Dragon Boat Century Race OVER RIDING COMPETITION REGULATIONS AND RULES OF RACING The Competition Regulations and Rules of Racing (CR&RR) that are mentioned in this Entry Rules for the Dragon Boat Century race, shall supercede and overwrite the International Dragon Boat Federation (IDBF) CR&RR. This Entry Rules serves to inform the participant of those unique set of CR&RR that are only in used for the Dragon Boat Century race. For any other CR&RR not mentioned in this Entry Rules for the Dragon Boat Century race, the IDBF CR&RR shall take effect. Dragon Boat Century Race 1. EVENT DAY Race Day I: Saturday, 14th March 2020, 0800hrs to 1830hrs Race Day II: Sunday, 15th March 2020, 0800hrs to 1830hrs 2 RACING CATEGORY 2.1 SDBA affiliates, non-affiliates, associates and schools are welcome to participate in the Century Dragon Boat race. 2.2 Registration will be using SDBA on-line registration system on a First-come-First-get basis. 2.3 The following categories shall be raced in the Century Dragon Boat Race (this clause shall be read in conjunction with the Crew Composition and Crew Registration Eligibility below): Race Day Racing Category/Class/Division Criteria & Requirements 14.03.2020 DB12 Open - For all dragon boat teams Race Day I Century - No restriction on gender mix of the crew DB12 Open - For all dragon boat teams Senior B Century - Crew shall be minimum fifty(50) years of age in the competition year - Exception granted for the Drummer and Steerer ; can be younger than fifty(50) years of age in the competition year (refer to Clause on Crew Composition below) DB12 Open - For all dragon boat teams Senior C Century - Crew shall be minimum sixty(60) years of age in the competition year - Exception granted for the Drummer and Steerer ; can be younger than sixty(60) years of age in the competition year (refer to Clause on Crew Composition below) DB12 Century - For Team(s) that belongs to a Grassroots PA GRO Mixed Organization (GRO), such as a Community Sports Club (CSC) team - The registration must be endorsed by the parent GRO - Mixed Crew ratio composition requirement described in Crew Composition clause below shall apply Page 4 of 17 ©SDBA 2020
Dragon Boat Century Race - A person can only be registered with one(1) PA GRO team, i.e. cannot represent Team X GRO and Team Y GRO - The PA GRO Team may have a maximum of two(2) paddlers that were also registered with another non- PA GRO Team - Teams fielding paddlers in multiple events with other Teams, are limited to two(2) such paddlers - The racing crew (paddlers, drummer and steerer but excluding reserves), shall consist of one(1) Grassroots Leader (GRL) - The GRL is required to produce as proof on race day, the Grassroots card/letter from the CC they served - The racing crew shall consist of minimum two(2) paddlers of any minority ethnicity. Drummer, steerer and reserves are excluded. - The racing crew (paddlers, drummer and steerer but excluding reserves), shall also consist of two(2) athletes of any minority ethnicity - The minority ethnicity must either be Singapore Citizen or Permanent Resident - The Team is permitted to register up to two(2) Foreigners (i.e. non Singapore Citizen or Permanent Resident, etc.) in the capacity as paddlers, drummer Steerer and/or reserves - For queries and clarifications, please contact Passion Wave@Jurong Lake at 6970 4262 DB22 Century - For para dragon boat teams only PA Adaptive Community Open - No restriction on gender mix ratio - Minimum 50% of crew shall be a para Athlete, i.e. half of size of crew entered:- > 10 pax out of 20-crew (max permitted) > 9 pax out of 18-crew (min permitted) - Exception granted for Drummer and Steerer ; shall be able-bodied - Teams may use able bodied athlete(s) registered with other Teams BUT note that back-to-back races are possible and there shall be no waiting for Teams to get ready to race Page 5 of 17 ©SDBA 2020

