A LOOK BACK ON 2020 AND FORWARD TO 2021 T from Mark D. Fournier, Borough/Authority Manager E We are all excited that 2020 is behind us. This global pandemic has rocked this country and slowed L things in general down pretty quickly. It has changed our lives in many ways and has unfortunately taken F the lives of so many good people. Today we look past the difficult times we have endured and move O forward toward a more normal time. R We have all been impacted by this pandemic and know someone who has been inflicted. Many people D have demonstrated courage in responding to the call of duty, whether it is the hospital workers working extra shifts; police, fire and EMS personnel knowingly answering calls in a community where the virus has B spread; or the public works and utility employees, who are often forgotten, and who make sure the water O and sewer continue to flow or the lights remain on, or the wastewater is treated safely. We are all part R of one public service team. It is in times like these that we should reflect on how great it is to serve our O communities and the citizens we represent. U It has been good to see neighbors helping neighbors in many ways. Whether it is going to the supermarket G for groceries for an elderly neighbor, shoveling a sidewalk, or making a meal and sharing it with a family H member – these acts of kindness are a positive during this difficult time. Many in the faith community in our area are coming together and helping each other and their parishoners. In these times of need, it is important to not forget the organizations that help the less fortunate, whether it is the local food bank or any other community/faith-based charity. Late in 2020, Telford Borough had one of our Councilmen, James Schaeffer, resign his position. Mr. Schaeffer served our community for nine and a half years and he was a dedicated community member and we wish him good health in his years to come. Telford Borough Council recently appointed Jeffrey Maxwell, a former Borough Councilman, to serve our community in this position. We look forward to Mr. Maxwell’s guidance and wisdom in his efforts to better our community. Looking ahead to 2021, let’s all hope we can get back to some semblance of order. Hopefully, this pandemic will ease as the vaccines take affect in our country in the coming months. We need to come together and work with our friends, family and neighbors to pull us all through safely. We need to continue to support our small businesses, such as restaurants, small stores, barber shops, salons and family-owned businesses because they, too, are on the brink of losing their lifetime investment. We must not allow these businesses to suffer any longer than necessary as they are the backbone of our economy and our small town. NEW TELFORD BOROUGH HALL T RENOVATION PROJECT UPDATE E During 2020, Telford Borough undertook an ambitious project in the purchase of the former Univest Bank L building located at the corner of Penn Avenue and Main Street. Telford Borough Council directed this F purchase as they consider this property the premier location for their Borough Hall in all of the community. O They contracted Bracy Construction to renovate the entire building into a modern, handicap accessible, R municipal building. D The facility has been renovated and will serve this community for many years to come as the center for B municipal government. The entire administrative staff will relocate to this facility in the coming months. O Look forward to our grand opening in the spring of 2021. R One key feature to the new building will be the addition of a new drive-through window for the payment of O water and sewer bills. Also, a new handicap entrance and ADA bathroom facilities will allow all residents U access to municipal services they need. G H Eventually, it is planned to have our tax collector maintain hours in the Borough Hall, where he will collect tax payments for the convenience of our residents. Everyone is glad to get 2020 behind us and to look forward to better O times. 2020 was a tough year for law enforcement and for the Telford Borough Police Department, it was U no exception. G H A global pandemic, one like has never been seen in several generations, shut down the country and subjected virtually everyone to a virus that little was known about, one that had no cure. It changed the lives of every American. While it was scary to be sure, I am very proud of the officers and staff who kept serving the community despite the personal risks to them and their families. Over half of the members of the Telford Borough Police Department were diagnosed with COVID, while almost all others were required to quarantine because of exposure to others who had the virus. Though some changes were made, for the most part the police department remained fully operational, protecting, and serving the Telford Borough Community. Just as people were starting to accept the restrictions and shutdowns as a result of COVID, several situations, mainly in