. Members may choose, but are not required to, take this book in correspondence with a 4-H Production project. The production yearling can be used to complete the first year’s requirements and can be used to finish the book the next year as a two-year old. If the production animal is sold before the second year, the member can use a mature horse to complete the project. General Guidelines 1. Complete “Planning Your Project” supplement a. Explore Interest Areas as outlined below completing at least five (5) Things to Do in each required area. b. Document all completed Things to Do in your project notebook (3 ring binder). This notebook should be cumulative and contain documentation of all completed Things to Do for each year of the project. c. Take part in at least two (2) Learning Experiences. d. Become involved in at least two (2) leadership/Citizenship Activities. e. Write a one-page report telling about what you have done and learned in this project. 2. View accompanying Basic Horse Training DVD 3. Complete the Equine Record Book (R190) 4. Bring to Interview Judging a. Neat and complete project book. b. Project notebook. Instead, they will need to complete additional items under each interest area. Keep all of these activities in a notebook. Members must have access to a horse for completion of this project. General Guidelines 1. Complete “Planning Your Project” sections on pages 3-7 of your project book. a. Explore all three (3) Project Areas, completing five (5) Project Activities for each area. b. Document all completed Project Activities in your project notebook (3 ring binder). This project may be repeated beyond two-years. Members do not need to purchase a new book each year. Instead, they will need to complete additional items under each interest area. Keep all these activities in a notebook. Members must have access to a draft horse or draft pony for completion of this project. General Guidelines 1. Complete “Planning Your Project” sections on pages 3-9 of your project book. a. Explore all Project Areas, completing Project Activities for each area as indicated in your Project Guide. Please note, some activities are designated first year or second year. b. Document all completed Project Activities in your project notebook (3 ring binder). This notebook should be cumulative and contain documentation of all completed Project Activities for each year of the project. c. Take part in at least two (2) Learning Experiences. d. Become involved in at least two (2) leadership/Citizenship Activities. e. Write a one-page report telling about what you have done and learned in this project. The project may be repeated 3 years. Members do not need to purchase a new book each year. Instead, they will need to complete additional items under each interest area. Keep all of these activities in a notebook. Members must have access to a horse for completion of this project but are not required to compete in horse shows or at the county fair. General Guidelines 1. Complete “Member Project Guide” sections on pages 3-7 of the project book. a. Explore all seven (7) Project Areas, completing at least one (1) Project Activity for each area. b. If repeating the project a second or third year, a different activity in each section must be completed each year. You may create your own activity in the space provided. c. Document all completed Project Activities in a project notebook (3 ring binder). This notebook should be cumulative and contain documentation of all completed Project Activities for each year of the project. d. Take part in at least two (2) Learning Experiences. e. Become involved in at least two (2) Leadership/Citizenship Activities. f. Write a one-page report telling about what you have done and learned in this project. 2. #184 Standardbred Horses (Intermediate Level) This intermediate‐level project may be taken a maximum of 3 years. Members should build upon their knowledge, completing additional Things to Do each time they take this project. Members do not need to purchase a new book each year. Instead, they will need to complete additional interest areas and new items under those interest areas. Keep all these activities in a notebook. Members must have access to a horse to complete this project. General Guidelines 1. Complete “Planning Your Project” sections on pages 3 ‐8. a. Explore seven (7) Interest Areas completing at least 2 Things to Do in each area. b. Document all completed Things to Do in your project notebook (3 ring binder). This notebook should be cumulative and contain documentation of all completed Things to Do for each year of the project. c. Take part in at least two (2) Learning Experiences. d. Become involved in at least two (2) Leadership/Citizenship Activities. e. Write a one-page report telling about what you have done and learned in this project. 2. Complete the 190R Equine Record Book. 3. Bring to Interview Judging: a. Neat and complete project book. b. Project notebook. c. One page report. d. Equine Record Book. 4. Fair exhibit: a. For completion of this project, your horse may be exhibited at the Tuscarawas County Fair. If your horse is not exhibited, an educational display or 14”W x 22”H poster illustrating and describing some aspect of your project must be present in your club’s fair booth. #185 Equine Reproduction and Genetics (Advanced Level) This advanced-level project is designed to be taken over a 3-year period. Members should build upon their knowledge, completing additional Interest Areas each time they take this project. Members do not need to purchase a new book each year. Instead, they will need to complete additional interest areas. Keep all of these activities in a notebook. Members must have access to a horse to complete this project. General Guidelines 1. Complete “Planning Your Project” sections on pages 7-20. a. Explore Interest Areas as outlined below, completing at least 2 Things to Do for each Lesson. Those with a check mark in front of them are mandatory. Note, county recommendations for completing Interest Areas and Things to Do (listed on the reverse) vary slightly from those printed in the project. I. PURPOSE OF THE LEASE PROGRAM - To provide a youth with the opportunity to participate in the riding and showing aspects of the 4-H equine program when one or more of the following conditions exist: a. The youth does not have the financial ability to buy a horse. b. The youth has a horse, but it is unable to be used (i.e. lameness, pregnancy, too young, etc.). c. The youth has a horse, but it is of the wrong type for the educational experience the youth wishes to obtain. The local Extension educator with county horse committee, if one is