Page 1 of 5 Town Board Meeting – January 10, 2023 Posted January 3, 2023 at 4:00 p.m. at the Town of Russell Garage, Town Clerk’s Office and Town website. The Board Meeting was called to order by Chairman Paul “Rocky” Tribovich at 7:00 p.m. at the Town of Russell Community Center. Present were Supervisors Jeff Benton, Mark Bugher via telephone speaker phone, Larry Meierotto and Don Sullivan. Clerk/Treasurer David L. Good was also present. Deputy Clerk Judy Meierotto was excused. Four members of the public were present. The Pledge of Allegiance was recited. Approval of the Agenda – A motion was made by Sullivan and seconded by Meierotto to approve the agenda. The motion carried. Public Input – Tribovich called for public input. Jim and Mary Jo Furry expressed concerns about the property tax increase. Discussion followed. A motion was made by Sullivan and seconded by Meierotto to suspend the rules due to the time for public input being exceeded. The motion carried. Discussion continued about the 7th District Appeals Court ruling regarding taxation of Tribe or tribe member owned lands within the reservation boundary. The impact on property taxes was discussed. Furry’s expressed concern that some form of action be taken to reduce the tax increase which averages 30% on remaining property tax payers within the Town. A motion was made by Meierotto and seconded by Sullivan to return to regular session at 7:25 p.m. The motion carried. A motion was made by Bugher and seconded by Meierotto to approve the minutes of the December 13, 2022 Board Meeting. The motion carried. OLD BUSINESS Disposition of Woods Grass Mower – Clerk Good has been in contact with Lulich Implement and we have resolved the matter. The mower was sold by Lulich for $1,000 and they will retain a sales commission of $100 and send the Town a check for $900. LSB site visit by Edgewater Resources – Greg Weykamp informed us that they will now meet with the Board January 17-18, 2023. The Board reviewed the proposed meeting agenda. NEW BUSINESS Security system proposals – Town Garage & Community Center – Proposals from Advantage Systems were reviewed and discussed. The option for security cameras at each location was discussed extensively. A motion was made by Bugher and seconded by Benton to accept the proposals with all options for $16,340 installed and a $50.00 per month monitoring fee for each location. The motion carried by a roll call vote as follows, Sullivan – yes, Meierotto – yes. Bugher – yes, Tribovich – yes, and Benton – yes. 5- 0-0.
Page 2 of 5 Bayfield County proposed changes to zoning regulations - The proposed changes were discussed and the Clerk was instructed to send a letter of support with a request that Town input methodology be retained for these zoning requests. Acceptance of 2021 Financial Audit – The Board was provided copies of the audit in their meeting packets. No issues or exceptions were identified in the audit. A motion to accept the audit was made by Sullivan and seconded by Meierotto. The motion carried by a roll call vote as follows, Sullivan – yes, Meierotto – yes. Bugher – yes, Tribovich – yes, and Benton – yes. 5-0-0. Operators License Request by Angela Emrich – A motion to approve the license was made by Meierotto and seconded by Benton. The motion carried. STANDING AGENDA ITEMS Town Road maintenance report and discussion – Winter road maintenance is going well. Old County K requires additional salt/sand. The Tribe’s needs for salt/sand were discussed. Little Sand Bay Recreation Area report and discussion regarding projects to prepare for the 2023 camping season – No report was offered. Community Center Campground study update – No report offered. Page 1 of 1 Town Board Workshop – January 17 & 18, 2023 Posted December 31, 2022 at 4:00 p.m. at the Town of Russell Garage, Town Clerk’s Office and Town website. The workshop was attended by Chairman Paul “Rocky” Tribovich, Larry Meierotto and Clerk/Treasurer David L. Good and Deputy Clerk Judy Meierotto. Clerk/Treasurer Good did not attend the workshop on January 18, 2023. No members of the public were present on either day. The purpose of the workshop was to investigate the feasibility of developing a marina on Town property at Little Sand Bay. The Town retained Edgewater Resources to assist with this study. Two principals of the firm were in attendance. The parties met at 8:30 a.m. on January 17, 2023 at Little Sand Bay to view the proposed site of a marina and gather information. The parties then proceeded to the Town Community Center to discuss the project. Discussion continued to mid day. Town representatives left the meeting and returned later in the afternoon to review and discuss marina options developed by Edgewater Resources staff. The group convened in the late afternoon. The group reconvened mid-morning on January 18, 2023 to further discuss marina options. The group convened by late morning. On May 31, 2022, the Bayfield County Board of Supervisors created a Comprehensive Planning Committee (Committee) comprised of the following individuals: The Committee held their first meeting on July 20, 2022, supported by Northwest Regional Planning Commission staff. The Committee has met monthly since the initial meeting in July. Access to the minutes and agendas related to these Committee meetings are located on the Bayfield County website, https://www.bayfieldcounty.wi.gov/1280/2022-Comprehensive-Planning-Committee. To date, the Committee has reviewed demographic data, started the visioning process, and identified anticipated issues and concerns. Additionally, the Committee has split into work groups related to the following areas of the comprehensive plan: Land Use, Transportation, Housing, Economic Development, Community Facilities, Agriculture and Natural Resources, Intergovernmental Cooperation, and Hazard Mitigation. A mapping tool has been developed to verify existing land uses throughout the county. It can be accessed from the same website as above. In the next month, the county will be sending an email to all the town clerks encouraging the Town Boards and/or Town Planning Commissions to review the existing land uses in their area and confirm or recommend a change via this mapping tool. As noted in a previous letter sent by the Bayfield County Administrator’s office, dated April 29, 2022, the initiation of an update to the county plan provides a strategic opportunity for local units of government who are considering updates to their town plans. If your community is interested in partnering with Bayfield County in this project, there are economy of scale benefits which could lower the costs of your plan update versus updating your plan independently through a separate process.

