Talking Points December 2019 From the Executive Office Voting on the proposed APWA bylaws amendments closes December 12. Once you’ve logged into the APWA website, you can either go to MyAPWA to find the Vote icon or watch the rolling banner at the top for the notice. Read pages 4-6 of the November Reporter article for details on the major proposed changes. The link is also available on the Vote Now page. Canadian Public Works Association (CPWA) Prime Minister Justin Trudeau’s Liberal Party retained enough seats in Parliament after Canada’s 43rd federal election on October 21 to govern with a strong minority in the House of Commons. Though the Liberals lost the popular vote to the Conservatives and came in 13 parliamentary seats short of the 170 needed for a majority, they won the most seats in the House. Two members of cabinet lost their seats in the election—former Minister of Public Safety and Emergency Preparedness Ralph Goodale and former Minister of Natural Resources Amarjeet Sohi—after Liberals were shut out in Saskatchewan and Alberta. In a press conference on October 23, Prime Minister Trudeau ruled out a formal governing coalition, but said he would meet with all parties to discuss priorities, which are likely to include tackling climate change, a universal tax cut, and expansion of the Trans Mountain pipeline. The Prime Minister met with Conservative Leader Andrew Scheer and Bloc Québécois Leader Yves-Francois Blanchet on November 13, followed by NDP Leader Jagmeet Singh on November 14. On November 4, Elizabeth May stepped down as Green Party Leader after more than 13 years. In an effort to address regional tensions, the Prime Minister held discussions with premiers following the election, including a call with New Brunswick Premier Blaine Higgs and a meeting November 8 with Manitoba Premier Brian Pallister and November 12 with Saskatchewan Premier Scott Moe. A meeting of Canada’s Premiers, chaired by Mr. Moe, will take place on Monday, December 2. On November 20, the Prime Minister announced his cabinet for the 43rd Parliament, keeping nearly all of his re-elected ministers from the last government. The 37-member team (including the prime minister) has the gender parity the Prime Minister promised and includes seven new ministers, three of whom are newly elected MPs (10 members of the cabinet are from Quebec and 11 are from the Greater Toronto Area). With no MPs from Alberta or Saskatchewan, the Prime Minister named native Albertan Chrystia Freeland Minister of Intergovernmental Affairs, a role in which she will use the diplomatic skills she honed as Minister of Foreign Affairs to find solutions to regional grievances, starting in the Prairies. Since the intergovernmental affairs position would normally be considered a demotion for Freeland, Trudeau also named her Deputy Prime Minister. The largely symbolic role usually involves ceremonial functions, such as filling in for the prime minister during question period, but Freeland is expected to play a leadership role across the cabinet, working directly with Trudeau and other ministers on key federal-provincial issues. Freeland becomes just the tenth deputy prime minister in Canadian history and the first in 15 years (Anne McLellan last held the post under then-prime minister Paul Martin). 1
Freeland will continue to work on the trilateral trade deal with the U.S. and Mexico that she helped craft in order to ensure its ratification. But François-Philippe Champagne, who has been elevated to Minister of Foreign Affairs, will take over as the minister responsible for U.S.-Canada relations. In a news conference November 14, Speaker of the U.S. House of Representatives Nancy Pelosi said an agreement on the replacement for NAFTA, which needs congressional approval, is close. Jonathan Wilkinson, who spent many years in Saskatchewan and takes over as Minister of Environment and Climate Change, is another key minister whose mandate will include working closely with Western provinces. Former cabinet minister Jim Carr, who announced on October 25 that he has been diagnosed with blood cancer and is receiving treatment, is stepping outside of cabinet to become the Prime Minister's special representative for the Prairies, acting as Trudeau's "eyes and ears" in the region. Catherine McKenna has been named the new Minister of Infrastructure and Communities, and Bill Blair, who was in charge of border security and gun control, will replace Ralph Goodale as Minister of Public Safety and Emergency Preparedness—a file that includes overseeing the Royal Canadian Mounted Police (RCMP), the Canada Border Services Agency, Corrections Canada and the Canadian Security Intelligence Service (CSIS). New or now-stand-alone files: • Northern Affairs (was part of Intergovernmental Affairs and Internal Trade) will be led by Dan Vandal, a Métis MP from Manitoba. • Labour (was part of Employment and Workforce Development) will be led by Filomena Tassi. • Middle Class Prosperity will be led by Mona Fortier, working under the finance department. The Prime Minister’s Office announced on November 12 that the new Parliament will be convened on Thursday, December 5. Governor General Julie Payette, who represents Queen Elizabeth II in Canada, will summon the Liberal minority-led 43rd Parliament, but will do so on the advice of the Prime Minister. Parliament’s first order of business upon being recalled will be the election of a Speaker. Current Speaker Geoff Regan was re- elected to Parliament but isn't automatically returned to the Speaker position. After the election of the Speaker, the Speech from the Throne will be read by the Governor General, opening the new session of Parliament and laying out the Government’s legislative priorities. Members of Parliament debate the speech and then vote. To pass, the speech needs the support of a majority of the House—170 seats or more—so it will likely feature policies amenable to another party or parties. The Liberals’ most likely ally is the NDP and during the campaign NDP Leader Singh laid out several priorities for supporting another party in a minority, including universal pharmacare, affordable housing, and action on climate change. As of the drafting of these Talking Points, the federal government was operating under a continuing resolution (CR) that was in effect through November 21, 2019. Another CR was deemed necessary and passed by both the House and Senate, funding the federal government through December 20. President Trump signed the new CR on November 21. 3