Minneapolis and Philadelphia thrust a veil of mistrust and a negative sentiment against police officers. In many cities the cries to “defund the police” and to “abolish the police” became daily fodder for the news media, platforms for many politicians and the discourse of many professional athletes and celebrities. In many cities and areas of the country, the police were targets of persecution; however, the average Telford Borough Police officer gained 10 pounds as the result of the many gifts of food that were given by our wonderful and supportive community. Nothing says we love and support our police like a tray of hoagies or a tin of homemade chocolate chip cookies. Though it was certainly not necessary, it is greatly appreciated. The Telford Borough Police Department is committed to serving the community. Successful policing cannot be done by officers and patrol cars alone. The community is safest when the police and the community work together to solve the problems that create crime and disorder. In our community we are fortunate enough to have the faith community, business community, school district and non-profit organizations that, together with the police and local government officials, working in concert. Working together creates a synergy that that is difficult to defeat. It is not like that in the majority of communities. The officers and staff of the Telford Borough Police Department look forward to protecting and serving the community in 2021 and beyond. The department is framed by the Core Values of Integrity, Justice, Respect, Duty and Service. While COVID is just starting to weaken at the edges, and some are still demonizing the police, more challenges will come and with the help and the support of our great community, we will work through them and overcome just like in 2020. A TRIBUTE TO CHIEF JAMES P. LEARY Early on a Sunday morning in June 2017, over 700 people from 5 local churches S gathered in the Souderton Community Park to worship. It’s a place where, on O every 3rd weekend in June, Soudertonians have traditionally gathered to Celebrate Souderton—a weekend-long event that began in 2012, marking the 125th Anniversary U of Souderton Borough. D E What some may not know is how this weekend came to embrace the ecumenical church service that brought those 700-plus people to Souderton. The person behind R this amazing event is James P. Leary, retired Chief of Police of Souderton Borough. T Leary, who retired in January 2021, after serving the borough for 10 years, remains O the driving force behind much of what is known today as the Celebrate Souderton N Retired Chief James P. Leary Weekend. Several years ago, at an administrative works meeting, Leary was asked by Richard Halbom (councilor at the B time), “What more can Souderton offer to its residents on this celebratory weekend?” That question sparked in O Leary what he actually already did everyday as he served our borough. Through his faith and love for Souderton, R coupled with his 21st century policing approach, Leary joined this faith-based community with the church service as a central focus of the weekend. “I am a church goer, and I know Souderton is a strong, faith-based community. O I reached out to 5 of our 8 churches and got buy-in from them and used that event as the centerpiece for the U celebratory weekend,” recalled Leary. G H In addition to the church service, Leary reached out to community leaders for ways to connect with its residents. With 3rd Fridays, founded by the Souderton Business Improvement District (now known as Souderton Connects) in April 2017, Friday was already covered. For the Saturday events, Leary contacted the Souderton Community Pool manager, Laura Aquilante, who offered free cotton candy, games, and a DJ along with discounted pool passes. Next, Leary contacted Jim Hunsberger of East Penn Modifiers and asked him to bring his 100+ car show to the park. Finally, Sunday started with the ecumenical service followed by Concert Sundaes in the Park, the 34-year-old Souderton tradition of live music and delicious ice cream, and ended with the spectacular fireworks in the evening, another one of Leary’s most cherished accomplishments. “I call these ‘Bella’s Birthday Fireworks,’” Leary said. Since 2012, he’s been spearheading this traditional event that happens to fall on or around his granddaughter’s birthday. Let’s be clear, though, Leary’s job wasn’t all fireworks and fun. He accomplished much in his 10-year career with the Souderton Borough Police Department (SBPD). He led the small police department comprised of 11 police officers (6 full-time; 5 part-time), through many good and even some very difficult times, always remaining steadfast in his dedication to policing and bringing the community closer. “From day 1, I knocked on doors to get to know this community,” said Leary. In partnership with Souderton’s Borough Council, Leary worked to improve the department’s administrative operations and bring the information technology up to its current