2020 TE AWAMUTU JUNIOR CYCLING TOUR 1. WELCOME Welcome to the 2020 Aero Composites TA Junior Tour. After the success of 2019 we are proud to be back for the 20th edition of this event. We believe that this is the premier Junior tour in NZ, with a high standard of racing and many past winners going on to ride for the country and/or to ride professionally overseas. We would like to welcome back Aero Composites as our major sponsor for 2020. Also thanks to our other sponsors, Specialized, Spoken Cycles, Propools, Cheatley Institute, Brian Fleck, Waipa District Council, Waikato Spray finishers and Universal Underground. Again, it’s great to see club members supporting the tour. This event would not be possible without the hard work of our committee – there is a lot of preparation behind the scenes to put on this tour. There are also a lot of club members step forward to volunteer in countless roles over the weekend, make sure you say a word of thanks when you see them out there doing it! SPONSORS Aero Composites Limited (ACL) is an Advanced Composites Manufacturer situated on the Waikato Regional Airport. 2020 TE AWAMUTU JUNIOR CYCLING TOUR 4. RIDERS PACKS PICK UP Friday 3 April (5- 7.30 pm) at Goodwood School Saturday 4 April (7 - 8.00 am) at Goodwood School prior to the start of the Time Trial 5. LICENSING All riders must have a 2020 Cycling New Zealand Licence 6. RIDER’S APPAREL Race jerseys must have sleeves and NZ National kit must not be worn 7. HEALTH AND SAFETY The safety of the riders, officials, volunteers and spectators are included in the event planning. this includes (but not limited to) road restrictions, traffic management and event advisories to the local residents. This event takes place on rural roads and it is your responsibility to manage your own safety during the event, to be aware of other road users at all times and to make responsible decisions. There is traffic management in place, however, the roads are open and there will be public and official traffic on the circuits during your race. You must never cross the centre line during the event, and if there is no centre line, you must stay on the left side of the road. Parts of the race circuits are on narrow and busy roads and under no circumstances are supporters permitted to follow the race. The event organisers will advise of the best vantage points in which to view the race safely. If you do head to the viewing positions on the circuit, ensure that you head out before racing commences and make sure your vehicles are parked well clear of the road. Please note: There are no spectator viewing areas for the time trial, supporters are to remain at the start/finish area. We do also ask that whether you are racing, warming up, training or just riding back to your accommodation, that you show other road users and residents’ courtesy, adhere to all road rules and respect the environment. 2020 TE AWAMUTU JUNIOR CYCLING TOUR 8. EQUIPMENT/BIKE CHECK Bicycles must conform to current UCI regulations. Helmets must be compliant with appropriate NZ Transport Agency standards for use on open roads and must be worn at all times when riding your bike. All riders will be required to attach timing transponders to their bikes to enable the electronic timing to operate. These will be provided in the race pack. Bike Check and roll out will take place prior to the Time Trial on Saturday morning and the first five placegetters must present to the race commissaire at the conclusion of each road stage. 9. GEARING AND ROLL OUT The event is run under Cycling New Zealand R & T rules and the following gear restrictions for Junior riders apply in both the Time Trial and the Road stages. ● A maximum gearing of 6.61metres roll out applies to all U15 riders ● A maximum gearing of 7.00 metres roll out applies to all U17 riders ● A maximum gearing of 7.93 metres roll out applies to all U19 riders 10. RULES AND REGULATIONS Please refer to the Aero Composites TA Junior Tour rules included in this manual. 11. EVENT VILLAGE Race HQ is based at Goodwood School, 517 Fencourt Rd, Cambridge. This is where start lists, confirmed results, sign on sheets will be available. 2020 TE AWAMUTU JUNIOR CYCLING TOUR 12. START/FINISH LINE The start / finish line for both TT and Road Races will be located at the front of Goodwood School. 13. PARKING Event parking is at Goodwood School - please follow signage when parking your vehicle and ensure you do not park in the officials / tour vehicles area at the front of the school. When travelling to Goodwood School from Cambridge we ask all participants to travel along Victoria Rd, past the Hautapu Dairy Factory, and then turn into Fencourt Rd - you’ll see the school approx 1km from the corner. This will keep traffic off the TT and Road Stage courses. 14. RACE BRIEFING There will be an official race briefing for all competitors prior to the start of each road stage. 15. SIGN ON Sign on is the act of each rider signing their name prior to their race to confirm to the event officials that they will be competing in that event. It is the individual responsibility of each rider to sign on at least 15 mins prior to the race start. Please note that you do not need to sign on for the time trial as presenting your bike for gear check indicates to the officials that you are competing. 16. WITHDRAWALS Any rider withdrawing from a race must advise the finish line judges or their age group commissaire. www.tasportscycling.co.nz UTwwwU JUNIOR CYCLING

