East Feliciana’s Summer Learning Program The Accelerate/21st CCLC Summer Program was aligned to the five educational priorities. Ensure every student is on track to a professional career, college degree or service. • Preplanning with school leaders to identify specific academic needs and shift mindset to opportunities for all students to accelerate learning vs. traditional remedial “summer school” model • Career path class for high school including health, college life, financial management, ACT) • Professionals visited different campuses (meteorologist, district attorney, cosmetologist) 5
East Feliciana’s Summer Learning Program Remove barriers and create equitable, inclusive learning experiences for all children. • Open enrollment from other districts (for both students and staff) • Intentional recruitment during school year by teachers and principals • Early transitional moves to feeder schools (rising 6th graders at EFMS, rising 9th graders at EFHS) • Easy online registration, but also accommodated families without technology • Worked in conjunction with ESY program to maximize opportunities and participation for all students 6
East Feliciana’s Summer Learning Program Provide the highest quality teaching and learning environment. • Focused class size (10 to 1, often 10 to 2 with para and student worker support) • Curriculum and instruction both addressed unfinished learning and exposed students to upcoming grade-level standards • Balanced model of core academics, enrichment, and field trips, which continued processes utilized by 21st CCLC afterschool program and motivated attendance • Accelerate model used as a guide when planning - resources and documents provided by LDOE • Guidebook units not introduced in school year and key uncovered Zearn/Eureka content to accelerate students into upcoming year using LDOE Accelerate model • Individualized course acceleration for specific students • Utilized LDOE summer learning program guidance for enrichment, including art, physical education, computer, and media. 7
East Feliciana’s Summer Learning Program Develop and retain a diverse, highly-effective educator workforce. • Competitive compensation model for ALL employees, including for pre-planning and compensated planning hour. • Enhancing opportunities for multiple career paths and expanding leadership pipeline by using teachers who were leaders in 21st CCLC afterschool program as site coordinators. • Student workers had opportunities for employment, exposure, and skill development. 8
East Feliciana’s Summer Learning Program Cultivate high-impact systems, structures and partnerships. • Partnership with athletics to increase percentage of high schoolers participating • Students continued to receive Tier 3 reading intervention through REAL literacy program • Communication WITH community stakeholders, not just TO community stakeholders - program leaders participated in community meetings with local ministers conference. • Preplanning began in January at principal’s PLC to begin internal needs assessment and survey of staff and parents. This ensured the program was well-integrated with our core academic program and met community’s need. • Satisfaction survey administered at end of program to improve for future • Partnered with summer feeding program to provide breakfast and lunch daily. • Partnered with RKM Primary Care to continue health care (school nurse, mental health resources). 9

Teacher Leader Summit Preview: ELA The 2022 Teacher Leader Summit will include ELA sessions that focus on accelerating student learning, using high-quality instructional materials to build knowledge and teach foundational skills, and the Science of Reading. Sessions will provide participants with an understanding of: • ELA Guidebooks 3-5 (2022) and ELA Guidebooks 9-12 (2020) updates; • ELA Guidebooks 6-8 (2018) future development; • Strategies to meet the needs of all learners; • Effective instructional planning; • Supporting teachers with implementation; and • Differentiating instruction to accelerate student learning. 2022 Social Studies Standards Approved by BESE On March 9, BESE unanimously approved the 2022 K-12 Student Standards for Social Studies. Initial implementation information can be found in the Standards Review Library. The Department will provide resources and educator professional development to support the implementation of the new social studies standards starting at this year’s Teacher Leader Summit. Teacher Leader Summit Preview: Social Studies The 2022 Teacher Leader Summit will offer social studies sessions focused on the implementation of and transition to the new 2022 Louisiana Student Standards for Social Studies. Sessions will provide opportunities for educators to • build knowledge on the major shifts in content; • utilize transition guidance for implementation in the 2023-2024 school year; • explore the first unit of course frameworks for grades 3-8, high school Civics, and high school United States history; and • incorporate Social Studies Instructional Strategy one-pagers in lesson planning. Teacher Leader Summit Preview: Math, Science, and STEM Sessions 2022 Teacher Leader Summit sessions will focus on supporting participants in • building students’ positive math, science, and STEM identities; • accelerating student learning; • recognizing and leveraging student assets in sensemaking; • using student work and observational data to guide instructional decisions; • leveraging STEM connections to support math and science learning goals; • exploring specialized STEM coursework designed to prepare high school students for postsecondary success; and • advancing equitable STEM. OpenSciEd High School Science Field Test OpenSciEd is a high-quality science pilot that has just recently completed the full middle school program. The second phase of this work, focusing on developing a three course sequence for high school, is underway with plans for completion by January of 2024. A group of Louisiana teachers, alongside other educators nationwide, is currently field testing the first series of Biology, Chemistry, and Physics units and providing valuable feedback to developers that will inform revision. STEM Teacher Micro-Credentialing Opportunity for High School Educators The Department is seeking Louisiana high school educators who plan to teach coursework within the Pre-Engineering