HOW DO WE DEFINE CENTRE OF COMMUNITY? A YMCA Centre of Community is where people from all backgrounds and walks of life come together and support one another in staying healthy and finding the resources they need to improve their lives, their health and transform our communities for the better.
VAUGHAN YMCA CENTRE OF COMMUNITY Overview of the City of Vaughan’s goals for Centre of Community in the Vaughan Metropolitan Centre (VMC): The heart of the new downtown will include a social and recreational facility that supports people of all ages and abilities Will provide a critical amenity to early VMC adopters (employees and residents) As a social anchor, would draw a more diverse mix of people to the new downtown who would not otherwise have a reason to come in the early stage of development Will activate the mobility hub as a destination by giving people a reason to spend time rather than to pass through Will implement the facility objectives of the City’s Active Together Master Plan Conservative estimates show that a 25 year lease agreement term with the City will save more than $30 million of operating and lifecycle costs for the City The VMC Centre of Community will total approximately 109,000 square feet consisting of 77,000 square feet for the YMCA including a recreation facility, child care, camps and community spaces; and 32,000 square feet for the City of Vaughan Library, performing arts centre and community kitchen, in addition to green roofs and access to outdoor programming space The 3 story VMC Centre of Community will have 4 story office tower above
VAUGHAN YMCA CENTRE OF COMMUNITY Terms of partnership: • City to provide land • City to fund 2/3 of YMCA Centre of Community capital cost • City to fund 100% of Library and performing arts centre capital cost • City to guarantee financing from Infrastructure Ontario, which allows YMCA to borrow at municipal lending rates • YMCA to provide the City with First Right of Opportunity should YMCA ever vacate the facility • YMCA to cover 1/3 Centre of Community cost • YMCA to cover all operating costs associated with the YMCA facility • YMCA to cover all lifecycle costs associated with the YMCA • YMCA to provide an access agreement to City to guarantee YCMA membership fee based access to all Vaughan residents/businesses

BRIDLETOWNE NEIGHBORHOOD CENTRE Description of Partnership: • The Bridletowne Neighbourhood Centre (BNC) is being developed through a partnership coalition between the YMCA of Greater Toronto, the United Way of Toronto and York Region, The Scarborough/Rouge Hospital, Agincourt Community Services Association (on behalf of nine community health, social services and cultural based agencies), and the City of Toronto. • The BNC-hub will be located in the Steeles L’Amoreaux community, a neighbourhood in Scarborough, Ontario, a community identified by the City of Toronto as an underserved neighborhood in 2008. • The BNC-hub will serve more than 70,000 people who live in the immediate area and upwards of 200,000 people who live in surrounding communities and could benefit from the new services and community infrastructure made available through BNC. • Partners in the hub will work in an integrated and efficient manner to improve the social determinants of health of all people in the surrounding communities who require improved access to health and social services and social infrastructure.
BRIDLETOWNE NEIGHBORHOOD CENTRE The Bridletowne Neighbourhood Centre on the former Timothy Eaton school site (purchased by the City of Toronto) will be up to 150,000 square feet in size and will have five core offerings: 1. A life-saving Dialysis and Chronic Care Management Centre to be run by The Scarborough Hospital (TSH) which will replace existing dialysis infrastructure 2. A full-sized YMCA Centre of Community which will include recreation offerings including health and fitness programs and YMCA day camps. 3. A YMCA licensed Child Care Centre 4. An United Way supported Agency space which will house nine or more community agencies offering a broad range social services, health, health promotion, and cultural programs and services that will enrich the lives of the community as a whole; as well as offer space to support resident leadership and influence over neighbourhood conditions and to build collaborative action 5. Shared community space for community and cultural events as well as market rate office and retail space to support the sustainability of the project as a whole.

MANY EXAMPLES ACROSS ONTARIO • YMCA’s are partnering with Municipalities across Ontario • Majority of projects developed through partnerships can be grouped into three main categories: • YMCA-Municipal • YMCA-Public Sector (hospital, post secondary) • Multi-party partnerships • Range from ownership to lease to own to operate to operate with municipal support (in smaller Municipalities) • Each partnership unique based on needs of the community • Examples in Niagara, London, Kitchener, Waterloo, Innisfil, Burlington, Brantford – to name a few
CRITICAL SUCCESS FACTORS • Common vision with partners on the need for a Centre of Community • Creation of Memorandum of Understanding to guide project, including common vision, guiding principles, conditions precedent, timeframes, etc • Community advocates supporting the project at all levels of government • Understanding and alignment on the benefits of partnering with a YMCA • Open dialogue
BENEFITS OF PARTNERSHIPS • Building a community amenity at significantly less burden to the tax base • Sustainability of operating model • Community access and availability to financial assistance • Tailoring programming and services based on community needs through community engagement • Shared responsibility to tackle community problems • Synergies and efficiencies of co-locating i.e. creating common spaces that can be shared by partners • Wrap around services at one location • Diffusion of capital risks/liabilities