DISPUTES Any rider who has an issue with a racing incident must see their race commissaire or the chief commissaire within 30 mins of the completion of that stage. 18. FOOD AND BEVERAGES A coffee cart and BBQ fundraiser will be situated at Race HQ - we encourage you to support them. 19. RACE SPECIFIC ● Riders must wear two numbers for stage races and one number on the lower back for the time trial. The positioning of these numbers is displayed at Race HQ. Race numbers are not to be cut and must be returned (along with the transponder) at the end of the event. ● Riders are not permitted to warm up on the TT or Road racecourses. Riders can warm up on Fencourt Rd towards Victoria Rd (State Highway 1B). ● Please see course maps and timetable of races included in the Tour Manual ● Riders must present to the start line of the TT no later than 10 minutes before the time set for their start. Riders must sign on at least 15 mins before the start of their road stages. ● There is no feeding on any stage during this event for any age group. ● Each age group will have a neutral support vehicle for each road stage - any wheels must be with this vehicle at least 20 minutes prior to the start of the stage ● No litter is to be dropped by riders or spectators on the course and we ask that you respect the school facilities. 20. MEDICAL St John’s ambulance staff will be based at Race HQ for each event. PRESENTATION PROTOCOL Jerseys will be presented to stage winners prior to the start of the next stage and these must be worn during the stage and then returned to Race HQ for future presentations. Riders receiving jerseys or stage placings must present to the podium in their cycling kit (no sunglasses, caps or jandals please). The tour announcer will keep you informed of the timing of presentations. 2020 TE AWAMUTU JUNIOR CYCLING TOUR SPECIFIC RULES AND REGULATIONS CHAPTER 2 GENERAL PROVISIONS 2.1 Participation 2.1.1 U19 Women - Riders must hold the appropriate Cycling NZ licence. Junior U19 - Riders must hold the appropriate Cycling NZ licence. Junior U17 - Riders must hold the appropriate Cycling NZ licence. Junior U15 - Riders must hold a Cycling NZ licence, and be U15 as at 31 December 2020. **Riders must be born on or before 31 December 2006 to race in the Junior U15 grade 2.1.2 Riders shall, no later than Saturday 5th April 2020 confirm their participation to the organiser by presenting their licence. They will in return be provided with race numbers and other relevant race information. 2.1.3 Racing will be conducted under Cycling NZ and UCI regulations. As all events take place on open roads it is a condition of racing that New Zealand traffic regulations are adhered to. 2.2 Race Headquarters 2.2.1 The Race Headquarters will be located at Goodwood School on Saturday through to Sunday, in the vicinity of the start and finish of each stage. 2.2.2 All communiqués will be available at the Race Headquarters. We will endeavour to provide all information within 1 hour of the stage finishing. 2.3 Results/ Timing 2.3.1 As soon as results of the stage are known, the organiser shall make these available to interested parties. This information will be posted at the Race Headquarters and available on www.tasportscycling.co.nz 2.3.2 Transponders must be on bike to start each stage 2.3.3 Electronic Timing will be used and riders will be allocated a transponder to fit to the forks of their bike. All transponders must be returned at the conclusion of the event or if a rider withdraws from the tour. Failure to do so will incur a fine of $50 www.tasportscycling.co.nz UTwwwU JUNIOR CYCLING
2020 TE AWAMUTU JUNIOR CYCLING TOUR 2.4 Medical care 2.4.1 Medical support will be available during the event. First Aid will be based at Race HQ for each event. CHAPTER 3 RACE PROCEDURE 3.1 Gear Ratios 3.1.1 For Junior U19 Men & Women, the authorised maximum gear ratio is 7.93 metres; for Junior U17 Men & Women, the authorised maximum gear ratio is 7.00 metres; for Junior U15 Men & Women, the authorised maximum gear ratio is 6.61 metres. 3.1.2 Gear checks for the above events will be held during the event. All riders will be checked before the Time Trial and riders must not leave the controlled zone once this check has been made. The first 5 riders will be checked after each stage race and random checks may also be made. There will be NO gear check prior to the start of each of the stage races. 