or Digital Design and Emergent Media high school STEM Pathways to participate in a study aimed at developing a new mechanism for professional support and credentialing for STEM educators. In addition to receiving a stipend for participation, selected educators will • receive support for facilitating project-based STEM learning; • reflect on practices, evaluate lessons, and use data driven instruction; and • engage with collaborative online cohorts with experienced STEM educators. Teacher Leader Summit Preview: Environmental Education The Department is pleased to offer a variety of sessions aimed at supporting educators in building environmental literacy for students. Sessions will provide opportunities for educators to • build knowledge and explore tools that increase environmental awareness leading to increased civic engagement; • building science knowledge and skills by infusing Louisiana-specific phenomena, grounded in local contexts and content, into high quality instruction; and • explore resources to provide students with authentic and engaging outdoor learning experiences through vibrant school and community partnerships. Teacher Leader Summit Preview: World Languages World Languages sessions at the 2022 Teacher Leader Summit will focus on providing teachers with the skills and support necessary to develop lessons that promote cultural competence and effectively use the target language in the classroom. World Languages sessions will include: • 2-day workshop with Annabelle Williamson, La Maestra Loca, titled, “Culture and Current Events in the Target Language: No more ‘English’ days!,” and • teacher leader instructional sessions. Related Services Policy School systems should have policies in place for assessing the delivery of related services. This policy should include, at minimum, guidelines for • verifying certification for service providers; • tracking service delivery (e.g., service logs) and quality of services during the school year and extended school year (ESY); and • audits to identify noncompliance. School systems should begin reviewing their current related services policies and procedures and make any necessary changes. The Department plans to review related services policies in the near future to assess the effectiveness of related services provisions. Please email specialeduation@la.gov with any questions. 36

eSER Testing Update The Department has selected school systems to participate in beta-testing of our enhanced SER system. Selected school systems will be notified via email the week of March 28, with specific information needed to set up users for testing and information about an informational kick-off webinar for our testers. Suggested roles for the initial phase of testing include SPED coordinators and Pupil Appraisal staff. Additional phases of beta-testing will be opened to include additional roles. Vacancy Survey Data Overview The LDOE released a survey in December to school system human resources directors to identify staffing vacancies across school systems. • Overall, survey responses were received from a total of 101 school systems (61.2% response rate). Responses included 1018 sites (73.9% of all sites). • Survey components included: • total and vacant positions that are certified, classified, full-time and parttime; • degree of difficulty for filling positions; and • strategies school systems are using to fill staffing shortages. 42
Vacancy Survey Data Overview Survey takeaways: • There are 1,854 certified vacancies in the state accounting for 4.46% of total certified positions. • There are 1,129 classified vacancies in the state accounting for 6.02% of total classified positions. • Schools that are low performing have higher vacancy rates than higher performing schools. • Charter schools have higher vacancy rates than traditional schools. • Bus drivers and classroom teachers are the most difficult vacancies to fill. Aspiring Principal Fellowship In an effort to support the development of school leaders across the state, the Department will be launching the second cohort for aspiring principals. The Aspiring Principal Fellowship will prepare individuals that already possess their EDL1 certification with the critical knowledge and skills needed to serve in the principal role. This selective statewide fellowship is rooted in Louisiana's five priorities: 1. Ensure every student is on track to a professional career, college degree, or service. 2. Remove barriers and create equitable, inclusive learning experiences for all children. 3. Provide the highest quality teaching and learning environment. 4. Develop and retain a diverse, highly effective educator workforce. 5. Cultivate high-impact systems, structures, and partnerships. 45
Aspiring Principal Fellowship APF cohort participants will meet throughout the year and explore best practices with regional experts, school visits, and reflection. Participants will exit this fellowship with a robust leadership portfolio, the guidance of Louisiana’s most successful principals, and a strong network of lifelong colleagues. Applicants must hold a current EDL1 certification in Louisiana. School systems need to cover the cost of the $1,000 tuition for presenters and materials, as well as travel costs. Interested candidates should complete the Aspiring Principal Fellowship Application no later than April 30. Recruitment & Retention Fellowship Human resources professionals have the opportunity to participate in the third cohort of the recruitment and retention fellowship through a partnership with the national non-profit organization, Urban Schools Human Capital Academy. The fellowship gives Louisiana human resources professionals the opportunity to collaborate with human capital professionals from across Louisiana and the country to learn best practices for attracting and retaining effective educators. The fellowship also focuses on how systems can adjust their strategies during emergency events such as natural disasters and pandemics. The goals of the fellowship program are to: ● Transform HR departments into highly-functioning, strategic partners with in their systems to meet the mission of improved student outcomes, ● Build a network of human capital leaders across the state, and ● Change the perception of HR in education to ensure sustainable, long-term success. 47

