TWP 100 Responsibilities of Train Crews Introduction This procedure gives guidance to Train Crews about their general responsibilities. It is not a complete guide and must be read in conjunction with other train operations, Safeworking and safety‑ related documents. Customer safety Train Crew are responsible for the safety of all customers on the train, and must be prepared to stop a train immediately if an emergency situation arises. The Train Crew must assist each other to provide for the safety of all customers. Equipment Drivers Drivers must carry the following equipment: a watch showing the correct time a working multi-coloured torch at least 5 Condition Affecting the Network (CAN) forms at least 5 Special Proceed Authority (SPA) forms notebook Stopping patterns Schedule book Driver’s electric bell plug (if required) Rail Safety Worker card key kit as issued approved high-visibility vest red preparation flag (2 red flags for train preparation in Auburn Maintenance Facility (AMF) TOM Notice No. 007 - 2018 Page 2 FOR THE INFORMATION OF EMPLOYEES AND NOT FOR PUBLICATION

TWP 100 Responsibilities of Train Crews Network Rules and Network Procedures): NTR 400 Protecting trains NSY 512 Manual Block Working NSY 514 Special Proceed Authority NSY 516 Pilot Staff Working NSG 608 Passing signals at STOP NPR 720 Protecting trains NPR 746 Authorising rail traffic to pass an absolute signal at STOP Train Crew duties Train Crew must: make sure that all the equipment necessary to safely operate the train is on hand and in working order carry out preparation procedures, as required identify and, if possible, remedy any defect that occurs on the train make sure that all safety‑critical documents are signed for not intentionally override any of the train safety systems, unless authorised record all details of incidents in a notebook, and keep these records for at least 6 months tell the Signaller about any incident that affects the operation of their train. report all injuries of customers and employees. TWP 100 Responsibilities of Train Crews Driver’s duties Driver qualifications To be qualified as a Driver, an employee must: be qualified in instructions applicable to the working of trains and the automatic air brake be qualified in applicable Safeworking systems have route knowledge for the lines over which the train is to operate (unless piloted in accordance with TWP 108 Route knowledge). Operating trains efficiently and safely Drivers must: operate trains smoothly and efficiently with regard to potential power, braking and relevant conditions immediately inform the Signaller or any other relevant employees of any incident, problem or defect relating to trains, signalling, track or overhead wiring, or any other problem affecting or likely to affect train services. WARNING Drivers must immediately slow their train to restricted speed when they receive an emergency call on the train radio or other form of communication. Drivers must not resume normal speed until they have received assurance it is safe to do so. TOM Notice No. 007 - 2018 Page 6 FOR THE INFORMATION OF EMPLOYEES AND NOT FOR PUBLICATION
TWP 100 Responsibilities of Train Crews Obey instructions Drivers must: cooperate with Network Operations staff, Shift Managers and Standards Officers unless an instruction is in breach of the Network Rules, Network Procedures or OSPs cooperate with the Guard in stopping and starting the train where the safety or convenience of customers is concerned cooperate with the Equipment Examiner/Train Technician in repairing trains. Uniform While on duty, Drivers must at all times: wear their uniform display their ID tag if requested. Professional driving Drivers must: operate the train in accordance with the requirements contained in the Professional Driving Guide not place the reverser in the OFF or NEUTRAL positions while the train is moving make proper use of the communication equipment be alert for and obey all fixed signal indications, Railway Track Signals and handsignals if a fixed signal is at STOP, stop the train before the signal while keeping the signal in clear view if visibility is affected, slow the train to maintain safety keep the train under control so that it can be stopped by applying the automatic air brake, if required TOM Notice No. 007 - 2018 Page 7 FOR THE INFORMATION OF EMPLOYEES AND NOT FOR PUBLICATION
TWP 100 Responsibilities of Train Crews when stopped, make sure that the train is kept stationary with a minimum 175 kPa brake cylinder pressure not change marker lights until the train has come to a complete stand apply appropriate train management techniques for customer comfort not stop between stations or out of course unless necessary for safety. Service reliability Drivers must: try to maintain the timetable and any special operating conditions without compromising the safety of, or causing inconvenience to, customers not exceed the maximum speed for the track or the cars of the train follow the instructions on any Transposition received manage the train and other equipment under their control in a safe and proper manner challenge any signal for a route which will prevent their trains from carrying out the station stops or arriving at the destination shown in the standard working timetable, stopping patterns, or as amended by Special Train Notices or Transpositions. NOTE Drivers of UP trains between Redfern and Central must not challenge the signal that will