3.2 Equipment Junior U15 i. Wheels must have a minimum of 16 spokes and rims must not be made from composite materials. ii. Handlebars must be made of a standard or classic style. Handlebar extensions ARE NOT permitted in any Junior U15 racing. iii. In stage races the same bicycle shall be used in all stages including the time trial. Junior U17 i. Wheels must have a minimum of 16 spokes and rims must not be made from composite materials. ii. Handlebars must be made of a standard or classic style. Bolt on handlebar extensions are permitted for the time trial. iii. In stage races the same bicycle shall be used in all stages including the time trial. Junior U19 i. 2020 TE AWAMUTU JUNIOR CYCLING TOUR 3.2.2 Bicycles with fixed wheel (track bicycles) are not permitted in any event including the time trial. 3.2.3 Each licence-holder shall ensure that his equipment (bicycle with accessories and other devices fitted, headgear, apparel, etc.) does not, by virtue of its quality, materials or design, constitute any danger to himself or to others. 3.3 Presentations 3.3.1 Jerseys will be presented to stage winners prior to the start of the next stage and these must be worn during the stage and then returned to Race HQ for future presentations. Riders receiving jerseys or stage placings must present to the podium in their cycling kit (no sunglasses, caps or jandals please). The tour announcer will keep you informed of the timing of presentations. The GC Prizegiving will be held on Sunday afternoon at the completion of racing. CHAPTER 4 RIDERS’ APPAREL 4.1 General Provisions 4.1.1 Race jerseys must have sleeves and NZ National kit must not be worn. 4.1.2 The leaders of race competitions will be awarded leaders jerseys, these are to be worn on all stages. If a rider leads more than one competition, they shall wear the highest category, with the next placed rider allocated that jersey. 4.1.3 Race numbers must be visible to commissaires and race judges. 4.1.4 Wearing of safety approved headgear shall be mandatory at any time a rider is on their bike, in compliance with New Zealand regulations. 4.2 Riders’ Race Number 4.2.1 Riders must wear two numbers for stage races and one for the time trial. The location of these numbers is displayed at the race headquarters. 4.3 Race Incidents 4.3.1 In case of an accident or incident the Chief Commissaire may, after obtaining the agreement of the Commissaires Panel and having informed the timekeepers, decide: www.tasportscycling.co.nz UTwwwU JUNIOR CYCLING
2020 TE AWAMUTU JUNIOR CYCLING TOUR ● to modify the course, ● temporarily to neutralise the race, ● restart the race near the place of the incident, taking account of the gaps recorded at the moment of the incident, ● to cancel a race or stage, or ● to let the results stand as are. 4.4 Withdrawing out of the race 4.4.1 A rider withdrawing from the race shall remove his race number and notify commissaire and finish line judges. They may not cross the finishing line. They may not restart the next stage without approval from the Chief Commissaire. CHAPTER 5 STAGE RACES 5.1Course 5.1.2 Riders must sign on* at least 15 minutes before race start. It is not necessary to sign in for the time trial. Failure to do so may result in time penalties been given. They shall be present and ready at least five minutes before the time of the start from the assembly point. *What is sign on? Sign on is the act of each rider signing only their name prior to their race to notify the event officials that they are intending to race that stage. It is the individual rider’s responsibility to sign on in the specified times. 5.1.3 It is the riders’ responsibility to follow the correct route. The course will be marked with race arrows at all major intersections. There will be no allowance made for a rider who goes off course. The roads are not closed, and all riders must obey the normal road rules at all times. Where riders’ are dropped from the main group, they must be very attentive to the normal rules of the road. 5.1.4 No Supporters are to follow the race!! 5.2 Feeding 5.2.1 There is NO feeding on any stages during this event for any grade www.tasportscycling.co.nz UTwwwU JUNIOR CYCLING
2020 TE AWAMUTU JUNIOR CYCLING TOUR 5.3 Mechanical Assistance 5.3.1 Riders may only receive mechanical assistance from one of the neutral wheel wagons. 5.3.2 Whatever the position of a rider in the race, he may receive such assistance only when stationary and on the left hand side of the road. 5.3.3 While wheel vans will endeavour at all times to provide coverage for all riders, there may be times during the event where support is not available. It is advised that you carry a spare tube. 5.3.4 Ensure all wheels are clearly labelled to ensure prompt return. 5.3.5 Wheels supplied to the neutral wheel wagon will be available to all riders and there may be times where you will not receive your own wheel in the case of a puncture. 5.4 Finishes and Time-keeping 5.4.1 All riders in a given bunch shall be credited with the same time when they cross the finishing line. Groups will be separated when there is a clear gap between the last rider of the first group and the first rider of the next group. Bunch time is taken from the first rider in each group. 5.4.2 If the final result is a draw the placings obtained in each stage shall be added and, as a last resort, the place obtained in the last stage ridden shall be taken into consideration. 5.4.3 In the case of a duly noted fall, puncture or mechanical incident within 3km of the stage finish, the rider or riders involved shall be credited with the time of the rider or riders in whose company they were riding at the moment of the accident. The Chief Commissaire will review the incident before a decision is made 5.4.4 Time Bonuses will be set as follows for ALL road stages: 1st - 5 seconds 2nd - 3 seconds 3rd - 2 seconds 4th - 1 second www.tasportscycling.co.nz UTwwwU JUNIOR CYCLING
