CITY OF SOLDOTNA PLANNING & ZONING COMMISSION MINUTES JULY 7, 2021, 5:30 P.M. CITY COUNCIL CHAMBERS, SOLDOTNA, ALASKA REGULAR MEETING CALL TO ORDER & PLEDGE OF ALLEGIANCE A Regular Meeting of the Soldotna Planning and Zoning Commission was held on July 7, 2021. Chair Vadla called the meeting to order at 5:30 p.m. There were present: Kaitlin Vadla, Chair David Blossom Jenny Smithwick-Aley Charlene Tautfest Mark Burton Comprising a quorum of the Commission. There were absent: Thomas Anderson Also in attendance were: Justin Ruffridge, City Council Ex-Officio John Czarnezki, Director of Economic Development and Planning Department Jennifer Hester, Associate Planner APPROVAL OF THE AGENDA The agenda was approved without objection. APPROVAL OF THE MINUTES The June 2, 2021 meeting minutes were approved without objection. NEW BUSINESS Resolution PZ 2021-004 – A Resolution of the Planning & Zoning Commission Recommending Approval of the Mullen Homestead Gabriel Addition MOTION: Commission Member Smithwick-Aley moved to approve Resolution PZ 2021-004. Associate Planner Hester summarized the written staff report. Chair Vadla inquired about the driveway width in excess of current standards. Director of Economic Development and Planning (ED+P) Czarnezki stated the driveway would be handled administratively and is not relevant to the subdivision review. Chair Vadla asked for public comment. With no one wishing to speak, the item was back before the Commission. REPORTS Director of ED & P Czarnezki reported that the Council will have a work session on the Capital Improvement Plan at 4:30 on Wednesday July 14th for any who would like to attend. Also, there was an open seat on the Planning & Zoning Commission. If there was anyone who would be a good fit, please forward their name to either John or Jen. Associate Planner Hester reported the City’s Outdoor Dining Grant had awarded 11 businesses $15,000 each to enhance outdoor dining areas and increase the safety of the community during the COVID-19 pandemic. COMMISSION COMMENTS Chair Vadla commented that she would like to see a future work session on the Downtown Improvement Plan and a discussion of the walkable sections of town, specifically in terms of Lover’s Lane and the area around Lucy’s Market development. As a body of citizens with a goal of long term planning, she would like to hear a report on what goals have been met in the Downtown Improvement Plan and in the Soldotna comprehensive plan. ADJOURNMENT There being no further business to come before the Commission, Chair Vadla adjourned the July 7, 2021 Planning & Zoning Commission meeting at 5:45 p.m. The next regular meeting is scheduled for 5:30 p.m. on August 4, 2021. PZ2021-005 A RESOLUTION OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF SOLDOTNA RECOMMENDING APPROVAL OF THE BODNAR SUBDIVISION 2021 REPLAT WHEREAS, the attached plat for the Bodnar Subdivision 2021 Replat was referred to the City of Soldotna Planning and Zoning Commission, and initially received from McLane Consulting, Inc. on July 16, 2021; and WHEREAS, the City of Soldotna Planning and Zoning Commission find: 1. The plat is combining three lots into one lot; 2. The preliminary plat includes Lot 20, which is approximately .26 acres in size, Lot 21-A, which is approximately .33 acres in size, and Tract 4-A, which is approximately .09 acres in size; 3. The three existing lots are owned by the subdivider; 4. Lot 21-A and Tract 4-A are vacant, and Lot 20 contains a principal structure; 5. The plat creates Lot 21-B, a .690 acre lot; 6. The property is zoned Multi-Family Residential; 7. The surrounding zoning is Multi-Family Residential; 8. Municipal water and sewer are available to this subdivision; 9. Proposed Lot 21-B has constructed access from Marcus Ave. and from S. Kobuk St; 10. The plat does not subdivide property within a public improvement district subject to special assessments. There is not a delinquency amount owed to the City of Soldotna for the referenced property; 11. An installation or subdivision agreement is not required; 12. The replat meets all other general standards of Soldotna Municipal Code; and, WHEREAS, in accordance with SMC 16.10.040.E the City mailed 25 notices to property owners within 300 feet notifying them of the proposed action; NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF SOLDOTNA, ALASKA: Section 1. BACKGROUND INFORMATION The proposed preliminary plat intends to combine Lot 20, Lot 21-A Tract 4-A, of the Bodnar Subdivision into one lot. The parcels are zoned Multi-Family Residential, as are the surrounding parcels. The applicant is in the process of building a second structure on Lot 20 which will house a 26-person classroom. In the Multi-Family district, the construction of a second structure is allowed as long as the area, yard setbacks and other requirements of the zoning code are met for each building as if it were on a separate lot. The proposed Lot 21-B is 29,621 ft² in size and would allow for a second structure. This replat would provide adequate space and meet SMC requirements. All three lots are owned by the applicant. Authority to review and approve proposed vacations, abbreviated subdivision plats, subdivision plat waivers, and preliminary plats showing a subdivision of land within the corporate boundary of the City of Soldotna is provided by AS 29.40.010 and Kenai Peninsula Borough (KPB) code 20.25.050, and is codified within Soldotna Municipal Code (SMC) 16.10.040. Legal access to proposed Lot 21-B is dedicated and constructed from S Kobuk St. and Marcus Ave. Both S Kobuk St. and Marcus Ave. are paved and maintained by the City. Lot 21-A and Tract 4-A provide parking for the school. ANALYSIS The intent of the Multi-Family (MF) Residential District is to provide for stable residential development for a range of housing densities and other uses which are both compatible with the residential character and provide for areas of transition between commercial and industrial land uses and lower density residential uses. This replat would provide adequate space and meet SMC requirements to meet the minimum lot size requirement for two structures. STAFF COMMENTS This plat is a simple combination of three lots into one. No exceptions are being requested. Twenty-five notices were mailed on July 19, 2021 to neighboring property owners within 300 feet. No comments had been received at the time this report was drafted. STAFF RECOMMENDATION Staff finds the preliminary plat for the Bodnar Subdivision 2021 Replat meets the general standards of the Soldotna Municipal Code, and therefore recommends approval.
