1 2 Board of Management About Fei Yue Community Services During the financial year ended 31 March 2019, there were 5 meetings held (2 were conducted after the election). 3 Fei Yue Community Services was established in 1996, with a mission to effect life transformation through the provision of quality social services. We maintain Board Members who have served for more than 10 consecutive years to ensure stability of the board and to minimise possible disruptions to the operation. Our services and programmes, which are varied and cater to the needs of different client populations, include counselling, adoption, family life education, early 4 intervention programmes for infants and children, and services for youths, elderly, They play an important role to guide the new members and helping them adapt inmates and their families. to our organisation culture. 1 2 President of Fei Yue Community Services Message Senior Management 3 Give thanks, give hope. And, we officially opened a third Centre for our infants and children with special needs at Upper Thomson. 3 Mr Ling Koon Hwai, Arthur Director 4 Ms Aw Lay Hoon Senior Assistant Director Another heartening witness, is having one of our younger social workers conferred the Promising Social Worker Award 2018. Benjamin Yeo from the Youth Services, has contributed 5 Ms Iris Lin Assistant Director greatly to the youth street outreach intervention scene in Singapore. He has adapted and adopted various models, used in Hong Kong and tailoring it locally for the youth work. 6 Ms Cheng Wen Shan Assistant Director The work and needs will never cease as the complexities arise. There will be emerging needs 7 Ms Joyz Tan Senior Manager and solutions that need more partnerships and collaborations across sectors. Fei Yue will go deeper into fundraising for resources and needs, so that we can delve deeper to bring about efficacy. Our soliciting for more corporate support has been a rewarding one last financial year, and we will continue to cultivate more, and sustainable partnerships. 1 Specialised Specialised Programmes Division focuses on children and families, providing 2 them with a range of diverse services to cater to changing societal needs. CICS carried out 49 adoption cases in the last financial year, April 2018 – March 2019. The total number of cases comprised of 39 Home Study Reports Fostering (HSR) and 10 Stepchild Adoption from China. Out of the 39 HSRs, 35 were couples and 4 were single applicants. 1 2 Family Central Family Central is a one-stop platform that coordinates and organises various programmes and courses to help families bond and stay intact. Community & School The Family Life Education team looks at organising various workshops and programmes to help foster bonds and relationships within the family. We worked with schools and communities. A total of 50 workshops were conducted in the communities and 28 workshops were conducted in schools. 2551 individuals found the programmes to be helpful. Marriage Preparation and Marriage Enrichment Programmes PREP is an evidence-based Marriage Preparation Programme developed by Dr. Howard Markman and Dr. Scott Stanley from the University of Denver. The programme aims to help couples enhance their communication, manage expectations and build strong marriages. Apart from PREP, we also conduct our own in-house Marriage Preparation Courses. We have conducted 102 PREP sessions at ROM and 6 Marriage Preparation Courses at our premises, reaching approximately 1020 couples Early Marriage Support (EMS) Programme EMS is a marriage preparation and support programme which prepares young couples, i.e. grooms 18 to 24 years old and/or brides 18 to 20 years old, for a healthy and enriching marriage and family life. The 20 hours pre-marriage programme comprises of two individual sessions and 4 workshops, and help couples understand each other better, and provide practical skills to build a strong marriage. A total of 100 couples attended the EMS programme. 1 Project FAMILY (Transnational Support Centre) 2 Project FAMILY journeys with transnational couples (Singapore citizens marrying non-residential foreigners) since December 2014. This is a partnership between MSF and Care Corner. Besides providing marriage preparation programmes, participants are invited to a variety of programmes to help their transition from singlehood to married life in Singapore. 1 2 Community Mental Health – Happiness@Fei Yue 3 Happiness@Fei Yue is a community mental health department providing a suite of community-based mental health programmes (i.e. COMIT, CREST, IRENE, and RC) to aid in the prevention, community support and intervention of mental illness, and to ensure care and support for persons who are at risk of or 4 diagnosed with mental illness and their caregivers. COMIT@Fei Yue 5 COMIT@Fei Yue is an allied health led team who works with community partners to provide person-centred care that caters to the health and social needs of clients aged 16 years old and above who are diagnosed with or suspected to have mental health conditions. 6 The team supports clients living in Woodlands, Taman Jurong, Choa Chu Kang, Yew Tee and Bukit Batok. COMIT@Fei Yue works closely with healthcare teams (i.e. NUHS G-RACE, NUHS ASCAT and CCK Memory Clinic) to meet both the health and psychosocial needs of our clients. 7 23% of our clients show 20% and more improvement in the GAF scale at the post assessment and/or at point of discharge, while 60% of our clients showed 20% and more improvement in the Sheehan Disability scale at the post assessment and/ or at point of discharge, indicating an improvement in their overall functioning level, in terms of psychological, social and occupational functioning. 1 Fei Yue CREST 2 Fei Yue CREST (Community Resource, Engagement & Support Team) is a basic community safety net to support older persons aged 40 and above, who are at risk or suspected or diagnosed with mental health conditions (e.g. dementia & depression) as well as their caregivers who need additional support to care for their loved ones in the community. 