Rocket has achieved fantastic results in the show ring under Australian and International judges. His results to date include: three Best in Shows, two Runner Up in Shows, 17 Best in Groups, 20 Runner Up in Groups, 15 in show awards and 71 in group awards, always against very respected competition. We genuinely thank all the judges who have awarded Rocket so highly, recognising his breed conformation and beautiful movement. Rocket has been invited to the last two Contest of Champions, making the top eight both times. During winter 2019, Rocket went to New Zealand, gaining his championship there with some nice group and show awards. He sired a litter which has so far produced two champions. When the Dogzonline competition finished at the end of March this year, Rocket was the Number 1 Bearded Collie in Australia. During our break in showing this year we taught Rocket many tricks and he has so far achieved his Advanced Trick Dog title, under the American system. Rocket is a fast learner and we look forward to exploring other disciplines with him. We sincerely thank the wonderful group of people who handle Rocket for us, we appreciate very much the support we receive from so many in the dog world. Rocket was bred for us by Colleen and Richard Stoate and we are indebted to them for this beautiful boy. Rocket is proudly owned, loved and presented by Simon and Denise Finlay. We wish everyone a great festive season and really hope that 2021 is a much better year for all. 4
PRESIDENT’S REPORT Well we are approaching the end of 2020 and what a year it has been. Last January no one could have imagined what was going to happen. Now 11 months later with few active COVID-19 cases in Australia and vaccines apparently just around the corner perhaps hopefully the worst is over. In Tasmania we have been spared the worst effects of the pandemic although many people have been shattered economically. We have just had visits from Sydney relatives for the first time since February. It is amazing how much grandkids can grow in a year. It is imperative that we continue to socially distance and wear masks where appropriate to ensure we don’t have to reimpose borders. We are heading into the festive season and can I wish all our members and their relatives a very happy holiday season and best wishes for 2021. Well, shows and events have recommenced and congratulations to everyone who was involved. Officials and exhibitors behaved immaculately and all events were most successful. It also great to see that Burnie has received 320 entries for the “Goodbye2020” Shows. Have a great day. Nominations for the Council elections closed at the end of October. Four valid nominations were received for the five vacancies. All those four have been declared elected and the Returning Officer’s declaration is in this gazette. Welcome to our new Councillor Maree Aitchison who brings with her a wealth of business experience. I would also like to extend my sincere thanks to Geoff Blyth who after 20 years on Council decided he wanted a life. Geoff spent a number of years as Vice President and I owe him a debt of thanks for the support he gave me. The remaining vacancy for the balance of Brian Enright’s term will be filled by Council in accordance with the Constitution. The AGM of ANKC took place virtually in October and I was re-elected as Treasurer of that organisation. A summary of the proceedings of the meeting is in this gazette. A Special Board meeting took place on 24 November 2020 with the main object being progressing the replacement of ANKC’s IT System. The Greens have released their policy on animal welfare for the next election. Any member interested in viewing this policy should go to the Greens Website. Dogs Tasmania has arranged to meet with the Labor Party and the RSPCA during December and is organising to meet with the Policy Officer (Animal Health and Welfare) DPIPWE. We have been told that the Animal Welfare Advisory Committee will be reviewing the Act in 2021 as part of the normal legislative review. Full consultation will be undertaken with all stakeholders which includes Dogs Tasmania. Take care of yourselves. There would not be many who won’t be glad to see the back of 2020. Please remember that the office closes at 12.00 noon 18 December 2020 and reopens at 10.00am 11 January 2021. Responding to Activists STEPS FOR HANDLING CONFRONTATION AT AN EXHIBITION OR EVENT Regardless of the risk of confrontation, every exhibitor should proudly uphold the standards Proudly show our expected of us as loving dog owners and practices are best practice members of Dogs Tasmania and present our dogs and ourselves positively. REGULATION & CODE OF ETHICS AMENDMENTS EFFECTIVE 1 JANUARY 2020 23 A member shall provide to all recipients of dogs sold or otherwise disposed of by that member, written details of - (a) the breed characteristics; and (b) vaccination record issued by a veterinary practice and future vaccination requirements (if applicable); and (c) responsible dog ownership information; and all documentation required by DogsTasmania. 