STATE COORDINATION PROGRAM for the Development of Biotechnology in the Russian Federation until 2020 “BIO 2020”
Summary The 21st century is rightly considered the time of life sciences when bio- technologies start to play a more significant role in the environmental protection, the design of new materials, an increase in the agricultural productivity and the improvement of life quality in general. The world is gradually moving toward a new economic structure based upon the usage of renewable resources, to the develop- ment of bioeconomics. According to the OECD, by 2030 biotechnologies will be used in 35 50 80 % % % of chemical industry of agricultural production of drugs products In general biotechnology products will constitute up to 2.7% of global gross domestic product of developed countries, and for developing countries, among which the Russian Federation, this percentage will be even higher. The Russian Federation possesses unique natural resources, almost unlimited reserves of renewable vegetable raw materials, large reserves of fresh water, fertile arable lands, qualified human resources and recognized scientific schools and should not stand aside from around the world process. The necessity of providing the sustainable social and national economy de- velopment for the long-term perspective, risk of loss of traditional sale markets and devaluation of main export products on world markets as a result of the replacement by products based on renewable raw material, insistently demands the development of the biotechnological complex of the country. In the recent past a number of instruments supporting the development of biotechnology have been employed in Russia: there were approved The Strategy of Development of the Pharmaceutical Industry of the Russian Federation until 2020, The Strategy of Development of the Forest Complex of the Russian Federation until 2020 and there was accepted the Federal Target Program “Development of the Phar- maceutical and Medical Industries of the Russian Federation until 2020 and Further Perspective”. The Strategy of Development of the Medical Industry of the Russian Federation until 2020 is being worked out. Separate aspects of fundamental and
industrial biotechnology are being developed within a number of Federal Target pro- grams. The biotechnological subject is actively supported by the Russian Foundation for Basic Research and by research programs of the Russian Academy of Sciences (RAS), the Russian Academy of Medical Sciences (RAMS) and the Rosselkhozacademy (Russian Agricultural Academy). Applied and innovative projects are financed by the Fund for Assistance to Small Innovative Enterprises in Scientific and Technical Area, JSC “RUSNANO”, JSC “RVC”. Regional programs for the development of biotechnology are being implemented. Three technological platforms for biotechnology were formed: “Medicine of the Future”, “Bioindustry and Bioresources – BioTech2030” and “Bioenergetics”, aimed at uniting and harmonizing interests of the state, scientific and business com- munities in the creation of bioeconomics in the Russian Federation. Nevertheless, the analysis of the state-of-the-art of biotechnology in the world and Russia showed that the development of biotechnological industry and the leading of research and industrial production in this area to the global level of competition require the right mix of targeted government policy. As a result in ac- cordance with the decision of the Government Commission on High Technology and Innovation there was developed and accepted the State Coordination Program for the Development of Biotechnology in the Russian Federation until 2020. ▼ Altai, Russia
Aim of the Program: To bring Russia to the leading positions in the development of biotechnology, including certain areas of biomedicine, agrobiotechnology, industrial biotechnology and bioenergetics and creation of the globally competitive sector of bioeconomics, which along with nanoindustry and information technologies, should become the basis for modernization and creation of post-industrial economics. By 2015 – the development of domestic demand and export of biotechno- logical products; the creation of the production and technological basis for new sub-branches of industry enabling the replacement, in a long-term perspective, of a significant part of products manufactured by chemical synthesis by products of bio- logical synthesis; the creation of the technological and experimental and industrial basis for biofuel industry. By 2020 – the formation of institutional prerequisites for the profound modernization of the technological basis of the corresponding branches of industry through mass implementation of methods and products of biotechnology in the pro- duction; the integration of scientific and technological sector of Russia in the inter- national system of knowledge production with the advancement to leading develop- ment of scientific potential aimed at creating knowledge and technologies ensuring, along with nanotechnologies and information technologies, the modernization of industrial sector. ▲ Taiga, Russia

Tasks of the Program: • Creation of the infrastructure for the development of biotechnology in Russia; • Formation and implementation of priority innovative and investment projects in biotechnology; • Large-scale development of bio-industry in the regions of Russia in all biotechnology sectors; • Support of the development of life sciences and physicochemical biology; • Creation of up-to-date educational programs and a system of human resource training in biotechnology; • Maintenance and development of bio-resource potential of the Russian Federation as the basis of bio-industry; • Solution of topical social and economic, power, environmental and other problems of the country by methods and means of biotechnology; • Integration of domestic biotechnology in the world bioeconomics; • Improvement of legal, economic, informational and organizational basis for the development of biotechnology. Expected results of the Program implementation: • Increase in the volumes of production and consumption of biotechnological products in the Russian Federation; • Advancement to the level of biotechnology production in Russia of about 1% of global gross domestic product (GDP) by 2020 and the creation of conditions for the rise of GDP by at least 3% by 2030; • Rapid improvement of the efficacy of the medical treatment due to the wide spread of new methods of diagnostics and practice of personalized medicine; • Development of efficient methods for elimination of pollutants and reduction of adverse anthropogenic impacts on the environment; • Increase in the food safety of the country due to implementation of biotechnol- ogy in the field of agriculture; • Appearance of new available sources of energy due to the development of bioenergetics.

Financial guarantee of the program implementation Financial guarantee of the Program will be provided by the Federal budget, budgets of constituent territories of the Russian Federation, local budgets and also off-budget financing. The I stage of the Program implementation will be funded by the Federal budget, budgets of constituent territories of the Russian Federation, state institu- tions of development, state corporations and companies with state share, large and middle business. A significant part of investments may be attracted from interna- tional corporations interested in localization of production facilities in Russia, part of financing will be obtained from Russian and international capital markets. The main financial source of the II stage of the Program will be obtained from funds of Russian and international corporations, financial means of enterprises of middle and small business, financial means of state development institutions and also investments from the fund market. Priority of biotechnology development In addition to main instruments of the Program implementation present- ing “horizontal” measures of the development of biotechnology sector, the Program includes “vertical” measures in the main directions of biotechnology development united by the common theme of the relevant industry results. Taking into account the available scientific basis and tendencies, current situ- ation, the potential of market development and social and economic effect there are the following priorities of biotechnologies: • Biopharmaceutics and biomedicine; • Industrial biotechnology and bioenergetics; • Agricultural and food biotechnology; • Forest biotechnology; • Environmental protection biotechnology; • Marine biotechnology. Within the scope of the above priorities, complexes of events are formed inter- related and coordinated in time, resources and executors, which include research, development and engineering, material and technical support, human resources, in- formational, legal and economical support. The approval by V.V. Putin of the State Coordination Program for the Development of Biotechnology in the Rus- sian Federation until 2020 reflects a profound understanding of the existing situation, defines biotechnology as one of pri- ority areas of economic development of the Russian Federa- tion and expresses the decision of the country government to support this area at the state level. The implementation of the targeted state policy in this field should contribute to the complex development of the corresponding sectors of biotech- nology, the creation of domestic demand for biotechnological products and extension of their assortment, modernization of existing productions, creation of new technologies, training of highly skilled personnel and attraction of foreign biotechnology companies to organization of production and movement of part of research to Russia. All this undoubtedly will lead to intensi- fication of the sector development in general and transition the country to leading positions in the world in this field.