present, will determine if the situation meets this confirm. II. RULES FOR LESSORS OF HORSES TO 4-H YOUTH a. The lessor (owner) of the horse relinquishes all rights to train the horse, and the lessee has priority right to show the horse during the term of the lease. If the lessee has the horse at a show, the lessor can compete in a class at the show. Potential lessors should not lease horses they want to ride or show on a regular basis during the term of the lease. b. The lessor may not take the horse back prior to the end of the lease unless the youth is neglecting or abusing the horse, or the youth agrees to return the horse. c. The lessor should have the youth sign whatever agreements they decide upon in regard to care of the animal, but no agreement will supersede the terms of this contract. d. The lessor will allow the lessee to transport and show the horse in 4-H, open or breed shows. III. RULES FOR LESSEES a. The lessee is responsible for the daily care of the animal in whatever manner decided upon by them and the lessor. However, this must include major responsibility and performance by the lessee for this care. Tuscarawas County Fair Book guidelines specify continual care to be 4-5 days of care minimum per week. b. The lessee will be responsible to write up an agreement in consultation with the lessor to cover who is responsible for expenses of care of the horse and who is liable in case of injury or death of the animal. Both lessor and lessee must sign it and a copy of that agreement be attached to this contract agreement. c. Showing expenses will be the responsibility of the lessee. d. Complete the attached Horse Identification Form. e. Production classes recognize January 1 as the universal birthday for all horses (i.e., a foal born anytime this year is a yearling the following January 1). 3. The youth must have passed their 13th birthday and not passed their 19th birthday as of January 1 of the current year. 4. The production horse will be used only be the youth. Parents, trainer, or any other people may not have trained or shown the animal after January 1 of its yearling year. The animal may be shown in open or breed shows, but only by the youth having it as a project. Youth may get advice from others in training and showing the animal, but no one else will ride, drive, and/or handle the horse at halter to train or show it. 5. The youth will follow the rules for The Production Division as written in the current Uniform Rules for 4- H Horse Shows. 6. This contract must be signed by the youth taking the project, their parent or guardian, and the local Extension educator or vocational agriculture instructor. The contract will be kept on file in the local Extension or FFA office and needs to be on file by the designated date required for youth to identify project animals in their respective organization. Production Class Rules Production classes are designed for the youth who has experience riding a horse and now wants to do all the training on a horse starting when the horse is a yearling. The youth can then show that animal in classes against other youth who have also done all the training of their horse. For a safe and rewarding experience, the following rules apply to all production classes. 1. Stallions may only be shown during the calendar year in which they are born. 2. Production classes are limited to youth who have passed their 13th birthday and have not passed their 19th birthday as of January 1 of the current year. 3. The horse will be used only by the 4-H’er. Parents, trainers, and any other people may not train or show the horse. The horse may be shown in open or breed shows, but only by the youth who owns the project. Youth may get advice from others, but no one else will ride, drive, or handle the horse at halter to train or show it. 4. The horse must be raised or purchased by January 1 of its yearling year. You may lease a mare to produce the horse, but you cannot lease the horse you will train and show. 5. See the Uniform Rules for 4-H Horse Shows for proper tack, equipment, and class rules. 6. Riding production horses in the classes in the performance division of the regular 4-H show using equipment and showing style required there does not make the horse ineligible to continue showing in the production division. However, they will use the same bit as is used for the production division. 7. Classes at the Production Show will be divided by type, age, sex, or any other reasonable division based on number of entries. Halter classes are available for 1, 2, or 3 year olds. Performance classes are available for 2 and 3 year olds, including pleasure classes for western (stock type), hunter, saddle- type, and easy gaited. Lunge line is offered for yearlings and ground driving for yearling and two year olds. The Production Program ends after the horse’s third year. 8. At the start of the project year, the contract and registration must be signed and filed with the Extension office. The contract binds the youth to the rules as set forth in the production division. OHIO STATE UNIVERSITY EXTENSION Ohio State Fair Junior Horse Show Pending no changes due to the ongoing COVID-19 situation, the 2021 Ohio State Fair Junior Horse Show is still scheduled to take place July 19‐23. Exhibitors must qualify through a recognized PAS and/or Dressage qualifying event for this year’s Junior Horse Show. Please visit the state horse website at http://horse.osu.edu for important updates and reminders. 1. The Ohio State Fair Junior Horse Show is open to 4‐H/FFA members in good standing in their county/chapter and enrolled in an equine project. 2. A county/chapter may have requirements (i.e., written tests, interview judging, club meeting attendance, etc.) for youth to complete before they participate in the Junior Horse Show. Please check with your 4‐H Extension Educator/FFA instructor. 3. Exhibitors may enter in a maximum of four (4) classes at the Junior Horse Show. 4. A horse cannot be shown in both of the following combinations of classes at the Junior HorseShow: a. Western Pleasure and Ranch Pleasure. b. Western Pleasure and Ranch Riding. c. Trail and Trail in‐Hand. d. Intermediate Equitation Over Fences and Advanced Equitation Over Fences. e. Low Hunter Over Fences and Regular Hunter Over Fences. f. Draft Horse/Pony Driving and Light Horse/Pony Driving. A heavy harness is expected indraft classes while a light harness is expected in light horse/pony driving classes. 5. Refer to the Uniform Rules for 4‐H Horse Shows for all class requirements. 6. Each exhibitor must submit their entry and pay their $50 stall fee online at www.ohiostatefair.com by 1:00 pm on Wednesday, July 7, 2021. 7.