Physical disabilities including movement disorders 4. Intellectual disabilities - For any other disabilities not covered above, please contact Passion Wave@Jurong Lake at 69704262 15.03.2020 DB12 Women - For all dragon boat teams Race Day II Century - Crew must be all-female (paddlers, drummer, steerer and reserves) DB12 Mixed - For all dragon boat teams Senior A Century - Crew shall be minimum forty(40) years of age in the competition year - Exception granted for the Drummer and Steerer ; can be younger than forty(40) years of age in the competition year (refer to Clause on Crew Composition below) DB12 Mixed - For Singapore companies registered under the Corporate Century Companies Act or under any corresponding previous legislation and includes any corporate formed or incorporated outside Singapore and any branch or subsidiary thereof provided that it is so registered - For Singapore Statutory Boards and Partly Corporatized Government Entities - Crew must be employees of the above - Exception granted for the Steerer only ; need not have to be an employee DB12 Century - For Team(s) that belongs to a Grassroots PA GRO Open Organization (GRO), such as a Community Sports Club (CSC) team - The registration must be endorsed by the parent GRO - No restriction on gender mix of the crew Page 6 of 17 ©SDBA 2020

Dragon Boat Century Race 2.4 For the purpose of ensuring a feasible racing program, it will be necessary to cap the number of participating teams per race category. Lane 1 shall be the lane nearest to the location of the Finish Line Judges. 3.4 The Start shall be Drummer-hold-Buoy style. The Drummer will hold the Start Buoy in their right hand. This will be confirmed in the Team Manager Briefing. 3.5 The Finish shall be at right angles to the Racing Lanes and marked by a row of buoys to indicate the position of the Finish Line. 3.6 The actual Finish Line is a virtual line that is indicated on the Race Judges screen, taken off the High Definition Video Camera and High-Speed Photo Finish Line Camera system. 4. CREW COMPOSITION 4.1 Small 12-Crew Dragon Boat (DB12) i. The crew shall consist of 10 paddlers, 1 Drummer, 1 Steersperson plus 2 reserves for a maximum of 14 athletes. ii. The Team is required to be managed by minimum one(1) Team Manager and one(1) Coach for a maximum of 2 Team Officials Page 8 of 17 ©SDBA 2020
Dragon Boat Century Race iii. The minimum number of paddlers allowed to race in the DB12 is 8 paddlers. iv. Minimum age to participate is twelve(12) years old in the competition year but must be accompanied by a parent or an adult appointed by the parent. 4.2 Standard 22-Crew Dragon Boat Adaptive Community Open crew i. The crew shall consist of minimum 18 or maximum 20 paddlers, 1 Drummer, 1 Steersperson plus 4 reserves for a total minimum of 24 and maximum of 26 athletes. ii. The Team is required to be managed by minimum one(1) Team Manager and one(1) Coach. Team may engage additional Team Officials to handle and/or mentor the adaptive athlete crew. iii. The maximum number of paddlers allowed to race is: - 20 paddlers, consisting of adaptive athlete paddlers + able bodied paddlers - Maximum no. of adaptive athlete paddlers = 20 - Minimum no. of adaptive athlete paddlers = 10 (in which case, the remaining no of crew MUST BE able-bodied paddlers) iv. The minimum number of paddlers allowed to race is: - 18 paddlers, consisting of adaptive athlete paddlers + able bodied paddlers - Maximum no. of adaptive athlete paddlers = 18 - Minimum no. of adaptive athlete paddlers = 9 (in which case, the remaining no of crew MUST BE able-bodied paddlers) iv. Minimum age to participate is twelve(12) but must be accompanied by a parent or an adult appointed by the parent. 4.3 Open Crew No restriction on gender. 4.4 Women Crew All crew members, paddlers + drummer + steersperson + reserves, must be Female. 4.5 Mixed Crew i. Crews must contain a minimum of 4 and a maximum of 5 of each gender paddlers in making-up 5:5 ratio of racing crews. ii. If the Team is going with minimum of 8 paddlers, the minimum of 4 paddlers of each gender still need to be maintained. iii. Summary - 5 male : 5 female (maximum permissible) - 5 male : 4 female - 4 male : 5 female - 4 male : 4 female (minimum permissible) 4.6 Senior Crew i. With the exception of the Drummer and/or Steersperson, all athletes (paddlers + reserves) must be x years old and/or above in the event year. - Senior A – 40 years old and/or above in the competition year - Senior B – 50 years old and/or above in the competition year - Senior C – 60 years old and/or above in the competition year Page 9 of 17 ©SDBA 2020