83 Any person or any affiliated body found guilty of a charge or breach of a TCA Inc Regulation or Code of Behaviour and Ethics or TCA Inc policy may within fourteen (14) days of the receipt of the written notification of the penalty give notice of appeal against the decision, such notice shall be accompanied by a deposit of 8 units (as per the current “Scale of Charges”). The TCA Inc. Council shall hear the appeal, either upon the evidence previously before it or upon affidavits or statutory declarations or viva voce evidence or in any way it may think fit, either in the presence or absence of the person or persons considered by the said TCA Inc. Council to be concerned. The TCA Inc. Council may then quash, set aside, decrease or add to the penalty awarded by it or confirm its previous decision. 127 A steward is to assemble the exhibits for a class by calling the exhibit number in such a manner that the handler ought to have reasonably heard the call. Three calls are deemed to be sufficient notice. The onus is on the exhibitor to be present at the ring when required, and to wear the exhibit number applicable to the exhibit being handled. 127.1 An exhibit will be declared absent by the ring steward if its number has not been acknowledged and the exhibit is not present in the ring at the time when the ring steward consigns the class to the judge for the commencement of judging of that class. If a steward declares an exhibit absent the judge has no authority to override the steward’s action. 129.2 If a member is, or becomes incapacitated on the day of the show and requires an assistant to handle their dog, the Ring Steward must be advised prior to the exhibit entering the judging ring. The assistant must not under any circumstances impede the Judging. 162 All rings must be clearly numbered for identification. Signs must a minimum of 1500 mm above ground level. The numbers are to be a minimum of 230 mm in height and of an appropriate width. Ring 1 shall be a minimum of 225 square metres with a minimum width of 10 metres. All other Rings shall be a minimum of 115 square metres with a minimum width of 10 metres. The TCA Inc offers a microchipping service throughout the state at a cost of $20 per dog/ puppy (including lifetime registration on a nation-wide data base). TASMANIAN CONTEST OF CHAMPIONS REGULATIONS effective 1 January 2020 for the 2022 Competition 1. This competition is organised by the Combined Breeds Dog Club of Tasmania Inc. 2. Any dog/bitch must have attained the title of Australian Champion by 31 December each year that is confirmed by the TCA Inc office prior to 15 January in the following year. 3. Each year the number of judges to be appointed shall be determined by the committee of the Combined Breeds Dog Club of Tasmania Inc. 4. The judges will be selected by an independent member on behalf of the committee of the Combined Breeds Dog Club of Tasmania Inc. The Judges will be announced on the night. 5. For dogs/bitches to compete at the Contest of Champions all qualifying points must be obtained at Tasmanian shows. 6. Dogs/bitches must gain their wins in Tasmania but do not have to be owned outright by a resident of Tasmania. Dogs/bitches, at the time of qualifying, wholly owned by a person/s not resident in Tasmania are ineligible. 7. There will be 32 invitations issued to the top qualifying dogs on the following basis: Invitations will be issued to the top 32 dogs ALL BREEDS Scoring for these positions will be as follows: Best in Show 4 points Runner Up Best in Show 3 Points Best in Group 2 Points Runner Up In Group 1 Points (Maximum of 4 points per show) • If any dog/bitch invited cancels, withdraws or does not accept the invitation an invitation will be issued to the next highest scoring exhibit. 8. Invitations will be forwarded to exhibitors as soon as possible but no later than 15 January in each year. 9. Judging will be by means of a knock out competition, 16 heats with the winner of each heat going through to the next round until two only remain. There will be one final winner. The order of judging will be determined by a public draw at the event prior to the commencement of judging. 10. The TCA Inc Council will appoint an independent adjudicator for the event. 11. In the event of any contingency arising which is not covered by these Regulations the club’s committee, in conjunction with the TCA Inc appointed adjudicator, has the power to make such rulings as they determine are in the best interests of the club and the continuing prestige of the event. 12