standards. Most important at the time when he joined the force was to create a bigger impact in the borough through Community- Oriented Policing Services. COPS is a 21st century form of policing that concentrates on preventing crime through earning the trust of the community and its stakeholders (business owners, religious & civic organizations, and schools) in their own safety. Leary demonstrated his policing by showing up every day. He was often seen fist- bumping school children as they entered E. Merton Crouthamel Elementary School or attending an assembly on drug and alcohol prevention at the Souderton Area High School. Leary also often visited Emmanuel Lutheran Church where Pastor John Heidgerd and his volunteers handed out brown-bagged meals and boxes filled with food to community members in need. Among Leary’s biggest professional accomplishments as Chief was the creation of the very first Drug Take-Back Program in Montgomery County, a year-round effort that has collected hundreds of pounds of prescription drugs, dropped off anonymously, at the SBPD. The Annual Community Night Out is another event that Leary looked forward to every year. “I am good at putting out the concepts and getting things started,” said Leary. “I always look at replacement strategies and I’ve made sure good people are in line to take my place should anything happen before my retirement.” On January 10, 2021, Leary finished his last day as Chief of Police for the Borough of Souderton. He leaves behind a legacy that will live on in the hearts and minds of many Soudertonians. The hope is that Leary remains close by to help share in traditions and memories yet to be made in Souderton. IN D IA N V A LLE YCH A M B E R . C O M 15
THE BROAD THEATER—Rebirth of an Indian Valley Icon S Many may remember the Broad Theater (circa 1922) and its iconic marquee located at Broad Street O & Washington Avenue in Souderton, a single-screen movie theater that served as the entertainment cornerstone for generations of families in the Indian Valley. U D “When I was about 10 years old, I remember my Mom E and I walked from our house on Mifflin Street down to the R Broad Theater,” said Jerry Moyer, resident of Souderton since 1956. He recalled spending time with his Mom and T doing what he loved most—watching movies—as some of O his greatest memories. N The retired Souderton Borough Police Officer (1972- 2013) reminisced about spending Friday and Saturday B nights at the theater. “We bought a book of 10 tickets for O $5—we probably saved about a quarter by buying a whole R book,” recalled Moyer. O Years passed and the theater struggled to stay current U with changing ownership, declining patronage, and overall G neglect and structural decay. The theater finally closed in 2006. A failed restoration attempt left the building H gutted and vacant until the Borough of Souderton took possession of it. That all changed in 2018 when Kyle Hoff (Hoff Properties) and his partner Charles Crown (Towne Answering Service) submitted a bid that was accepted for the vacant building shell. After 2 years of construction—mostly completed during the pandemic—the Broad Theater reopened its doors in November 2020, with a brand-new look and a 1920s retro feel that captures the cinematic glory it gave birth to nearly a century ago. “Both of us had seen the theater change hands and were glad to see progress, but were disappointed when it got boarded up,” said Hoff. Not only did they want to provide a fun destination, Hoff and Crown wanted people to be able to enjoy a state-of-the-art theater with reasonably priced tickets and concessions that wouldn’t break the bank. “Our business model was to run on volume and get more S people in the theater,” said Hoff. “We wanted to create the best movie experience ever— O all at an affordable price.” (Tickets: adults, $9; children, $7). U Today, the Broad Theater houses 3 digital screens with Dolby 7.1 surround sound that D holds 323 seats. It offers first-run, classic, and independent films that will entertain all E ages. The first two theaters are located on the first floor with 136 seats each while the R second-floor theater holds 51 seats. “We went to some lengthy extents with sound, keeping T each theater insulated,” said Crown. Not cutting any corners, the theater has twice the amount of framing, O two inches of foam insulation between its walls, and steel-based bleachers poured with concrete that hold N its stadium seats. Outside, the brickwork architecture maintains the classic look of the old theater with its signature archway. B The new theater sign spans vertically 30 feet into the sky, with a red façade and white lettering that can be O seen from both directions on Broad Street. A digital marquee juts out below the sign displaying the date, R time, temperature, and movie times. O The large-paned glass windows on Broad Street and along Washington Avenue give passersby a decent U view into the main lobby. Once inside, the high ceilings expose its open industrial