Minimum age for Drummer is twelve(12) years old in the competition year but must be accompanied by a parent or an adult appointed by the parent. 4.7 Coach Permitted to Double as Athlete i. The Coach is permitted to double as a Racer (drummer, paddler, steersperson and/or reserve). ii. For the Women racing class, the Coach is only permitted to double as Racer provided The Coach is also ‘female’. 4.8 Currency of Crew Members i. All crew members (paddlers + steersperson + drummer + reserves) must be an active/current member/student/staff of the organization, company, corporation, partnership, school, institution, club, association or society in the competition year. ii. With regards to schools or learning institutions, final year students can still represent the school or institution provided their final examinations falls within the competition year (considered to be up to 31st December of the competition year) and they have not graduated yet (considered to HAVE NOT been awarded a diploma, degree or certificate yet). 4.9 Attire & Uniform i. All teams are required to be in same jersey/uniform/attire (i.e. same color, design, etc.). ii. Different color/design are only permitted if the Team’s logo/emblem are prominently displayed on both different colored/design attire. ii. Rash guards/top compression-wear that are worn underneath the team official jersey/uniform/attire and all types of bottoms (i.e. shorts, tights, etc.) are exempted. 4.10 Steersperson i. All Steerspersons must be minimally SDBA-certified Basic Helm. ii. Provisional steerspersons are permitted to race. They are reminded to get their provisional letter endorsed by Chief Boat Marshal on the race day. iii. Steerspersons are warned to avoid collisions and stay within own course/lane at any time. Disregard for or infringement of any safety rule will lead to disciplinary action and/or disqualification for the team, time penalty may also apply. iv. Teams that do not have their own resident Steersperson are advised to engage a qualified Steersperson on their own accord before race day. v. When engaging a qualified Steersperson, please be informed that a clash of the Steersperson’s schedule is possible. Teams are expected to manage the potential clash of schedule and back-to-back races. 5 CREW REGISTRATION ELIGIBILITY 5.1 Each Team is permitted to register up to six(6) racing crew Page 10 of 17 ©SDBA 2020
Dragon Boat Century Race 5.2 Exception is made for the four(4) PA categories. Each Team participating in the PA categories can only register one(1) crew each category: - DB12 Century PA GRO Open - DB12 Century PA GRO Mixed - DB12 Century PA InterGeneration - DB22 Century PA Adaptive Community 5.3 Policy on Double Rostering i. Same person cannot register with different teams within the same racing category. Limited exception is permitted for a person that represents a PA GRO/InterGeneration team (see Racing Category criteria & requirements above) i.e. Mr A cannot represent both Team X and Team Y in the DB12 Open Century, etc. ii. For a Team that registered multiple crews in the same racing category, the Team Manager must take note that the racing crew line-up (athletes + reserves + drummer + steersperson) cannot be replicated for both crews, i.e. Crew 1 must comprise of a different set of people from Crew 2, etc. 5.4 Teams are advised that back-to-back races are foreseeable and unavoidable. It is incumbent upon teams to manage their own respective crews and that they have sufficient number of athletes (paddlers + drummer + steersperson + reserves) for all categories that the team has registered in. 5.5 The Race Organizers will not allow waiting time or concession to wait for a team that has back- to-back races to be ready for their next event. Upon the expiry of the prescribed calling time and the team is still not ready, the Chief Boat Marshall will declare the said team as a ‘no show’ and will advise the Chief Starter to start the race without the said team. The status of the said team will then be listed as “DID NOT START” and the team will forfeit the progression to the next level. 6 RACE PROGRESSION FORMAT 6.1 The race progression format shall be confirmed in the Team Manager’s Meeting. 6.2 Progression to the next level will be based on:- i. Finish position achieved in the respective race and/or ii. Time returned in the finish position of the respective race 6.3 Lane allocation format for progression to the next level after the Heats: Fastest: Lane 3 2nd fastest: Lane 4 3rd fastest: Lane 2 4th fastest: Lane 5 5th fastest: Lane 1 6th fastest: Lane 6 6.4 After the Lane Draw, a Withdrawal Penalty Fee of SGD$100 shall be imposed on the team that withdrew. The Team may also be subjected to Disciplinary Review 6.5 Race Cancellation Policy a. All Repechages are cancelled Page 11 of 17 ©SDBA 2020