TASMANIAN KENNEL CLUB INC RULES – PUPPY OF THE YEAR For the 2021 Qualifying Year – Final 2022 1. Exhibit qualifies by winning either a Minor or Puppy In Group award at any All Breeds Championship Show or Group Show in Tasmania from 1 of January till 31 December each year. 2. All exhibits have to be in exhibitors name or co-owned/leased by an exhibitor who is a financial member of Dogs Tasmania at the time of the dog's win. 3. Puppies can qualify two years in a row but if same exhibit has won the POTY in the previous year it will be ineligible. 4. Competition will be held in February/March each year. 5. Invitation will be extended via the December issue of The Gazette. 6. Depending on entries received each dog will be entered in a heat of up to a maximum of five dogs, with two heats making up one round. 7. There will be two judges and each dog will be assessed by each judge in each heat of the round. 8. Dogs once handed over to the respective judge must compete and be assessed in both heats of the round. 9. There will be one winner from each heat that progress through to the next round. 10. There will be an outright winner only, no runner-up. CONFORMATION JUDGES TRAINING Trainee Judges wishing to enrol in the Conformation Judges Training Scheme 2021 are advised applications close not later than Friday 4 December 2020. PERFORMANCE DISCIPLINES JUDGES TRAINING Members wishing to enrol in Judges Training Schemes for Agility, Dances with Dogs, Endurance, Herding, Obedience, Rally Obedience, RAFT, Field Trials, Tracking, Track & Search, Earthdog, Lure Coursing or should lodge an expression of interest with the TCA Inc prior to Thursday 31 December 2020. Any members who have lodged applications for 2020 need not reapply. 13
Summary of the ANKC LTD ANNUAL GENERAL MEETING and BOARD MEETING Held via Zoom Video Conferencing 17 OCTOBER, 2020 At the recent Annual General Meeting of the Australian National Kennel Council Limited held via Zoom video conferencing: 1. Election of ANKC Ltd Executive • Mr Brian Parker was elected as Vice President for a one-year term from 17 October 2020; and • Mr David Sales was re-elected unopposed as Treasurer for a one-year term from 17 October 2020. • Ms Pamela Campbell was re-elected as a member of the Executive Committee for a one- year term from 17 October 2020. At the October 2020 ANKC Ltd Board meeting, Directors resolved/considered the following: 1. Turkish Shepherd Dog Survey It was resolved that the status quo is to remain where there will be two breeds with the Anatolian Shepherd Dog using the current Anatolian Shepherd Dog breed standard and the Kangal Shepherd Dog using the FCI Kangal Shepherd Dog breed standard and owners may transfer the affected dogs from one breed to the other up until the 30 June 2021. 2. Regulations Part 3A to 3N: New Clause to be added It was resolved that the following clause be inserted into all ANKC Ltd Regulations Part 3A to Part 3N: A member wishing to enter any Judges’ Training Scheme must apply to the Member Body in their state of residence. 4. Regulations Part 5 – Conformation Shows: Clause 1.1.7 Amendment It was resolved that Regulations Part 5 – Conformation Shows: Clause 1.1.7 be amended as follows: 1.1.7 Proprietary Interest – having some legal or equitable interest in an animal on an on-going basis. For the purposes of these Regulations the definition does not include boarding a dog at a Judge’s boarding kennel. 5. Regulations Part 5 – Conformation Shows: New Clause 8.1.4 Amendment It was resolved that Regulations Part 5 – Conformation Shows, Section 8, 8.1 Exhibit be amended by the inclusion of an additional Clause 8.1.4 to read as follows: 8.1.4 A dog cannot be entered in the name of a deceased person once the administration of that person’s estate has been finalised. 14
6. Regulations Part 5 – Conformation Shows: Clause 3.2.5 Amendment It was resolved that Regulations Part 5 – Conformation Shows: Clause 3.2.5 be amended as follows: “I undertake to abide by the Rules and Regulations of the ANKC Ltd and judge to its approved Breed Standards/Regulations/Rules and any member body regulations applicable to this assignment. I declare all information on this form is correct and if circumstances make the information inaccurate, I undertake to inform the ANKC Ltd forthwith. I also declare I am physically fit and capable of judging in the normally accepted manner. I acknowledge this is a continuing obligation and I undertake to notify the contracting affiliate should my health status impact upon my ability to judge in the normally accepted manner.” It was resolved for the amended declaration to be included in the Judges’ contract and the Non-resident Judges’ application form. * New or amended regulations, policy statements, procedures, publications and listings will be made available from the ANKC Ltd website. Tracey Barry Administrator SHOW AND TRIAL REGULATIONS All exhibitions conducted by the Tasmanian Canine Association Inc and its affiliates are conducted under the rules and regulations of the Association, a copy of which may be inspected at the office of the event manager of the exhibition on the day of such exhibition. The following rules/regulations apply to all exhibitions: Financial Members: A person 18 years of age and over and who is a resident of Tasmania may not exhibit, handle, officiate in the judging ring or register an animal unless he/she is a current financial member of the TCA Inc. A person seven years and under the age of eighteen years who handles a dog in the judging ring is required to be a junior member of the TCA Inc or a member of an affiliated club. At least one parent or guardian is required to be a financial member of the TCA Inc. Entry fees must accompany the entry form and should be paid by cheque or money order (refer Australia Post regulation). Substitute Judges: The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems it necessary. Entry fees are