1. Introduction 1.1. Purpose of this guide This guide presents the process by which representatives of the worldwide press may obtain accreditation to attend the Tokyo 2020 Paralympic Games. The International Paralympic Committee (IPC) and the Tokyo Organising Committee for the Olympic and Paralympic Games (Tokyo 2020) have developed a fair, objective and efficient process for press accreditation to ensure successful and high-quality coverage of the Paralympic Games across all nations and territories. The primary audience of this guide are the National Paralympic Committees (NPCs), the written and photographic press, and non-rights holding radio and television broadcasters that are interested in covering the Tokyo 2020 Paralympic Games. This guide is available in English and Japanese. The English language version prevails in case of any discrepancy in the translation of this document. 1.2. Accreditation allocation Accreditations for the Tokyo 2020 Paralympic Games are available to the written and photographic press, and non-rights holding radio and television broadcasters. The categories and conditions are outlined in section 2.1 of this guide. NPCs are responsible for approving written and photographic press representing media organisations within their territory, and for the accreditation allocation and application submission processes for these organisations. The IPC requires NPCs to establish the allocation of accreditations for each category in a fair and objective manner, in accordance with the procedures and timelines outlined in this guide. While there is no overall quota applied to press accreditation categories for the Paralympic Games, the IPC will conduct necessary measures to ensure that each press organisation nominated by an NPC is eligible for the indicated category according to the conditions outlined in section 2.1. Accreditation is also allocated to other media organisations directly by the IPC. For the Tokyo 2020 Paralympic Games these organisations are: • IPC-recognised world news agencies: Agence France-Presse (AFP), The Associated Press (AP) and Thomson Reuters; • Host national agency of the host country: Kyodo News; • Host national agency of the subsequent host countries: Xinhua News Agency for the Beijing 2022 Paralympic Winter Games; • Official photographic agency of the IPC and the Tokyo 2020 Organising Committee: Getty Images; • International news organisations that do not fall within the territory of any NPC; • Members of non-rights holding radio and television news organisations; • Staff journalists and photographers of the International Federations of sports on the Tokyo 2020 Paralympic programme. The IPC reserves the right to include, at its sole discretion, any qualified organisation whose representatives comply with the established criteria and conditions. 1.3. The two-stage accreditation process The accreditation application process for press organisations is a two-stage process; the first stage is ‘Press by Number’ and the second stage is ‘Press by Name’. Press by Number The ‘Press by Number’ stage is where the name of each organisation, and the number of accreditations in each category are submitted to the Tokyo 2020 Organising Committee. Detailed instructions for this stage of the process are provided in section 3 of this guide for NPCs and section 4 for press organisations allocated accreditations directly by the IPC. Press by Name The ‘Press by Name’ stage is where each organisation submits to Tokyo 2020 the names and personal information of the individuals to be accredited. Section 5 of this guide provides a general introduction to the second stage of the process, ‘Press by Name’. Detailed instructions will be provided to NPCs in March 2020. For IPC-allocated press organisations, including non-rights holding radio and television broadcasters, the IPC Media Operations Department will communicate the requirements of this process directly to each organisation. 1.4. Further information and contact details Further information on the press accreditation process for the Tokyo 2020 Paralympic Games can be found on the IPC’s website at www.paralympic.org/tokyo-2020/media. For more information on the Press by Number accreditation process, or for assistance in completing the requirements of the process, the Tokyo 2020 Media Accreditation team can be contacted at acr.media@tokyo2020.jp. Tokyo 2020 Press Operations Extranet Information about the facilities and services for the press at the Tokyo 2020 Paralympic Games, including accommodation, and services at the Main Press Centre and at competition venues, can be found on the Tokyo 2020 Press Operations Extranet. NPC press attachés and representatives of press organisations due to receive accreditation for the Tokyo 2020 Paralympic Games are encouraged to request access to the Tokyo 2020 Press Operations Extranet site to assist them in their preparations for attendance at the Games. To request a login, please go to https://tokyo2020-extranet.secure.force.com/press, and follow the instructions. A Microsoft Office 365 or Microsoft account is required to be able to request access to the extranet site. After account approval and creation, the Press Operations Extranet can be found at https://tko2020.sharepoint.com/sites/pressoperations. Further assistance with the extranet and press services in general can