3 CREST increases public awareness of mental health by organising mass and targeted outreach events, talks, door-to-door and training of community partners to provide mental health information and education. Fei Yue CREST currently has three teams, serving older persons residing at different geographical areas e.g. West region and North-East region. 4 In the past year, Fei Yue CREST has served a total of 1,029 clients and partnered with various community partners to organise 62 outreach events to a total of 6,936 participants to increase public awareness on mental health. CREST workers have conducted 2,365 home visitations and linked clients 5 to the appropriate care and assistance in the healthcare and social service system for diagnosis, treatment and community assistance. 1 Silver Station 2 To address the needs in dementia care, Silver Station was initiated as a one-stop resource centre in the local community of Queenstown and Buona Vista to drive Dementia-Friendly Community (DFC) efforts. Silver Station (SS) conducts outreach to increase awareness of dementia and dementia prevention within its boundaries. 3 Promoting early detection of dementia through screening events, and providing dementia-related resources, information and service linkages are some of the services that SS provides. 4 SS also trains a pool of volunteers with the necessary skills and knowledge to provide support to those with dementia and their caregivers. 1 Chua Chu Kang Fei Yue Retirees Centre 2 Dementia Activities Fei Yue Retirees Centre has embarked on organising more dementia-care 3 related activities. This project conducted on every Monday, Tuesday, Thursday and Friday at Chua Chu Kang Fei Yue Retirees Centre. These programmes include: 1. Arm Chair Travelling provides a sensory experience and opportunityto learn about exotic lands and important past events in a meaningful manner to help them increase imagination and help them develop their creativity, 4 focus, attention and visualisation. A travel experience is conducted, with mini passports for the participants to travel to various destinations at the convenience of where they are. 2. Art Therapy is a beneficial practice for those suffering from degenerative 5 diseases like dementia. Using their own expressions and creations, the artworks helped to reconstruct memories and also a tool for them to reconnect with their feelings. 3. Digital Reminiscence helps recall past events using all the five senses.This 6 can range from simple conversations, using digital apps or slides, and props like dough mixed with salt grains to help members recollect memories. 4. Music Therapy sees the therapists work with individuals or groups through music, using musical expression to evoke memories, feelings, and sensations. 7 Many Alzheimer’s patients, even in advanced stages, can still remember lyrics and sing songs long after they’ve stopped recognising names and faces. There’s also growing evidence that listening to music can also help stimulate seemingly lost memories and even help maintain some cognitive functioning. 1 Stories of Our Seniors 2 Braving the turbulence of life Elder Education Client M is an 83 years old lady who encountered many upheavals in life. There was an incident when the husband could not bear her complaints and slapped her, escalating to a family violence situation. Initially, the elderly husband rejected CCMS and was furious with the Case Manager for flagging up 8 his case as family violence. A breakthrough occurred after an extensive period of rapport building and engagement. The elderly couple was persuaded to hire a domestic helper. The competent care of the domestic helper had greatly reduced the couple’s conflict, and the case was closed. The elderly husband was grateful for the Case Manager’s assistance. 1 Senior Group Home 2 Fei Yue Senior Group Home (SGH) is an assisted living home that supports frail elderly in rental flats to age within the community and to delay premature institutionalisation. Fei Yue currently manages the SGHs at Hougang and Teck Whye Crescent, located in rental blocks and comprises of four units of 1-2 rooms rental flats that 3 can accommodate 12 to 13 seniors. Seniors are paired with one or two roommates as buddies and stay together in the same rental flat as they help to look out for one another. All SGH seniors who meet the eligibility criteria are referred to us by AIC. 4 Outreach & Networking efforts To raise awareness of SGH and its services to vulnerable seniors, we connected with several community partners such as grassroots organisations, hospitals, nursing homes and other VWO eldercare agencies in Hougang and Teck Whye Crescent. 5 SGH served 4 seniors in the financial year. As our population ages, Fei Yue Senior Group Home hopes to support more vulnerable seniors to enable them to 6 age-in-place in the community. Senior Activity Centres Buangkok Green Senior Activity Centre 7 Buangkok Green Senior Activity Centre (SA) serves as a drop-in centre for the senior residents who stay in Blk 581 and 582 Buangkok Green. The SAC manages the Alert Alarm System for the two blocks. It also organises NSA courses which are open to seniors who are 50 years and above and are Singaporean or PR. To date, Buangkok Green SAC has reached out to 195 seniors with 8 active 8 volunteers above the age of 60. These volunteers are involved in carrying out the Centre’s activities, conducting home visits and block surveys, and participating in ad-hoc projects such as outings, administrative work, and Centre’s festive decoration and NSA courses. We saw 56 residents (53 within boundary and 3 outside of the boundary) join us as members. We also attracted more than 150 people per week to join in various activities at the SAC.
