On behalf of the Texas Education Agency, I am pleased to welcome you to the 2019 Statewide
Parental Involvement Conference in San Marcos, Texas. As we look toward the future, the
selection of the conference theme Parental Involvement: Stronger Together is appropriate.
As Commissioner of Education, I commend you for attending this professional development
opportunity focused on quality services that will empower parents and educators to effectively
meet the challenges that face our students statewide. As we continue to implement the Every
Student Succeeds Act (ESSA), it is essential that we work together as a state to ensure parents
and families are meaningfully engaged in the education of their children and to improve
educational opportunities for all students.
Your participation in this conference will provide an opportunity to exchange information with

parents and educators from across the state in an effort to identify best practices in parental
involvement and family/community engagement. I am confident that the information you receive

Dear Conference Participants,
On behalf of Region 16 Education Service Center, it is my pleasure to welcome you to the
2019 Statewide Parental Involvement Conference. The Region 16 Statewide Parent and
Family Engagement Initiative is honored to host this exciting event for the 16th year. The theme
of this year's conference is Parental Involvement: Stronger Together where attendees are
encouraged to never give up on the potential of all families.
The promise of this conference is to build the capacity of all participants in the parent and
family engagement arena. The conference will provide opportunities for parents, educators
and community leaders to learn strategies for empowering all stakeholders to increase
student achievement and to meet required state and federal mandates. It is our hope that the
information you receive will challenge you to make parent and family engagement an integral

Goals, Objectives & Strands
Goals
The major goal of the conference is to provide an opportunity for dialogue on Every Student Succeeds Act
(ESSA) issues in parent and family engagement among all stakeholders with an interest in improving teaching
and learning.
Educators will be provided with strategies and networking opportunities to enhance their parent, family and
community engagement programs and to create a more instructionally effective school.
Parents will gain an insight on how the Federal ESSA legislation impacts their school and provides them
resources and strategies to directly improve their family’s educational opportunities and relationships within
the community.
Objectives
Participants will learn the parent and family engagement requirements for the Federal Programs addressed in
the ESSA legislation.
Participants will learn the latest, most effective, evidence-based strategies and techniques for increasing and
enhancing family/community engagement.
Participants will share and distribute information concerning practices that will increase student performance.
Participants will be provided the opportunity to interact with companies/vendors that can provide
skills and tools to help meet the challenging standards for all students.

El objetivo principal de la conferencia es brindar una oportunidad de diálogo sobre los asuntos relacionados
con la participación de padres y familias, entre todos los interesados, de la Ley Every Student Succeeds Act

Name badges are required for admission to all conference events.
Spanish Language Translations
For persons who prefer Spanish, headphone translation is provided for all general sessions and some
breakout sessions. Headphones, provided by “Audio Resource Group,” may be obtained from the Translation
Table by Veramendi Ballroom E/F. Persons who receive headphones will need to leave some form of
identification, such as their driver’s license, for usage.

be providing free translation services for the general session and select breakout sessions. Any participant who
is interested in translation from English to Spanish, please go to the Audio Resource Group table. They are by
Veramendi Ballroom E/F. There you will receive a radio receiver with listening devices, to be returned to the table
once the session has concluded. Thank you for your cooperation.

As a first generation American, whose parents were immigrants from Guatemala and Peru, A.C. was raised by
a single mother. She spoke limited English, but instilled in him the lesson that hard work will always pay off in
the end. Although his parents' highest-level education was only an elementary education, A.C. made it a goal to
pursue higher education, earning degrees from the University of Texas at Dallas and Texas A&M – Commerce.
A.C. worked in public education (K-12) for over fifteen years, as a teacher and administrator. He currently works
in higher education, serving as a sociology professor at Richland Community College in Dallas, Texas. With more
than 18 years of experience working with young people in public and higher education and other non-profit
organizations, A.C. understands what it takes to reach students, particularly those at risk, and also knows the
importance of what a true leader has to do to lead an organization effectively.
In this preconference session A.C. gives educators and parents the tools they need to truly connect with their
students and children. To build the kind of trust that makes them ready, willing, and able to cultivate a love of
learning, leadership and a passion for life. He shares how educators and parents can truly help kids turn little
dreams into big ones, and big dreams into lives that are filled to the brim with greatness.
A.C.’s life story alone provides hope and encouragement for all. Obstacles such as the confinements of family
life, lack of monetary resources, and cultural differences do not have to be barriers to achievement and success.