format and original G brickwork that emit a modern yet nostalgic feel. The real movie experience begins in this expansive H gathering space where you can meet family and friends, enjoy affordable snacks and refreshments at the concession stand, and drink a cold beer served by local Freewill Brewery’s taproom. What’s more, there is an entranceway to the Broad Street Italian Restaurant. When the Broad Theater opened late last year, much like he and his Mom had done all those years ago, Jerry Moyer met his own children and grandchildren to watch a movie, their first, his first in over 40 years. THE SOUDERTON COMMUNITY PARK S Looking to the Future O Get ready to create new memories and expand on past family traditions in the Souderton Community Park, U one of the largest and most active parks in Souderton. Over the next several years, the park is getting a new D look and improved amenities in a project led by the Souderton-Telford Rotary Club—a major contributor and E organizer of the fundraising campaign. In addition, the Souderton Community Park was awarded a $225,000 R grant by the Pennsylvania Community Conservation Program that is administered by the Department of T Conservation and Natural Resources. Souderton Borough will also be making its own contributions through capital funds and construction activities through our O Public Works Department. N Overall park renovations involve those that will make B it more functional including on-site restrooms, a kitchen O facility, a paved parking lot, new lampposts, pathway lighting, ADA (Americans with Disabilities Act) landing R areas, sculpture gardens, and playground/fitness O equipment along with refurbishment of existing park U features. G H Former president of the Souderton-Telford Rotary Club, Leon Moyer (2017-2018) said it all started with a casual conversation with the Mayor of Souderton, John Reynolds, about ‘sprucing up the bandshell and recognizing people from way back.’ “Our job as Rotarians is to promote improvements in our community,” said Moyer. Knowing that the Borough of Souderton was planning to do broader renovations to the park, Moyer said it was a good opportunity to propose the idea of extensive park renovations and memorializing those that have volunteered and given much to the community’s park. In June 2019, the project began with commemorating lifelong Soudertonian, Mayor, and Rotarian, Charles H. Allebach, dedicating a monument located at the corner of Main Street and Reliance Road, near the clock tower, and aptly naming it the Charles Allebach Pocket Park. 18 INDIAN V A L L EY CH A M BER OF CO M M E R CE
In August 2019, Moyer, the Rotary’s Park Project chair, announced that S the Concert Sundaes lawn would be O dedicated to Marcus Rosenberger— U one of the founding members of Concert D Sundaes in the Park. Rosenberger has been a Souderton-Telford Rotarian for E 50 years. He was given a plaque that is R planned for placement in spring 2021. T O Since 2020, renovations have continued with the help of Souderton Borough’s Public Works crew that N have included major uplifts to the Maurice W. Foulke bandshell, such as painting, upgraded LED lighting, steps with handrails, and the replacement of the slate cap on the wall surrounding the bandshell. Excavating, drainage, and grading also have been completed in front of the bandshell wall that has been repointed and B beautified with added landscaping. Trees surrounding the bandshell have been removed as well as the stone O walls from the Wile Avenue entrance of the park to make way for the parking lot. The pavilion also received R significant upgrades including raising and re-shingling the roof and repainting of the outside and inside with O a lighter color. U Future plans include a semi-circular pathway in front of the bandshell with a compass-like area where G a pillar will hold the plaque dedicating the concert lawn to Rosenberger. Other plans include lighting the H pathways and erecting structures on either side of the bandshell to elevate speakers to project sound and hold LED screens to project video. One of the biggest improvements will be the creation of a building that will hold public restrooms, handicap restrooms, and a small kitchen with hot & cold water and a place for food prep and storage for Concert Sundaes. “We want this park to be for the future, for beyond 2025,” remarked Moyer. The Rotary Park Project Committee continues to meet monthly to discuss renovations and upcoming events that will impact park patrons during construction. Completion is expected in 2025 that will coincide with the Souderton-Telford Rotary’s 100th year of its charter, when the park will be named Rotary Park. O We truly are fortunate to have Chief Newhall joining the ranks of the N SBPD and are sure his knowledge and experience will be beneficial in guiding the officers under his watch as they protect and serve the B residents of the Souderton community. O R The SBPD acquired Newhall after a detailed selection process that spanned many months