The Franco-African research initiative TSARA
moves into action

Nine months after its launch at the Paris International Agricultural Show 2022, the first General
Assembly of the TSARA 1 Initiative, held on 5 December in Cape Town, South Africa, laid the foundation
stone for its implementation with its 19 African and French members from 11 countries and other
participants. This meeting, organised by INRAE (National Research Institute for Agriculture, Food and
Environment), CIRAD (French Agricultural Research Centre for International Development) and the
Agricultural Research Council (ARC)) on the sidelines of the World Science Forum 2022 and attended
by high-level delegations, was an opportunity to set up the governance and establish the operational
schedule for the international initiative. With the ambition of strengthening cooperation in
partnership research to promote sustainable agriculture, food systems and agricultural, pastoral. This
initiative addresses multiple challenges in Africa, Europe and the world, particularly issues around
food security, global warming, biodiversity, the health of humans, animals and ecosystems as well as
youth employment and gender equality.
The TSARA initiative aims to stimulate a portfolio of original research, training and innovation projects, jointly developed
by African and French institutions and that is both of high quality and geared towards impact and training for rural and
urban actors, as well as support for public policies.
Since March 2022, 8 thematic groups have been working through webinars, each gathering up to 60 participants from
the 19 members and with potential new partners, in order to draw up an inventory of scientific knowledge and to list
the priorities to be addressed in the following areas: soil, water and forests under climate change; the agroecological
transition of agriculture and livestock farming; food system sustainability; human, animal and landscape health; work
and employment.
The work of these eight thematic groups was presented at the General Assembly, providing the basis for TSARA's
scientific agenda and its 2023-2025 action plan, to be implemented in the first half of 2023, and backed by a portfolio
of research, training and support projects involving all stakeholders from all or part of the African territories. The results
of this work are expected to help address major challenges in order to contribute to the sustainable development goals
of the 2030 Agenda at global level, in Europe and in Africa.
This first General Assembly was also an opportunity to provide the TSARA initiative with a governance framework: an
operational secretariat made up of 12 institutions, 10 African and 2 French, representing a great geographical diversity.
The presidency will be ensured on the basis of a pair of co-presiding institutes. In 2023, CIRAD and ARC will take over
the co-presidency for one year, followed by INRAE and IRSA at the next General Assembly, towards the end of 2023. It
was also decided that an associate member status would be created to allow French or African research and/or higher
education organisations to join TSARA.

Transforming Food and Agricultural Systems through Research in Partnership with AfricaCourtesy to the contract of objectives and means signed with the French state in February 2022, INRAE has already devoting new resources to projects that will feed the initiative, including more than 400 k€ for incoming and outgoing mobility of scientists, start-up projects or projects promoting inter-knowledge in 2022 and 2023 in order to develop large-scale projects with all interested partners. All of INRAE's scientific divisions are mobilised. More than a dozen mobilities have been agreed upon or planned and as many start-up and inter-knowledge projects, backed by or in addition to existing structured partnerships. For its part, CIRAD has been conducting research projects in partnership with African research institutions for more than 50 years, with more than a hundred large-scale projects under way to date. In addition, each year CIRAD allocates 300 k€ to 14 platforms in partnership for research and training between CIRAD and African partners, in order to respond to specific, jointly identified development challenges through research, innovation and training. Furthermore, around a hundred (100) CIRAD researchers are working with or at African institutional partners. These resources will enable TSARA partners to stand stronger together in order to present and win projects at European and international levels. L’initiative de recherche franco-africaine TSARA