2020 TE AWAMUTU JUNIOR CYCLING TOUR 5.4.5 King of the Mountains/ Queen of the Mountains King/Queen of the Mountains points will be allocated on designated Hill Sprints as follows: 1st – 5 points 2nd – 3 points 3rd – 2 points 4th – 1 point The rider who is leading on KOM/QOM points will wear the Mountain leader’s jersey. The location of KOM primes is outlined in the stage description and marked by a flag 200m before the point. Location is described in the race description. 5.4.6 Sprint Ace Sprint Ace points will be allocated on designated sprint primes. The location of sprint primes is outlined in the stage description and marked by a flag 200m before the designated point. Location is described in the race description. 5.4.7 Race Radios The use of race radios between managers and riders or between individual riders is strictly prohibited and will result in sanctions being applied. CHAPTER 6 TIME-TRIAL 6.1Distances 6.1. The distances shall be the following: ● Junior U15 – 10km ● Junior U17 – 10km ● U19 Women - 10km ● Junior U19 Men – 10km www.tasportscycling.co.nz UTwwwU JUNIOR CYCLING
2020 TE AWAMUTU JUNIOR CYCLING TOUR 6.2 Course 6.2.1 From the start of the time trial, the course may be used only by the riders in the time trial. 6.2.2 Riders must warm-up away from the time trial course and must not cross the finish line. At all times riders must be aware of other road users and obey the rules of the road. 6.3 Starting Order 6.3.1 Riders shall set off at 30 second intervals. 6.3.2 Start 6.3.3 Riders shall assemble no later than 10 minutes before the time set for the start. 6.3.4 The rider shall be held and then released, not pushed, by a “holder”. 6.3.5 The time of any rider reporting late at the start shall be calculated from his scheduled starting time and they shall make a standing start from the place designated for that purpose. The start of any rider reporting late shall not adversely affect the start of a competitor making a start at their allotted time. The starter will ensure sufficient gap between such riders. 6.4 Racing Procedure 6.4.1 If one rider is caught up by another, they may neither lead nor follow in the slipstream of the rider who caught up. 6.4.2 A rider, upon catching up with another shall leave a lateral gap of at least 2 metres between themselves and the other rider. After 1 km, the rider caught up shall ride at least 25m away from the other. 6.4.3 If necessary, the commissaire or assistant commissaire shall force the riders to leave the 2 metre lateral gap and the distance of 25 metres respectively. 6.4.4 Riders may not help one another. 6.4.5 Riders may not be given refreshments, other than that which they carry themselves. www.tasportscycling.co.nz UTwwwU JUNIOR CYCLING
2020 TE AWAMUTU JUNIOR CYCLING TOUR 6.5 Following vehicles 6.5.1 Following vehicles are not permitted to follow riders on the course. CHAPTER 7 RACE PROCEDURES 7.2 Behaviour of participants in cycling races 7.2.2 All license-holders shall, in whatever capacity, participate in cycling races in a fair and sporting manner. They shall look to contributing fairly to the sporting success of the race. A high standard of behaviour is expected from all participants throughout the duration of the tour. 7.2.3 Riders shall sportingly defend their own chances. Any collusion or behaviour likely to falsify or detract from the interest of the competition shall be forbidden. 7.3 Own Risk (sourced from Cycling New Zealand R & T Regulations 2019) 7.3.1. Riders shall be accepted as competitors on the condition that they race at their own risk and compete under the rules of Cycling New Zealand, the UCI and any specific event rules, terms and conditions. 7.3.2. Cycling events carry some inherent risk and competitive races are strenuous by nature. To be able to compete, riders should be in sound physical and mental condition. The rider’s health and welfare is of paramount importance. By entering in a race, the rider is declaring that they are in good health and are in an appropriate physical and mental condition to safely complete the race. This includes being responsible for their choices of equipment and refreshments. 7.3.3. While each rider is responsible for their own health and welfare during the competition, Officials will withdraw or refuse a start to any rider who they believe presents a danger to themselves or to other riders. If, after medical assessment and/or treatment, the athlete is able to re-join the competition then no timing allowances will be made. www.tasportscycling.co.nz UTwwwU JUNIOR CYCLING