be obtained by contacting the Tokyo 2020 Press Services team at pressservices@tokyo2020.jp. Tokyo 2020 Connect In addition to the Press Operations Extranet, representatives of NPCs may also request access to the Tokyo 2020 Connect which provides general information specifically for NPCs. 2. P ress accreditation categories, conditions and access privileges 2.1. Eligible persons Press category accreditations for the Tokyo 2020 Paralympic Games are allocated to media professionals who meet the criteria in Table 1 below. Each person must be affiliated to one or more news organisations and their application must be validated by the news organisation they represent, the appropriate industry standard, or by the respective NPC. NPCs are responsible for checking to ensure that the organisations and individuals being accredited are genuine recognised media processionals. Requesting an official press identity card before allocating accreditation is one of the most accepted and practised options. Non-rights Members of a non-rights holding radio and/or television ENR holding broadcast organisation organisation The following general criteria also apply to the press accreditation categories: • Accreditation in the ‘ET’ category is available to major news agencies, organisations and/or photographic agencies only. These are generally limited to those organisations that rent Rate Card and telecommunications equipment at the MPC and competition venues. • Sponsors, publishers, advertising or athletes’ agents, public relations and promotion agents are not eligible for press category accreditation for the Tokyo 2020 Paralympic Games. • Members of non-rights holding radio and/or television news organisations may be granted ‘ENR’ category accreditation only by the IPC. Representatives of such organisations cannot be granted accreditation in any other category, unless approved by the IPC if they work in a written journalism capacity (i.e. website only). • Written and photographic press representing internet and social media platforms (digital journalists) are to be considered for accreditations in the press categories and are subject to the same professional standards as described above. • All press category accreditations are to be allocated in accordance with the IPC’s Accreditation at the Paralympic Games – Detailed Specifications, which states: °°“Accreditation issued for a specific category may not be used by anyone who does not meet the requirements applicable to that category. If an accreditation is linked to the performance of a specific function, the person using such accreditation must be qualified accordingly and must actually perform that function [at the Games]”; and °°“Only those persons accredited as media may act as journalists, reporters or in any other media capacity”. Press organisations should contact their NPC in the first instance to inquire about availability of press category accreditation. Press by Number Accreditation Guide - Paralympic Games 3
2.2. Accreditation privileges All accredited Games participants, including those in the press categories, are provided with access to the venues, zones and seating within venues, and transport services appropriate to the function that they will perform at the Games. The venue access, zone access, seating and transport privileges for press category Games participants are outlined in Table 2. 2.3. High Demand Events Certain events, including the Opening and Closing Ceremonies, are categorised as ‘High Demand Events’ for press. The number of press and photographers wanting access to the venue for these sessions may exceed the number of spaces available in the press tribunes and photo positions. In addition to the Paralympic Identification and Accreditation Card (PIAC), a ticket will also be required to enter the venue, zones within the venue, and seating/photographic positions at these High Demand Events. Individuals with PIACs in the ‘ENR’ category are not eligible to receive tickets for High Demand Events. The list of ‘High Demand Events’ for sport competition sessions at the Tokyo 2020 Paralympic Games will be determined in 2020 by the IPC, Olympic Broadcast Services (OBS) and the Tokyo 2020 Organising Committee, and published in the media and photographers handbooks and on the Info system. Any updates during the Paralympic Games (based on the competition schedule and progression of athletes/teams through competition rounds) will be published on the Info system, and in the MPC and Venue Press Centre noticeboards. IPC Media Operations in collaboration with the Tokyo 2020 Press Operations team will implement an allocation process for the ‘High Demand Events’, including the Opening and Closing Ceremonies, which maximises access to accredited written and photographic press representing organisations from the NPCs whose athletes/teams are competing in the session, whilst also guaranteeing international coverage. The decision to define a competition session with the ‘High Demand Event’ status is based on ensuring an efficient and safe working environment for media representatives in attendance. Tickets for High Demand Events will be distributed by the IPC to NPCs at the IPC Media & Communications Office in the MPC. Accredited press will receive the tickets from their NPC, not from the IPC or the Tokyo 2020 Organising Committee. 2.4. Paralympic Village Media Guest Pass Accredited press can visit the Paralympic Village (Village Plaza only) by using the Media Guest Pass system. Full details will be available in the accredited media and photographer handbooks. Holders of ‘ENR’ category accreditations are not permitted to take audio/video recording equipment into the Paralympic Village. Press by Number Accreditation Guide - Paralympic Games 5