Included in the CR is language to cancel a funding rescission in Section 1438 of the Fixing America’s Surface Transportation (FAST) Act (Public Law 114-94). The law requires the rescission of $7.6 billion of unobligated highway funding contract authority on July 1, 2020. Over recent months, APWA has been advocating to Congress the rescission be repealed. In addition to APWA's efforts, we joined with 41 other organizations encouraging Congress to repeal the rescission. In addition to repealing the highway funds rescission, the CR extends the National Flood Insurance Program (NFIP) to December 20, 2019. APWA has been actively advocating for a long-term extension of the program. NFIP exists to provide affordable insurance options to property owners, renters and businesses, and it encourages communities to take actions and adopt regulations that will mitigate the impact of disasters. NFIP has been funded through more than a dozen short-term extensions since FY 2017. The APWA Government Affairs team is looking to expand the Advocacy Ambassadors program. The program originated from the Advocacy Task Force under the Council of Chapters. We are working to identify an Ambassador in each US APWA chapter, and are looking for interested members. The Certified Public Infrastructure Inspector (CPII) Job Analysis survey is complete, results have been tabulated, and the examination upgrade is moving forward. The addition of these two programs will offer both operators and aspiring fleet professionals an opportunity to experience Snow Conference in a new way. 5

Conferences – PWX and North American Snow Conference Planning is underway for the 2020 North American Snow Conference (NASC) and PWX 2020. PWX Program Review committee members are in the process of reading and ranking all the submitted proposals. Emerging Leaders Academy The Emerging Leaders Academy Class XIII held their kick-off retreat in Kansas City, November 7-9, 2019. During the retreat, they started discussions about their final class project, honing in on the topic of how to identify and support your agency’s emerging leaders. The ELA Subcommittee of the Leadership and Management Committee will be engaged in conversations over the next few months, with the goal of providing the committee with recommendations to ensure the future success and sustainability of the program. The Council of Chapters’ Winter Meeting will be held on February 20-21 at the Westin Crown Center in Kansas City. Tech Talk: A Quick List of Ongoing Projects from the APWA Technical Committees Asset Management Committee The Asset Management Committee is finalizing articles for the January APWA Reporter magazine which will be shared with the Engineering & Technology Committee. The committee is also excited to welcome new member Greg Chartier from Saskatchewan, Canada. Emergency Management Committee November was National Critical Infrastructure Security and Resilience Month. The Emergency Management Committee’s Department of Homeland Security Knowledge Team is engaged with the Department of Homeland Security (DHS) and participated in a number of events in November including: • Participated in conference calls on CISA’s efforts to develop the National Critical Functions (NCFs) as a framework to address cross-sector and emerging risks to cyber and physical infrastructure. • Attended (virtually, APWA’s DC staff in person) the next Emergency Services Sector Coordinating Council meeting • Attended (virtually, APWA’s DC staff in person) the next Emergency Services Sector – Critical Infrastructure Partnership Advisory Council (CIPAC) Member meeting • Worked with DHS CISA to include an article in the November edition of the Reporter about Critical Infrastructure Security and resilience month. 8
Engineering and Technology Committee APWA Engineering and Technology Committee presented the Click, Listen and Learn “Addressing Drainage Concerns with 2D Hydraulic Modeling” on October 24. Fleet Management Committee The Fleet Management Committee has begun working on their March 12th Click, Listen & Learn program. The committee is also continuing to work on their certificate program that will launch at the North American Snow Conference in April 2020. Leadership and Management Committee The Leadership and Management Committee has begun the data collection portion of their benchmarking project. Also, the committee is excited to welcome new member Karen Kase from the Chicago Metro Chapter. Solid Waste Management Committee The Solid Waste Management Committee has begun the 2nd piece of the Solid Waste New Directors Toolbox that will focus on post collection. The toolbox will be an interactive PDF available on the APWA website in 2020. Transportation Committee APWA was asked to participate in the AASHTO Transportation System Preservation Technical Service Program (TSP2). President Spearman appointed Christopher W. McGee, PE as the representative. Christopher is the Assistant Director – Transportation for the City of Raleigh North Carolina. He is also the incoming President Elect for the North Carolina Chapter. President Spearman appointed a new member to the AASHTO Technical Committee on Geometric Design (TCGD), Joseph Kroboth, III, PE, PWLF. Joseph is the Director, Transportation and Capital Infrastructure at Loudoun County Virginia and is a past member of the APWA Transportation Committee. The Transportation Committee would also like to say THANK YOU to Marshall Elizer, Jr, PE, PTOE, Assistant Secretary Washington State Department of Transportation who has been the representative to the AASHTO TCGD since 2008. Utilities and Public Rights-of-Way Committee UPROW has three very active subcommittees that are responsible for many of the action items on UPROW’s work plan. Task groups have been formed within the subcommittees to draft guidance position statements and toolbox items addressing current issues including: 9