divert their trains to any of the UP platforms. Drivers of diverted Suburban trains must tell the Train Crewing Assignment Officer about the diversion after arrival. TWP 100 Responsibilities of Train Crews Guards duties Guards qualifications To be certified as a Guard, an employee must be qualified in: instructions applicable to the working of trains and the automatic air brake applicable Safeworking systems route knowledge over the lines on which the train will operate first aid and cardiopulmonary resuscitation (CPR). Obey instructions Guards must: cooperate with Network Operations staff, Shift Managers and Standards Officers unless an instruction is in breach of the Network Rules, Network Procedures or OSPs assist the Driver to find and remedy faults that occur on the train and make sure that the train runs as efficiently as possible cooperate with the Equipment Examiner/Train Technician in repairing trains. Uniform While on duty, Guards must at all times: wear their uniform display their ID tag if requested. Service reliability Guards must: make sure that the train is operated safely according to the timetable or stopping patterns and make every effort to make up lost time during Right of way procedure without compromising the safety of, or causing any inconvenience, to customers TOM Notice No. 007 - 2018 Page 9 FOR THE INFORMATION OF EMPLOYEES AND NOT FOR PUBLICATION
TWP 100 Responsibilities of Train Crews tell customers about the next station stop and other information, as required assist the Driver and Station Staff to ensure the safe and efficient operation of the train carry out signalling and emergency duties, as required carry out shunting duties, as required. Guards report of late running trains (delay slips) If a train incurs a delay en route, Guards must submit a report that clearly shows all details of the delay: using the mIIMS app, or on a Guards report of late running trains (delay slip). If using a Guards report of late running trains (delay slip), Guards must submit them: at terminating locations at Central platforms 16, 17, 18, 20 and 21 for trains to and from Lidcombe, at Bankstown. Attending to customers Guards must: give prompt and courteous attention to any problems or enquiries from customers use the train’s public address system, or walk through the train to tell customers all relevant information, e.g. scheduled stops tell customers about delays, including their expected length and, if possible, the reasons for them. Update this information regularly if any customer is injured, give first aid and record the names and addresses of those involved and full details of the incident TOM Notice No. 007 - 2018 Page 10 FOR THE INFORMATION OF EMPLOYEES AND NOT FOR PUBLICATION

Trains in danger Guards must: observe the speed and ride characteristics of the train and if it is considered to be dangerous, tell the Driver if an emergency occurs, stop the train by opening the emergency brake pipe tap and applying the parking brake use emergency door release (EDR) equipment, if required. Protect the trains and customers Guards must: if necessary, protect the train take prompt action to protect the customers and the train if an emergency situation arises if necessary, get assistance to prevent vandalism or any noisy, rowdy or drunken behaviour which makes the journey unpleasant for other customers. Terminating trains If a train is terminating at a station and is required to enter a siding, yard or a Maintenance Centre or commence a non-revenue journey, before departing the station, the Guard and Station Staff, if available, must make sure that no customers remain on the train by using the public address system and by checking each car. After stabling, the Guard must walk through both decks of each car and make sure that no customers remain on the train. Guards can get assistance to remove over-carried customers. TWP 100 Responsibilities of Train Crews Use of mobile phones WARNING Drivers must turn off their personal mobile phones and other personal devices that have the potential to cause distractions when driving trains. Exception: When the radio network fails or communication is disrupted, Drivers may use any other form of effective communication to maintain train services. The normal contingency for Train Control will be to contact Guards on their mobile phone. Guards, and Qualified workers must not use mobile phones or electronic devices while their train is arriving at or departing from a platform. NOTE If using a hand-held mobile phone as an alternative means of communication, Drivers are to bring the train to a stand prior to answering or making any call. TWP 100 Responsibilities of Train Crews Equipment lockers and emergency boxes If an equipment or emergency box seal in the Drivers cab or Guards compartment is broken, check that all items are present and fit for purpose. If an equipment locker or emergency box in the Drivers cab or Guards compartment has a broken seal: if at a Maintenance Centre, arrange for the items to be replaced and the locker resealed if not at a Maintenance Centre: replace safety critical items (e.g. track‑circuit shorting clips, red flags and Railway track signals, if required) with items from non‑active compartments submit a Train Status Report (Guard) or use mIIMS to report the items missing tell Mechanical Control or the Maintenance Centre Supervisor, who will arrange for the items to be replaced as soon as practicable.