As noted in the letter sent by the Planning and Zoning Department, dated 11/1/2022, see attached. Below is an outline of how to access the mapping tool developed to assist with capturing the existing land uses throughout the County. Individuals can click on different parcels within the map and obtain the ID number and current identified existing land use. If the town determines that there is a discrepancy between what is shown on the map and what the town believes the existing land use to be, they can submit a change by clicking on “Click here to request an Existing Land Use change” at the top of the page and filling out the google form. Note that the ID number is the “Existing Land Use ID” number that pops up when you click on an individual parcel within the map.

Attached please find some important background information and action steps Bayfield County Towns should be aware of. Please share this information with your town officials and planning committees. 1. The following representatives were appointed to the Planning Committee. 2. The Committee has met five times and anticipates five more meetings February – June. Meetings are open to the public. The following information is available online: a. Meeting agendas, minutes and resource materials. Bayfield County Comprehensive Planning Web Site. Click this link or go to the Bayfield County web page and type Comprehensive into the upper right search field for the Comprehensive Planning page. https://www.bayfieldcounty.wi.gov/1280/2022-Comprehensive-Planning- Committee b. Northwest Regional Planning Commission is contracted to develop the Plan with Committee approvals. They have established an online page with Draft Plan Elements listed. The Committee is in the process of finalizing these documents. Any input you have is appreciated. Committee Action Items to date: a. Prepared Draft Plan Elements. These are still draft. The plan elements are important as they baseline background information to support plan development and implementation. b. Decision to utilize county future land use classification system. Most all towns utilize the county future land use classification system, ie: Forestry, Residential, Agriculture, Commercial, etc. Some towns use their own classification system, ie: Woodlands, Housing, Business. The County asks that all towns use the same classification system as the county for continuity. If this is not possible, the County requests that the Town prepare a chart showing what the Town’s
classification falls under using the county’s system. Ie: Housing may fall under residential. These future land use classifications are utilized by both Town and County Planning decisions. County will be mapping PREFERRED future land use as required in a comprehensive plan. The committee-approved method will involve each town being asked to provide a map depicting the preferred future land use for their community. Towns may provide either a map from a current plan or complete an exercise to map preferred future land use. The exercise will utilize a standardized set of general future land use classes in order to preserve consistency across the county. Towns will also be given an opportunity to define the preferred density within these classes. This activity does not supersede or alter any other preferred future land use map created by the town; it simply provides guidance to Bayfield County in establishing a generalized preferred future land use framework across the county. Detailed instructions and timeline will be provided with the packet of information sent to each town. 4. Upcoming Action Items: a. Development of implementation strategies, including programs, policies and actions. b. Presentation of Existing Land Use map and data. Northwest Regional Planning will be preparing a comprehensive county wide map describing how lands are currently used, ie: Forestry, Agriculture, Commercial, Residential. Towns should verify current uses. Note this is distinct from zoning. c. Town updates on future land use plans. This is one of the most important aspects of the Comprehensive Plan. The County will ask all towns for future land use plans. Plans can be prepared by towns using colored pens, or any other designation method, the county will update these into the county mapping systems. These maps become the county future land use plan and are used for decision making by Planning Committees. 100% participation is requested.

The site would consist of an ~300’ tower, 12x16’ shelter, & generator in a compound no larger than 100’x100’ or 2000 sq feet. Most likely the compound would be 60’x60’. The site will support the equipment for the public safety network being built by the State of Wisconsin. We would like to request if the Town of Russell would support this and what the cost would be to
the State of Wisconsin for leasing the land space. Please let me know if you have additional questions or concerns regarding this query. Page 1 of 3 Resolution 2023-01 Page 1 of 3 TOWN OF RUSSELL Bayfield County, Wisconsin Resolution 2023-01 2022 Revenue & Expense Budget Adjustment (accrual basis) WHEREAS; the 2022 expenditures are $587,935.70, over the 2022 approved budget total of $559,797.00 by $28,138.70. The 2022 revenues exceed the 2022 approved budget by $17,331.75. This required that $10,863.44 of excess revenues be applied to the 2022 revenue budget to meet expenditures. The exact parcel I was speaking of is attached to this email, noted as “Parcel B” on the east end of the property. Both my cousin Justin Kontny and I grew up up there (Moquah/Ashland) so our ties are deep with a large family group still living up there.. We want to utilize this 10 acre parcel for a campground with full amenities. We would plot for a total, and maximum of 20 sites and no more..We would have full bathroom/showers and laundry thus charging accordingly.. (more expensive) The bathroom etc would not be visible from the road. We DO NOT intend to cater to the weekend party crowd. Both of us have nearly 20 years in Law Enforcement and want to cater to people who enjoy quite and tranquility while exploring the local area..Eventually we would have a small check in building where we want to provide local products, as our mission is to keep things local and bring money to the area. Another important thing to us is minimized environmental impact, meaning as much green space as possible and minimal tree removal for sites .