3. Press by Number – NPC allocation Each National Paralympic Committee is responsible, within the territory for which it is recognised by the IPC, for the distribution of the press accreditation and for submitting details to Tokyo 2020 in accordance with the date indicated in Table 3. There is no overall quota in the ‘Press by Number’ phase of the accreditation process, and NPCs are encouraged to identify and allocate accreditation to all genuine recognised press organisations that wish to attend the Games. During this stage, Tokyo 2020 requires identification of the organisation names (not individuals) that have been approved to receive press category accreditation by the NPC of their country or territory, the categories and quotas that have been allocated to each organisation, as well as key contact details for the primary point of contact for each organisation. The information provided will allow Tokyo 2020 to provide each press organisation with access to the press services for the Paralympic Games. NPCs should appoint a Chief Press Attaché or nominated delegate who will be the single point of contact between the NPC, IPC Media Operations, and Tokyo 2020 on press accreditation matters. They will also be responsible for contacts between the NPC and its national press. NPCs are encouraged to consult as necessary with their national sports press association, where such an association exists, to ensure that press accreditations are allocated in a fair and objective manner. The following hierarchy and priorities should be taken into consideration when allocating press accreditation quotas: • National agency; • National sports news/photographic agency; • General daily newspaper; • Sports daily newspaper; • Single-sport or multi-sport specialist magazine or internet site; • Digital sports journalists; • General information magazine and general internet sites. The list of press organisations allocated accreditation by the NPCs will be reviewed by the IPC from time to time to ensure compliance with the conditions of each category, and the professional credentials of each organisation. The IPC will inform NPCs concerned of any discrepancies and reserves the right to reject any organisation. Organisations should note that it is within the rights of the NPCs to require submission of accreditation requests by a date selected by the NPC prior to the date indicated in the table above. This is to allow the NPC sufficient time to consider all requests and prepare information for submission to Tokyo 2020. Tokyo 2020 will not accept submissions of ‘Press by Number’ information direct from press organisations. Press by Number Accreditation Guide - Paralympic Games 6
NPCs are not permitted to allocate accreditation to any member of a non-rights holding broadcast organisation either in the ‘ENR’ or any other category (unless approved by the IPC if they work in a written journalism capacity, i.e. website only). The step-by-step process to complete the ‘Press by Number’ submission is outlined below. The Media Accreditation team can be contacted for assistance via email to acr.media@tokyo2020.jp. Step 1: Nominate point of contact Upon receipt of this guide and associated materials, NPCs are asked to contact the Tokyo 2020 Media Accreditation team at acr.media@tokyo2020.jp to confirm the name and contact details of the NPC’s Chief Press Attaché or nominated delegate that will be responsible for completion of the press accreditation process. NPCs are asked to write “NPC” with the NPC code in email subject when emailing to the Tokyo 2020 Media Accreditation team. (e.g. “NPC JPN”) To submit the Press by Number information, NPCs will be provided with a dedicated Microsoft Excel template, similar to those provided at previous Paralympic Games. The template file contains two worksheets – the first can be used to change the language of the fields on the form (English, French, Japanese, Spanish), and the second is the Press by Number Form. Detailed instructions for the completion of the Excel template will be distributed with the template file. Step 2: Identify organisations and allocate quota NPCs are required to list the organisations in the Press by Number Excel template that have been allocated accreditation in accordance with the conditions outlined in this guide. For clarity, the names of each individual that will receive accreditation should not be entered (unless they are a freelancer – see below); only one row of the template should be used for each organisation. The full name of each press organisation should be entered in the list, without abbreviations, as the organisation name specified will be used throughout the Tokyo 2020 Accreditation process, including appearing on the printed PIACs, as well as on Accommodation and Rate Card invoices. For each organisation listed, it is necessary to provide a detailed breakdown of the number of accreditations to be allocated in each category (‘E’, ‘EP’, ‘ET’). Please