that entailed videos, testing, and many interviews O by our Borough Council appointed Police Chief Selection Committee. U Chief Brian A. Newhall G There are numerous components for a candidate to undergo in the H selection process. We were assisted in the search by a consulting firm, SafeCity Solutions, LLC. After initially receiving nearly 55 candidates to choose from, the final choice of Souderton Borough Council, upon recommendation of the Police Chief Selection Committee and all parties involved, was Newhall. Newhall will be bringing Community-Oriented Policing Services (COPS) with him, a style of policing that emphasizes citizen interaction and participation in problem-solving, so it’s hard to think that the Souderton criminal community will present him with any challenges he hasn’t seen before. But considering his experience and impressive resume, we expect that Newall is up to the job and we wish him well. Borough residents can expect to see him on our streets and at local events. Newhall is no stranger to our community. As a Lansdale resident, he has made Souderton one of his go-to places to visit, dine, and shop. Newhall received a warm Souderton welcome at his swearing in on Monday, January 4, 2021, at the Borough Council meeting. Don’t forget to wave hello when you see Chief Newhall walking the beat! Message From JON HAMMER, Township Manager As we continue into 2021, I want to express my deep gratitude to each F of you for your support of our community during the past year. 2020 will R be remembered for challenges the likes of which have not been seen for A generations. It will also be remembered for the way we as a community N stepped up and met those challenges. C The township developed thoughtful and pragmatic plans, adapted to O changing circumstances, and safely served the needs of the community N while maintaining focus on our mission. Our Police Department, Public I Works, and office staff all continued to work and serve during the A pandemic. The collaboration with community partners across the Indian Jon Hammer, Township Manager Valley has been invaluable to meeting our goals. Our partners with Franconia Township the local fire companies, ambulance, school district, businesses and T residents have all been strengthened during this very difficult time. We have worked closely with our local O senior communities, Chamber of Commerce, and any other organization we can work with to strengthen W our community. And while we will continue to face challenges from COVID-19 in the coming months, we N have established a framework and demonstrated the resilience necessary to succeed as we tackle these S issues head-on. H The businesses and residents of Franconia Township have done outstanding work. Caring for their I neighbors in times of need, whether it is COVID-19 or helping an elderly neighbor shovel out from a P snowstorm, our residents have answered the call to serve. Our faith community has simply been remarkable – reaching out and helping others. I wish I could recognize each of the faith communities in the township but feel any form of recognition would be inadequate for the long hours and dedication they contribute to Franconia Township. We are fortunate to have a wonderful group of elected Supervisors, selflessly serving to keep up our outstanding quality of life. Last year, we welcomed a new Township Supervisor, Jill Halteman to the Board of Supervisors. Jill is a small business owner in our community, co-owner of the R and J Farm Market on Allentown Road, and has been active in serving our community for decades. Jill replaces Curtis Kratz on the Board. Mr. Kratz will be remembered as a strong leader, who put Franconia at the forefront of farmland preservation efforts. Our other Township Supervisors, Chairman Grey Godshall, Vice-Chair David Fazio, Robert Nice and Dr. Charles Amuso have all worked throughout the pandemic to ensure our township was operating efficiently and effectively to serve the residents during this difficult time. Lastly, let’s all hope for a better 2021. In fact, let us do more than hope - let’s actively work together to strengthen our community by helping our neighbors, patronizing our small businesses, and staying positive. TOWNSHIP STAFF AVAILABLE BY APPOINTMENT In response to the COVID-19 guidelines, the township staff continues to remain available by appointment. While we encourage conducting business online or by phone whenever possible, permits may be picked up in person through the scheduling of an appointment. Staff is readily available to answer questions and assist with the permit process either by phone or email. It is now and always has been the goal of the administrative staff to issue permits in a timely and efficient manner. Permit applications are available on the website, www.franconiatownship.org located on the Building and Zoning page. Completed and signed applications may either be mailed or dropped off at the Township Building via a drop box located to the left of the front doors.
