The New Sport Model for Athletics and Recreation at Wilfrid Laurier University “Wilfrid Laurier University is committed to developing the best Athletics and Recreation program in Canada. The Department of Athletics and Recreation is a student leadership driven program which strives to provide the spectrum of co‐curricular opportunities from casual recreation; fitness; instructional sport, dance, martial arts; physical activity clubs to intramural leagues and tournaments to high performance inter‐university varsity teams.” Vision Statement Laurier Department Athletics and Recreation History Wilfrid Laurier University has a tradition of excellence in Athletics and Recreation which has seen Golden Hawk Teams capture 60 Ontario University Athletics (OUA) Championships and 12 National Canadian Interuniversity Sport banners in our history. In addition, Laurier’s student‐leader driven model of program delivery within intramurals and recreation has earned top recognition, capturing it’s third Canadian Intramural Recreation Association (CIRA‐Ontario) Award of Excellence in the past 2010‐11 academic year. While awards and Championships are an important hallmark of a successful Athletics and Recreation program, it is important to note that the academic performance of our student‐athletes has earned significant national and provincial recognition with over 45 student‐athletes achieving CIS Academic All‐Canadian and OUA Academic All‐Star honours. In recent years, universities across Canada, including Laurier, have faced some significant budget challenges. At the same time, Laurier has experienced significant growth in student enrolment and a corresponding increase in demand for recreational and intramural activities and related space. Since 2009, Laurier’s Department of Athletics & Recreation has sought to increase revenues and decrease costs, including implementing a participation fee paid for by student‐athletes, and an introduction of a self‐funded model for eight varsity sports. However, it was determined that ongoing across‐the‐board budget restrictions for all teams would only weaken the university’s ability to field competitive teams at the provincial and national levels.
In light of all these factors, the university undertook a detailed program review of its varsity and recreational programs and budgets. As a result of this review, the Director of Athletics & Recreation released a document titled “Reshaping the Sport Model for Athletics & Recreation at Wilfrid Laurier University”. This article outlined the necessity to restructure the interuniversity sport model which included the unfortunate decision to discontinue the men’s and women’s volleyball programs. The reallocation of staff, financial and facility resources from the elimination of the volleyball programs was used to achieve the objectives of strengthening the remaining interuniversity team operating budgets, address the short fall of staffing infrastructure within athletic therapy, sport information, and event management support, and to meet the facility demand of recreational/intramural users and club participants. To ensure this high standard of success, Laurier’s Department of Athletics and Recreation has reshaped its sport model to reflect the interests of all fee paying students across the spectrum of opportunities within the program. The Laurier student population has grown over the past fifteen years from 5,800 students to our current 15,000 student population on the Laurier Waterloo Campus. In addition, the new sport model will strengthen the resource allocation of staff, money, facility allocation which have threatened our ability to fulfill our mandate to compete on the National and Provincial Stage. The new sport model also puts in place a broader infrastructure upon which recreational clubs and emerging competitive sports can grow participant opportunities under the Laurier Athletics and Recreation umbrella. Objectives of Laurier’s New Sport Model 1) Align Laurier’s current Interuniversity sport teams with the OUA sport model introduced in 2009‐10 2) Create a structure for Recreational Competitive (non OUA) and Intramural/Recreational Clubs. Previously, many of these clubs existed under the sanctioning of the Wilfrid Laurier Students’ Union (WLUSU) and in agreement with the WLU Students’ Union we are now aligning these clubs within the WLU Department Athletics and Recreation. 3) Hire a new full‐time staff member as Coordinator Clubs/Aquatics/Camps to support the new club structure under the Laurier Sport Model by September 15th, 2011. This position will also support the increased program demands of Laurier’s renovated 50‐meter pool as well as address the risk management responsibilities of the pool operation on an ongoing basis. 4) Re‐allocate the Athletic Complex facility space in response to the demand of student intramural and recreational activities particularly within the triple gymnasium space. 5) Re‐allocate financial resources to the remaining market driven sports who have suffered erosion of their operating budget since university wide funding cuts began in 2009. Funds will be reallocated to assist the following sports:
A) Men’s Hockey: To address the travel shortfall due to the entry of Nippissing University and Far East Conference travel to Quebec. B) Women’s Hockey: To address funding of our female coaching mentoring program C) Women’s Basketball: To secure full‐time salary and benefits for Manager, Women’s Basketball Operations and Head Coach D) Men’s Basketball: To address underfunding of operating budget E) Women’s Soccer: To address underfunding of operating budget F) Men’s Soccer: To address underfunding of operating budget 6) To create a grant system by allocating $15,000 for OUA Competitive Clubs (formerly pay‐to‐play sports who had their funding cut in 2009) who can apply for grants which will assist their league operating costs. The criteria for eligibility for funds will be based on meeting standards of club regulations, meeting fundraising targets, and team performance. 7) Currently the Department of Athletics and Recreation is working with the Wilfrid Laurier University Students’ Union on transition funding which will assist in the support of the Coordinator Clubs/Aquatics/Camps position as well as some funds for Recreational Competitive clubs (non OUA) and Intramural/Recreational Clubs. 8) Hire a dedicated Communications Coordinator to increase the full‐time staff complement in order to reduce the overtime liability in the workload of the communications full‐time staff based on the current requirements of interuniversity teams for OUA and CIS. 9) Reallocate the work schedules of Athletic Therapy Full‐time staff in order to reduce the overtime liability in the coverage based on the level of requirements of Interuniversity teams for OUA and CIS.

This support structure will serve as a guide to ensure department planning and resource allocation as per the model. Transition and Timeline The implementation of the new Laurier Sport Model will be immediate. However, for the Recreational Competitive Club (Non‐OUA) and the Intramural/Recreational Clubs there will be a need for a transition period upon which all potential clubs within these categories must go through a Clubs sanctioning application process beginning in September 2011 to ensure their club meets the Laurier Athletics and Recreation Clubs criteria.
