INTRODUCTION In 2013, the Task Group on Citizen Engagement, which was chaired by Dr Seán Healy, Director, Social Justice Ireland, recommended the establishment of Public Participation Networks in each Local Authority area. Social Justice Ireland is committed to the development of deliberative democracy structures and active citizenship which will ensure that people and community organisations will have a genuine voice in shaping the decisions that affect them and contribute to local development and wellbeing. As part of that commitment, Social Justice Ireland has devised and implemented a development programme aimed at building the capacity of PPNs and their members. In addition, we have supported Local Authorities and other State Agencies to maximize the benefits of community participation in policy development and decision making. Following an intensive round of training on Data Protection and Social Analysis in the earlier part of the year, Social Justice Ireland developed a Training Needs Analysis for PPNs based on feedback and evaluations received. Our Autumn / Winter Training and Facilitation Programme has some exciting new programmes on offer, details of which are set out here. The training and facilitation programmes detailed here are designed for PPN representatives – Secretariat Members, staff and any local authority staff with responsibility for PPNs. However, any aspect of this programme can be delivered at county level to a specific PPN or PPN member group. It can also be delivered on a thematic or a regional basis as requested. We are committed to offering training which is useful and relevant, and so will work with you to customise our programmes to the needs of the target group in each area. Training will take the form of direct delivery / facilitation with trainers being drawn from a panel of experienced individuals with expertise in the relevant areas. The focus of the training will be to build on the knowledge and skills within the group, and to work in a variety of ways including case studies, practical exercises, discussions and theory. The duration of the majority of programmes will be 2.5-3 hours; i.e. a morning or afternoon session. TRAINING Based on our Training Needs Analysis and requests for training received from several PPNs across the country, the following training is proposed for Social Justice Ireland’s Autumn / Winter Programme. Data Protection I – Obligations and Principles Data Protection legislation affects every person and organisation who holds personal data other than for their own personal use. It affects every individual who has ever given any personal data to a person or organisation. The protection of data and privacy is a fundamental right. This training is an introduction to data protection, the rules and principles and how they apply to your organisation. The topics covered will include: • Key Definitions • The 6 Principles of Data Protection • The General Data Protection Regulations • Data Subject Rights • Data Breaches and what to do about them Designed for: PPN Secretariat Members, PPN Staff, PPN Member Organisations and Local Authority staff with responsibility for PPNs. Data Protection II – Developing Guidelines, Policies and Processes Once you have the basics covered, it’s time to implement them! This is a facilitated training session, we will give you the structure and guidance to develop your own data protection policies and guidelines. The topics covered will include: • The 6 Principles – a Recap • Developing Data Protection Guidelines for your PPN • Drafting a Privacy Statement for your PPN • Drafting a Retention Policy for your PPN Designed for: PPN Secretariat Members, PPN Staff and Local Authority staff with responsibility for PPNs. Strategic Planning Strategic planning for your PPN is of huge importance. It allows you to manage your time effectively, deliver on your commitments, create time for new initiatives and provides you with a basis for evaluating your impacts into the year ahead. The topics covered will include: • Developing your Objectives (SMART goals) • Creating a short-, medium- and long-term strategy • Putting Strategy into practice • Evaluation of Impact (overview) Designed for: PPN Secretariat Members, PPN Staff and Local Authority staff with responsibility for PPNs. Social Analysis I – Using Analysis and Statistics in Submissions Evidence-based policy decisions are needed now more than ever. Using pre-Budget submissions as a base, this training brings you through the principles of social analysis, provides a demonstration of how and where to find relevant statistical data to make your point, and gives a practical example of these practices in action. The topics covered will include: • An overview of the Budget and Local Authority Budget processes • The fundamentals of Social Analysis • Where to find the statistics you need • How to use the statistics you’ve found • A practical example of Social Analysis in action. Designed for: PPN Secretariat Members, PPN Staff and PPN Member Organisations. Social Analysis II – Evaluating Outcomes and Impacts Once you know how to make evidence-based submission to policy makers, you will want to evaluate the impact your submissions and campaigns have had. This training helps you to review your progress, identify learning possibilities and build on your successes. The topics covered will include: • The importance of evaluating outcomes and impacts • Categories of outcomes and impacts • Using evaluation indicators for advocacy • Data collection and analysis • Reporting Communications and Advocacy Effective communication is essential to any advocacy campaign. Promoting your message across several media – print, radio, tv and online – at local and national level will get your message out there and draw the attention of policy makers and the public to what you are trying to achieve. The topics covered will include: • Determining your message • Framing your message for impact • Identifying the medium • Accessing the right people • Creating a Communications Campaign Designed for: PPN Secretariat Members, PPN Staff and PPN Member Organisations. FACILITATED REGIONAL MEETINGS In addition to our core Training Programmes, Social Justice Ireland is committed to supporting PPNs to develop their skills through a range of facilitated regional meetings. These themed meetings will be an opportunity for you to discuss with colleagues how to adopt practices or plan for policy. The Budget and Your PPN Ireland’s national Budget sets out the priorities for Government spending in the next fiscal year. Social Justice Ireland is of the view that there is substantial money available which could be used to begin making inroads into Ireland’s many crises – housing, healthcare, education, childcare, to name but a few. The decisions made in the national Budget affect every citizen and inhabitant in the State. This meeting will focus on the analysis of Budget 2019, how it impacts your local area and how you might use this information. The proposed structure of the meeting will be: • Analysis of Budget 2019 • Discussion of local area demographics • Open session and discussion of the impact of Budget 2019 on the PPN Elections and Your PPN In the coming months, the country will be preparing for a General Election. The decisions made at the ballot box will determine the next Government and, in turn, the future direction for this country. Public participation is never more critical than at this time. This meeting will focus on the policy outcomes you want to achieve to create a fairer, more just society.