• Locating of abandoned facilities • Tolerance zone definition revisions proposed by the Common Ground Alliance (CGA) • Design locates • Review of outdated publications and creation of resource library The committee is closely tracking developments with 5G/small cell technology and is involved with the APWA Government Affairs Committee Subgroup on 5G/Broadband/Small Cell Issues. Water Resources Management Committee On November 12, APWA and the House Public Works and Infrastructure Caucus held a Congressional briefing on water issues titled, “Water Issues and Public Works: A Discussion on Water Infrastructure, Regulatory Issues, and Emerging Contaminants.” The briefing provided information on the work done by public works departments to operate and maintain aging water infrastructure, comply with changing regulatory schemes, and deal with new challenges. The panel presented information on how public works departments work to provide safe drinking water, treat wastewater, and build new water infrastructure, such as stormwater systems. Additionally, there was discussion of new regulatory proposals, as well as ways the federal government can provide support and resources to public works departments in the water sector. Panelists for the briefing were: • Bill Spearman, PE, APWA President • Barry Sheff, PE, Water Resources Management Committee Chair, Senior Client Manager, Woodard and Curran • Evan Pratt, PE, Water Resources Management Committee Member, Commissioner, Director of Public Works, Washtenaw County, MI. The briefing was moderated by APWA Executive Director Scott Grayson. The briefing was well attended with nearly 40 attendees and a series of questions asked of the panelists. APWA Technical Committees – Explained! The American Public Works Association has volunteer committees to assist in the management of the association and its work. The most substantial of these are the Technical Committees that are involved with specific public works areas. APWA Technical Committees are the “centers of expertise” for the assigned subject areas, and their primary purpose is to provide direction and oversight to programs, services and products within the technical area of expertise in support of the APWA strategic plan and APWA goals and objectives. Technical Committees are responsible for articles in every issue of the Reporter, PWX/Snow Conference education sessions, Click, Listen & Learn webinars, Certificate programs, APWA Publications, and supporting APWA Certification programs for Leadership and Management, Fleet, Stormwater and Construction Inspection. 10
Technical Committee Mission Statements: Asset Management Committee To support APWA members that operate, improve and maintain public works and infrastructure through advocacy, education, resource development, and member engagement in the field of asset management. Emergency Management Committee To provide APWA members with resources and a forum for exchanging and developing ideas, knowledge, and technologies for mitigating from, preparing for, responding to, and recovery from all hazards (manmade and natural disasters). The committee also intends to foster recognition of public works' important role(s) in emergency management. Engineering and Technology Committee To encourage sharing and application of knowledge about engineering and technology and advancing these practices in public works, pursuing APWA’s mission to develop and support the people, agencies, and organizations that plan, build, maintain and improve our communities. Facilities and Grounds Committee To provide APWA members with the resources for exchanging and developing ideas, information, skills, knowledge, and technologies for the operation, management, and maintenance of public buildings, grounds, and parks. The committee also recommends and advances APWA policies and positions concerning public facilities and grounds issues. Fleet Management Committee To support excellence in fleet management, through advancing the leadership, education and promotion of fleet proficiency to APWA members, agencies, and organizations. Leadership & Management Committee To advance Public Works Professionalism through research, application and advocacy of innovative leadership and best management practices. To provide resources to public works professionals in management and leadership. Solid Waste Management Committee To support APWA's role as the recognized leader in public works by providing its members with the resources for exchanging and developing ideas, information, skills, knowledge, and technologies for the operation, management, and maintenance of solid waste facilities. Transportation Committee To provide APWA members with resources for exchanging and developing ideas, information, skills, knowledge, and technologies for the advancement of APWA’s transportation objectives, and to develop and promote environmentally sound, sustainable, cost effective, and safe systems that enhance the livability and quality of life in our communities through active public involvement. 11