refer to section 2.1 of this guide for details of the eligibility and conditions for each category. The Press by Number Excel template in some cases may be pre-populated with information provided to Tokyo 2020 by the National Olympic Committee (NOC) for the NPC’s territory during the Press by Number process for the Olympic Games. Where a press organisation in the NPC’s territory indicated an interest in covering the Paralympic Games during the Press by Number process for the Olympic Games Tokyo 2020, the organisation name and contact details will be shown. The number of representatives by category columns however will be empty. The NPC should contact the press organisation directly to find out if they still wish to cover the Tokyo 2020 Paralympic Games and how many accreditations they require for each category. If there are pre-populated organisations in the list that are no longer planning to attend the Paralympic Games, the pre-populated information in the Address Field should be replaced with the phrase “OLYMPIC GAMES ONLY”. If there are no organisations pre-populated in the Press by Number Excel template, or if there are organisations that are missing, then these can be entered on a new row. NPCs may not allocate accreditations to non-rights holding radio and television broadcast organisations – personnel from such organisations cannot be accredited in any other category, unless approved by the IPC if they work in a written journalism capacity (i.e. website only). ‘ENR’ category accreditation is allocated directly by the IPC as described in section 4 of this guide. All accreditations must be allocated to organisations by the ‘Press by Number’ deadline of 26 July 2019. Freelancers: In cases where the NPC chooses to allocate press category accreditation to a freelance journalist or photographer, the NPC should complete the ‘organisation name’ with either: • The name of the organisation(s) with which the freelancer is contracted to provide content during their attendance at the Tokyo 2020 Paralympic Games; or • The individual’s own name followed by the word “Freelance” in brackets. NPC websites, publications, and E-accredited press attachés: It is acceptable for NPCs to allocate some of its press category allocation to staff journalists and photographers gathering content for the NPC’s own website and publications. NPCs are asked to enter their full NPC organisation name or the name of the website or publication into the template. NPCs with approval from the IPC to register media/communications staff performing a ‘press attaché’ role at the Games within the ‘E’ category, should include this allocation as a separate organisation in the template, using the organisation name “NPC” followed by the NPC’s three letter code, for example “NPC JPN”. NPCs should note that E-accredited press attachés will be accredited with the same venue and zone access as indicated in Table 2 – they will not have access to the residential area of the Paralympic Village, however they will be authorised access to the Village Plaza through the Media Guest Pass process. Step 3: Enter contact details for each organisation Tokyo 2020 requires additional information for each organisation for administration of the Accreditation, Accommodation and Rate Card processes for the Games. Each organisation is requested to nominate a single representative that will be responsible for arranging the organisation’s attendance at the Games. Step 4: Send completed template to Tokyo 2020 NPCs should return the completed template to the Tokyo 2020 Media Accreditation team at acr.media@tokyo2020.jp. The contact details for each organisation will be passed to the Tokyo 2020 Press Services team for administration of the Accommodation and Rate Card processes for the Games. Individual press organisations may start the process to request Rate Card items as soon as the Press by Number information has been submitted to Tokyo 2020. The deadline for NPCs to complete the Press by Number process is 26 July 2019. If changes to the accreditation allocations are necessary after submission (for example, adding a new organisation, or adjusting the categories or number of accreditations), NPCs must send the changes to the Tokyo 2020 Media Accreditation team in writing. Any change request from an individual press organisation will be redirected to the responsible NPC. Press by Number Accreditation Guide - Paralympic Games 9
4. P ress by Number – IPC-allocated press organisations 4.1. N on-rights holding radio and television broadcast organisations A limited number of non-rights holding radio and television broadcast organisations will receive accreditation in the ‘ENR’ category to cover the Tokyo 2020 Paralympic Games. The IPC is directly responsible for the allocation of all accreditations in the ‘ENR’ category – they must not be included in each NPC’s allocation. In cases that the IPC has received an application from a non-rights radio or television broadcasting organisation, the IPC will liaise with the NPC where the organisation is based to determine the final allocation of ENR category accreditations. Non-rights holding broadcast organisations must abide by the IPC’s Radio and Television News Access Rules and sign an undertaking on behalf of the organisation and all persons assigned by the organisation to cover the Paralympic Games. During