New Teacher Experience Kick Off The Department is launching a comprehensive New Teacher Experience program in 2022-2023 to support the recruitment and retention of new teachers across the state. To kick off this program we will be hosting a New Teacher Experience Kick off event on July 25 in Baton Rouge. New teachers that attend this day-long event will: • Attend sessions created specifically for new teachers. • Hear from the New Teacher of the Year finalists. • Learn about ongoing support structures available in the 2022-2023 school year. Resident Funding Increase The amount of funding school systems will receive for resident teachers is increasing from $1,000 to $1,800. This will go into effect this school year, 2021-2022. Residents eligible for this funding are year-long undergraduate residents who hold a resident certificate by October 1, 2021 and are completing their residency in a public school. Mentor Funding Increase for 2021-2022 The Department has determined that Mentors supporting year-long undergraduate residents in the 2021-2022 school year will receive a $1,800 stipend, instead of the usual $1,000 stipend. These funds have been added to school system allocations in eGMS. This additional funding is for one year only, based on availability of funds. Mentor Teachers In order to build a robust Mentor pool, school systems should be utilizing all options for Mentor certification. Below are a few suggestions for school systems to increase their Mentor pool. 1. Determine all educators in the system who are trained TAP evaluators. 2. Determine all educators in the system who are trained CLASS evaluators. 3. Determine all educators in the system who hold the EDL, EDL eligibility letter, or older supervisor credentials (elementary principal,etc.). 4. Identify outstanding educators in the system and support their completion of a Mentor training program. Apply for the mentor credential for all of the above educators. Mentor Teacher List The Department is creating a list of currently certified Mentor teachers to share with both teacher preparation programs and K-12 system leaders to assist with the placement of residents. The list will be sent directly to system leaders of this work by the end of March. Reach out to believeandprepare@la.gov with questions. 55
Post- Baccalaureate Mentors Policy requires that alternate certification candidates in their first year on a Practitioner’s License (PL) need to be mentored for five hours per week. School systems will verify this mentoring through an attestation form that is part of a candidate’s application for a Level 1 certificate or renewal of a Practitioner License. Candidates without the mentoring will be unable to renew the PL or advance to the Level 1 certificate. A list of current first year PLs was sent to school systems on March 10. Preparation providers may access this list using the link provided. The Department will send an updated list to school systems monthly. Please contact believeandprepare@la.gov with any questions. 56
Content Leader Content Leaders provide content expertise and training in ELA, math, K-2 Literacy, and science to support teachers as they prepare to deliver high-quality lessons. CIR schools must have: • One trained K-2 Literacy Content Leader (For CIR schools serving grades K-2) • One ELA and one math Content Leader who will receive, or have previously received, training School systems should contact an approved provider of Content Leader training to learn more information about training timelines and costs. Approved vendors for Content Leader training can be located in the approved provider list. Teacher Leader Summit The 2022 Teacher Leader Summit will be held Tuesday, May 31 - Thursday, June 2 at the New Orleans Ernest N. Morial Convention Center. The Department is celebrating both ‘’Making a Comeback’’ and our 10th year for this event. Regular registration will close on April 15 or at sellout. Tickets are available on a first come, first served basis. Teacher Leader Summit Preview: Educator Development The 2022 Teacher Leader Summit will include sessions that focus on supporting the development of educators from pre-service teachers to system leaders. Sessions will provide participants with an understanding of: • Pre-Educator pathways; • Recruitment and retention strategies; • Mentoring; • New teacher supports; • Content leaders; • K-3 CLASS evaluations; • Culturally responsive teaching practices; and • Workforce reports. 61
CLASS® Train-the-Trainer Funding Opportunity • Districts with CIR/UIR-A schools will be eligible to participate in CLASS® Train-the-Trainer model sessions to prepare for the 2022-2023 K-2 Accountability Learning Year: Phase I, pending BESE approval. • Trainings require three consecutive days and will be offered at intervals from May - July. • To qualify, school systems are asked to insure completion of this K-2 Professional Practice Information Survey linked here and emailed directly. Compass Information System (CIS) End of Year Closeout for Teacher Evaluations The following tasks should be completed according to the CIS Timeline: • Update rosters to reflect only 2021-2022 educators • Assign evaluators and correct evaluation types to each educator • Assign SLTs to each educator School leaders, please prepare your team to complete the following no later than August 26, 2022. • Rate both SLTs for teachers and staff • Enter professional practice scores for teachers and staff • Once data is uploaded, finalize teacher evaluations Please contact compass@la.gov with questions. 64

Workforce Reporting Update The 2021-2022 Educator Workforce Report will be released as a live dashboard with information that is updated in real-time. The data release will shift to real-time reports in lieu of annual, static reporting. The dashboard will be released and housed on EdLink 360 by early summer. EdLink 360 Workforce Reports will: • Grant access for system and school leaders, as well as data managers, to real-time workforce data • Provide data inclusive of Out-of-Field/Uncertified teachers; salary over time; incentive pay over time; experience of departing teachers; effectiveness of departing teachers; certified teacher need for students with disabilities; percentage of SPED classes being taught by certified teachers Dates for system and site leader trainings for this new platform will be forthcoming this summer.