Como estadounidense de primera generación, cuyos padres eran inmigrantes de Guatemala y Perú, A.C.
fue criado por una madre soltera. Ella hablaba inglés limitado, pero le inculcó la lección de que el trabajo
duro siempre dará sus frutos al final. Aunque la educación de alto nivel de sus padres era sólo una educación
primaria, A.C. hizo que su meta fuera de seguir la educación superior, obteniendo títulos de la Universidad
de Texas en Dallas y Texas A&M – Commerce.
A.C. trabajó en la educación pública (K-12) durante más de quince años, como profesor y administrador.
Actualmente trabaja en la educación superior, sirviendo como profesor de sociología en Richland
Community College en Dallas, Texas. Con más de 18 años de experiencia trabajando con jóvenes en
educación pública y superior y otras organizaciones sin fines de lucro, A.C. entiende lo que se necesita

EJ grew up in low-income communities and a single-parent home. He quickly began falling behind academically,
but after a powerful life-changing event, EJ used the wake-up call to transform his trajectory and future. He
eventually graduated from high school and went to receive a prestigious Bill Gates Scholarship that he used to
become the first college graduate in his family.
EJ understands that educators, parents, and mentors are stretched thin because our jobs, community, and family
demand more of our time. In this keynote address, EJ inspires the audience to think differently on what it means
to impact students. As an experienced education technologist and entrepreneur, EJ shares practical ideas for
maximizing our talents and building systems that allow ourselves and our students to thrive. EJ will share best
practices and innovative strategies to increase student support and school culture.

EJ creció en comunidades de bajos ingresos y un hogar monoparental. Rápidamente comenzó a quedarse
atrás académicamente, pero después de un poderoso evento que cambió su vida, EJ utilizó la llamada de
atención para transformar su trayectoria y futuro. Finalmente se graduó de la escuela secundaria y pasó a recibir
una prestigiosa beca Bill Gates que utilizó para convertirse en el primer graduado universitario de su familia.

how TEA intends to build upon that success for continued effectiveness. Attendees will hear about a collaborative
partnership by LEAs in the Houston area and some of the work being done by the Texas Council on School-
Family Engagement. TEA will share the most current information from USDE regarding parent and family
engagement. The goal is to strengthen home-school partnerships and improve student achievement.

Behavioral Threat Assessment Model

Behavioral Threat Assessment and Management provides a proactive, evidence-based approach for identifying
individuals who may pose a threat and for providing interventions before a violent incident occurs. This session
introduces the concept of threat assessment and outlines how a threat assessment program functions in a

school setting.
An effective, functioning threat assessment team is a critical component of keeping your school safe and
preventing violence. You will learn the process of how a threat assessment team identifies, assesses, and
manages threats. A toolkit, available through the Texas School Safety Center, includes guidance and resources
for forming and implementing a team in your school or district.

“Every child needs someone to be crazy about them.” These are the words of Salome Thomas-EL, award-winning
teacher and principal, and nationally recognized educator. They shape his life-long commitment to answering the
question, “How do we ensure that every child achieves their greatest potential?” Central to this challenge is how
we succeed with children who are facing the most serious barriers to success: poverty, violence, neglect, and
low expectations.
For over 30 years, Principal EL has taken on this challenge with the absolute belief that every child can and will
learn as long as adults in their world care enough to not give up.
Dr. Thomas-EL is currently the Head of School at Thomas Edison Charter School in Wilmington. He brings to the
process a powerful combination of passion, caring, and leadership to craft a refreshing, common-sense roadmap

"Todos los niños necesitan que alguien esté loco por ellos." Estas son las palabras de Salome Thomas-EL,
galardonado maestro y director, y educador reconocido a nivel nacional. Ellos dan forma a su compromiso
de toda la vida para responder a la pregunta: "¿Cómo nos aseguramos de que cada niño alcance su mayor
potencial?" La forma central de este desafío es cómo tenemos éxito con los niños que se enfrentan a los
obstáculos más graves para el éxito: pobreza, violencia, negligencia y bajas expectativas.

Dave Davlin was born in Dallas and raised 90 miles south of the city in a small town.