KoM is at 520 Aspin Road – 5.2Km 5. Follow Aspin Road to the end 6. Sprint Ace is at 142 Aspin Road – 9Km 7. Turn right on to Fencourt Road 8. Follow Fencourt Rd until turning right on to Flume Road again (start of loop 2) OR 9. Straight on through all the way to the finish at Goodwood School once the correct number of loops have been completed Total Distance 1. U15 Boys, U15 Girls: 2 laps = 28km 2. Continue up Aspin Road until the end, then turn left on to Flume Road 3. Follow Flume Road until the end, then turn left back on to Fencourt Road 4. Continue along Fencourt Road until the end, then turn left on to Maungakawa Road 5. Head on to the junction with Aspin Road and turn right here 3. Follow until the end of Aspin Road and then turn left on to Fencourt Road 4. Sprint Ace at 38 Fencourt Road – 11Km 5. At the end turn left on to Maungakawa Road 6. Follow Maungakawa Road all the way up the hill and continue on (it becomes Te Miro Road) 7. KoM at the top of Maungakawa Road (junction of Gudex Road) 8. At approx 21Km turn right on to Brunskill Road 9. Follow until the end then turn right on to French Pass Road 10. Follow French Pass Road until the junction with Maungakawa Road and then turn right 11. Follow Maungakawa Road and then turn left on to Fencourt Road 12. 2020 TE AWAMUTU JUNIOR CYCLING TOUR STAGE 3 – U19 Men 82km Directions 1. From Goodwood School continue down Fencourt Road to the end then turn left on to Maungakawa Road 2. Sprint Ace at 38 Fencourt Road – 4.5Km 3. Follow Maungakawa Road up and over and continue on (it becomes Te Miro Road) 4. KoM is at the top of Maungakawa Hill – 8.9Km and 36.5Km 5. Turn right on to Brunskill Road 6. Follow Brunskill Road until the end then turn right on to French Pass Road 7. Follow French Pass Road until the junction with Maungakawa Road and then turn right 8. Turn left on to Fencourt Road and continue on for approx 5km until the junction with Flume Road 9. Turn right on to Flume Road 10. Continue Flume Road and then right on to Aspin Road 11. Follow Aspin Road until the end and then turn left on to Fencourt Road 12. Follow Fencourt Road to the end – Sprint Ace (second time) is at approx 49km 13. Turn left on to Maungakawa Road 14. Head up Maungakawa Road again and straight on up the hill again 15. KoM (second time) is at the top of Maungakawa Hill 16. Continue on again until the junction of Brunskill Road and turn right here 17. Follow Brunskill Road until the end then turn right on to French Pass Road 18. Follow French Pass Road until the junction with Maungakawa Road 19. Turn right on to Maungakawa Road again, continue but this time turn left on to Fencourt Road 20. 2020 TE AWAMUTU JUNIOR CYCLING TOUR IMPORTANT STUFF • Registration and Race Pack pick up is at the Goodwood School Hall on Friday (5.00 – 7.30 pm) and Saturday (7.00 am – 8.15am). • Parking is at the rear of the school (signage will be in place). The front of the school is to be left clear for official tour vehicles. • To avoid congestion on the courses, we would ask that vehicles travel to Goodwood using the following route from Cambridge (approx. 8km): - Travel along Victoria Rd and turn right near the Hautapu Dairy Factory (State Highway 1B) - Turn right into Fencourt Rd and the school is approx. 2 km from the corner • If riders wish to ‘warm up’ on the road they must not cross the start / finish line, and should not ride on the course. Ride back towards Victoria Rd. Please ensure you are wearing your helmet whenever you are on your bike. • As these races are taking place on rural roads, we ask spectators to be mindful of not only the cyclists but all other road users and residents. Do not follow the race – doing so will result in the disqualification of your child. Leave the school prior to the start of racing, find a car park safely off the road so that you do not impede traffic or block gateways of local residents. If you are wanting to return to school to watch the finish, please leave plenty of time to do so, otherwise you will get in the way of the race convoy and could potentially alter the result of the race. • The commissaires will be available from 7am – 7.45am on Saturday if you wish to take your bike through a gear check. Please note that all riders must present ten minutes prior to their TT start time to roll out before heading into the starting chute. • There may be a slight change to start times on Saturday afternoon – these will be announced over the microphone and posted at Race HQ. • The jersey presentation after the TT will take place on Saturday at 11am and then again on Sunday morning before the start of the road stage for each age group. • A reminder that the Daylight Savings changeover takes place this weekend so we’ll all get an extra hour in bed on Sunday morning!
