A sustainable food for all Animal/Plant health crisis & unforeseen events Access to the Emergency Aid Fund To ensure immediate response to crises and unforeseen events Veterinary and plant expenditures could be complemented by - common mechanism to financially reinforce EU market based actions in response to all kinds of crises (natural interventions disasters, environmental crises, humanitarian emergencies, health epidemics, animal disease from the CAP outbreaks, etc. - the Fund can be mobilised over and above the MFF ceilings; - the Fund is entered in the budget as a provision to maximise its capacity; - unused amounts can be transferred This presentation shall neither be binding nor construed as constituting commitment by the European Commission

Programme monitoring Data collection for output, outcome and cost-effectiveness indicators: Mostly at DG SANTE level: technical and financial information from intermediate and final reports submitted by the beneficiaries / Member States Commission’s notification (IT) tools in place Examples: number of outbreaks, prevalence, incidence, … Data collection for impact indicators: Mostly through other tools/databases available at Commission level, such as: EUROSTAT indicators periodic reporting from EFSA Examples: value of agri-food production, trade flows, evolution of exports/imports, number of human cases … This presentation shall neither be binding nor construed as constituting commitment by the European Commission
SMP – state of play of adoption procedure 07/08/2018 Commission proposal COM(2018)441final 29/11/2018 - COUNCIL Partial general approach on the COM proposal (with amendments) voted at the 12/02/2019 – EU Parliament Competitiveness Council adopted (with amendments) after first reading in the EP plenary session (Council agreed on all technical aspects of the regulation with exception of certain horizontal no mandate established to enter into inter- provisions (most notably Country participation and institutional negotiations rule of law) and the general and specific budgetary envelopes) Trilogues cannot start before the next EP is in place (August-September 2019) NB: Theoretically, the next EP could ignore the 12/02/2019 vote and decide to revote the text with different amendments, but this is unlikely (EP has almost never done this, this text is not so important on the political point on view, first vote is very positive: 520 in favor, 125 against, 33 abstentions) This presentation shall neither be binding nor construed as constituting commitment by the European Commission
