Purpose The TFG program has been developed by TFI to ensure producers who supply the Group operate responsibly in accordance with all relevant Australian livestock production industry standards and requirements. This manual details the requirements that producers and their livestock production systems must meet in order to participate in the program along with the process to ensure ongoing compliance. The program ensures integrity of the raising claims; raised without antibiotics, no added hormones, humanely raised and sustainable. It also extends to TFI’s additional programs; grass fed, grain fed and organic for those producers who wish to participate. 1.1. Farm Accreditation Livestock Production Assurance Program Meat Standards Australia All producers must be audited and accredited Producers must be registered and certified producers of MLA’s LPA program. through MLA’s MSA program. All livestock movements must be accompanied with a LPA NVD. All documentation is required to be kept up to date and reviewed annually. 1.2. Traceability It is a minimum requirement for producers to have a system in place to demonstrate complete all of life traceability of livestock and their movements between owners and properties. This may either be managed through NLIS RFID ear tags or through extensive livestock record keeping as part of the LPA program. Records must record adequate information so that livestock can be traced back to their property of birth. Software systems which include but are not limited to; AgriWebb, AgLive, Maia Technology – Maia Grazing – and Protrace Solutions may be used to record this information. 1.3. Animal Welfare Producers must adhere to the standards outlined in the Australian Animal Welfare Standards and Guidelines handbook. Compliance is audited in line with LPA certification. 1.4. Animal Health Producers are required to have SOP’s in place to provide care for sick and injured livestock within 24 hours of the illness or injury being discovered. A veterinarian / veterinary practice must be nominated to administer medications and conduct required surgical procedures. All medicines must be kept in a lockable store away from livestock and disposed of responsibly. All sick or injured livestock must be treated according to the Australian Animal Welfare Standards and Guidelines. In an instance where antibiotics are required to be administered, the animal will be treated by a trained individual, identified by an ear tag and removed from the program. Basic animal health treatment practices such as drenching and vaccinating can continue on property. Products allowed to be used to treat livestock are listed in the Thomas Family Guarantee List of Prohibited and Allowable Treatments. Animal treatment records must be kept and regularly updated. All livestock must not be within a WHP or ESI when consigned to a TFI establishment. An SOP outlining the properties livestock euthanasia and disposal of carcasses procedures must be in place and known by all staff. THOMAS FA M ILY GUAR AN T EE - V.1 - JUN E 2 0 1 9 PAG E 6
1.5. Animal Husbandry SOP’s must be in place to ensure all staff understand the basics of animal husbandry and are skilled to perform assigned duties. Training records for all staff must be kept and reviewed annually. Contractors employed to perform on farm jobs must be licensed and skilled in their performed activities. Properties and livestock handling facilities must be safe and secure, meet the basic requirements outlined in the Australian Animal Welfare Standards and Guidelines and be appropriate to facilitate births if intervention is required. 1.6. Feed and Water Fresh feed and water must be available to livestock at all times. Stockfeed treatment and purchase records must be kept up to date and held for five years. Appropriate measures must be taken to ensure contamination does not occur when mixing feedstuffs. Contractors used to mix stockfeed must be certified. Systems must be in place to control vermin in areas of where livestock feed is kept. All bait/ trapping techniques must be used responsibly. 1.7. Livestock Transport When preparing for dispatch, livestock are to remain off feed for no longer than 24 hours (excluding mutton and goat) and always have access to clean and fresh water. The Land Transport of Livestock Standards and Guidelines must be available for reference and familiar to all persons employed on the property. 2.1. Raised without Antibiotics To be included in the TFG program, all livestock must never be treated with Antibiotics. Animals treated with antibiotics must be done so under supervision of, or by an experienced individual. The animal treated must be identified with an ear tag that clearly identifies the animal treated and removed from the program. If a cow in gestation or with a calf at foot is treated with antibiotics, both the cow and the calf must be removed from the program. The administration of antibiotics must be recorded on an animal treatment record and disclosed on the NVD. 2.2. No Added Hormones Hormones HGP’s are never to be administered to livestock. Livestock administered Hormones or HPGs are to be tagged with an exclusion tag and removed from the program. Hormone administrations must be recorded on an animal treatment record and disclosed on the NVD. Humanely Raised Producers must meet the guidelines of the Endorsed - Australian Animal Welfare Standards and Guidelines for Cattle and/or Sheep as outlined in the LPA Standards. A copy must also be made available on property for reference when required. 2.4.Sustainable Producers must meet the requirements of the TFI’s Producer Environmental Declaration. The declaration outlines that the participating properties meet the below requirements to maintain and preserve the land for future generations use. The guidelines are to: • Comply with the applicable legal requirements that relate to environmental aspects of primary production. • Implement procedures to prevent the pollution of the air and waterways. • Reduce waste and minimises the consumption of resources. • Organic and inorganic chemicals and application equipment must be stored in an appropriate place and disposed of responsibly to minimise contamination and pollution. • Educate and train employees to carry out tasks in an environmentally responsible manner. 3.2. Grain Fed Livestock to be included in the TFG grain fed program must be sourced from an Aus-Meat accredited livestock production system that is a member of the ALFA and operates under the NFAS. Rations fed to livestock must be free of meat, organs and products from ruminant animals; Bovine semen, Bovine embryo and ova; Meat and Bone Meal, meat meal, poultry offal meal, feather meal; Dry greaves, fishmeal, dicalcium phosphate, gelatine, and their mixtures. Rations must also be free from antibiotics and genetically engineered material. Grain fed certification must accompany the NVD with the consigned livestock to a TFI processing facility. 4.1. Supplier Application Applicants will be reviewed and approved upon receipt of the TFG application form. The minimum standards of the TFG must be upheld from date of application. Successful applicants will receive a TFG supplier number and a certificate of compliance. When booking in livestock with TFI buyers, producers are required to quote their supplier number. Supplier’s numbers will correlate directly with their certification in the TFG. 4.2. Property Audits Property audits will be conducted by a representative of TFI on a random basis every 12 months for general TFG producers. Producers who opt to participate in an additional program will be audited annually as per the additional program requirements. 28 days’ notice by email, phone and letter correspondence will be given to producers that an audit will be completed. All suppliers will receive a Preparation for Audit check list. Upon completion of the audit, corrective actions will be issued and expected to be rectified promptly. A critical non-compliance will require the property to be reaudited, 28 days after the initial audit. The TFG is a third party verified program through Aus-Meat. At random, properties may be re-audited or TFI auditor may be accompanied by an accredited Aus-meat auditor, to verify TFI’s audit process. 4.3.