Neuf mois après son lancement au Salon International de l’Agriculture 2022, la première Assemblée
générale de l’Initiative TSARA 2, qui s’est tenue le 5 décembre à Cape Town en Afrique du Sud, pose la
première pierre de sa mise en œuvre avec ses 19 membres français et africains. En marge du World
Science Forum, cette réunion organisée par INRAE, le Cirad et l’ARC (Agricultural Research Council),
en présence de délégations de haut niveau, a été l’occasion de mettre en place la gouvernance et
d’établir le calendrier opérationnel de l’initiative internationale. Avec l’ambition de renforcer les
coopérations de recherche en partenariat pour promouvoir une agriculture, des systèmes alimentaires
et des paysages agricoles, pastoraux et forestiers durables, l’initiative TSARA s’appuie sur de la
recherche entre partenaires africains et français. Ce dispositif estau service de multiples enjeux en
Afrique et au-delà en Europe et dans le monde : la sécurité alimentaire, la lutte contre le
réchauffement climatique, le renforcement de la biodiversité, la santé des hommes, des animaux et
des écosystèmes ainsi que l’emploi des jeunes et l’équité femmes-hommes.
L’initiative TSARA a pour objectif de stimulerun portefeuille de projets de recherche, de formation et d’innovation
originaux, co-construits entre institutions africaines et françaises, qui soit à la fois de haute qualité et tourné vers l’impact
et la formation auprès des acteurs du monde rural et urbain, ainsi que vers l’appui aux politiques publiques.
Depuis mars 2022, ce sont 8 groupes thématiques qui ont travaillé sous la forme de webinaires, réunissant chacun
jusqu’à 60 participants des 19 membres et avec de potentiels nouveaux partenaires, pour dresser un état des lieux des
connaissances scientifiques et lister les priorités à traiter, dans les thèmes suivants : les sols, l’eau et la forêt sous
contrainte de changement climatique ; la transition agroécologique de l’agriculture et de l’élevage ; la durabilité des
systèmes alimentaires ; la santé des hommes, des animaux et des paysages ; le travail et l’emploi.
Une restitution du travail de ces 8 groupes thématiques lors de l’Assemblée Générale a permis de fonder la trame de
l’agenda scientifique de TSARA et de son plan d’actions 2023-2025, qui devront être déployés au premier semestre
2023, adossés à un portefeuille de projets de recherche, de formation et d’accompagnement, qui embarque l’ensemble
des parties prenantes issues de tout ou partie des territoires africains. Les résultats de ces travaux doivent aider à
répondre à des grands défis afin de contribuer aux objectifs de développement durable de l’agenda 2030 au plan
global, en Europe et en Afrique.
Cette 1ère Assemblée Générale a aussi été l’occasion de doter l’initiative TSARA d’une gouvernance : un secrétariat
opérationnel constitué de 9 institutions, 7 africaines et 2 françaises, représentant une grande diversité géographique.
La présidence sera assurée sur la base d’un binôme d’instituts co-présidents. Ainsi en 2023, ce seront le Cirad et l’ARC
qui prendront sa co-présidence pour un an, auxquels succèderont INRAE et X lors de la prochaine Assemblée générale,
fin 2023. Il a également été acté la création d’un statut de membre associé qui permettra à des organisations de la
recherche et de l’enseignement supérieur françaises ou africaines de rejoindre TSARA.

Transformer les Systèmes Alimentaires et l’Agriculture par la Recherche en partenariat avec l’AfriqueD’ores et déjà, INRAE, grâce au Contrat d’Objectifs et de Moyens conclu avec l’Etat en février 2022, consacre de nouvelles ressources dédiées à des projets qui nourriront l’initiative, dont plus de 400 k€ seront consacrés à des mobilités entrantes et sortantes de scientifiques, des projets starters ou favorisant l’interconnaissance en 2022 et en 2023 afin de faire murir des projets d’envergure avec tous les partenaires intéressés à l’initiative. Tous les départements scientifiques d’INRAE sont mobilisés : une dizaine de mobilités actées ou programmées et autant de projets starters et d’interconnaissance, adossés ou en complément des dispositifs de partenariats structurants existants. Le Cirad, pour sa part, mène des projets de recherche en partenariat avec des institutions de recherche africaines depuis plus de 50 ans, avec, à date, plus d’une centaine de projets d’envergure en cours.. De plus, chaque année, le Cirad alloue 300 k€ aux 14 dispositifs de recherche et de formation en partenariat réunissant le Cirad et des partenaires africains pour répondre par la recherche, l'innovation et la formation à des défis de développement spécifiques identifiés ensemble. Enfin, une centaine de chercheurs du Cirad travaillent avec ou chez des partenaires institutionnels africains. Ces moyens permettront aux partenaires de TSARA d’être ensemble plus forts pour présenter et gagner des projets aux niveaux européen et international.