the Games, ‘ENR’ category accreditation holders are only permitted to bring recording equipment into the Main Press Centre (MPC), with permission to film any media conferences taking place within the MPC, or interviews within the interview area. Holders of ‘ENR’ category accreditations are not permitted to take their recording equipment into any of the training venues, Paralympic competition venues or into the Paralympic Village, and do not have access to the facilities and services provided by Olympic Broadcasting Services (OBS), including the International Broadcast Centre (IBC). For a full explanation on news access and filming rights, please refer to the information on the IPC’s Radio and Television News Access Rules at www.paralympic.org/tokyo-2020/media. The application form for non-rights holding broadcast interested in covering the Tokyo 2020 Paralympic Games will be available from 10 May 2019 on the IPC website at www.paralympic.org/tokyo-2020/media. Completed application forms must be returned to the IPC by 12 July 2019. Late requests will not be considered. The IPC will inform all organisations that are successful in being allocated accreditation in the ‘ENR’ category in July and August 2019. The IPC will coordinate the Press by Number phase of the accreditation process on behalf of ENR organisations. Please see section 5 for more information. A gencies and other press organisations directly accredited by the IPC The IPC will engage with the IPC-recognised world news agencies, the official photographic agency of the IPC and other directly accredited press organisations to confirm accreditation allocations during 2019. The contact details for the person responsible for accreditation within each organisation will be passed to Tokyo 2020 for distribution of Accommodation, Rate Card and related information. The IPC will coordinate the Press by Number stage of the accreditation process on behalf of ENR organisations. Please see section 5 for more information. 5. Press by Name In March 2020 all NPCs, as well as press organisations allocated accreditation directly by the IPC, will receive the Press and Photographers Accreditation Manual. The ‘Press by Name’ stage is where the names and personal information of the individual media professionals within each organisation are submitted to Tokyo 2020. NPCs are responsible for coordinating the collection of information required for the Press by Name application process from each organisation/individual allocated accreditation in the Press by Number stage, and submission of the information to the Tokyo 2020 Organising Committee. Table 5 outlines the timeline for the Press by Name process. The IPC is responsible for coordinating the distribution of the Press by Name documentation to directly accredited press organisations, including ENR organisations, and for submitting the required application information to Tokyo 2020. The IPC therefore may set a deadline earlier than the one indicated in Table 5 to allow for the information to be submitted to Tokyo 2020 by this deadline. All ‘Press by Name’ application information should be submitted through Tokyo 2020’s online application system. User accounts will be created for the responsible person from each NPC. Detailed specifications on the information required for the Tokyo 2020 accreditation process, including acceptable forms of identification and photograph specifications, can be found in the Data Fields and Photograph Specifications for Accreditation document on the Tokyo 2020 Connect and Press Operations Extranet sites. The deadline for all Press by Name applications for accreditation is 15 May 2020. The PIACs will be distributed in the form of a Pre-Valid Card (PVC), which should be kept safe, and carried in hand luggage ready for inspection alongside the holder’s passport when required during the journey to Japan to attend the Games. The PVCs for NPC-accredited press organisations will be sent to the respective NPC. It will then be the NPCs’ responsibility to forward the PIAC to each organisation or named individual. PVCs for directly accredited press organisations will be sent directly to each organisation. For all ‘Press by Name’ applications received after the above deadlines, Tokyo 2020 will issue the PIAC to the individual at the Media Accreditation Centre after arrival in Japan. 6. Paralympic Identity and Accreditation Card The Paralympic Identity and Accreditation Card (PIAC) provides accredited individuals with access to the Paralympic venues and other services during the Tokyo 2020 Paralympic Games. The venues and services are determined by the accreditation category of the PIAC. The PIAC in its Pre-Valid Card (PVC) format will serve as an entry document to Japan when accompanied by a valid passport or travel document from 24 April to 6 October 2020, for a maximum stay of 90 consecutive days. The PIAC will facilitate entry into Japan only; accredited members of the press coming to Japan via another country are responsible for obtaining the necessary documentation for entry/transit into that country if required for their nationality. The PVC/PIAC is valid for multiple entries into Japan between these dates. However, the PVC/PIAC must be presented with a valid passport or travel document upon every entry into Japan. The PVC/PIAC is valid for all nationalities, and for