not refundable – refer TCA Inc Regulation 227. It is the exhibitor’s responsibility to have his/her exhibit/s available for judging in all classes or events for which it is correctly entered and for the classes for which it subsequently becomes eligible – TCA Inc Regulation 33. CLASSES FOR CONFORMATION SHOWS 1 and 1a Baby Puppy (3 under 6 months), 2 and 2a Minor Puppy (6 under 9 months), 3 and 3a Puppy (6 under 12 months), 4 and 4a Junior (9 under 18 months), 5 and 5a Intermediate (18 under 36 months), 8 and 8a Limit (dogs over 12 months of age) which are not Champions and have not gained sufficient points to qualify as a Champion), 9 and 9a State Bred (6 months and over born in Tasmania), 10 and 10a Australian Bred (6 months and over born in Australia), 11 and 11a Open (6 months and over and a breed recognised by the ANKC), 14 breeder/owner/handler (must be bred, owned and handled by the registered breeder/co-breeder of the dog, 18 Neuter (for neutered dogs 6 months and over). 15
CLUB COVID-19 CHECKLIST/REQUIREMENTS FOR CONFORMATION FIXTURES • If you have even mild symptoms please stay at home and get tested. • Attendees are encouraged to download the COVIDSafe app @ https://wwwhealth.gov.au/resources/apps-and-tools/covidsafe-app • The name and contact phone number of each person attending to be provided with entry. • Application must be made to the TCA Inc for the dates and a plan on how the COVID-19 protocols will be implemented. • All officials, office staff and spectators entering the grounds are to register at the office to ensure that their contact details are recorded on the attendance register. This information must be forwarded to the TCA Inc Office by close of business the Monday following the fixture. • All areas to be controlled and the current social distancing requirement enforced. Event Managers/Club Officials can suspend activity and request people to leave the grounds or stop the fixture completely if people do not adhere to social distancing rules. Do not shake hands, hug nor kiss as a greeting. • Everyone (including judges and officials) when checking in shall answer the following questions, if the response is ‘yes’ to any of these questions that person or anyone travelling with them is to be excluded. • Have you returned from overseas or interstate within the last 14 days? • Have you been in contact with someone who has a confirmed case of COVID-19 in the past 14 days? • Have you displayed any signs of respiratory illness that is not a pre-existing condition in the past 14 days or experienced a fever in the last 14 days? • Toilets are to be checked regularly and ensure that a constant supply of soap and paper towel available. • Exhibitors are requested to be considerate of fellow exhibitors and maintain appropriate hygiene and physical distancing when visiting restrooms. • Sanitiser must be available in all judging rings for stewards and judges and for the office, Exhibitors are required to supply their own sanitiser and use it when necessary. • Face masks (surgical quality) and rubber gloves to be available for officials if they wish to use them. • Gazebos must be 1.5m apart UNLESS a solid wall is put up (not mesh or silvershade). No more than four people in a 3x3 gazebo unless from the same address, only two people in a 2x2. • Ring and assembly areas to be controlled and social distancing enforced. Event Managers can suspend judging, require people to leave the grounds or stop the show completely if people do not adhere to social distancing rules. • Stewards must ensure that social distancing is observed in the assembly area and in the ring (use of an assembly steward could assist with this). • There will be no congregating. • Dogs to be mouthed by exhibitors when requested to do so by the judge. Handwipes to be available for the judge where they choose to mouth the dogs themselves. • No smoking or spitting on the grounds is permitted. Clubs to ensure that: AT ALL TIMES SOCIAL DISTANCING AND GOVERNMENT PROTOCOLS ARE ADHERED TO • It is advisable that clubs utilise a different clipboard and pen for each steward and that these be sanitized after use. Prefer that stewards supply their own. • Stewards need to be able to stand apart from exhibitors, therefore exhibitors cannot congregate under the gazebo the steward is using. • The judging table to be placed well away from the entrance gate. • Entrance and exit gates to be separate and must be strictly monitored even if handlers are changing dogs. • Time needs to be allocated between groups and classes and exhibitors given time to change dogs. • Exhibitor numbers are to be distributed once exhibitors/handlers enter the ground. You must ensure you do not let people congregate in one area. • In office spaces, it is one person per 2m2 and the appropriate number of people allowed should be displayed on doors to office spaces. Judges would need to be kept out of small offices and exhibitors could be asked to knock and wait for event manager to come outside if they need to get assistance. Current as at 1 December 2020 but subject to change to meet government requirements. Exhibitors need to check the Dogs Tasmania Website regularly for updates.