Dragon Boat Century Race i. Progression to Quarter or Semi Finals shall be determined by the Time Ranking of the Heat Winners ii. If it is still possible to progress other finishers after all the Heat Winners have been progressed, the Time Ranking of the other finishers after the Heat Winners shall be use to progress such teams. b. All Quarter or Semi-Finals are cancelled i. Progression to the Final(s) shall be determined by the Time Ranking of the Heat Winners ii. If it is still possible to progress other finishers after all the Heat Winners have been progressed, the Time Ranking of the other finishers after the Heat Winners shall be use to progress such teams. iii. Note that there could be up to three(3) levels of Final Level 4 lane race 6 lane race Grand Final Rank 1st to 4th Rank 1st to 6th Minor Final Rank 5th to 8th Rank 7th to 12th Plate Final Rank 9th to 12th Rank 13th to 18th c. Final(s) are cancelled The 1st, 2nd and 3rd positions (Gold, Silver, Bronze) shall be determined by: i. If Semi Finals were successfully completed: by the time ranking of the Semi Final Winners. ii. If only the Quarter Finals were successfully completed but not the Semi Finals: by the time ranking of the Quarter Final Winners ii. If only the Heats were successfully completed but not the Quarter and/or Semi Finals: by the time ranking of the Heat Winners. iii. If it is still possible to rank other finishers after all the above Winners have been ranked, the Time Ranking of the other finishers after the Winners shall be use to rank such teams. d. Round 2 (for 2 round races) is cancelled The 1st, 2nd and 3rd positions (Gold, Silver, Bronze) shall be determined by the results in Round 1 7 EQUIPMENT 7.1. The Organizing Committee shall provide all dragon boats. All teams must provide their own IDBF spec.202a paddles. If Team does not have their own IDBF spec.202a paddles, The Organizers will provide these at a one-time cost, on a per race basis. 7.2 The use of ISO 12402-5 Standard and/or Equivalent (i.e. USCG, EU, EN standard, etc.) Personal Floating Device (PFD) is compulsory in Singapore:- a. A crew member that is not wearing an ISO 12402-5 standard and/or equivalent (i.e. USCG, EU, EN standards, etc.) PFD will be disqualified for participating in the race. Page 12 of 17 ©SDBA 2020

If Team does not have their own ISO 12402-5 standard and/or equivalent (i.e. USCG, EU, EN standards, etc.) PFD, the Organizers will provide these at a one-time cost, on a per race basis. 7.3 It is the responsibility of the crew to ensure that the dragon boat and its equipment are fully functional and water worthy. a. Boats must be checked before embarking for a race, i.e. condition of seats, steering arm, stability of the drum, etc. b. Inform the Boat Marshall, should there be any complaints on the equipment issued. c. The Organizer shall not be held responsible for any boat or equipment failure once a crew has embarked. 7.4 Participating teams shall reimburse the Organizing Committee for any damages or losses to the equipment caused by the team concerned. 7.5 The Organizing Committee has the right to change the boats depending on the availability and weather conditions. 8 REGISTRATION AND FEES 8.1 This event will utilize the Online Registration System at registration.sdba.org.sg S/N Schedule Timeline 1 Registration Open 04.02.2020 2 Registration Closes 19.02.2020 2359hrs 3 SDBA Final Confirmation of Participating Teams 20.02.2020 1700hrs 8.2 How to Register: a. Team Managers who already have SDBA online registration system account, please use your account to login b. Team Managers that do not have the SDBA online registration system account, you will be required to please sign-up with the system first c. In the online registration system, please pick the racing categories you wish to enter d. Please indicate your total no. of athletes. Coronavirus is a family of viruses known to cause illnesses ranging from the common cold to flu which eventually, may also lead to pneumonia (an infection of one or both lungs, causing inflammation of the air sacs which may then fill with fluid or pus, thus affecting breathing) 10.2 Ministry of Health DORSCON Level a.