all ports of entry. Accredited press representatives should travel with their PVC in their hand luggage ready for inspection with their passport or travel document by their airline, airport and immigration authorities if required during departure, transit and arrival. Accredited Games participants arriving with their PVC will be entitled to use dedicated or priority lanes at quarantine, immigration and customs when entering Japan through selected Official Ports of Entry. ‘Press by Name’ applications for accreditation received by Tokyo 2020 after 15 May 2020 will only be accepted in exceptional circumstances and with the approval of the IPC. For these applications it may not be possible for Tokyo 2020 to issue a PVC. In such cases, it will be the sole responsibility of the individual to obtain an entry visa to Japan (if required for their nationality) through the normal process. The PIAC will be issued to the individual after arrival in Japan at the Media Accreditation Centre. The PIAC will grant access to Tokyo 2020 venues only after it has been validated. Validation must be completed in person at one of the Tokyo 2020 Accreditation Facilities. For convenience, at both Tokyo International Airport (Haneda, HND) and Narita International Airport (NRT) there will be Tokyo 2020 Accreditation Facilities located prior to the immigration desks at the international terminals. The PVC should be presented at the desks alongside the valid passport or travel document that was used in the ‘Press by Name’ application form. The validation services for Paralympic Games PVCs are due to start from 10 August 2020. The primary Accreditation Facilities for press category participants are the Media Accreditation Centres, which will be located outside the main entrances to the Main Press Centre and International Broadcast Centre complex. These centres will offer a full range of services including PIAC production and an Accreditation Help Desk. Validation will also be possible at Venue Accreditation Offices (VAO), which are located at all competition venues. 7. Frequently asked questions Do members of the press need to apply for a visa if accredited for the Tokyo 2020 Paralympic Games? Tokyo 2020 will send a Paralympic Identity and Accreditation Card (PIAC) in the form of a Pre-Valid Card (PVC) to the relevant National Paralympic Committee (NPC) or directly accredited press organisation for each participant for whom the Press by Name application for accreditation is submitted before 15 May 2020. The PIAC will serve as the individual’s visa-waiver for entry into Japan when it is accompanied by a valid passport or travel document between 24 April and 6 October 2020. Tokyo 2020 will not provide PVCs for applicants whose Press by Name application for accreditation is submitted after 15 May 2020. In such cases, individuals will be required to obtain their own visa for entry into Japan, if required for their nationality, and their PIAC will be issued to them at the Tokyo 2020 Media Accreditation Centre. How can members of the press find accommodation in Tokyo or the co-host cities? The Paralympic Games Press Accommodation Guide is available on the Tokyo 2020 Press Operations Extranet. The guide lists accommodation options that are available to the accredited press only as well as outlining the process to reserve accommodation for the Tokyo 2020 Paralympic Games. Does the IPC provide accreditation for new media or internet organisations? The IPC approves the accreditation of internet and new media organisations. These are to be considered as part of the NPC press quota and the same professional standards apply for all applicants. What are News Access Rules? News Access Rules apply to radio and television broadcasting by non-rights holding broadcast organisations (ENRs). Accredited ENRs can access all competition venues and the Main Press Centre, but only under the specific conditions outlined in the News Access Rules. News Access Rules are designed to protect the exclusivity of broadcasters which have paid for rights, while permitting fair access for ENRs to broadcast news highlights for news purposes. The News Access Rules clearly outline the rules that apply to coverage by ENR organisations, as well as venue access rules and restrictions within the host city and country. If an organisation is granted ENR accreditation, it is obliged to sign an undertaking on behalf of the organisation and all persons accredited by the organisation are obliged to abide by the News Access Rules. Is the Paralympic Identity and Accreditation Card transferable? The Paralympic Identity and Accreditation Card is not transferable and is issued personally to an individual accredited to cover the Games. Will my accreditation for the Olympic Games allow me to cover the Paralympic Games? / How do I obtain accreditation for the Paralympic Games? The press accreditation application process outlined in this guide relates only to the Tokyo 2020 Paralympic Games. A similar process was followed for the Olympic Games Tokyo 2020 between November 2018 and March 2019. Press organisations should communicate with the National Olympic Committee (NOC) for their territory for further information. I have already applied for accreditation for the Olympic Games through my NOC. Am I required to apply separately for accreditation for the Paralympic Games?
